The Bank of Zambia (BOZ) says it has withdrawn about K3.178 trillion (KR 3.178 billion) as at the end of 28th February 2013 and issued about KR three (3) billion (K3.178 trillion) since the new currency was introduced into circulation at the beginning of the year.

BOZ Head of Public Relations Kanguya Mayondi says this represents 82.71 percent withdraw of cash in circulation at the close of the year 2012 which stood at K3.841 trillion (KR3.841 billion).

Mr Mayondi revealed this in Lusaka yesterday in response to a ZANIS press query.

Mr Mayondi also said on 25 January, 2012 the Bank of Zambia announced that it had approved the recommendation to rebase the Kwacha by dividing the existing banknotes by 1,000 which in effect caused the cancellation of three zeros on the existing banknotes.

He said as of January 2013, new notes and coins were issued in circulation to run alongside the old currency up to June 30th 2013 when the old notes are expected to be phased out.

He said the central bank was on track in withdrawing all of the old currency from circulation before the deadline in June this year.
And some members of the public in Mumbwa have expressed ignorance that the exchange of the old kwacha notes will continue up to December 31, 2013.

This came to light yesterday when Bank of Zambia officials visited the district to assess the impact on the use of the rebased notes and coins.

During a survey in the market and shops some members of the public expressed ignorance after being asked on what will happen to the old notes after ceasing to be legal tender on June 30.

Some said they would destroy the notes after 30 th June as they will no longer be in use.

BOZ delegation leader Maeke Njunju told marketers that the bank’s design is to continue exchanging the old kwacha notes up to December 31, 2013.

And Mumbwa Market Chairperson Humphrey Shamasale said although people in the township were responding well to the new currency they have no adequate knowledge on the conversion of smaller notes to coins.

Mr Shamasale said traders are not conversant especially on the 5n, 10n, and 50n as they have problems to equate them to the old K500, K100, and K50 notes.

Another businessman of Asian origin complained of inadequate supply of coins which makes the public to resist acceptability.

Meanwhile the police in Mumbwa are holding one man for laminating and glue two sides of the new bank notes

Police sources said the man in his 30s was arrested after he laminated the back and front parts of a K100, K50 and K20 specimen notes cut from posters.

He is expected to appear in court after police has concluded investigation.

Human Resource Institute welcomes banning of foreigners from taking up HR manager jobs

THE Zambia Institute for Human Resource Management (ZIHRM) and the labour movement have welcomed Government’s decision to ban foreigners from taking up Human Resource Management (HRM) jobs in all the institutions in Zambia.

ZIHRM president Winner Kanyemba said in an interview in Lusaka yesterday that Zambia had enough local professionals who were competent to execute the functions of human resource in any institution.

He said the local human resource personnel had a better understanding of the Zambian labour laws, the environment and the culture making them better placed for the job.

He said since the Zambianisation programme was introduced, the ZIHRM had trained a good number of human resource personnel to carry out the functions of HRM in both private and public institutions.

“For national economic development to be strengthened human resource officers who understand the environment in which the institution is operating in are desired,” he said.

He said the HRM had an important role to play in an institution of ensuring right attitudes were instilled in employees.

Mr Kanyemba said this had not been so with the influx of foreigners taking up HRM who did not understand the local culture thereby compromising performance of employees.

He said the institute was willing to work with the ministry of Labour to conduct inspections to ensure that all institutions engaged local human resource officers.

The ZIHRM Act number 11 of 1997 also demands that all human resource managers should be affiliated with the institution.

Federation of Free Trade Unions of Zambia (FFTUZ) president Joyce Nonde-Simukoko said the move would make it easier for the labour movement to negotiate for conditions of service for the workers.

Ms Simukoko said the benefit of the local HRM was that they understood the needs of workers in terms of their environment culture, practices and attitude.

And the Zambia Congress of Trade Union (ZCTU) president Leonard Hikaumba said the move would bring sanity in the labour industry which had been marred with intolerance and abusive language.

