Government suspends export of maize till food security is verified

Government has suspended the export of maize and maize products until the status of the food security within the country has been verified, Agriculture and Livestock Minister Robert Sichinga has said.

Mr Sichinga announced ban yesterday and said that all export permits issued by the Ministry of Agriculture for maize and maize products including mealie meal have been revoked with immediate effect.

Mr Sichinga said investigation conducted within the Ministry and by the Police had indicated that there were weaknesses and questionable procedures being practiced in the Ministry over the issuance of export licenses.

“Following a number of concerns on the national food security situation that have been raised by various stakeholders, I wish to announce that it is clear from the investigations carried out so far by police and within my Ministry that there are weaknesses and questionable procedures being practiced in this Ministry over issuance of export licenses, arising from the forgoing, I have decided to suspend export of maize and maize products with immediate effect” he said.

He said further investigation had been instituted to get to the root cause and warned that any officer who would be found wanting will be dealt with according to the findings on the offence committed.

Mr Sichinga however said traders who have already loaded trucks in readiness for export will be allowed to complete their transaction upon verification by officials from the Ministry of Agriculture and Livestock.

Mr Sichinga assured that Government to Government exports to the Democratic Republic of Congo, Malawi, Tanzania and Zimbabwe would not be affected by the ban.

Provincial Assemblies to address Barotse Agreement

The working group on Devolved Governance and Traditional leadership has observed that the Provincial Assemblies which the Draft Constitution has provided will address what the people of Western Province have been calling for through the Barotse Agreement of 1964.

Debating the First Draft Constitution at the just-ended Sector Group Convention in Lusaka Friday, delegates observed that the Barotse Agreement of 1964 seeks to give power to local people which the FDC has addressed by introducing the Provincial Assemblies where the traditional leaders, local authorities and other organizations will be represented.

Chairperson of the working group, Chief Chipepo, said the Provincial Assemblies will have the same composition in all provinces but delegates disagreed with him stating that the Barotse Royal Establishment (BRE) has structures in place which could be used to form the
Assembly.

Institutes of Local Government Administrator of Zambia Vice Person, Bwanga Kapumpa, observed that the BRE has the King, the Prime Minister and other leaders who he said could help decide who to be recruited into the Provincial Assembly as long as they utilize the funds for the intended purposes.

Mr Kapumpa, who is also an expert in local government issues, said the King should be allowed to suggest who the speaker of the Provincial Assembly should be because he has an influence on his people in the area.

He noted that the traditional leadership in Western Province has a structure of governance which is similar to the provincial assembly and hoped that the introduction of the Provincial Assembly will be of help to the people in Western Province.

And Former Kitwe Town Clerk, Ali Simwinga, observed that the inclusion of the Provincial Assemblies in the FDC is a better response to the abrogated Barotse Agreement which sought the devolution of power and resources.

Mr Simwinga said the Provincial Assembly will empower the people of
Western Province who wanted the Barotse Agreement to be recognized
with resources and authority to develop their area.

Pirates Boot Zanaco Out of CAF Champions League

Zanaco have been booted out the 2013 CAF Champions League by Orlando Pirates of South Africa.

The Zambian champions lost 2-1 at FNB Stadium in Johannesburg to bow out 3-1 on aggregate in the first round.

Pirates took the lead in the 18th minute through Khethowakhe Masuku who struck the net with a long range shot to see the hosts take a 1-0 lead into the break.

Zanaco kept their slim hopes alive in the 48th minute when Musonda Mwape equalised.
The visitors will feel a little hard done by after Zenzo Meyiwa fumbled to collect a long-range and seemingly collected the ball across the line.

However in the 77th minute, Mpho Makola made sure of Pirates passage to the second round with a superb free kick.

Pirates awaits to host the winner of the TP Mazembe-Mochudi Centre Chiefs in a second round, first leg match on April 20.

Ten-men Nkana easily swept away promoted Kalulushi Modern Stars with a 2-0 victory on Saturday in Kitwe to assume leadership of the FAZ Super Division for at least 24 hours.

Striker Reynold Kampamba put Nkana in front after converting a 4th minute spot kick awarded by referee Jani Sikazwe.

As Nkana were celebrating the goal, Kalulushi coach Levy Chabala saw red for disputing Sikazwe’s decision to award the home team a penalty in this Week Three fixture.

Two minutes after the restart, striker Festus Mbewe stretched Nkana’s lead with a headed goal.

This was Mbewe’s third goal in three matches so far in the season.

Nkana top the Super Division on nine points ahead of unbeaten Konkola Blades date on Sunday with Zesco United in a doubleheader at Nchanga Stadium on Sunday.

