A Witness has told the Luanshya magistrate’s court that six balls wrapped in paper of suspected marijuana were found in the vehicle belonging to famous Airtel sponsored musician, Moses Wisely Chibambo popularly known as ‘Dandy Crazy.’

Paul Chipasa, 39, an Assistant Security Officer at the Drug Enforcement Commission (DEC) in Ndola testified before Luanshya magistrate Edward Banda yesterday.

This is in a case in which Chibambo is charged with unlawful use of property contrary to the Laws of Zambia.

Chabambo was in March this year convicted by the same court for trafficking in marijuana upon his admission of guilt and he is currently serving an 18 months suspended sentence.

In this case, the convict on march 6 this year was alleged to have unlawfully used un-registered Toyota Progress by trafficking in a psychotropic substance namely marijuana a herbal product of cannabis sativa without authority.

Mr Chipasha testified that the accused on the date in question was seen disembarking from the vehicle that was parked at Bottoms Ups Night Club in Luanshya where the substance was found.

He said he and his colleague from DEC had received information from patrons within the area that the ‘donchi kubeba ‘ singer was trafficking in Marijuana.

In his testimony, Chipasha said the accused was approached at the same Club where he was found sited with his friend and that upon greeting him, the accused looked uneasy.

“We later asked him to accompany us to our vehicle, and while we were there, the accused was interviewed by my colleague. He then declared two balls of Marijuana wrapped in a brown paper and money from his pocket,” he said.

He told the court they later moved out from the place using his vehicle because their presence had attracted attention from his fans around the area.

Mr Chipasha said six balls suspected marijuana wrapped in a brown paper was found on the roof part inside the vehicle together with his driver’s licence.

He said some vegetable particles suspected to be marijuana were also found on the dash board in the same vehicle.

Another Witness, Crispin Mulenga, 34, an Assistant Security Officer at DEC told the court that six balls were found in the vehicle.

Magistrate Banda adjourned the case to June 24 and 28 for written submissions from both the defence lawyers and the State respectively and set July 10 this year as date for ruling.

Chibambo is represented by two Lusaka based lawyers,Arnod Chikoli and Paul Mulenga from P. Mulenga and Associates.

Zambia National Farmers’ Union releases projection for 2012/13 maize output

THE Zambia National Farmers’ Union (ZNFU) has projected that the maize production for the 2012/13 farming season will hit 2.47 million tonnes, with 97 per cent of the total output coming from the small and medium scale farmers.

Addressing Journalists in Lusaka yesterday, ZNFU president Jervis Zimba said the latest survey results indicated that the maize production for the 2012/13 season was expected to be around 2.47 million tonnes compared to 2.5 million tonnes for the previous season.

The ZNFU survey was conducted countrywide, covering both rural and urban areas in all the 10 provinces, while data on large-scale production was collected from all large scale farmers on the ZNFU membership data base.

Mr Zimba said the ZNFU Lima credit scheme had contributed 19,524 hectares to the total area under maize production.

“Expectations are that the yields per hectare from the Lima farmers will be about three tonnes per hectare on average, hence a total of approximately 58,572 tonnes per hectare was recorded in the survey,” he said.

He said the timely delivery of inputs and good crop husbandry due to the proactive ZNFU facilitation team had contributed to the Lima farmers producing a better crop, adding that the country had enough maize stock.

He said the area under maize cultivation by large scale farmers was estimated at 9,179.50 hectares or 66,576.25 tonnes.

In terms of soya production, Mr Zimba said the union had estimated a bumper harvest of about 210,388 tonnes from a total area planted of over 160,000 hectares.

It is estimated that large scale producers would contribute about 77 per cent of the total production.

Mr Zimba said soya beans production was well positioned to continue expanding because of the local needs for livestock feed formulation and edible oil processing industries and the increasing demand for it in the export market.

According ton the 2013 Agriculture Production Survey, groundnuts was estimated at 153, 600 tonnes, mixed beans at 55, 549 tonnes, sunflower at 38,244 tonnes, sorghum at 14, 763 tonnes and millet production was projected at 24 412 tonnes.

“As a union we would like to see more and more farmers venture into growing of these other crops for diversification,” he said.

