Wynter Kabimba sued for falsely accusing UPND for causing the death of a PF cadre

THE United Party for National Development (UPND) has dragged Patriotic Front Secretary General, Wynter Kabimba to court demanding for damages for defamation over allegations that the opposition political party was responsible for the death of Central province minister Obvious Mwaliteta’s garden boy and PF cadre, Harison Chanda of Monze.

UPND deputy Secretary General Kuchunga Edwin Simuusamba who has sued the Post and the Times of Zambia, on behalf of the party, wants the Lusaka High Court to order Mr Kabimba award his party punitive, general and exemplary damages.

Mr Simuusamba wants the court to order that UPND be awarded damages for anguish and emotional turmoil suffered as a result of the said libelous publications, interest on the said damages and that the two newspapers offers public apologies in their papers.

He wants an injunction restraining Mr Kabimba and the newspapers from further publishing or causing to be published the said similar defamatory words.

Mr Kabimba has been sued along with the Post and Times of Newspapers as second and third respondents.

Mr Simuusamba has stated that on February 4, 2013, Mr Kabimba falsely, maliciously and wantonly caused to be printed defamatory information where he accused UPND of causing the death of Mr Mwaliteta’s garden boy Joana Liakoka which story was published in the Post newspaper under the headline “UPND behind death of houseboy-Kabimba.”

He said on February 27, 2013, Mr Kabimba caused to be published in the Times of Zambia another article headlined “UPND must take responsibility for the death of the PF cadre.”

Mr Simuusamba said the words were in their ordinary and natural meaning understood to mean that UPND members were responsible for the death of Mr Liakoka, Mr Chanda and were also responsible for the death of UPND member Menyani Zulu during the Chongwe by-elections.

He said the words were also understood to mean that UPND was a violent party and its members cultivated fear and intimidation in elections by instigating violence as its members were murderers and violent.

He claimed that the words were meant to mean that UPND secured blood stained votes in Livingstone and had a formula for terror, crime and murder.

He said because of the same articles, the party has been labeled violent on several occasions by the public while its members had been accused and arrested on trumped up charges of assault and murder.

Mr Simuusamba who said UPND has, as a result been greatly injured in its credit and reputation and that the articles were meant to gain increased sales and political mileage.

A concerned senior citizen of Mungwi district has appealed to President Michael Sata to resolve the impasse surrounding the recognition of the appointment of Henry Kanyanta Sosala by the Bemba Royal Establishment as Paramount Chief Chitimukulu.

Philip Katenda, 81, is displeased with the differences between government and the Bashilubemba over the appointment of Henry Sosala as Paramount Chief Chitimukulu.

Mr Katenda says it is unacceptable for any individual regardless of their status to dispute the decision of the Bemba Royal Establishment in succession issues.

Mr. Katenda has since threatened to take to court those perceived to be interfering with the succession process.

Chief and Tradition Affairs Minister Professor Nkandu Luo recently stated that it is not automatic for government to gazette any appointed Chief.

She was reacting to concerns over government’s failure to gazette Henry Sosala as Paramount Chief Chitimukulu.

Digital Migration Tender still cancelled – Mwamba

Information and Broadcasting Services Permanent Secretary Emmanuel Mwamba has maintained that the cancellation of the Digital Migration Tender by his Ministry still stands.

This follows an appeal lodged by Star Software Technology Limited through its layers, Chibesakkunda and Company to the Ministry of Information and Broadcasting Services on the cancelled Digital Migration Tender.

In a statement obtained by Qfm today, Mr. Mwamba states that no bidders have been awarded any tender to implement the project.

He says the Zambia Public Procurement Authority (ZPPA) has already received appeals from two aggrieved bidders upon which the ZPPA advised that the tender be cancelled.

Mr. Mwamba further states that his Ministry has written to the Attorney General and ZPPA for guidance before the procurement committee can decide further on the matter.

Kawambwa PF backs embattled Kabimba

The Patriotic Front (PF) leadership in Kawambwa District has disassociated itself from the calls to remove Party Secretary General, Winter Kabimba.

And the ruling party in the area has thanked President Michael Sata for appointing Home Affairs Deputy Minister, Nixon Chilangwa as Luapula Province Party Chairperson.

Kawambwa District PF District Chairperson, James Kalumba says the PF in the area feels there is need to maintain Mr. Kabimba because of his numerous contributions to the development and strength of the Party.

Mr. Kalumba said all the PF Party structures in Kawambwa District have resolved to support Mr. Kabimba’s stay in the position of Secretary General.

ZANIS reports from Kawambwa that the District PF District Chairperson said this in a statement released in Kawambwa, district, today.

He named the Party leadership that are in support of Mr. Kabimba also include Pambashe Constituency, Kawambwa Central Constituency, Wards, Branches, as well as the Sections, respectively.

There has been nationwide calls for Mr. Kabimba to step down following his tribalism remark, among others.

And the Party in the area says it has welcomed the appointment of Mr. Chilangwa, who is also Kawambwa Central Area Member of Parliament.

This is according to a Press Statement by the PF Leadership signed by District Chairperson, James Kalumba which was made available to ZANIS in Kawambwa District, today.

