HH writes to Sata over Nurses’ salaries

United Party for National Development (UPND) President Hakainde Hichilema has urged Republican President Michael Sata to quickly address the challenges in the health sector.

In a letter to the president obtained by QFM News today, Mr. Hichilema notes that the harmonization of salaries is being implemented in a haphazard manner and has demoralized health professionals.

Mr. Hichilema says he carried out an on the ground assessment of the situation at the University Teaching Hospital (UTH) where he found that nurses and midwives are still on strike and the pharmacy is still closed.

He has urged President Sata to urgently intervene in the matter by committing to reward the nurses and midwives according his government’s earlier promise.

Mr. Hichilema adds that government officials got their 100 percent increment and are paid on time and it is morally right that government does the same for the nurses and midwives.

However, Health Minister Joseph Kasonde has said politicians should desist from gaining political mileage from such strikes when peoples’ lives were at stake.

He advised Mr Hichilema to move away from the realm of speculation saying Government sets rules on salaries and the salaries were negotiated within those rules.

Government’s political will on constitution put to test

The Black Friday consortium of civil society organizations has challenged the Patriotic Front (PF) government to demonstrate political will towards the constitution making process by allocating funds towards the holding of a referendum in the 2014 national budget.

The consortium is of the view that if the 2014 national budget to be presented to Parliament this Friday does not include the allocation of funds towards the referendum, it will imply the PF government is not interested in the current constitutional making process.

Consortium spokesperson, MacDonald Chipenzi has told Qfm in an interview that in an event that there is no allocation of funds towards the referendum on the draft constitution, the CSO group will convene to strategize the way forward to ensure the country has a people driven constitution.

Mr. Chipenzi notes that the Black Friday consortium wants the PF government to act differently from previous governments that had been ignoring the voices of the Zambian people on many national concerns.

Public rally by United Party for national developement (UPND) and other related issues

The Commission is pleased that Police permitted the UPND to hold a public rally in Mandevu on Sunday 6th October. As we have stated before, the right to assemble peacefully is recognized in both local and international laws and must therefore be safeguarded at all times. Rather than be seen to be the impediments to the enjoyment of this and other related rights, the Police, as they did on Sunday, must be facilitators who ensure that order an safety prevail.

Reports that some cadres from the ruling party had earlier attempted to disrupt the gathering are regrettable. We call upon members of different political affiliations to be tolerant of divergence as this is the bedrock of our democracy.

In the same vein, therefore, we condemn in the strongest terms, the reported remarks by some named Patriotic Front (PF) officials in Mansa, Luapula who have stated that the Province is a no-go area for UPND president Hakainde Hichilema for uttering remarks at the rally which they consider unacceptable. The Commission wishes to remind all that Mr Hichilema, like everybody else, has the right to hold opinions and express them as provided for in the Universal Declaration of Human Rights (UDHR), the International Covenant on Civil and Political Rights (ICCPR) and the Constitution of the Republic of Zambia. Similarly, we call on the PF officials to recognize Mr Hichilema’s freedom of movement within and outside Zambia, constitutionally guaranteed in Article 22(1)(a).

Building a sustainable Human Rights Culture together

The Commission further wishes to recognize and applaud the visible efforts, within the higher echelons of the PF, to restrain cadres from taking the law into their own hands and, in the process, victimizing innocent citizens. Such and other instances of indiscipline tend to limit the enjoyment of certain rights by the general public just as they may have a direct bearing on the popularity of the PF, irrespective of whatever strides the party may be making towards enhancing our enjoyment of economic and social rights, for instance through the many infrastructure developments around the country.

The conciliatory tone of Information and Broadcasting Minister (and Government Spokesperson), Mwansa Kapeya, when dealing with opposition concerns over the Public Order Act also gives us great hope that we are finally approaching an era in our democracy when confrontation and counter invectives are a thing of the past! We urge Mr Kapeya to maintain that conciliatory tone in all his government position pronouncements and call upon others to emulate him.

United Party for National Development Party (UPND) president Hakainde Hichilema has appealed to Health Minister Joseph Kasonde to find a lasting solution to the strike action by nurses instead of threatening the nurses.

