Miles Sampa posts the break down of Eurobond distribution on his facebook page

Finance Deputy Minister Miles Sampa has released details of how the US$ 750 million Eurobond has been distributed.

Posting on his Facebook page, Mr. Sampa listed a number of projects and amounts disbursed from the proceeds of the Eurobond.

The Finance Deputy Minister recently came under fire by some sections when he stated that the entire US$ 750 million from the Eurobond has been spent.

Mr. Sampa also indicated that the PF government is also planning to issue another higher value Eurobond in order to accelerate national development.

Weekend Scorecard: Blades get joy from denting Power’s form

Konkola Blades have taken the positives from their scoreless draw against Power Dynamos on Sunday.

The draw was Blades first away points against Power since October 17, 2009 when they also drew 0-0 at the same venue.

“This is a good draw for if you can recall at Power dynamos the few years we have losing our games at least we have picked up the points,” Blades coach Enos Silwimba said after a dramatic game that saw Power denied by the post three times.

Blades are second on 8 points heading into this weekend top three clash against Red Arrows who also have 8 points.

Meanwhile, Power coach Beston Chambeshi put on a brave face after failing to win his first home game of the season.

“We have the vision to come out of these draws. We will start winning,” Chambeshi said.

Power have failed to record a win in their last three games since March 16 when they beat a now-improved Nchanga Rangers 1-0 away in Chingola.

Pro’s Hit List: Katongo and Chamanga on Target

Zambia strikers Chris Katongo and James Chamanga enjoyed good form in China this past weekend to help lead their respective clubs to victory.

Katongo opened scores in the 17th minute for Chinese division 1 leaders Henan Jianye on Saturday who beat Shenyang Shenbei 2-0.

This was Katongo’s third goal this season for unbeaten Henan who lead on maximum 15 points from five games in their race for promotion.

And his compatriot Chamanga was also on target for fifth placed Liaoning Whowin in their 3-1 home win over seventh positioned Hangzhou on Sunday.

Chamanga was on target with the final goal in the 64th minute to score his second goal in four games played this season since joining from Dalian Shide.

In Holland, striker Jacob Mulenga played the full 90 minutes on Sunday when Utrecht were stunned 6-0 away at AZ.

And in England on Saturday, striker Emmanuel Mayuka was back in favour for the first time for the first time since February 24 for Southampton but he watched from the bench as the Saints drew 1-1 against West Ham.

In Portugal, defender Emmanuel Mbola did not make the cut for Porto’s reserves trip to Trofense where they lost 4-2 on Friday.

And in Romania on Friday, striker Fwayo Tembo played the full 90 minutes but was not on target for Astra Giurgiu who lost 2-1 away to Gaz Metan Medias.

Defecting MPs to be barred from contesting any seat or taking up a public appointment

The National Constitution Convention has introduced a new provision under article 75 to create a caveat against unnecessary by-elections.

The new provision has been effected so that a member of Parliament who resigns shall be barred from re-contesting the seat or being appointed to any public office until the end of the life span of that parliament from which the member has resigned.

And the convention has amended clause (2) of article 75 providing for a mixed member proportional representation which is a mix of First-past-the post and proportional representation with 20 percent seats assigned to proportional representation instead of the Proportional Representation (PR) as stated in the draft constitution.

The convention has also adopted the 50+1 vote clause which provides that a winning candidate in a presidential election should receive not less than fifty percent plus one vote of the valid votes cast.

In adopting the clause, the delegates noted that the new electoral system will enhance the legitimacy of the elected president and reduce regionalism and further promote interparty dialogue in the case of a re-run.

Meanwhile, amidst high levels of unemployment in Zambia, the ongoing National Constitution Convention has resolved to retain the labour relations article in the First Draft Constitution that provides rights of citizens to employment and to fair labour practices.

According to both Kasempa MMD Member of Parliament Kabinga Pande and his counterpart UPND’s Request Muntanga of Kalomo , the clause will empower unemployed citizens to sue government for not providing them with employment which they said should be avoided by amending the clause.

The two parliamentarians contended that Governments world over are facing the challenge of unemployment and therefore proposed that the clause be amended to specify the type of employment the clause was referring to.

Mr. Muntanga who earlier succeeded in having the recommendations for amendment for article 64 which read that, ‘a person has a right to work ‘deleted to maintain what is provided in the draft explained that even clause (1) of article 65 has a similar meaning.

His proposal to have the article amended was only supported by his fellow MP Kainga Pande while the rest voted for the retention of the article.

Mongu youths stage recruitment protest

Government has given police in Mongu 48 hours in which to investigate and bring to book the people behind an advertisement on one of the local radio stations which gave false information that the state was employing youths for the construction of the ultra modern stadium.