Mr. Kalumba said the PF in the area has resolved to work with the newly appointed Chairperson, and would do anything possible to help in his endeavors to strengthen the Party.

Government commends UPND for holding a peaceful public rally on Sunday.

Government has commended the United Party for National Development (UPND) for holding a peaceful public rally on Sunday. Chief Government Spokesperson Mwansa Kapeya has also stated that the decision by Police to grant the permit for the public rally is also a demonstration that the Patriotic Front government does not interfere with the work of the Police.

Mr. Kapeya who is also Information and Broadcasting Services Minister noted that the successful holding of a rally by the UPND should further clear past accusations levelled against the PF government that it has been using draconian laws to stifle the opposition.

“In reality it is police who have deemed it fit not to allow such rallies based on their own security assessment. As Government we do not interfere in the operations of such critical wings of Government but want them to operate professionally,” he said.

He said the UPND rally was allowed to go ahead because Police had assessed the situation and were convinced the meeting could take place.

Mr. Kapeya said that the PF government believed in peaceful co-existence of political parties and multi party democracy.

He has also commended National Restoration Party (NAREP) president Elias Chipimo junior for the constructive criticism of the PF government.

Mr. Kapeya said Mr. Chipimo has demonstrated maturity in the way he conducts his politics.

Kalusha salutes Renard

Zambia legend and FAZ president Kalusha Bwalya has hailed Herve Renard’s reign as Chipolopolo trainer.

Renard has joined French Ligue 1 side Sochaux.

Kalusha said the Frenchman has left a good legacy in Zambia and Africa.

“Herve Renard has left a very good legacy- he has to be proud of himself. Herve Renard was a good worker and honest man,” he told BBC Sport on Monday.

“He was there giving his best, he won the biggest trophy for Zambia today- that is the Africa Cup. When he came no body knew about him but today Herve Renard is a house-hold name and people respect him in Africa,” Kalusha said.

French coach Herve Renard has wished Chipolopolo well after quiting to join Ligue 1 side Sochaux.

FAZ announced on Monday that Renard had resigned to join the struggling French club.

In his first comment since resigning as Zambia coach, Renard hailed FAZ president Kalusha Bwalya for giving him the Chipolopolo top job.

“I would like to thank Kalusha for this opportunity and for allowing me to further my career,” he said.

Renard added:” I enjoyed working with him and together we did the best to further the development and rise of the Chipolopolo. I wish the team well.”

Meanwhile, Zambia assistant coach Patrice Beaumelle will take charge of the team in the 15 October friendly against Brazil in China.

Herve Renard has stepped down as Zambia coach.

Renard has quit to take over the job at French club Sochaux.

FAZ spokeperson Erick Mwanza confirmed in a statement today that the 2012 Africa Cup winning coach had left Zambia after a second spell at the helm.

“The Football Association of Zambia hereby announces the release of Herve Renard from the job of National coach of the Zambian National Football Team. The 2012 Nations Cup winning coach has been offered a wonderful opportunity at FC Sochaux in the top league in France,” Mwanza said.

Renard’s assistant Patrice Beaumelle has taken over of the team.

And Renard will be reunited at Sochaux with his protege Emmanuel Mayuka who is on a one year loan deal with the second from bottom club French Ligue one club.

Nurses at Ndola Central Hospital have joined their UTH and Kitwe Central hospital counterparts in protesting against government’s decision to give them a four percent salary increment.

At Ndola Central hospital nurses were found outside the hospital premises chanting anti-union leader slogans.

The nurses who vowed not to go back to work until they are addressed by Health Minister Dr Joseph Kasonde are demanding among other things a 75 percent basic salary increment.

The irate nurses told ZANIS that they also want their Union Leader Tom Yunga to step down citing that he has over stayed in the Union and that he is a liar who had failed to represent them.

The nurses also threatened to sort out part timers who were attending to patients at the hospital saying what they were fighting for was also for their benefit.

And Arthur Division Children’s hospital Pharmacists have also down tools leaving the pharmacy at the country’s children referral hospital closed.

And some mothers who had taken their children for medication complained over the closure of the pharmacy and called on government to address the plight of the pharmacists before the situation gets out of hand.

PF squabbles affecting development in Kafue district

The UPND in Kafue is seriously worried at the lack of political will to upgrade the Kafue feeder roads.This has caused a lot of problems for people who transport their produce to markets in the District.

This is according to a statement issued by Everisto Pensulo UPND District Information Secretary.

The roads are so impassable that if nothing is done before the onset of rains people will face a lot of difficulties. With the late delivery of agricultural inputs, it will even be a nightmare for the farmers whose main livelihood is agriculture.

The local MP (Central Province Deputy Minister) recently commissioned earth equipment which is just lying idle rusting somewhere in some garage instead of being used to upgrade the road to some gravel standard at least. We wonder whether that’s how a government for the poor as they call themselves should operate. They seriously have no plan for Kafue District.

It is surprising that instead of working to better the lives of people the PF are just embroiled in succession wrangles.