Blades have six points from heading into their third league game of the season.

Government has described as baseless claims by United Party for National Development (UPND) leader, Hakainde Hichilema, in an interview with the British Broadcasting Corporation (BBC) that the Patriotic Front has created a dictatorship government.

Information and Broadcasting Services Deputy Minister, Mwansa Kapeya, says government has demonstrated its commitment to good governance and the rule of law which he said the opposition leader should be honest enough to admit instead of accusing it of bad governance and dictatorship.

The Minister noted that in a dictatorship government, Mr Hichilema would not be given media coverage or be in the limelight as he is enjoying on a daily basis.

Mr Kapeya said the UPND leader’s baseless outburst against government is as a result of the shrinking political fortune and the humiliating defeat his party has suffered in the recently held parliamentary by-elections in Livingstone and Mpongwe at the hands of the ruling PF.

“Which dictatorship is Mr Hichilema talking about that allows him to go and hold a press conference on a foreign soil (South Africa) to castigate his country and still get away with it as he did recently with other opposition leaders,” Mr Kapeya wondered.

Mr Kapeya further noted that contrary to the attacks, Mr Hichilema has exhibited high levels of political intolerance and dictatorship by dictating to his Members of Parliament not to work with the PF government at the expense of national development.
The Minister advised the UPND leader to desist from using government as a scapegoat each time he is in trouble with the law.

He said government promised a people-driven constitution which he said is underway while the free and independent media which his government promised is already in place.

He said with the creation of a new province and new districts around the country to bridge the flow of development to the people, the decentralisation of power to the people which the PF government is gaining momentum is being achieved.

Vice President, Guy Scott, has appealed to the people of Kapiri-Mposhi District to vote for Patriotic Front (PF) candidate, Eddie Musonda, in the forth-coming Parliamentary by-elections.

Dr Scott said the people should carefully consider voting for Mr Musonda because currently, the PF is the only party with a promising future in the country.

Speaking yesterday when he addressed the multitude at Lukomba Secondary School in Mpula Ward, Dr Scott said his government will deliver development to the Zambians in accordance with the campaign promises made during the September 2011 tripartite elections.

The Vice President appealed to the people in Kapiri-Mposhi to exercise a little patience and faith in the PF leadership, saying the government is aware that many Zambians are wondering when it will bring development to the country and that efforts are being made to ensure that most of the challenges are addressed.

He observed that it is impossible for his government to change things overnight because there has been a lot of damage experienced over the last 30 years but promised that all will be well for Zambia because the government is working tirelessly to address the problems.

Dr Scott, therefore, appealed to the residents in Kapiri-Mposhi to vote for PF on April 23, 13 in order to ensure development in the country.

And PF elections campaign manager, Jean Kapata, has assured the people of Kapiri-Mposhi that they will see immense development in the area once they vote for PF candidate, Eddie Musonda.

Mrs Kapata, who is also Deputy Minister in the Ministry of Community Development, Mother and Child Health, said Mr Musonda is the only credible candidate among the three candidates vying for the Kapiri-Mposhi seat.

She said UPND candidate, Lawrence Zimba, has already instilled doubt in the minds of the electorates because he engaged in corrupt practices to scoop the seat during the September 2011 elections and because of that, the people of Kapiri have undoubtedly lost confidence in him.

She added that UNIP candidate, Francis Mwape, is not a factor to the PF because the party is long gone and has nothing to offer the Zambians in terms of development.

Mrs Kapata, therefore, urged the residents to vote for Mr Musonda, saying it is only the PF government that has the capacity to resuscitate the country’s economy.

And Central Province Minister, Philip Kosamu, has stated that escalating lies that President Michael Sata is ill will not help the opposition to win the April 23 by-elections.

Mr Kosamu said the move by the opposition to generate lies about President Sata’s health is a clear sign that the opposition has run out of ideas.

He advised the opposition to focus on issue-based campaigns if they are to attract even a handful of voters in the forth-coming elections.

The minister said there is need for the opposition to accept that the PF is currently the party in power and will rule Zambia for as long as the Lord wants.

Munkombwe vows to push PF agenda

Newly appointed Southern Province Minister, Daniel Munkombwe, has vowed to ensure the developmental agenda of the Patriotic Front (PF) government is fully implemented with or without the support of the opposition Members of Parliament in the province.

Mr Munkombwe says he wants Southern Province to fully benefit from the developmental agenda of the PF government.

The veteran politician says it is up to the opposition Members of Parliament to either accept to work with the government of the day or not, stressing that what is important for him is to implement the PF manifesto.