Speaking during his tour of the UTH this morning to assess the situation at the Hospital, Mr. Hichilema appealed to government to pay the nurses the salary they promised them and clean up all the distortions in the new salary arrangements.

Mr. Hichilema said it is the constitutional right of the nurses to express themselves in the manner they have done and that no one should use brutality or charge them.

He said it is unfortunate that the nurses are not in the wards to help patients, but that it is not their fault that this is happening as government has failed to honor its promise them.

Mr Hichilema said when UPND comes to power their approach to doing things will be different stressing that they will increase the salaries of nurses and other public service workers before increasing the salaries of ministers and the president.

He lamented that Zambians are losing lives due to the carelessness of the PF government which he said has no love for the people.

And the striking nurses found at the hospital complained of being harassed by Police when they are only expressing themselves peacefully.

The nurses have also called for the resignation of their union President Tom Yung’ana accusing him of lacking direction.

And Mr. Hichilema appealed to the nurses to be strong and hold on stating that he is going to put pressure on the government to resolve the problem.

PF has taken Zambia backwards – Nevers

Opposition Movement for Multiparty Democracy (MMD) president Nevers Mumba says there is nothing worthy of excitement over the move by the Police to allow the United Party for National Development (UPND) to hold a public rally.

Dr. Mumba said the holding of rallies and other public gatherings in the country form part of democratic rights and freedoms people are entitled to enjoy in a country like Zambia.

Dr. Mumba told Qfm in a telephone interview that it is actually embarrassing on the part of the Patriotic Front (PF) government that things had to reach to a point of breaktpoint to enjoy such fundamental rights and freedoms for people to freely assemble in a democratic country like Zambia.

He observed that the trend of repeatedly denying the opposition permission to hold public gatherings is also a shame to the nation, adding that the PF government has taken Zambia backwards in the way it is perceived by the international community.

Dr. Mumba has since indicated the MMD’s intensions to notify the Police on plans to hold several rallies across the country as a way of observing the PF government as to whether the decision to allow the UPND to hold a rally was done in an ad hoc manner or not.

Nkana’s Joseph Milanzi return to action

Nkana coach Masautso Mwale has hailed the return of fit-again midfielder Joseph Milanzi from a lengthy injury layoff.

Nkana’s Milanzi made a dream return to action last Sunday as a second half substitute in the 4-1 emphatic win over Nchanga Rangers.

This was his first match in more than a year.

In an interview, Mwale said he was delighted to welcome back Milanzi from injury.

“It’s good for us that we have all the players recovering from injuries,” he said.

During the injury layoff the player needed the aid of crutches to walk.

Meanwhile, Milanzi has found Nkana leading the FAZ Super Division table with 48 points from 23 matches.

Linos Makwaza for Roan?

Ex-Nkana coach Linos Makwaza has been linked with the vacant top coaching job at FAZ Super Division side Roan United.

Makwaza has been clubless since ditching Konkola Mine Police in April after falling out with the club’s executive.

Mine Police hired Makwaza last January followiing his exit at Nkana late in 2012.

Sources at Roan say the Luanshya side is courting the Power Dynamos legend.

“Roan are interested in Linos Makwaza,” sources said.

Caretaker and long serving assistant coach Kaunda Simonda is currently incharge of Roan.

The role of head coach at Roan has remaind vacant after the departure of Bruce Mwape who joined Mine Police in August.

PRESIDENT Michael Sata has advised Zambian diplomats against leaking State secrets and put national interest as priority.

Mr Sata said diplomats serving in various missions abroad, should safeguard the country’s interests above personal interests in line with the Oath of Allegiance to the Republican office.

He said this at State House in Lusaka yesterday when he swore-in former Munali Member of Parliament, Mumbi Phiri as Zambia’s High Commissioner to Kenya and Miriam Mulenga as the new Ambassador to Turkey.

“When you go out there representing this country don’t leak information regarding my office. Leak your personal information. Kenya is very complicated, Turkey is new, you have direct access to the Permanent Secretary and my office, if there is anything, you can contact us and you will be assisted,” he said.

And in an interview, Ms Phiri thanked the President for appointing her to serve in the diplomatic mission.

She said she was ready for the challenge and would work for the betterment of relations between Zambia and Kenya.