The 2013 agricultural production survey data were collected from a sample of 4,000 households and was in line with the statistical principles, making the outcome of the survey a true representative of the total production.

Road Development Agency (RDA) Director and Chief Executive Officer Bernard Chiwala has dispelled assertions that the procedure in awarding contracts under the Link Zambia-8000 Road project is marred with corruption.dispels

Mr.Chiwala has maintained that there has been no contract awarded irregularly since ever since he took over office as RDA Chief Executive Officer.

Speaking when he inspected the procured earth moving equipment for the Pave Zambia 2000 project, in Lusaka today, Mr. Chiwala says the awarding of road contracts by the agency is done in the most transparent manner with the Anti-Corruption Commission being part of the tender awarding process.

Mr. Chiwala has also disclosed to journalists that so far the agency has spent about sixty five million Kwacha rebased to buy equipment to be used in the Pave Zambia-2000 project to be implemented across the country.

He says of the procured equipment so far, thirteen Front-End-Loaders, fifteen Water Bowsers, fifteen Rollers, fifteen Motor Graders, and fifteen Low Bed Trailers and Trucks horses have arrived in the country and that thirty Tipper Trucks are on the way.

Schools to be used as pioneers of good sanitation program

2

The Community Led Total Sanitation (CLTS) has identified schools as being the key components that could boost the campaign for Total Sanitation for Mkushi district.

National Trainer for CLTS, Moses Mutoka issued this statement to ZANIS when he facilitated for the School Led Total Sanitation (SLTS) program at Mkushi’s Council Motel today.

Mr Mutoka explained that the essence of the School Led sanitation campaigns is aimed at preparing schools to be agents of triggering off hygiene related behaviour change in the communities.

He said that to this effect, the CLTS had embarked on a program to train some personnel from the school fraternities on matters related to the Total Sanitation efforts.

He said that this Trainer of Trainers (TOT) program was being piloted in Mkushi and Kapiri districts.

Mr Mutoka pointed out that the quest to attain Open Defecation Free (ODF) status was amongst the prime focus areas for this program, adding that the practice of Open Defecation posed a health challenge to the communities.

He said that the program had the full endorsements of government through the Ministries of Local Government as well as Education and was being sponsored by United Nations Children’s Fund (UNICEF).

He explained that the schools fraternity had the potential to make a positive impact to the quest to attain ODF status, saying that schools had proved to be ideal platforms to effect behaviour change.

Mr Mutoka maintained that the major challenge that inhibited the success of sanitation campaigns was the mindset of residents.

He said that interventions such as the School Led Total Sanitation (SLTS) were designed to influence a change of attitude towards bad hygiene practices such as Open Defecation, as well as encourage basic hygiene practice such as washing of hands after toilet use.

He revealed that to add some permanency to this program, the SLTS had been designed to culminate into the formation of sanitation committees with representation at schools as well as at District Education Board (DEBS) level.

Mr Mutoka elaborated that the TOT programs had contained theoretical as well as practical exposures that helped to enhance knowledge on the harmful effects of bad hygienic practice such as Open Defecation.

He said that in one of the field tours, the CLTS had taken some participants on a tour to a named farm in Mkushi’s Commercial Farm Block area.

He said that it was saddening to learn that management at this farm had not constructed a toilet in the workers compound which housed about 1000 workers.

Mr Mutoka also disclosed that, management of this farm did not accord any priority towards maintaining a clean surrounding for the workers compound as the grass was never slashed.

He said that owing to the combination of these factors, residents there practiced Open Defecation in the grass thickets that were close to the houses.

He stressed that SLTS was a useful intervention in such circumstances, explaining that all the children of school going age at this farm attended school at Farm Block school.

During a recent interview, District Medical Officer Rosemary Mwanza had confirmed the high incidence rate of diarrhea related cases in areas such as Munshibemba, Nkumbi and Tembwe Wards.

Dr Mwanza had mentioned that although diarrhea related cases were generally common in other parts of the district, the incidence rate in these areas that encompassed the Farm Block was amongst the highest in the district.

