UPND MP loses in court, expulsion from the party stands

THE Lusaka High Court has refused to grant expelled Sinazongwe Member of Parliament (MP) Richwell Siamunene an injunction restraining his party from expelling him from the United Party for National Development (UPND) on grounds that his application is misconceived.

In her judgment yesterday, High Court judge Anne Sharpe Phiri said there was nothing to restrain the defendant from because his party had already expelled him at the time he was suing it and had also written to the Speaker of the National Assembly informing him of the party’s decision to expel him.

This is in a matter in which Mr Siamunene had sued the party’s Secretary General Winston Chibwe and sought an injunction to restrain the party from going ahead to communicate to the Speaker over his expulsion.

“As such I find that this application seeking an injunction to restrain the UPND from communicating his expulsion to the Speaker and restrain it from bringing the matter up for consideration is misconceived,” she said.

Judge Phiri said it was not the role of the Court to decide who should or should not associate himself with others belonging to other given clubs and that the rules of natural justice were not followed by the defendant when bringing the matter to court.

The Bemba Royal Establishment (BRE) has refuted media reports suggesting that Henry Kanyanta Sosala has been appointed as Paramount Chief Chitimukulu of the Bemba speaking people of Northern Province.

Mr. Sosala was recently de-gazetted as Senior Chief Mwamba by Government.

Sub Chief Chimba has asked Zambians to ignore the rumours circulating in some sections of the media that the Bemba Traditional Council known as the Bashilubemba has appointed Mr. Sosala as Paramount Chief Chitimukulu.

He said the reports were highly misleading and malicious as the Bemba Royal Establishment was still mourning the late Paramount Chief Chitimukulu.

Sub Chief Chimba stated that it was against Bemba traditions and customs for the Bashilubemba to announce the successor to throne of Paramount Chief Chitimukulu even before the late Chief could be put to rest.

He urged people to allow the Bashilubemba time to make the final decision on the next Paramount Chief Chitimukulu instead of issuing unsubstantiated statements to the media.

Sub Chief Chimba has since warned individuals behind the spreading of falsehood about the appointment of Paramount Chief Chitimukulu of serious consequences once caught.

Meanwhile, Sub Chief Chimba has announced that the late Paramount Chief Chitimukulu of the Bemba speaking people in Northern Province will be put to rest on 17th July, 2013.

This is according to a statement made available to ZANIS by Sub Chief Chimba’s representative Chikwemba Lucheshi.

But when contacted for a comment on the matter, Mr Sosala declined to comment.

Meanwhile, de-gazetted Senior Chief Mwamba Henry Sosala has surrendered his official vehicle which is now parked the provincial administration offices.

Zambia needs to eliminate torture and degrading treatment

The Human Rights Commission (HRC),says Zambia needs to put measures in place to eliminate torture and degrading treatment in the country.

HRC acting Chairperson, Arnold Kapelembi, says there is need to criminalise torture in Zambia because currently there is no law that directly deters and punishes perpetrators apart from prosecutions of minor offences like assault.

Mr Kapalembi, therefore, says the definition of torture needs to be expanded to capture all forms of torture, inhuman, cruel and degrading treatment or punishment, among them Gender Based Violence (GBV), systematic beatings and being confined to a mental institution on anything other than medical grounds.

The Acting Human Rights Commission Chairperson was speaking in Lusaka today at a media breakfast to mark Zambia’s first commemoration of the United Nations Day in Support of torture victims.

The day which came into force in 1987 was being commemorated under the theme “Right to Rehabilitation.”

Mr Kapelembi reiterated that efforts to combat torture need to be strengthened through protection of whistle blowers, wider stakeholder sensitisation and training of law enforcement officers in modern investigative methods.

He said the latter will ensure that officers do not rely on torture to obtain confessions and evidence.

He affirmed that the commission has thus committed about 80 per cent of its 2013 sensitisation activities towards torture awareness.

Mr Kapelembi has since called on government to establish a rehabilitation centre for torture victims to avail them an opportunity to be rehabilitated and able to enjoy life as they had done before the torture.

And the United Nations Resident Coordinator, Kanni Wignaraja, said Zambia has taken positive steps to redress human rights violations and offer support to survivors of torture and dehumanising treatment.