Western Province Permanent Secretary Emmanuel Mwamba said this when addressing more than 300 youths who staged a protest at his office today after allegedly receiving false information of recruitment by the provincial labor office for the construction of the ultra modern stadium in Mongu district.

Mr. Mwamba said government is aware of the un-employment crisis in the country that is adversely affecting many youths.

He explained that the recruitment exercise at the stadium site will commence after the ground breaking ceremony by vice president Dr Guy Scott soon after the contractor has completed the mobilization stage.

He said the PF government is working tirelessly by putting up measures such as the Youth Empowerment Fund which is aimed at helping youths.

Mr. Mwamba disclosed that he is awaiting a report from the provincial sports office to explain how the 100 youths recruited for the clearing of the stadium were done as complaints have reached his office.

The Permanent Secretary said all contractors working on major construction projects have been advised to employ youths from within the province.

RB charged for not disclosing campaign materials received from a Chinese firm

Former Republican President Rupiah Banda has been formally arrested and charged with concealing of gratification contrary to section 36 of the ACC Act no.38 of 2010,involving nine (9) light trucks valued K471 million which he allegedly received from a named Chinese construction company.

The former president was charged and arrested this morning when he appeared for questioning before the Joint Government Investigations team at the Drug Enforcement Commission.

Particulars of the offence are that Mr Banda on dates unknown but between 1st January 2011 and 30th August 2011 received the nine trucks which property was obtained as gratification from SOGECAO Zambia limited a subsidiary of Anui Foreign Economic Construction company, the company that constructed Levy Mwanawasa stadium in Ndola.

He is said to have concealed the receipt of the nine trucks by registering them in the names of other people connected to him.

President Banda who arrived at 08:45 hours was interrogated for more than two hours, and only left the Drug Enforcement Commission offices at 10: 45 hours.

As he left the DEC offices Mr Banda could only afford a wave at journalists without uttering any word.

And Joint Government Investigations team Spokesperson Namukolo Kasumpa later told journalists that former republican president had been formally charged with concealment of nine light trucks that were used as campaign material by the MMD in the run up to the 2011 general elections.

Ms. Kasumpa explains that president Banda who will appear in court on 30th April 2013,has been released on bond of Kr 500 rebased and two working sureties.

The former president is already facing other corruption charges in courts of law.

Probe against Kabimba and GBM found nothing-ACC

The Anti-Corruption Commission has confirmed that it dropped corruption investigations against Justice Minister Wynter Kabimba and his Defence counterpart Geoffrey Mwamba because they failed to find anything to substantiate the allegations.

ACC Spokesperson Timothy Moono told Journalists this morning that the investigations against the two cabinet ministers have since been closed.

Mr. Moono said the two Ministers were interviewed and that the Commission failed to find evidence to substantiate the allegations against Mr. Kabimba and Mr. Mwamba.

“I would like to inform the nation that the investigations against the two cabinet Ministers were discontinued because the allegations were not substantiated,” Mr. Moono said.

He added, “We interviewed the two Ministers here at ACC and we also spoke to a number of witnesses but there was no evidence so we dropped the investigations.”

Asked whether the directive from President Michael Sata that the ACC should seek clearance from State House before it commences any investigations against all Ministers and senior PF officials, Mr. Moono said the ACC carried out the investigations in a professional manner.

“There was no undue influence from any quarter, our people did a professional job and the outcome showed that there was no evidence to link the two Ministers,” Mr. Moono said.

Pressed further on the fact that Mr. Kabimba admitted that a bribe was offered to him by an oil firm called Dalbit, Mr. Moono said investigations did not produce any evidence to that effect.

And Mr. Moono has disclosed that the Commission has responded to an ultimatum issued by concerned citizen Brebner Changala for the Commission to investigate Director of Public Prosecutions Mutembo Nchito.

He said the Commission advised Mr. Changala to seek other avenues for redress saying the matter he raised against Mr. Nchito fall beyond the mandate of the ACC.

“We scrutinized Mr. Changala’s ultimatum and we felt it was beyond the scope of our mandate as a Commission and we advised him accordingly. I cannot disclose what we wrote to Mr. Changala but I can only say we asked to seek other avenues for redress.”

Meanwhile, the ACC says it received 470 reports of suspected cases of corruption during the first three months of 2013 from January to March.

Mr. Moono said of these cases, 306 reports did not have elements of corruption while 164 reports contained some elements of corruption and of these, 108 were authorised for investigations.

He said during the quarter, 19 cases raised from the Auditor General’s Report for 2011 were investigated.

Mr. Moono revealed that 11 arrests were recorded countrywide and 5 convictions and 3 acquittals were recorded.

Court acquits Soldier who stabbed a womans genitalia after denying him sex

The Kabwe Magistrate Court has acquitted a Ndola based soldier who is allegedly to have stabbed a woman’s private parts using a bayonet after she refused him sex amid an outcry by the victim and sympathizer’s describing it as another injustice for the women folk in the country.