He said it was sad that in some institutions, foreign HRMs were even denying their employers to attend funerals for close relatives for failure of understanding the cultural system in Zambia.

“It’s unfortunate that some HRM in some of these companies are disregarding the cultural heritage of the country such as denying employees to attend funerals for close family members,” he said.

The Zambia 2010 Census of Population and Housing national analytical report was this week launched in which, it revealed that out of 2.5 million youths in the labour force, 16.7 per cent are unemployed.

Secretary to the Treasury Fredson Yamba launched the report in Lusaka where he appealed for more support from stakeholders to help Government in making available accurate, reliable and timely statistics for national planning, monitoring and evaluation.

The report provides updated data on demographic and socio-economic characteristics of the Zambian population at province, district, to the lowest administrative levels.

Zambia’s population in 2010 was 13,092,666 which increased from 9,885,591 in 2000 with the male population at 6.5 million representing 49.3 per cent while that of female was 6.6million representing 50.7 percent of the total population.

The report revealed that the population residing in the rural areas was 7.9 million (60.5 per cent) while the urban population was 5.1 million (39.5 per cent).

Lusaka had the highest density with 100.1 persons per square kilometre while the lowest population density was recorded in North-Western province at 5.8 persons per square kilometer.

On the unemployment rate involving youths between 15 to 35 years by rural, urban and province, 7.5 per cent were from rural areas, 22.0 per cent in urban.

In provinces, Muchinga had 7.7 per cent, unemployed youths, Northern 7.9 per cent, Luapula 9.3 per cent, Western 10.1 per cent, Eastern 10.4 per cent, North-Western 13.3 per cent, Southern 14.8 per cent, Central 16.2 per cent, Lusaka 25.1 while Copperbelt was at 29.6 per cent.

The report says 4.3 million persons were in labour force, out of which 2.4 million were males and 1.8 million females countrywide.

It says of the 4.3 million persons in labour force, 554,202 (13.0 per cent) were unemployed, with the Copperbelt province having the highest unemployment rate at 22.1 per cent while Northern Province was lowest at 6.3 per cent.

The Infant Mortality Rate (IMR) was 76 deaths per 1000 live births in which rural and urban areas had rates at 81 and 68 deaths per 1000 live births respectively.

Luapula had the highest IMR with 100, Eastern 97, Muchinga 84, Western 82, Northern 82, Central 71, Lusaka 68, Copperbelt 66, North-Western 58 and Southern Province 53.

The report further revealed that there were 25,324 Albinos in the country, of which 12,532 were males while 123,792 were females.

Mr Yamba called for increased technical and financial support from stakeholders to assist Government in statistical undertakings to make timely release of statistics for effective national planning.

“Population is our most valuable resource and we can only take stock of it through an activity like the census. We now have the data, therefore, the challenge remains with all of us to ensure it is put into good use by making informed decisions for our people,” he said.

Mr Yamba said the report was important as it would help how public resources could be shared evenly across the country and to ensure that services at local levels were relevant to all.

Earlier, Central Statistics Office (CSO) director John Kalumbi said information was key in any development process and that the national census was important for providing national statistics.

He thanked Government for providing the needed resources adding that the 2010 census could influence decisions by Government and several other stakeholders.

The Bank of Zambia officials have appealed to the people in Western province to accept using the new rebased currency as it is the legal tender in the country.

Bank of Zambia Investigations Officer and team leader Maeke Njunju said this in an interview with Zambia News and Information Services (ZANIS) in Kaoma district yesterday.

Mr Njunju who is on the tour of Western to assess the impact of the rebased currency both the notes and the coins on the financial bodies and the marketers in all the districts of the province said the majority of the people were acknowledging the new currency which is in circulation at the moment.