Mr Munkombwe, who has described President Michael Sata as a seasoned and intelligent politician who will catapult Zambia to greater heights of development, says he will not be intimidated by any politics of opposition.

Mr Munkombwe was speaking yesterday when outgoing Southern Province Minister, Josephine Limata, officially handed over the office to him at the new provincial administration offices in Choma.

He has urged civil servants in the province to move in tandem with the PF government which he said he is in a hurry to develop this country.

Mr Munkombwe said the PF is a strong political party that cannot be swallowed by any opposition party.

And Ms Limata, who is now Gender Deputy Minister, urged Mr Munkombwe to work towards uniting the people despite the province being an opposition stronghold.

She said she has confidence in Mr Munkombwe as a veteran politician that he will deliver to the expectations of the people.

SOLICITOR-General Musa Mwenye says the High Court should not give former President Rupiah Banda permission to commence judicial review over Parliament’s decision to lift his immunity because the application is “hopeless”.

Mr Banda is asking the High Court to quash Parliament’s decision to lift his legal immunity. He has taken Government to court through the Attorney General.

But Mr Mwenye said Mr Banda’s application should be dismissed because it is “frivolous, vexatious and hopeless”.

This is contained in written submissions filed in the Lusaka High Court yesterday.
“It is crystal-clear or obvious that the applicant [Mr Banda]does not have an arguable case to warrant proceeding to a substantive hearing.

“This is a proper case that can be eliminated at an early stage by refusing leave to apply for judicial review because it is frivolous, vexatious and hopeless,” he said.

Mr Mwenye said the elimination of Mr Banda’s case at an early stage will “no doubt prevent the time of the court from being wasted”.

He said the court can only give Mr Banda permission to start judicial review if it is convinced that on the material available before the court, there is an arguable ground to grant the relief sought.

Mr Mwenye said there is no arguable case advanced by Mr Banda in the matter and the application should be dismissed.

On Mr Banda’s argument that Parliament should have conducted a full inquiry before lifting his immunity, Mr Mwenye said there is nothing in the Constitution which places an obligation on the National Assembly to conduct a full and proper inquiry.

“The submissions or suggestions by Mr Banda that the National Assembly is obliged to conduct a full proper inquiry into his alleged criminal allegations amounts to an attempt to introduce glosses or interpolations in the context and text of Article 43 of the Constitution,” he said.

On Tuesday, Mr Banda said the High Court should grant him permission to commence judicial review of Parliament’s decision to lift his immunity.

He said if allowed, the judicial review should act as a stay of the removal of his legal immunity.

Cases of industrial unrest have reduced significantly since PF took over-Shamenda

Labour Minister Fackson Shamenda says the cases of industrial unrest by workers in Zambia have reduced significantly since the Patriotic Front took over Government.

Mr Shamenda says this is because Government has lived up to its election promises on which it was elected.

Speaking when he witnessed the graduation of 15 drivers from his Ministry at the Lusaka Technical Business College yesterday, Mr Shamenda said he would run the Labour Ministry as a viable business entity by reducing bureaucracies associated with accessing services from a Government department.

He said the Ministry had embarked on a capacity building exercise which would allow all members of staff access training regardless of their positions.

He said in an effort to enhance service delivery, the ministry of Labour had established addition legal, public relations and IT departments.

Mr Shamenda implored Zambians not to listen to complaints by some quarters who deliberately failed to appreciation the developmental strides being made by the Government but see for themselves the efforts that have so far been made to uplift the lives of the people

“This graduation is part of our re-branding, to bring the Ministry to a level where it can contribute to the efficient running of Government .Everyone deserves to be empowered through skills training as these are lifelong skills,” Mr Shamenda said.

Lusaka Business Technical College Board Chairperson George Silutongwe commended Government for coming up with the initiative of training workers locally.

Mr Silutongwe said the college was willing to design more study programmes that would be in tandem with the current market trends.

The drivers some of whom are attached to the office of the minister and his deputies were trained in basic mechanical skills.

ZANACO in K156 billion profit in 2012

Zambia’s largest bank by branch network, ZANACO recorded a 29 percent jump in profit after tax in 2012 standing at K156 billion from 121 billion recorded in 2011.

The bank owned by Dutch banking giants Rabobank, the Zambian government and Zambia National Farmers Union also saw an improved balance sheet in 2012 with total assets rising by 23 percent to stand at 5,812,000.

Its total deposits in 2012 stood at 4,315,000, up by 26 percent.

And commenting on the financial results, ZANACO Managing Director Martyn Schousten said 2012 was an exceptional year as the bank’s performance far exceeded public expectations.

Mr. Schousten says increased customer base and improved credit underwriting drove the banks strong performance in 2012 resulting in a profit after tax jumping from K121 billion in 2011 to K156 billion in 2012.