The woman who was stabbed openly wept outside court as sympathizers attempted to console her while others were shaking their heads in disbelief as the accused person confidently walked out of court.

This is in a case in which Thabo Situmbeko aged 29, of Tug-argan Military Barracks in Ndola was appearing in court for two counts of attempted rape contrary to section 134 of the penal code and attempted to have unlawful carnal knowledge of a woman without consent.

In a second count Situmbeko is charged with unlawful wounding contrary to section 232 of the penal code of the Laws of Zambia of which he denied.

Facts before the court are that on February 9, 2012 Situmbeko is allegedly to have stabbed the woman’s private parts using a bayonet (blade that can be fitted to a rifle) after she allegedly refused to have sex with him.

Immediately after Magistrate Smart Mweene declared the accused person with no case to both of the counts and acquitted him, the victim walked out of count accompanied by women movement groups as she wept openly.

Mr Mweene acquitted the accused person on grounds that the prosecution team had failed to prove the case.In his ruling the court said after listening to witnesses from the prosecution team he had found no evidence to find the accused with a case to answer and cited the evidence during trial by Dr Anaclet Tshimpanga from Kabwe Mine hospital who testified that he recalled treating the victim and that the wound was caused by an instrument which was not sharp but blunt and that was carefully directed inside which was contrary to the evidence by the victim.

“I have seriously considered evidence from the prosecution team and I have no case to answer in both counts and acquit him, ”he said.

And outside court the victim openly weep as the women movement could not give an immediate comment but described the acquittal as shocking.
Recently there was drammer outside the Kabwe Magistrate Court after the victim confronted a doctor whom she accused of not telling the court the truth after he testified that the instrument used was not sharp by blunt.

After the doctor finished testifying and walked out of court, the victim confronted the Dr Tshimpanga as she sobbed openly and asked the Doctor if she should undress for him to see properly the injuries.

But during examination in Chief by state prosecutor Jonathan Kazunga the doctor had testified that he observed that the inside part of the vagina had been cut and that the wounds were life threatening and that if she was not taken to the hospital on time she would have died.

During the hearing the victim testified that February 8, 2012 she went to watch a football march between Zambia and Ghana at Kaunda bar in Chindwin Barracks and where she found her friend, Amoxana and her boyfriend, a Mr Mukanzo.

“Your honour we were later joined by a man identified as Situmbeko and we continued drinking together. Later my friend Amoxana got drunk and that’s how she and the boyfriend left and I remained with Situmbeko.

But at about 23:00 hours Situmbeko suggested that we leave the bar because alcohol they were taking had finished, ” she said.

She testified that since she had a baby, she told Situmbeko that she could not go to another bar as it was late, but Situmbeko asked her to
leave her baby with the neighbours.She said as she was walking, Situmbeko, who was following her, hit her from behind and when she turned to ask him why he had hit her, he grabbed the baby from her back and threw it into a shallow ditch full of water and pushed her to the ground.

She said he then pulled down her pants together with her skirt but as she was struggling with him, he produced a sharp object and stabbed
her in her private parts.

Another witness Kweto Chimba told the court that he was shocked to see blooding oozing through down her legs and that looked to be in pain.

He narrated that he assisted in locating the staff sergeant at who was on the fateful night reportedly to have been with the accused person and later escorted the complainant to the police post where the matter was reported.

Details are emerging of a fierce power struggle at Zambia Railways Limited with board members demanding as much as K500 million in allowances.

The infighting has seen company Finance Director Regina Mwale sent on forced leave after she reported to Managing Director Professor Clive Chirwa,the harassment she was facing from board members over payment of allowances.

Sources at the firm say all is not well at Zambia Railways due to the high levels of corruption.

The sources said the announcement that government had released US$ 120 million from the Eurobond to aid the ailing railway firm has seen some board members start making exorbitant demands.

“Professor Chirwa was not aware of the demands by the Directors of the hefty allowances but Mrs Mwale reported to Professor Chirwa that she was been forced to pay K500 million each to the eleven board members and Professor refused to sign for that payment and all hell broke loose,” the sources said.

The sources said some board members had been phoning and frequenting Mrs. Mwale’s office demanding payment of allowances.

“The Finance Director is now on forced leave because the board felt she was frustrating them,” the source said.
The board is now reported to have resolved to suspend Professor Chirwa and have since appointed somebody else to act as Managing Director.

And in an interview, Professor Chirwa vowed never to sign off any payment to any board members for doing nothing.
“They haven’t done anything since they were appointed. Why should I pay them?”
“There is so much corruption going on at the company and I will get to the bottom of this. I will see to it that Regina is brought back to work. She has to start working because she not done anything wrong,” Professor Chirwa said.