He said people should ensure that they utilized the remaining time before June 30, this year when the outgoing currency ceases to be a legal tender in the country so that come July 01, 2013 everyone in the country is conversant with the new rebased currency.

Mr Njunju said people should ensure that they continue exchanging their old monies in the ZAMPOST and NATSAVE Bank and other banks which are partners of the Bank of Zambia in ensuring that every citizen accessed the new rebased currency.

He said that the exchange of the old currency with the new rebased currency will continue up to December 31, 2015 adding that after 2015 no one would be allowed to exchange the old currency with the new rebased currency in the country.

And Kaoma District Marketers’ Association Chairman, Ngangula Njamba has called on the Bank of Zambia to speed up the process of producing more coins as there are not seen in circulation in the district.

Mr Njamba said that the only currency which is readily available in Kaoma was the new rebased notes not the coins adding that people will face challenges especially when the old lower notes will not be allowed after June 30, 2013 for people to buy goods and services.

He however complained that the new rebased notes especially K2, K5, and K10 notes respectively fades faster and that there is need to ensure more of the coins were produced in numbers as they are more durable as compared to the paper notes.

Mr Njamba also complained that if coins are not introduced quickly into circulation people in the rural areas will find difficulties in using the new coins for buying goods and services adding that coins such as the five, ten, fifty and the one kwacha were not found on the market.

Lungu refutes media reports that prison warders killed 10 prisoners

Home Affairs Minister Edgar Lungu
Home Affairs Minister Edgar Lungu

Home Affairs Minister Edgar Lungu has challenged people alleging that about 10 inmates at Mukobeko maximum prison died after beatings from trainee prison warders to move a motion of judicial review to set up an inquest to establish the truth concerning the death of the prisoners.

Mr Lungu who has maintained that no single prisoner died out of the alleged beatings said those making the allegations should cause the courts of law to set up an inquest so that the truth could be established.

He said government has no money at the moment to set up a tribunal as demanded by some sectors of society the challenging civil society who had the capacity to go ahead and establish a tribunal.

Mr Lungu who is also Chawama Member of Parliament was speaking in an interview with journalists after the closure of the Zimbabwe/Zambia Joint Permanent Commission on Defence and Security held at Elephant Hills Hotel, Victoria Falls, Zimbabwe.

The minister explained to journalists that the inmates in question died from natural causes on different dates but since their relatives were not forthcoming to claim for their bodies, the prisoners were piling at the Kabwe General hospital.

Mr Lungu who said he would address journalists on the issue this Saturday said that he has been watching with keen interest reports on private owned MUVI television adding that he had dispatched his deputy Alfridah Kansembe on a fact finding mission to Kabwe who established that the reports were unfounded.

He said that the reality on the ground was that the inmates died from natural causes on different times but their bodied had not been claimed by their relatives.

Mr Lungu said since some people did not want to believe what he, the human rights commission, Zambia prisons Commission and his deputy has been saying, he was now challenging them to move motion for a judicial review for an inquest to be set so that if it was established that the allegations were true, the perpetrators could be brought to book.

“ I want that person I saw on MUVI television to move a motion for judicial review by way of an inquest to find out the truth so that the law can take its course. I want that man to move the process so that he can tell the coroner who is a magistrate the truth he knows concerning the death of the inmates” Mr Lungu said.

Mr Lungu said that there were a lot of falsehood circulating on some online publications and it was up to the people of Zambia to judge the truth.

While government has maintained that no prison died as a result of the confusion that allegedly erupted at the prison after three prisoners escaped, some sectors of society have maintained that more than eight inmates died from beatings melted out on them by train prison warders.

Zambia Police and RTSA are the most corrupt public institutions, Bribe Payers Report reveals

Zambia Police Service and the Road Transport and Safety Agency (RTSA) are leading public institutions in corruption, the latest Zambia Bribe Payers Index (ZBPI) has revealed.