Ms Wignaraja cited setting up of the Police Public Complaints Authority, the Victim Support Unit, the enactment of the Anti-Gender Based Violence Act and the fight against early marriages as positive mechanisms for the country.

She pledged the United Nation’s support towards Zambia stating that norms and traditions that reinforce torture need not be reduced but eliminated through social campaigns and implementation of laws.

She affirmed that the country’s legal frameworks, particularly the draft constitution, must be consistent and conform to universal definition of torture.

Ms Wgnaraja called on the media to diverse their reporting on torture, saying the media must not only concentrate on torture by law enforcement officers but also look at societal forms of torture.

And speaking in a question-and-answer session, Human Rights Commission Director, Florence Chibwesha, said a lot needs to be done to ensure that torture suspects are not denied their rights of being innocent until proven guilty.

Ms Chibwesha disclosed that in a recent survey of prisons in Zambia the commission ascertained that 70 per cent of inmates were remandees while only 30 per cent were actual convicts.

She said for this reason the commission will still regard suspects as human beings unless found or stated otherwise.

Meanwhile, Inspector General of Police, Stella Libongani, assured that police will strike a balance between fighting criminality and respecting human rights.

Ms Libongani expressed confidence that police officers will adhere to international treaties, especially those on human rights, because a lot of awareness is being done to ensure they operate professionally.

Closure of illegal bus station sparks riot in Kabompo

Police in full riot gear in Kabompo today fought running battles with Musamba illegal bus station vendors, tickets and cigarette sellers.

The commotion started from about 09:00 hours to 13:00 hours after Kabompo District Council Management ordered the closure of the illegal bus station at Musamba.

In protest to the closure of the illegal bus station, the tickets, cigarette sellers and other vendors blocked the main Solwezi-Zambezi road with huge logs of timber and burning vehicle tires.

Police moved in with tear gas canisters to the riotous protesters who responded with retaliated with stones and sticks.

Business operations at Musamba shopping centre and market were forced to close by police and remained closed by press time while buses from Solwezi and Zambezi were being directed by police to the newly opened modern bus station located in central Kabompo Township.

When contacted Kabompo District Council secretary, Francis Nkhoma declined to comments but referred all queries to his superiors, the District Council Chairperson, Shadrick Sambangu whose mobile phone was unreachable.

Kabompo District Commissioner, Dennis Kanyakula could not be reached as he was out of town while efforts to contact Kabompo District Police Officer-In- Charge proved futile as he was busy leading his officers in calming the situation.

Lusaka ranks highest in HIV prevalence rate

Permanent Secretary in the ministry of Community Development Mother and Child Health Elwyn Chomba says Lusaka district has the highest HIV prevalence percentage rate in the country.

Ms Chomba disclosed this in a speech read on her behalf by Lusaka Provincial Medical Officer, Tuckson Lambat, during the launch of the Universal HIV testing and counselling campaign held at Chawama grounds today.

She disclosed that the HIV prevalence rate for Lusaka district stands at 20.8 per cent, making it the highest district compared to others.

The PS said new infections have been increasing from an estimated 67,602 adults in 2006 and are projected to rise further to 72,019 in 2015.

She bemoaned that only 15 per cent of Zambians access counselling despite the country recording a high HIV prevalence rate.

Mrs Chomba stressed that there is need to encourage all sexually active youths and adults to undergo voluntary counselling and testing.

She said sexually active groups will be able to make informed decision once they under HIV counselling and testing.

And speaking earlier at the same function World Health Organisation (WHO) National Programme officer in charge, Solomon Kagulula, who read the speech on behalf of WHO- Country Representative, Olusegun Babaniyi, called for scaling up HIV counselling and testing.

Dr Babaniyi said new interventions should be initiated that will help to scale up HIV counselling and testing among sexually active groups.

Mob descends on truck driver for killing 2 teenage girls

A mob of angry residents in Mufulira yesterday attacked a Tanzanian truck driver, Geoffrey Zowa, 28, for allegedly killing two 13-year-old female pedestrians after the vehicle he was driving ran over them.

According to a statement issued in Lusaka today by Police Deputy Public Relations Officer, Charity Chanda, the two teens have been identified as Sampa Chungu and Hadassa Pola of Mwebupya flats and Kantanshi Township respectively.

Ms Chanda said Sampa died on the spot while Haddassa was pronounced dead upon arrival at the hospital.