Shamenda advises the Chinese to treat local labour force with humane

Minister of Labour and Social Security Fackson Shamenda has urged the Chinese construction companies to treat workers in a more “humane” way to avoid industrial unrests.

Mr Shamenda was speaking in Itezhi tezhi today when he visited Sino Hydro group of companies which has been contracted by Itezhi Tezhi Power Corporation (ITPC) to construct the US$230 million hydroelectric power station in Itezhi tezhi.

Mr Shamenda said that all Chinese firms should treat workers fairly and respect their religious beliefs by enabling them to attend church services on Sunday or Saturdays.

“Both local Zambian workers and Chinese workers in Zambia should not work like slaves” he said.

The Minister who talked passionately about his labour union days in Chiluba regime said overworking employees is inimical to productivity.

He said that productivity is increased when workers are treated fairly and in a respectable manner.

‘A Happy employee is a productive worker’ Mr Shamenda said.

Mr Shamenda also advised the Chinese firm to employ competent local human resource officers who understand better the culture of Zambia.

The Minister explained that the working culture of Zambians is very different from that of the Chinese and hence the need to harmonise the two.

“We need to harmonise the working culture of the Chinese and blend it with the culture of the Zambians to ensure industrial harmony” Mr Shamenda said.

He said that as a result of different working cultures between the Chinese and Zambians, the country has witnessed industrial conflicts such as the one at the coal mine which led to deaths of some workers.

Mr Shamenda advised the Chinese company not to use their workers as slaves but give them enough time to engage in social activities.

He said that social activities such as recreation for both Chinese and Zambian workers are critical.

The Minister observed that lack of time for Chinese workers to socialize could lead to bad episodes such as the one in the Copperbelt where some Chinese workers defiled young girls.

“In as much as I appreciate the working culture of the Chinese, it is not good for them to confine their workers within work premises without any recreation. Recreation once in a while especially after work hours is important,” Mr Shamenda said.

He said that Chinese Managers should also enjoy some comfort such as leaving in decent accommodation than living in un conducive structures usually at the construction sites.

The Minister who was impressed with infrastructure works at the Itezhi tezhi power station however, expressed concern that some Chinese firms have no officers who can communicate in English for clear understanding between Zambians and Chinese.

Mr Shamenda retaliated that most companies with foreign human resource personnel do not understand the labour laws of the country and should employ local human resource officers.

He also disclosed that his ministry will soon introduce a way of measuring productivity of public service workers.

Meanwhile, Mr Shamenda has commended Sino Hydro for paying their workers above the minimum wage and challenged private companies in the country to match with the government’s minimum wage for public workers of K3, 200 to be implemented in September.

And Sino Hydro group said they will comply with new requirements for employing human resource officers and other Zambian labour law requirements.

Chikopa Tribunal to start sitting next week-Government

ATTORNEY General Mumba Malila
ATTORNEY General Mumba Malila

Government has announced that the tribunal constituted to probe Supreme Court Judge Philip Musonda and two High Court Judges Nigel Mutuna and Charles Kajimanga is expected to start sitting next week.

Responding to a query today whether or not the Executive would heed to the advise by the Supreme Court bench of seven headed by acting Chief Justice Lombe Chibesakunda, not to proceed with the tribunal to probe alleged professional misconduct of the judges, Attorney General Mumba Malila said that the State would proceed with the tribunal as it was on firm ground to do so.

He said though the judges offered unsolicited advice not to proceed with the tribunal, the same Judges were clear on the fact that Mr Sata did not abuse his Constitutional powers when he suspended the three but that Ms Justice Chisanga had misdirected herself when she granted the trio leave to commence judicial review which also operated as a stay of the proceedings.

“Yes the tribunal will proceed. The Supreme Court judgment is very clear on the fact that the President did not abuse his Constitutional powers to suspend the three judges, so there is nothing that can stop the tribunal from setting,” he said.

“I am sure Monday or Tuesday will have a clear road map on how it will proceed,” Mr Malila said.

Mr Malila said the advice by the Supreme Court Judges in their ruling on Thursday was a mere recommendation which the Executive was free to heed to or to the contrary.