“We by far outdid ourselves last year, we are number one in customer base currently standing at 645,000 and we are number in profitability and we are number in lending. Last year we gave out US$ 1,103 million in loans and we are enjoying 17 percent market share of the entire industry lending book,” Mr. Schousten said.

ZANACO also targets to increase the number of its active customers to 1 million by 2015 boosted by expansions to its branch network and technological innovations.

“We are currently present in 74 of the 102 districts, before the new districts came on stream, we were present countrywide and we are using our SME agents, ZANACO Xpress locations at ZAMPOST in order to spread our reach,” he said.

And Mr. Schousten says the bank will prioritize improved customer service by cutting the number of minutes customers spend in the branch to a maximum of 15 minutes.

He said 50 members of staff were trained in advanced customer service in 2012 and a further 38 were completed their training in the first quarter of 2013.

Mr. Schousten said ZANACO has introduced extended banking hours at selected branches as a way of decongesting branches and improving customer care.

Meanwhile, Mr. Schousten says the bank is not aware of any further action following the conclusion of the work of the commission of inquiry on the partial privatization of ZANACO to Rabobank.

President Sata’s first action as Head of State was to set up a commission of inquiry headed by former Justice Minister Sebastian Zulu to probe the sale of 49 percent shares of ZANACO to Rabobank, a move he believed was fraudulent.

The full ZANACO report has however never been presented to President Sata nor its contents made public.

But Mr Schousten said Rabobank is confident that its investment in ZANACO is still safe adding that “we are still waiting patiently to hear from government.”

Zambia, Cuba sign sport bilateral agreement

Zambia and Cuba have today signed an agreement which is aimed at reinvigorating bilateral relationships in the field of sport and physical education between the two countries.

The agreement was first signed between the two governments in 2007 but there was laxity on the part of Zambia to implement it.

Minister of Youth and Sport, Chishimba Kambwili, signed the agreement on behalf of the Zambian government while Cuban Minister of International Institute of Sport, Physical Education and Recreation, Christiano Jimenez Molina, signed on behalf of his government.

Kambwili said after the signing ceremony in Havana today that the agreement will greatly benefit Zambia in terms of sports development and management in the country.

He said the agreement will enable the Latin-American Caribbean country to send more sports experts to Zambia while more Zambians will be sent to Cuba for training in sports.

He noted that the two countries had been enjoying warm and cordial relations for a long time now.

“This marks the beginning of better sport in Zambia despite not having enough resources. This has opened up a new chapter in sport,” he said.

Kambwili said Cuba has proved that inadequate resources were not a hindrance to sports development in a country.

He explained that with limited resources and basic infrastructure, Cuba has managed to produce world champions in many sports disciplines.

The minister said Zambia will do the same, adding that sport should be linked to the education system so as to produce literate sportsmen and women who would remain useful to the country even when they have retired from active sport.

He further said physical education should be introduced early in one’s life so as to guarantee inborn physical fitness of athletes.

The signing took place at the International Institute of Sport, Physical Education and Recreation and was witnessed by National Sports Council of Zambia chairman, Chifumu Banda, Parliamentary Committee on Youth Affairs and Sport chairperson, Levy Ngoma and Ministry of Youth and Sport Permanent Secretary, Agnes Musunga and Chief Sports Development Officer in the Ministry of Youth and Sport, Gibson Muyaule.

The agreement that has been signed will enable Zambia and Cuba work to foster technical cooperation and increase exchange of delegation, coaches, experts and specialists in the fields of physical education, sport and applied sciences.

The two countries will also exchange information, documents, study and methodological materials on physical education, sports and technical literature of each specialty and promote participation of professors in seminars, courses and scientific conferences on physical culture and sports.

It will also enable the two parties contribute to the achievement of higher sport levels in both countries and exchange proposals for sport tournaments annually.

The agreement will further facilitate for the transfer of coaches and specialists as technical advisors and the organization of training camps and upgrading courses.

It will be in force effective today for a period of five years and is extendable.

And Minister of International Institute of Sport, Physical Education and Recreation, Chritiano Jimenez Molina, said Zambia and Cuba have a lot to learn from each other in terms of sport.

Jimenez said Cuba has developed its sports disciplines through hard work of its citizens.

Kambwili has been in Cuba visiting various institutions of sport for five days now.

Southern Province Patriotic Front political secretary Brian Hapunda says people in the region want by-elections in order remove the non performing UPND Members of Parliament.

Mr. Hapunda says people have endorsed the development agenda of the ruling Party and the stance taken by President Michael Sata to extend his government to the opposition.