The accident happened around 16:30 hours between Buntungwa and Freedom way in Mufulira after the driver of the Scania truck Reg No. T924 BYA and T150 BZB failed to keep to his lane and went to hit the two girls who were standing by the road side.

The driver sustained injuries as a result of the beating by the residents and is admitted to Ronald Ross hospital.

The bodies of the deceased are lying in Ronald Ross and Malcom Watson Hospital Mortuaries.

Ms Chanda has since appealed to members of the public not to take the law into their own hands but hand over suspects to the police.

In a related development, a passenger, only identified as Jonathan, aged between 28 and 30 years old, died on the spot after a Mercedes truck, Reg No AAA 5714, loaded with logs, ran over him.

The accident happened when the driver, Kelvin Gongwe lost control of the vehicle and went off the road where the trailer fell off and ran over the deceased.

The accident happened around 19:40 hours along Kalengwa Road near Kacheleketa area in Kalulushi.

Police Deputy public Relations Officer, Charity Chanda, affirmed that the driver is currently on the run and police have since launched a manhunt for him to bring him to book.

She said the body of the deceased is lying in Kalulushi Government Clinic awaiting postmortem.

United Party for National Development (UPND) leader Hakainde Hichilema has challenged the Patriotic Front government to clearly state how much was budgeted for the by-elections that have continued to drain tax payer’s money.

Mr. Hichilema has also accused the Former Deputy Minister of finance Mr. Miles Sampa of not telling the truth by giving contradictory statements on how much of the contingence budget was allocated for by-elections.

Mr. Hichilema has advised Mr. Sampa to learn to take shape and never deceive the Zambian people who really need to know how much monies are being spent on by elections that were not budgeted for.

Mr. Hichilema added that it only is fair for government to come out clearly and tell the nation the truth as people in the country are not ready to listen to statements that are not making any good for the country.

Meanwhile Mr. Hichilema has maintained that he will not apologize to Matero Member of Parliament Miles Sampa for having accused him of using part of the money saved from the removal subsidies to donate to Lusaka’s Matero BIGOCA church.

Mr. Hichilema has also warned that it is unwise for Mr. Sampa to start issuing out threats that he will take legal action towards him only because Mr. Hichilema was allegedly telling the truth.

Mr. Hichilema states that he is entitled to his opinion on any issue affecting the people and thus there is nothing wrong for him to say Mr. Sampa got the money saved from the removal of subsidies and donated to the named church.

Transporters in Mansa complain over non-payment by FRA

About 31 Transporters contracted by the Food Reserve Agency (FRA) to transport maize in the 2011/2012 marketing season in Luapula Province have not been paid their dues by the Agency.

This was revealed when Transporters went to FRA offices demanding to know from the Provincial Marketing Coordinator when they will be paid their money.

The Transporters who say they have waited too long have vowed never to allow anyone to transport maize in the 2012/2013 marketing season if they are not paid their money.

Speaking on behalf of the transporters Clement Mumba said it was worrying that some transporters had been paid fully while others have not been paid when they where contracted to do the same job.

Mr. Mumba says transporters have suffered long enough and wandered why they have not been paid when some of the maize they where transporting has been sold.

And speaking to the farmers, Food Reserve Agency Regional Accountant Desire Ngoma said the regional offices in Luapula Province are still waiting to hear from headquarters on the matter.

Meanwhile Mansa District Commissioner Miriam Kauseni has assured the Transporters that her office will follow up the matter and give a feedback by Friday.

Mrs. Kauseni said the nonpayment of the Transporters is an issue of concern and assured the transporters that she will follow the matter with keen interest so that they are paid their money.

Mrs. Kauseni said this when she addressed the Transporters after they had demanded to be addressed by her office.

Court places girl 14 on probation for abortion

The Senanga Magistrate court has placed a 14 year old girl on probation after she pleaded guilty to abortion.
The Juvenile who appeared in court yesterday was facing one count of abortion contrary to section 152 of the Penal Code Chapter 87 of the Laws of Zambia.

Particulars of the offence were that on February 28, 2013, the Juvenile in Senanga District, being a woman with child with intent to procure her own miscarriage willfully and unlawfully did administer to herself some poison.

In placing the girl under probation magistrate Munukayumbwa Muyambango observed that the girl deserved maximum lenience as she was remorseful and did not waste the court’s time by admitting the charge.