The 2012 Index report which was released in Lusaka yesterday by Transparency International Zambia (TIZ) and the Anti Corruption Commission (ACC) ranks the two institutions in first and second places on the 16-log index which has the Patent and Companies Registration Office (PACRA) being the least institution involving bribery cases.

Public institutions that followed were the Ministry of Health, the National Registration Office, Ministry of Lands and Natural Resources, the Zambia Revenue Authority, ZESCO, the judiciary (courts), passport office and local authorities.

Others were the Ministry of Education, the Immigration Department, the Ministry of Agriculture and Livestock, the Ministry of Communication, Works, Transport and Supply, ZAMTEL and PACRA in the tail.

A summary of the findings revealed that the overall aggregate bribery score had reduced from 14 per cent in 2009 to 9.8 per cent in 2012.

TIZ president, Lee Habasonda said while it was disappointing that the police still ranked number one as the most corrupt institution, it was gratifying to note that they were the most improved in terms of reduction of bribery in the institution.

Mr Habasonda said it was disappointing to note that the RTSA had moved up the ladder in terms of corruption to rank second among the most corrupt institutions.

In 2009 RTSA was ranked fourth, the Ministry of Health was ranked sixth while the National Registration was ranked second, the Ministry of Lands and Natural Resources was third.

Mr Habasonda said the results indicated that there was still a lot of work to be done to fight corruption in particular bribery.

“We have however noted that the more an institution relates or has an interface with the general public, the more likely they are to be reported as corrupt and while this is acknowledged, these indicators, as contained in the 2012 ZBPI, are a source of concern,” he said.

He said public institutions were supposed to be institutions of integrity and probity adding that the report should not be seen as a vilification of any of the public institutions but as an opportunity for all institutions that were cited in the report to conduct an introspection and improve.

The report also made a comparison between President Michael Sata’s government in the fight against corruption with that of late President Levy Mwanawasa, in which it stated that the current government exhibited less seriousness but that there was room for improvement.

But compared to former President Rupiah Banda’s administration, the PF government was performing better.

“We implore the PF government to take this report with humility, good faith and goodwill for the betterment of their own record as a government in the fight against corruption. This government has a unique opportunity to make a difference in the fight against corruption. They are the party in power and thus have an opportunity to make a difference by setting the tone and raising the integrity bar through not only word but deed as well,” he said.

Secretary to the Cabinet, Rowland Msiska in a speech read for him by Permanent Secretary for administration, Anna Mwewa, said the information generated from the survey was helpful in understanding the supply side of corruption unlike other perception indices which concentrated on the demand side.

“The findings in this report also indirectly reflect some achievements as well as challenges that need urgent solutions in our continued service delivery reforms, therefore the importance of such survey reports cannot be over emphasised and this government will do everything to support initiatives such as this,” Dr Msiska said.

He commended the ACC and TIZ for exhibiting a public-private partnership for a common purpose and that this should be encouraged as an indirect way of promoting transparency and accountability.

ACC vice chairperson, Steven Moyo hailed the partnership between ACC and TIZ and was hopeful that such a relationship would be extended to other stakeholders and become appropriately institutionalised as part of business relationship between ACC and others involved in the corruption fight.

An 18 year old girl of Hanabuchi village in Siavonga district has appeared in a magistrates court for throwing the body of her dead baby in Lake Kariba.

Facts before court were that on unknown date , but between 13th and 15th February 2013 while in Siavonga’s kanyelele compound, Jungula gave birth to a child and did endeavor by secret disposition of the dead body of the child to conceal the birth.

Jungula admitted the charge saying she got the baby and threw it in the Lake near Kanyelele harbour.

Jungula told the court that she was pregnant for 7 months and had a miscarriage at night while at home alone.

“The pregnancy was lost when i was at home and I got the dead body of the child and throw it in the lake. Of course I didn’t tell anyone about my miscarriage because there is no one I know in Kanyelele compound apart from my mom who had gone to the Island where I came from”, she told the court.