Ms Phiri said she had vast experience as a politician and would manage to perform according to expectations.

“I don’t miss my political life, that is in the past and that’s why some people fail because you still want to hold to past experiences. I am now a civil servant and I will work for my country to boost trade relations between Zambia and Kenya,” she said.

Nurses call of strike and troop back to work

Some nurses and other medical workers at the University Teaching Hospital -UTH and other health facilities have started reporting back for work. Health Minister Joseph Kasonde said that is happy that the health workers have decided to return for work as government rectifies anomalies in the new salary structures.

Dr Kasonde has since called on all those that have stayed away from work to rescind their work boycott and return to work. He was speaking at a media briefing in Lusaka. Nurses and other health personnel had gone on a strike to press for the harmonization of the salary structures after noticing a number of anomalies. Government has since started rectifying the pay roll distortions.

And NURSES and pharmacists at Kitwe Central Hospital (KCH) have called off their strike action.

KCH senior medical superintendant John Mwewa and Zambia Union of Nurses Organisations (ZUNO) Copperbelt acting Chairperson Ernest Mumba said in separate interviews yesterday that the majority of the nurses who downed tools had resumed work.

Dr Mwewa said the nurses had since Sunday been slowly trekking back to work and that as of yesterday, a good number of them had resumed work.

“Most of the nurses have as of today come back for work and we expect things properly normalize by tomorrow (today),” Dr Mwewa said.

Mr Mumba said the union yesterday morning held a successful meeting with its members who agreed to resume work.

“We have had a meeting with the nurses this morning (yesterday) on the institution premises which resulted in the nurses calling off the work boycott as they wait for Government to rectify the anomalies on salaries,” Mr Mumba said.

Government releases money for councils to pay their two months salary arrears

GOVERNMENT has released K54 million to pay council workers their two months salary arrears using the harmonized salaries and conditions of services, Local Government and Housing Minister Emerine Kabanshi has said.

Ms Kabanshi said the K 54 million grant released to the local authorities would also go towards supporting them to pay salaries to officers in divisions one, two and three for August and September this year.

Ms Kabanshi has since urged all striking council employees to report for work failure to which disciplinary action would be taken.

“I am pleased to inform the nation that Government has now released K 54 million operational grants towards support to councils to pay salaries to officers in certain divisions for two months, government has also provided funds for payment of two months salaries to all 68 new officers on first appointment employed by Local Government Service Commission posted to various councils.

“According to information I received, only 21 councils nationwide had withdrawn labour due to nonpayment of two months salary arrears, this strike action was unnecessary and illegal because there was no dispute declared between the employer and employees.” she said.

Addressing journalists at her office yesterday, Ms Kabanshi warned that government would not condone high levels of indiscipline, abuse of public resources and disregarding the ministry’s guidance in the utilization of funds.

Ms Kabanshi said the ministry had commissioned a countrywide audit of the harmonized salaries and conditions of service for a period of one year since August last year to September 2013.

She said the amounts which would be disbursed to the councils were gross amounts as they included payments for net salaries, Statutory pension contributions to the Local Authorities Superannuation Fund (LASF), Nation Pensions Schemes Authority (NAPSA) and Union membership dues.

She said her ministry was aware that there were some councils that had deliberately chosen not to pay the harmonized salaries as approved by government and were paying contrary to the approved harmonized structures.

Meanwhile,Ms Kabanshi has said her ministry has suspended two directors, for Engineering and Finance at Livingstone City Council to pave way for investigations into allegations of illegally paying themselves hefty salaries beyond their conditions of service.

Ms Kabanshi said the suspension of two Livingstone City Council directors should serve as a warning to all councils against the abuse public resources.

FIRST Republican President Kenneth Kaunda has called on Government to resolve the issuance of land title to First Quantum Minerals (FQM)’s Sentinel Minerals Limited which is putting up a $2 billion mining investment in Kalumbila area in Solwezi.

The giant mining firm applied for a land title two years ago for the construction of a mining township with attendant facilities such a police station, health centre, shopping centre and close 700 staff houses, but the Government had not yet issued the title.