Magistrate Muyambango further ordered that the juvenile reports to the Department of Social Welfare every fortnight for counseling and guidance.

“I order that she is placed under the supervision and guidance of Social Welfare and this should be done every fortnight,” Muyumbango said.

The Magistrate also asked District Social Welfare Officer Victor Walubita to help the Juvenile offender get back to school as well as source school support for her.

Earlier in his social welfare report, Walubita submitted that the girl dropped out of school last year while in grade eight.

He asked the court to exercise clemency on the Juvenile as she was a first offender adding that she had learnt a lesson as she was in custody from 4th March this year when she was arrested.

“Your honour she realizes the seriousness of the offence and therefore does ask the court to be lenient with her. She is sorry for the offence and asks the court for forgiveness, furthermore the period she has been in custody has taught her a lesson,” he said.

And magistrate Muyumbango ordered the girl’s guardian Kakubu Katembo to ensure that the juvenile reports to goes back to school with the help of Social Welfare.

President Sata praises defence forces for gunning down Mailoni brothers

President Sata,has praised the defence and security personnel for restoring peace and order in Central Province’s Luano Valley.
On Monday afternoon, Zambia Army officers in collaboration with other defence and security personnel gunned down the once elusive Mailoni brothers, who have terrorized the area since 2007. The notorious trio was killed while resisting authorities in an operation.
This is contained in a press statement made available to the media by George Chellah Special Assistant to the President press and public relations.

“As Commander-in-Chief, I salute our gallant forces for executing this operation with dedication and precision. As a government, we will continue using all the resources at our disposal to safeguard the country’s peace and security,” President Sata said.

“In view of the fact that peace has been restored in Luano Valley, I encourage my brothers and sisters to put the traumatic past behind, get back, live and work hard to create a better Zambia for all.”

‘So how’s Pabwato doing?’ asked Jumani. ‘Is it sailing forward on a marvelous voyage of discovery towards a new land of prosperity?’

Don’t ask,’ I said grimly. ‘I shall only get annoyed.’

Jumani was a bit out of touch. He and his wife Tobre, who now live in Cape Town, were here on a short visit.

Pabwato is going round in circles and getting nowhere,’ explained Towani.

The wind has gone out of their sails,’ said Sara. ‘The captain huffs and puffs at his own sails, and wonders why the boat can’t move. He’s becalmed.’

Becalmed!’ laughed Kupela. ‘More like embalmed!’

Embalmed?’ Tobre wondered. ‘What do you mean?’

Maybe the whole nation is going to be embalmed!’ laughed Kupela. ‘Haven’t you been reading the papers since you arrived? Every day The Past has the latest episode of the embalming scandal! They claim that Zombibeef has been indoctrinating its beef with formaldehyde!’

That’s just a cooked up story,’ Sara laughed, ‘designed to divert our attention from the removal of subsidies, rising cost of living and collapse of the budget. I doubt if there’s any truth in it.’

‘Truth!’ cackled Kupela. ‘This is Zombia! There’s no such thing as truth, there’s only plausibility and implausibility.

People don’t believe a story just because it’s plausible,’ I declared.

My point exactly,’ said Kupela. ‘The more implausible the story, the more likely that it will be believed!’

Half a minute,’ said Tobre, scratching her head. ‘Surely the more implausible a story, the less likely it will be believed.’

Here it works the other way round,’ cackled Kupela. ‘Let me give you an example. In any other country the government introduces subsidies on food and fuel to help the poor. But here the government removes these same subsidies to help the poor. You see, here in Zombia, the more implausible the story, the nearer it is to the truth.

Oh dear,’ said Tobre. ‘Then I certainly am lost.’

‘We’re losing track,’ said Sara. ‘Let’s get back to the embalming story. The first thing we should ask ourselves is: Who benefits from concocting a story like that? I mean, Zombibeef can’t have any interest in embalming its customers, or it would soon be left without any!

But on the other hand,’ said Towani. ‘If the newspaper readers can be persuaded to believe the story, then everybody will have to support the government when it steps in to nationalize the company. Then, after all the malpractices have supposedly been eliminated, the company can be sold by tender!

For one kwacha to the owner of The Past newspaper! I suggested.

Who will then sell horsemeat imported from Cuba!’ Sara laughed.

But much praised in the editorials,’ laughed Towani.