Local authority workers diverting service delivery funds because of non payment of salaries by government

The strike by council workers is spreading to more provinces as Solwezi Municipal Council Unionized workers joined their colleagues from Livingstone,Mansa,Chipata,Mkushi,Kalulushi in strike action.The council workers last week went on a sit in protest demanding for their August and September monthly arrears.

Local Authorities workers across the country have not been paid for two months.

Some sources at the municipal council said the local authority workers have been paying themselves money meant for service delivery but this has gone too far.

“We cannot continue like this can you imagine we are using money meant for service delivery to pay our selves” the source said in an interview.

Zambia United Local Authority workers Union Zulawu Solwezi branch chairperson Simon Mtayachalo in an interview said the municipal council workers have gone on a sit in protest to attract governments attention.

“We are calling on government to give us our September and August salaries” mtayachalo said.

But the Zambia Congress of trade Union in the province says it against the idea of work stoppages.

Provincial coordinator Kameya Manjomba said in as much are the local authority workers concerns are justifiable going on a sit in protest should be a last decision to make.

Mr Manjomba said the work stoppages will lead to a dirty township as most of the garbage will remain uncollected.

On Thursday 87 unionized workers at the Municipal Council of Mansa downed tools. Zambia United Local Authorities Workers Union (ZULAWU) Mansa branch chairman, Ben Nshenda, has confirmed the development .
Flanked by other union leaders, Mr Nshenda said the decision to down tools had the full blessings of the ZULAWU national executive committee (NEC).

“Our members have vowed not to return to work until their demands are met. We have been very patient for a long time but all the promises from Government have not been fulfilled,” he said.

ZULAWU general secretary Kingsley Zulu, said in a press statement that the workers actions should not be misconstrued as political because they had endured enough.

“Our members gave persevered for a long enough and as NEC, we stand by them for any industrial action they will deem appropriate to take,” he said.

A member of the Bemba Royal family has expressed disappointment over Chiefs and traditional affairs Minister Professor Nkandu Luo’s continued verbal attacks on the Bemba Royal establishment on the Chitimukulu succession process.

Patrick Mucheleka who is also Lubansenshi Independent Member of Parliament says it is saddening that Prof. Luo has continued to Undermine Bashilubemba’s Authority in succession matters.

Mr. Mucheleka has since urged all well meaning people to unite and condemn Prof. Luo.

Mr. Mucheleka was commenting on Chiefs and Traditional Affairs Minister Professor Nkandu Luo’s statement published in the Media that the choice of a Bemba chief is not based on the Bemba Royal Establishment as such.

GOVERNMENT has assured that the final draft Constitution to be submitted to the President this month will not be doctored.

Attorney General Mumba Malila dismissed public fears that the final draft Constitution would be doctored if it would not be submitted to the President and the Public simultaneously.

Mr Malila said Government would deliver the people driven Constitution that would stand the test of time.

He said a lot of resources had been spent on the process and Government would ensure that it respected the wishes and aspirations of the people.

“The submissions of the people would be respected to the greatest extent possible, and they would be included as long as they are practical and can be implemented,” he said.

Justice Minister Wynter Kabimba told Parliament last week, that the final draft Constitution would not be handed over to the President and the public simultaneously.

The announcement by Mr Kawimba unsettled various stakeholders and accused Government of back-peddling on its initial announcement that the document would be handed over to the President and the public simultaneously.

Mr Kabimba clarified that the Technical Committee drafting the Zambian Constitution was appointed under the Inquiries Act, which obliged them to hand over the draft Constitution to the President first.

Recently the Technical Committee issued a statement stating that the draft would be handed over to the President and the public at the same time.

Jaguar Land Rover to set up a construction plant in Zambia

JAGUAR Land Rover is set to invest about US$5 million in the construction of its plant in Zambia, head of importer network for Sub-Sahara Africa Matthew Creese has said.

Mr Creese said in an interview in Lusaka that the company realized that Zambia was an important market for Jaguar Land Rover in the Sub-Saharan Africa and that was the more reason the company appointed it new importer and opened temporal facility.

He said that the company had acquired some land on the Great East Road near the Mwanawasa General Hospital in Lusaka where the facility would be built by the end of 2014.

“We feel that Zambia is an important market for us in the Sub-Sahara Africa and this is why we appointed the new importer last year and opened this temporal facility in May, because it was important that we service Zambians,” Mr Creese said.

He said the drawings had already been approved and the Environmental Impact Assessment (EIA) report was also ready, adding that Jaguar was expected to break ground in the next six weeks.

“Towards the end of 2014 we will open our brand new facility along Great East Road near Mwanawasa General Hospital. Once opened it will be the most advanced facility in Africa and the World at large,” he said.

Mr Creese said the company chose to come to Zambia because it was an upcoming market for Jaguar.

He said the company was not just interested in doing business in Zambia but that it was also interested in training Zambian people in handling its facilities.

Mr Creese noted that there was potential for growth on Zambian market and the firm had realised that the country’s economy was growing rapidly.

“We are also pleased because the business environment in Zambia is a great market in which to develop,” he said.

He commended the Government for the support it had continued to render to the company in terms of its developing efforts in the country.