Dr Kaunda who is on a tour of the project was speaking at the site after a presentation by Sentinel Minerals Limited Assistant General Manager Tristan Pascal.

He said he would relay the message to President Michael Sata who he had briefed about his tour of the mining project before he left Lusaka yesterday.

Dr Kaunda said the Sentinel mine project was a great investment for Zambia and Africa at large because of the many opportunities it is offering such as employment for the local and other people, technology transfer and infrastructure development in the area which was previously a bush 150 kilometres from Solwezi.

Dr Kaunda said it was gratifying to see young foreigners bring their knowledge and technology to the Zambia.

FAZ and Mazembe in player showdown

FAZ has alleged that TP Mazembe has blocked Rainford Kalaba, Stopilla Sunzu and Nathan Sinkala from the Brazil friendly.

The trio is believed to be either injured or unwell following their recent return from CAF Confederation Cup duty in Bamako where Mazembe beat hosts Stade Malien 2-1 in a semifinal, first leg on Sunday.

“We are in contact with our players and are aware of the machinations by Mazembe officials, who include a named Zambian football official, aimed at frustrating the players,” Mwanza stated.

“We are aware too that TP Mazembe officials are deliberately holding onto our players’ passports and refusing to release them for national duty in line with the rules and regulations that govern release of players for their national team duty.

“Despite these false claims, we are going ahead to have Kalaba, Sunzu, Sinkala and Hichani Himonde report for duty and if they are in anyway unable to play, our own medical staff will have to determine that.”

Meanwhile, six home-based players of the 26-member team fly out from Lusaka to China on Wednesday ahead of the October 15 friendly t be played in Beijing.

Information and Broadcasting Services deputy Minister Poniso Njeulu has dismissed media reports that he had resigned from his ministerial position.

In a statement  to the media in Lusaka today, Mr Njeulu said he had no intentions of resigning as quoted in the Post Newspaper of October 5,2013.

I refer to the news article in The Post newspaper of 5th October, 2013 entitled “Chungu counsels opposition MPs quitting Government,” in which I am cited as one of the opposition Members of Parliament who has resigned their position as Deputy Minister in the Patriotic Front Government.

I hereby dismiss the said media report as untrue.

I wish to make it categorically clear that I have not, and I have no intention to resign from my position as Deputy Minister of Information and Broadcasting Services in the Patriotic Front Government.

I am a loyal and patriotic citizen who is ready to serve my beloved country Zambia in any capacity as deemed necessary by the Head of State in line with the Republican Constitution.

Jean Kapata wants Kabimba charged for bring cabinet into disrepute in addition to the party charge

Patriotic Front Mandevu MP Jean Kapata has written to the party Deputy Secretary General Bridget Atanga to further charge Secretary General Wynter Kabimba for bringing Cabinet and the party into disrepute.

In a letter copied to President Michael Sata and made available to ZNBC news in Lusaka, Ms Kapata has complained that Mr Kabimba’s comments in the media in which he alleged that some cabinet Minister are corrupt are serious.

She says Cabinet is sponsored by the PF. Ms Kapata said that Mr Kabimba’s allegation is not only serious but an offence under the law NOT to report corrupt activities. Ms Kapata has further demanded that Mr Kabimba who is also Justice Minister should exculpate his allegations before the disciplinary committee of the central committee of the PF.

“This is a serious allegation and is an offence under our laws not to report corruption. Mr Kabimba should exculpate his allegations before the disciplinary committee of the Central Committee of the Party,” Ms Kapata said.

The letter dated October 7, 2013 is addressed to PF deputy secretary general, Bridget Atanga and copied to President Michael Sata and party national chairperson, Inonge Wina.

She said Mr Kabimba had been quoted in the Post Newspaper to have alleged that some Ministers were corrupt.

“Further to my letter requesting you to ask the central committee to charge Mr Kabimba, the PF Secretary General, I humbly request that he be charged further for bringing the Cabinet and the Party into disrepute.

“Mr Kabimba was reported in the Post Newspaper to have alleged that some Ministers are corrupt. The said Cabinet is sponsored by our party, PF,” she said.

Last month, Ms Kapata wrote another letter demanding that Mr Kabimba be disciplined over his remarks that a clique of tribal elements was pushing him out of the party.