Ah ha!’ said Tobre, with some satisfaction. ‘Now this is beginning to make more sense! It sounds more like South Africa! A straightforward bit of Zumanomics!

Not so fast,’ Kupela interrupted. ‘Your entire explanation of the truth is based on the assumption that the original embalming story was false, and concocted for devious purposes. But you have assumed this because you consider that the story is self-evidently implausible. This was despite my warning that, in Zombia, the wildly implausible is more likely to be true!’

Even in this case?’ Jumani wondered.

You have to look at the bigger picture,’ explained Kupela, ‘not just at the petty stealing of a prosperous company. The overall picture is that Pabwato is becalmed and going nowhere, and the Punching Fist leaders are getting older, and are obviously not going to last beyond their sell-by date of September 2016.’

So?’

So they design a scheme to preserve themselves all the way to 2021 by embalming themselves with formaldehyde. If swallowed as a liquid it kills you. But if ingested in low concentration in beef it can turn you into a zombie, a sort of living dead, that could last even for centuries.’
This could explain the strange and useless behaviour of the government!’

Exactly. Becalmed because embalmed. They appoint one day and fire the next. Introduce a subsidy one day and remove it the next. They keep sailing round in circles. This happens because they spend most of the time in their coffins, only waking up for one hour a day.’

Half a minute,’ I objected. ‘This explanation is even worse. It is a reason for the government to conceal their secret supply of formaldehyde, not expose it in The Past!’

‘This is not the end of the story,’ said Kupela. ‘The opposition got wind of Pabwato’s cunning plot to live forever, and arranged for Zombibeef to also provide them with formaldehyde in their weekly supply of offals.’

Offals? Why not steak?’ wondered Tobre.

You don’t understand our class system,’ explained Kupela. ‘The government eats steak, the opposition eats offals, and the rest of us eat such things as kapenta, vintubala, inswa, or even locusts in a good year.’

So the government now has to nationalize Zombibeef in order cut off the supply of formaldehyde to the opposition, and to maintain their own monopoly over everlasting life.’

Exactly,’ said Kupela. ‘This time the one-party state is going to be embalmed in formaldehyde. We shall never get rid of it.’

All this seems very far-fetched,’ said Jumani, ‘If you ask me, there should be an independent commission of enquiry to look into this formaldehyde scandal and issue a report!’

Yes,’ laughed Kupela, ‘like the Gabon Report!

Yes,’ said Jumani. ‘By the way, what happened to the Gabon Report?’
‘It was embalmed,’ said Kupela.

Scorecard: Shinde salutes Nkana’s extraordinary win

Nkana legend Jericho Shinde describes Kalampa’s win over Konkola Blades as extra ordinary.

The FAZ Super Division leaders came from 2-1 down to beat Blades 4-2 on June 22 at Nkana Stadium in Kitwe.

“It’s extraordinary actually the guys played some good football although Konkola too had a good spell,” Shinde said.

The win saw Nkana maintain their two-point lead at the top of the table over Zesco on 29 and 27 points respectively.
Nkana also stay unbeaten in their last five games in which they have won four and drawn once.

“But I am sure Nkana are showing that they are a side that is looking forward to getting the league title,” Shinde said.

“They showed resilience, determination and all was not lost they fought all-out, never gave up and hence the result you have seen.”

Nkana, who visit Zesco on Saturday at Levy Mwanawasa Stadium in Ndola, are chasing a record setting 12th leafgue title after winning their last crown in 2001 under Patrick Phiri.

ZAMBEEF complies with Government directive as more customers shun their outlets

ZAMBEEF Products PLC Chief Executive Officer Francis Grogan has said the company has complied with the directives from the Ministry of Health and assured its customers that only local beef products are currently being sold in all its outlets country-wide.

Mr Grogan said Zambeef had withdrawn all imported beef products from its retail network countrywide to facilitate investigations.

Mr Grogan said the withdrawn products included ox-livers, ox-kidneys, hooves and intestines.

“The above listed products were recalled last Thursday, June 20, 2013, as a precautionary measure whilst investigations are in the process,” Mr Grogan said in a press statement.

He said on Monday this week, the Ministry of Health directed that Zambeef withdraws all imported beef products namely ox-livers, ox-kidneys, hooves and intestines and that the company should submit all imported meat products in transit to the ministry for quarantine until the investigations were completed.