UPND cadres’ case fails to take off due to lack of video facilities

5

The case in which five opposition United Party for National Development (UPND) cadres are facing charges of conduct likely to cause the breach of peace failed to take place today due to challenges with court room facilities.

Aaron Sililo Pumulo, Joseph Mazonda, Lemmy Mukoba, Patrick Ntalasha, and Newton Chisuntu are alleged to have conducted themselves in a manner likely to cause the breach of the peace by blocking public roads at the junction of Lagos Road and Addis Ababa Drive in Lusaka on June 6, 2012, contrary to the laws of Zambia.

Defence lawyer Martha Mushipe told the court that her team was facing challenges as regards to court room facilities for watching video, where some of the evidence is based.

“We did not notify the court in good time so as such we feel that the matter should be adjourned to a date to be advised by the court as evidence is required to make a meaningful representation,” she said.

But state prosecutors argued that the matter has been dragging for a long time and advised that such arrangements should be done a day before in order to avoid adjournments.

The prosecutors said they were aware that the accused persons need to be given a fair trial and hoped that the defence will make pre-arrangements so that there were no adjournments.

At this point, Ms. Mushipe said they could proceed with only one witness and stop or wait for the facilities to be made available.

Magistrate Lameck N’gambi, who is presiding over the matter, said he had to reluctantly grant the adjournment and has since advised the defence team to put their house in order.

The matter has been adjourned to March 22, 2013 for defence.

And the court has adjourned the cases of two former ministers Austin Liato and Moses Muteteka.

Liato’s case, which was supposed to be concluded today, could not take place since the magistrate presiding over the matter has travelled out of town.

The case has rescheduled for April 4 and 9, 2013 while Muteteka’s case has been adjourned to March 21, 2013.

Liato is charged with two counts of abuse of authority of office.

In the first count, he is alleged to have in June 2010 abused his authority of office as Member of Parliament (MP) for Kaoma Central and Minister of Labour and Social Security by facilitating the sinking of two boreholes at his farm in Mwembeshi.

The boreholes were supposed to be sunk in Kaoma Central Constituency.

In the second count, Mr. Liato on unknown dates but between May 14, 2010 and May 19, 2010 allegedly facilitated the diversion of two hammer mills which were allegedly meant for the people of Kaoma.

And Muteteka’s case could not take place since the magistrate is attending a seminar.

Muteteka is charged with eight counts of abuse of authority of office contrary to section 99 (1) of the penal code chapter 87 of the laws of Zambia and one count of theft contrary to section 272 of the penal code chapter 87 of the laws of Zambia.

The United Party for National Development (UPND) has claimed that the Patriotic Front government is planning to deregister it soon after the Lukulu west and Kapiri Mposhi by-elections.

Speaking at a Media briefing in Lusaka this morning, Party spokesperson Charles Kakoma said the PF want to create an impression that the UPND has been at the center of political violence that engulfed campaigns in Livingstone.

He said it is unfortunate that the PF is intending to implicate the opposition party in the violence and use it to ban the party.

And party General Secretary Winston Chibwe has warned of stern action against UPND Members of Parliament who have allegedly been approached by the PF government for ministerial positions.

United Party for National Development (UPND) leader Hakainde Hichilema says Zambians must rise to the occasion and restore integrity in the country’s politics.
Speaking in an interview with Qfm News, Mr. Hichilema said Zambians have an important role to play in cleaning up the political system, which he said has been dented by greedy and irrelevant leaders.

Mr. Hichilema said the ongoing developments on Zambian political scene have clearly exposed the PF’s lack of understanding of the ideals of a politically plural society.

He said it is unfortunate that the PF government is preoccupied with a self propensity of political dominance in the country at the expense of development.

The UPND leader said politics demands dedication and leadership and should not be used as a source of livelihood.

He has since challenged Zambians to use their power of the ballot to bring integrity to the country’s political system.