He said the majority judgment that was passed on Thursday was clear to the effect that President Michael Sata was within his powers to suspend the judges and subsequently appoint a tribunal to probe them.

Sata become President because Zambians wanted to get rid of the MMD at all cost- Fr Bwalya

38
 Father Bwalya
Father Bwalya

Outspoken Catholic Priest Father Frank Bwalya has charged that President Michael Sata is president by default.

Speaking when he featured on 5FM’s ‘The Burning Issue’ this morning, Fr Bwalya said that President Sata became president because Zambians wanted to get rid of the MMD at all costs because of the sufferings they were subjected under President Rupiah Banda’s leadership.

Fr Bwalya said that Zambians were prepared to vote for President Sata despite the smear campaign by the MMD based on his past political history.

He said that had someone else taken over from within the MMD after the death of former president Levy Mwanawasa and done a good job, President Sata would not have been president by now.

And Fr Bwalya who appeared to have toned down his criticism of the PF said he still supports the ruling party and President Michael Sata.

He said that he is forming a political party as another way of supporting the PF through constructive criticism.

He said that the best way to support the PF is by providing checks and balances so that they deliver on the promises they made to the Zambian people.

And Fr Bwalya has advised President Sata to stop associating himself with people like National Revolution party president Cosmo Mumba because people will not take him seriously.

Husband’s urged to utilize paternity leave

4

Civil Servants and Allied Workers Union of Zambia ( CSAWUZ ) Deputy General Secretary Betty Mtambo has advised male civil servants to stop the old practice of sending their expectant wives ‘ on maternity leave’ to their parents for delivery.

Mrs. Mtambo says the traditional practice by most male servants to always send their wives back to their parents’ homes must stop but instead be with them before and after delivery.

ZANIS reports from Chongwe that the Deputy General Secretary made the call in Chongwe yesterday when she briefed her members on the 2013 Collective Agreement between the government and her union, signed in March this year.

Mrs. Mtambo said husbands serving in the public service must stop the practice and start taking care of their spouses when they give birth instead of sending them to their parents.

She urged all male civil servants to realise that it is their responsibility and an expression of love to care for their wives in all situations and not any other person.

Mrs. Mtambo said the paternity leave duration in the 2013 Collective Agreement has been increased to ten days from five days to give enough time to male civil servants take care of their wives after delivery.

The General Deputy Secretary also called on the civil servants to critically study the collective agreement and make appeals on job positions, which they feel, have not been properly evaluated.

Government recently signed a new collective agreement with four teacher unions for new and improved conditions of service for 2013.

Education Permanent Secretary, Chishimba Nkosha represented government, while the teacher unions were represented by Secondary School Teachers Union of Zambia (SSTUZ) president Nyambe Sefulo.

Other union representatives present included Basic Education Teachers Union of Zambia (BETUZ), Professional Teachers Union of Zambia (PTUZ) and Zambia National Union of Teachers (ZNUT).

Government signed the MoU which was premised on principles covering remuneration based on the integrated competitive total remuneration strategy for the public service from 2012 to 2021.

The collective agreement is aimed at improving the welfare of public service workers in the country.

The two parties agreed to effect the revised salaries and conditions of service on September 1, 2013.

Meanwhile, the civil servants in the district have requested the government and the union to quickly establish the Public Service Credit Union to save them from the high lending interest rates being charged by financial institutions.

President, Michael Sata recently instructed the Minister of Finance, Alexander Chikwanda, to immediately proceed with steps to establish the Zambia Public Service Credit Union Bank which would give affordable loans to the country’s PS employees.

Mr. Sata said the loans were meant for construction of houses, transport and education.

Hundreds of residents in Itezhi tezhi district in central province have benefited from specialized medical services at Central province mobile hospital which is currently operating in Itezhi tezhi.

In the past, people from Itezhi tezhi were forced to travel long distances to Lusaka for specialized medical services which are not available at the local hospital until the mobile hospital started operating from Itezhi tezhi for the past five days.

Central Province Mobile Hospital Delegation Leader Mateele Tebuho told ZANIS in an interview that more than 1,700 patients have accessed specialized services from the mobile hospital which has been in the district for a week now.