He said being proudly Zambian company, Zambeef Products Plc was cognizant of the fact that the interest of its customers and the country as a whole takes priority.

He said the company was taking the matter very seriously by complying with the authorities and other stakeholders in the investigations.

“Zambeef will fully cooperate and await further instructions from the ministry of Health on this matter,” he said.

Meanwhile, a snap survey conducted in various towns yesterday revealed that Zambeef outlets were being shunned by customers. The usually packed outlets were only recording a few sales.

In Ndola all Zambeef outlets were diserted with a few customers milling around the shops for other products like mealie meal and cooking oil.

At the Chifubu Market outlets, the Zambeef employees were found chatting amongst themselves while a long queue formed inside the Quicksave butchery a few stalls away.

“I don’t sympathise with what has happened to Zambeef. They are too arrogant, we kept telling them that their products are too expensive but they never changed,” said a marketeer within Chifubu.

The same was the case at Masala Market where an evidently bored till operator was found buried in a novel and the display fridge in the shop was packed with meat products including offals.

A check at the two outlets along Chisokone road found a similar pattern; no people especially the one opposite Shoprite where the Zambeef employees were standing in the doorway chatting with street-vendors outside.

The outlet opposite Mulungushi Bus stop on Chisokone road had the highest number of people all of whom were in the section that sells cooking oil while the meat section was deserted.

In the outlet along President’s Avenue North, the employees were going about the business of packaging the products in the display fridges while the backroom staff leisured around.

In Lusaka, members of the public have continued to shun Zambeef PLC butcheries following the recent allegations that the company’s imported beef products contain Aromatic Aldehydes chemical.

A check at the Zambeef PLC outlets in the Lusaka Central Business District around 16:00 hours yesterday revealed that the company’s customer base had continued to dwindle after media reports that the imported beef allegedly contained the aforesaid chemical.

In Kitwe, Kitwe residents are shunning the purchase of beef from ZAMBEEF outlets for fear of consuming the alleged imported beef products containing aromatic aldehyde the chemical.

A random survey conducted found a few customers trooping in to buy other products such as milk and cooking oil, while in some cases there were no customers in the usually packed butcheries.

The outlets visited, found beef products in large quantities on display for sale but few customers going in.

One of the residents talked to, Mary Banda said she had stopped buying beef from ZAMBEEF following allegations that imported beef products contained aromatic aldehyde and feared consuming the products.

In Kasama, Zambeef has recorded a slump in sales at its major outlet in Kasama and sub-outlet in the Shoprite supermarket.

Employees talked revealed that stock was not moving as fast as it had been moving in the past due to apathy from some customers.

Customers interviewed expressed divergent views with some saying they would continue buying Zambeef products with exclusion of intestines and hooves while some were sceptical and afraid to continue buying Zambeef products.

In Kabwe two Zambeef butcheries in were found the shops open for business but there were no customers.

The Zambeef along the Ndola road had no customers walking in but the employees were seen inside chatting.

Whilst the one near the Green market had one or two customers walking in and the employees attended to them.

In Livingstone, business was going on as usual with several customers at Dambwa Central Market Zambeef outlet while there were no customers at the town centre Zambeef outlet.

BLOOMBERG reports that Zambia has room to borrow another $1 billion on international markets while keeping debt levels in check, as it seeks to create jobs and cut poverty, says commerce and trade deputy minister Miles Sampa.

The country plans to follow last year’s sale of US$750 million of overseas securities with a US$500 million to US$1 billion offering in 2013, to help finance infrastructure projects, Mr Sampa said in an interview with Bloomberg.

Mr Sampa stated that debt to gross domestic product of Zambia will remain under 40 percent, compared with South African debt forecast to peak at 40.3 percent of GDP in 2016 and more than 100 percent for Italy, Portugal and Cyprus.

Copper reached the lowest level in almost 18 months in London by Monday on concerns, slowing growth from China to the US will curb demand.

Zambia, which the International Monetary Fund said on April 16 that it will expand its economy by 7.8 percent in 2013, relies on copper exports for nearly 80 percent of its foreign-currency earnings.

The country is seeking to tap investor demand (through bonds) that enabled it to increase last year’s offering by 50 percent and Tanzania to lure four times the amount it sought last month. Zambia is considering the sale even as its overseas borrowing costs rise faster than other sub- Saharan African countries, and the kwacha drops.