Speaking in an interview with Qfm news, Mr. Hapunda says people have widely accepted the move the President in ensuring that all regions are represented in his government.

He says have realized the importance that the PF government attaches to the development of the province which he says has been underdeveloped in previous regimes.

Mr. Hapunda adds that the government’s commitment to deliver development has prompted people in the province to call for by-elections in order to remove UPND Mps that have refused to work with the government.

He says the PF government is resolved to ensure that wealth is equitably distributed to all parts of the country

Finance Deputy Minister Miles Sampa says government will continue contracting foreign loans because it is in a hurry to develop.

Mr. Sampa assured that the country’s debt sustainability position is very healthy to warrant further borrowing.

“We are sitting around 30 percent of GDP ratio and we would be comfortable to increase that to around 45 percent of GDP and we would be going back to the international market as soon as all arrangements are put in place,” Mr. Sampa said.

He said the US$ 750 million Eurobond was so successful that it has given government the impetus to go back to the market and borrow additional funds.

“Our debut issuance was very successful, remember it was oversubscribed and we believe the interest in Zambia among the foreign investors is still high and we want to cash in on that,” Mr. Sampa said.

“We should not be scared to borrow as long as we are able to pay back.”

He said government wants to ramp up investments in key infrastructure developments such as roads, rail and energy hence the need to borrow more.

“We have said no to increasing taxes for our people because we are a caring government.

So taxes won’t go up and our only choice is borrowing from the market. There is no country that does not borrow, the USA, Japan, name them, they all borrow to develop but what is important is paying back.”

Mr. Sampa reiterated that the entire US$ 750 million Eurobond has been exhausted.

“Yes the money is finished because we dispensed it to spending agencies and we have done well on that’s score.”

He said, “Zambia Railways received $120,000,000 while Development Bank of Zambia received US$ 50,000 with the UTH getting $30,000 towards the rehabilitation of the country’s largest hospital.

“Everybody has been complaining about the state of UTH and we saw it prudent to spent US$ 30,000 on rehabilitations there in order for the hospital to serve our people better.”

The Finance Deputy Minister disclosed that the largest chunk of the Eurobond went to ZESCO for its equity in the Kafue Lower Power Station and other ongoing power projects.

Vice President, Guy Scott has disclosed that his office under the Disaster Management and Mitigation Unit (DMMU) has in excess of 700,000 tonnes of maize meant for relief.

And Dr Scott has revealed that government, through the Food Reserve Agency (FRA), will this year buy maize from farmers on cash basis and not on credit as it has done in the past.

Dr Scot said his office and the DMMU are ready to provide relief for people in areas across the country that will experience hunger this year.

The Vice President said this in Kapiri Mposhi today when he addressed a campaign rally at Chankomo Basic School grounds to drum up support for Patriotic Front (PF) candidate in the April 23 Kapiri Mposhi Constituency by-election.

But Dr Scott said this time around the government will be more careful in handling relief maize.

He said his office will carry out an assessment to ensure that only the targeted and affected people benefit from the relief maize.

The Vice President warned that government will not condone people to sell relief maize once they benefit from it.

“We have 700,000 tonnes of maize stocks to give to those who will experience hunger in the country but we shall be more careful this time around so that we do not give this maize to people who will later resale because government is spending a lot of money on this maize,” Dr Scott said.

And Dr Scott has revealed that government, through the Food Reserve Agency (FRA), will this year buy maize from farmers on a cash basis and not on credit as it has done in the past.

The Vice President said the government has adequately prepared to buy maize from farmers on cash basis this year and in the following crop marketing seasons.

“We want to be buying your maize on cash basis so that we allow you to prepare for next farming season activities and not waste your time chasing payments,” Dr Scott said.
Meanwhile, Dr Scott has encouraged people in Kapiri Mposhi district and Central Province as a whole to take advantage of the good rainfall pattern in the area to produce food.

Dr Scott said the area receives normal and sufficient rainfall annually for people to engage in agricultural activities to ensure food security at household and national levels.

“Kapiri Mposhi receives well over 1000 millimetres of rains per year …. this is good rains that even if there is a drought here you can still produce crops. It is not like some areas in Southern Province”, Dr Scot said.

He said the government will also ensure timely distribution of farming inputs to farmers under the Farmer Input Support Program (FISP).

He advised farmers to belong to registered cooperatives for them to benefit from FISP.

Dr Scott is in Kapiri Mposhi where he is holding a series of rallies to campaign for PF candidate, Eddie Musonda in the fourth coming by-elections.

The opposition UNIP and UPND have fielded Francis Mwape and Lawrence Zimba respectively.