Professor Chirwa however explained that not all the eleven board members are corrupt.
“Of the eleven, I can single out three people who are corrupt and I would like them out of that board.”
Professor Chirwa alleged that some board members are influencing the awarding of contracts for some consultancy services to companies they have an interest.
He vowed to report for work Monday and ensure that he continues with his plans of turning around Zambia Railways.

Ex Power Player Peters Dies

Ex-Power Dynamos defender Nick Peters has died after collapsing while playing a social match for Savers Social Football Club of Kitwe.

Savers vice Chairperson Robinson Kunda confirmed Peters’ death on Sunday morning.

He was pronounced dead upon arrival at Ndola Central Hospital on Saturday afternoon.

Peters was rushed to the hospital after felling to the the ground while unchallenged at Ndola Wanderers Grounds.

“We were together on the pitch when he collapsed on the ground.

“We will miss him. We have lost a brother and a friend,” Kunda mourned.

Peters who was in his forties played for Power between 1980s and 1990s under coach Fred Mwila.

PF Secretary General Wynter Kabimba says the party will be most pleased to have Zambia turn into a one party state.

“If the entire 13 million Zambian supported the PF, we would be more than happy to have the PF as the only political party existing,” Mr. Kabimba said.

Mr. Kabimba however stated that creating a one party state is not the policy of the PF.

“We don’t have a policy towards a one party state, I repeat, the PF has no policy of creating Zambia into a one party state but if the people of Zambia wished for that to happen, we would be more than happy to accommodate them,” he said.

Mr. Kabimba said the PF is a product of a democratic process and believes in a competitive environment.

“We are not scared of competition, we won elections under a highly competitive political environment and our political competitors should not blame us for their diminishing political fortunes.”

Mr. Kabimba was speaking in Lusaka today when he officiated at the launch of the party’s political education course for its members who are being trained in various governance issues.

Mr. Kabimba said the PF believes that empowering its members with knowledge, the party is not only raising the level of political discourse but also the quality of leadership.

He said the programme hopes to produce members and leaders who have deep knowledge and understanding of the party.

The PF Secretary General said the programme hopes to produce politically conscious and astute members and leaders.

Gender and Child Development Minister, Inonge Wina has said tribalism does not exist in the Patriotic Front (PF) and extolled President Michael Sata for his all-inclusive approach in running government.

Ms Wina said her decision to join the PF had been vindicated after she was labeled as a sell-out for teaming up with the ruling party.

“I was labeled as a sell-out when I joined the PF and President Sata. People were saying that it is a party for Bembas but look I am a Lozi and there a lot of Ministers in Government who are not Bembas. I decided to join the PF because I believed in President Sata’s vision to bring development to Western Province and there are a lot of good things to come,” Ms Wina said.

Ms Wina who is also PF national chairperson and the Nalolo Member of Parliament was part of President Sata’s delegation that was in Lukulu yesterday to drum up support for the party’s candidate Eileen Imbwae ahead of the by-elections for the Lukulu West seat on Tuesday next week.

Ms Wina called on the people of Lukulu to vote for the female candidate who had the vision to implement needed development in the area.

Commerce Trade and Industry Minister Emmanuel Chenda also echoed similar sentiments that tribalism was not the PF way of running national affairs.

Mr Chenda said tribalism was evident in opposition parties such as the United Party for National Development (UPND).

He said the UPND had been spreading lies about President Sata health and spoke ill about the PF, but that the insinuations should not be listened to.

“The UPND has been telling people lies that President Sata is ill. I have been with him since Easter, we attended mass at Saint Ignatius together and we went with him to launch various developmental projects, he was in China and now he is here talking to you. If he was sick could be here talking to you?” Mr Chenda said.

He said President Sata meant well for the country and had the heart for the people.

The Ministers were speaking in Mitete and Muyondoti areas where the Head of State held public rallies.

His Home Affairs counterpart Edgar Lungu also called on voters to choose Ms Imwae as their representative in Parliament.

Mr Lungu said the PF was geared to turn-around the economic growth of the country to better heights and needed the support of every Zambian.

“The Government is committed to bring development to this country and to Western Province, we have to support each other to achieve what we want as a country,” Mr Lungu said.

Community Development, Mother and Child Health Deputy Minister, Jean Kapata said the people of Lukulu should not waste time to vote for an opposition Member of Parliament as this would only cost developmental progress.

She said plans to set up eight clinics in Lukulu, was a clear testimony of President Sata’s ambition to spread development across the country.

“You should not waste time to vote for an opposition candidate, the PF is ready to bring development to this area just like it has similar ambitions to spread development to the rest of the country,” she said.

Western Province Minister, Obvious Mwaliteta said Western Province was headed for positive economic gains under the PF government.

“We are here for you and that is why President Sata is here today (yesterday) because he wants to be closer to the people and work for you. The Province will record growth under the PF,” he said.