“Sooner (for Zambia) would be better than later,” Yvette Babb, an Africa strategist at Johannesburg-based Standard Bank Group Ltd. (SBK), the continent’s largest bank, told Bloomberg.

“There would be a concern from the investor community at the pace that the government is raising debt.”

The average yield on African dollar bonds has dropped nine basis points over the period to 4.57 percent, while developing-nation debt on average yields 4.9 percent, according to JPMorgan Chase & Co. indexes.

Zambia is seeking to fund road, rail and power projects to help lift its 13 million citizens out of poverty. The Kwacha weakened 0.6 percent to 5.355 per dollar on Monday in Lusaka, extending its decline this year to 3.1 percent.

Higher relative yields helped Zambia draw 24 times more demand than it sought when marketing notes in September to investors in London and the US, spurring other African countries including Kenya, Angola and Tanzania to consider international bond sales.

Rwanda, which started roadshows this week for its debut Eurobond may boost the size of its US$400 million offering to meet demand, according to London-based Exotix Ltd. Tanzania’s private sale of US$600 million of bonds in March was four times oversubscribed.

“The international liquidity window is open and ripe and may not be there forever,” Mr Sampa said in the April 16 interview. “It’s a question of striking while the iron is still hot.”

State-owned companies, including the power utility Zesco Ltd, the Road Development Agency and Zambia Railways Ltd have said they plan to sell their own bonds totaling as much as US$4.5 billion.

The finance ministry would rather raise the money on behalf of the companies and then distribute it, Mr Sampa said. “We do not want a free for all.”

A debt level of 40 percent of GDP may be “somewhat excessive” because of Zambia’s dependence on copper, Razia Khan, the head of Africa economic research at Standard Chartered Plc in London, said by phone on April 17. The country currently has a debt to GDP level of about 30 percent, according to Mr Sampa.

Zambia will on July 1 implement a law allowing the central bank to monitor foreign currency flows, Mr Sampa said.
The rules, will require exporters to bank foreign currency with Zambian lenders, and will “strengthen” to below 5 per dollar.

The finance ministry will consider hedging contracts for “a fraction” of future foreign-currency bonds, Mr Sampa said. It’s not planning hedges for existing debt and will start putting dollars into a sinking fund once the nation’s Eurobonds are in their third year, he said.

“Scenarios at the moment don’t warrant a currency swap,” Mr Sampa said. “These concerns on the Kwacha and copper are only in the short-term, the prognosis looks good for copper and the Kwacha in medium- and long-term.”

Putting in place a currency hedge on foreign-denominated debt would be a “prudent strategy,” given fluctuations in the Kwacha and copper prices, said Standard Bank’s Babb.

Rating Agency Fitch in Zambia to assess LCC’s capacity to borrow $500 million

A TEAM from global rating agency, Fitch, are in the country to assess the credit worthiness of Lusaka City Council (LCC). The local authority plans to issue the US$500 million municipal bond.

The Fitch officials were scheduled to meet Lusaka town clerk at 15:00 hours yesterday to discuss various issues regarding the operations of the council.

“The officials arrived in Lusaka yesterday; we are scheduled to have a management meeting with them this afternoon. The team is also expected to pay a courtesy call on Lusaka mayor,” said Lusaka town clerk Moses Mwelwa.
He was speaking in an interview in Lusaka yesterday.

Mr Mwelwa, however, said the meetings with the agency officials will be closed to the media.

He expressed optimism that the international agency will give the council a positive rating as it seeks to construct more housing units for the public to help avert the shortage of housing.

Meanwhile, LCC is working on modalities to commence the evaluation process of the 15 institutions that expressed interest to become book runners and legal advisers.

Mr Mwelwa said the council will only shortlist firms after the evaluation process has been successfully done.
Recently, 15 local and international institutions expressed interest to become book runners and legal advisers for the planned US$500 million municipal bond to construct 3,500 high-rise units in Lusaka.

This followed the tender which closed and opened on February 7, 2013.

The council is looking for one viable book runner and one financial legal adviser.

Once that is done, the local authority plans to construct 500 basic flats in each of the seven constituencies of Lusaka.

The development is aimed at addressing the housing shortage affecting the capital city.

The housing project targets the low, medium and high income groups in all urban constituencies of Lusaka.