Dr Tebuho said that the mobile hospital has been overwhelmed with the response from Itezhi tezhi residents who have been lining up as early as 06:00 hours to seek specialized services.

“From the time we came here, we have registered more than 1,700 patients and the number is likely going to swell by the end of the day” Dr Tebuho said.

“There is a lot of work being done here such that sometimes we have to suspend our lunch to ensure that we clear all the patients. It is challenging but satisfying when we provide services to all our patients” Dr Tebuho added.

The delegation leader said that health workers in the moving clinics had also conducted operations involving various ailments.

The mobile hospitals were procured by the MMD government from China at total cost of US$ 53 Million. The purchase of mobile hospitals had earlier received criticism from a cross section of society claiming it was a misplaced priority for the government to purchase such mobile health facilities.

However, the mobile hospital that has been to all districts in Central province for more than twice have made a remarkable impact on the community

“As we are talking now specialized doctors are conducting minor operations, cervical cancer screening and treatment for smaller lesions” Dr Tebuho said.

He said the composition of the facilities, which included CD4 count machine, X-ray, Theatre, Laboratory, pharmacy and dental unit has made it possible for health personnel on mobile hospitals to attend to as many patients as possible.

And Provincial Medical Officer Dr Abel Kabalo said the mission of the mobile hospital is to take expertise to rural areas where there is none.

“The mission of the mobile hospital is to take expertise to hard to reach areas where under normal circumstances you would not find specialized doctors.” Dr Kabalo said.

And Itezhi tezhi District Commissioner Roy Nang’alelwa has hailed the government decision to embrace the mobile hospitals as they are important in health service delivery in rural areas.

Mr Nang’alelwa said mobile hospitals consisted of health experts who were not found in many district hospitals.

The District commissioner has since appealed to government to increase funding to the mobile health unit in order to have more people in rural areas access specialized health care.

He also noted that the mobile hospital needed more staff for them to attend to many people in rural areas.

“We would also like the government to employ more health staff in rural districts and health centres even as they are being supplemented by the mobile hospital” Mr Nang’alelwa said.

And mobile hospital has brought hope to the door step of Mr Kelvin Mukamba who could not afford to visit the district hospital and there were no specialized doctors for his eye sight problem.

But life is looking up for Mr Mukamba now with Itezhi tezhi district getting a state-of-the-art hospital-on-wheels which has provided him with affordable lenses for only K20 when the same costs about K300 at private health facilities.

The mobile hospital sits on several different four wheeled trucks equipped with sophisticated laboratory and diagnostic facilities, including X-ray machines, and an operation table among other facilities.

Several doctors, nurses, a radiologist and a pharmacist are accompanying the mobile hospital in a separate vehicle.

The Rand Merchant Bank has observed that the Zambian currency was expected to record tremendous appreciation against major foreign currencies in the next few months.

Africa Analysts Rand Merchant Bank Strategist Celeste Fauconnier said the Zambian Kwacha is likely to appreciate because of the Bank of Zambia’s intervention in financial economic policies and the stability of copper prices on international market.

Ms. Fauconnier said Zambia’s copper prices were still high stating that by 2014, the nation’s currency was expected to register great improvement thereby improving the nation’s economy.

She disclosed this development during a stakeholders’ breakfast meeting held at Radisson Blu Hotel in Lusaka yesterday.

And Ms. Fauconnier has noted that the rebasing of the Zambian currency has many benefits such as easing the way transactions are conducted and simplifying accounting processes.

She added that the rebasing of the currency has further stimulated both local and foreign confidence in the Kwacha as well as lessening the cost of customising standard accounting offering on the market.

She further explained that the value of the Kwacha will be supported by strong growth in copper production, large foreign inflows, high public external borrowing and relatively low domestic inflation.

On macro economic implications, Ms. Fauconnier noted that the gross domestic product is expected to grow from 7 to 8 percent over medium term.

She observed that large infrastructure investment, expansion in mining projects, stable copper prices and emerging consumer class were poised to record tremendous growth in the country.

She also pointed out that the public expenditure growth should be tightened in the year 2014 to 2015 to prevent an unsustainable increase in the debt stock.
