The ruling Patriotic Front government says it will not allow critics with well-known hidden agendas to disturb the plans it has for the people of Zambia.

Lusaka province minister Colonel Gerry Chanda said the government will not allow itself to fall into a trap by responding to everything that critics say.

Colonel Chanda noted that the government is aware of detractors, who just wake up with nothing good to offer, and attack government unnecessarily.

Speaking to QFM, Colonel Chanda said the government has an enormous task ahead of it that the people of Zambia have bestowed upon it.

He said government under the leadership of President Michael Sata means serious business and is doing things systematically.

Colonel Chanda has assured every Zambian that the PF government will leave a living legacy that the country will be a much better place than they found it in.

Charcoal business booms as power outages continue

Charcoal Business is thriving following the increased electricity load shedding by ZESCO.Charcoal businesswomen and men of Lusaka’s Kalingalinga compound say they have taken advantage of the ZESCO power outages.

The Zambia Environmental and Management Agency has since expressed worry over the increase in charcoal trade as it contributes to deforestation.

The Zambia Electricity Supply Corporation (ZESCO) attributed the increased load shedding currently being experienced in the country to a power generation deficit of 250 Mega Watts.Zesco Managing Director Cyprian Chitundu earlier said that there is an increase in the demand for electricity due to the cold weather and increased wheat farming activities.

Zesco also blamed the deficit on increased mining, industrial and agricultural investments.Despite this increase, there has been delayed investment in the company’s transmission distribution systems.

Residents in Chipata yesterday said there was need for government to seriously find a lasting solution to the continued power blackouts as they negatively affect the economic growth.

Indeni In No Rush to Replace Siwale

Indeni Secretary Stephen Sinyinza says the Ndola side is in no rush to hire a permanent coach following the resignation of Emmanuel Siwale almost a month ago.

Daniel Bwalya has temporaly taken charge of Indeni since Siwale’s departure.

Speaking in Kitwe, Sinyinza said his executive will assess caretaker coach Bwalya before deciding whether to hire him permanently or engange someone else.
” The standing-in coach is Mr. Daniel Bwalya, we are yet to appoint the head coach. So far under him we have played three games, we have lost one and we have drawn two,” Sinyinza said
“We are still on the drawing board, we shall come back to you later.”
Indeni are at bottom of the Super Division table with 9 points after week 14 matches played over the weekend.
Coach Tenant Chembo, who guided Indeni back to the elite league last year, resigned in December to join Zesco United as an assistant coach.

Konga on the mend

FORMER Energy and Water Development minister, Kenneth Konga who was admitted to the University Teaching Hospital (UTH) is recuperating.Mr Konga was early this month rushed to St John’s Medical Hospital in Woodlands after he collapsed during interrogations at the former Taskforce on Corruption offices in Lusaka.

He was later transferred to UTH where he was receiving treatment at the VIP fast track wing. Mr Konga, who was minister during the
previous regime, is MMD Chavuma West Member of Parliament.Mr Konga fell ill and collapsed around 09:40 hours at the former
Taskforce offices during an interview with the Joint Government Investigations Team.

In a telephone interview yesterday, Mr Konga said he was recuperating following his discharge from UTH and was now felling better.Mr Konga however refuted some reports alleging that he has been moving on a wheelchair after he was discharged from UTH following his illness.

“I am now recuperating… and I am at home. It’s not true that I am on a wheel chair,” Mr Konga said

Law enforcement agencies early this year seized Mr Konga’s luxurious Hummer motor vehicle which he said he had acquired using money that MPs got from the National Assembly as car loans.

He was also warned and cautioned over a multi-billion Kwacha Hotel situated near Kamwala, a semi detached flat in Kabulonga and mining
equipment in Makeni in Lusaka.The Hotel is situated off Dedan Kimathi Road near Intercity Bus Terminus in Lusaka.

says that they is nothing wrong with top government officials commenting on the first draft of the constitution.

Justice Silungwe said that any Zambian is free to comment on the constitution regardless of the status they hold in the society.

He says that there is no restriction on the on the comments being made by any Zambian whether in government or not.

Featuring on QFM radio last evening on the special constitutional making programme, the technical committee on the constitution making process added that ruling party members and government officials are stakeholders who are entitled to their opinion.

And featuring on the same programme, Technical committee spokesperson Simon Kabanda has bemoaned the misinformation currently being made on the constitution making process.

Mr. Kabanda added that the technical committee is doing all its best to ensure that misleading information is corrected.

I scream for the broken, the complete but empty and rotten,
For the solemn but deceitfully spoken, for them I scream.
I scream for the depressed, mind and body in a corner oppressed,
Chewed and spat out their soul is messed, for them I scream.
I scream for the always working, hands on ever walking,
Numb to the bone never talking, for them I scream.
I scream for the little boy who just watched his favorite flavor hit the floor,
Who then gets smacked in the face because he is as clumsy as a little boy should be.
For that poor little boy I scream.
I scream for that woman that just burnt the last relish and you know,

Katete residents break Chinese shop

Business came to a standstill when traders ran amok and attempted to destroy a Chinese shop alleging that the owner of the was killing their business because he sold commodities at lower prices.

The traders, who stormed Bamulela Shop at Katete business centre around 06:00 hours yesterday morning, were demanding the investor,Zhang Bing, to stop trading in the district claiming that his business was killing their sales.They accused Mr Zhyang of selling clothes and footwear at half the market price of the commodities.

Quick action by police in full riot gear stopped the angry traders from destroying the shop.

“This Chinese man is killing our businesses because all our customers are now buying from him since he opened his shop last Friday,” said Peter Soko.

The traders, who wanted to break windows of the shop, said it was unfair that such investors are competing with the local traders because they remain at an advantage as they quickly sell their products.Business, however, returned to normal by 10:00 hours and police were seen guarding the area thereafter.

But Zhang said he will not stop carrying out his business because the law does not forbid him to do so.

And Bread of Life Pastor, Humphrey Botha, said the behaviour of the traders is uncalled for, saying those that were engaged in the protest were ignorant about the conditions of a liberalized economy.Pastor Botha said people need to understand that they cannot force a person to sell goods and services at their preferred price as each one is free to sell at any price if they can make a profit.

He noted that people in the district are now happy with the reduced price of shoes and clothes as most of them can afford to buy something.

“This means more money in their pockets. It is for this reason that we need more Chinese investors in the district as Katete is growing,” he said.

Meanwhile, Katete District Commissioner, Col Peter Kaisa, condemned the unruly traders for their action, saying the Chinese investor was given a license to carry out his business.Col Kaisa said this when he held a meeting with eleven traders at Katete District Council this morning.

Kapiri Mposhi men gang rape chicken to death

Three men of Liombe Village in Senior Chief Chipepo’s area in Kapiri Mposhi district are alleged to have had canal knowledge of a chicken.The three named men, aged 80, 66 and 35 years, are believed to have taken turns in having canal knowledge of a hen which later died yesterday.

Liombe Village Senior headwoman, Loveness Chimbuleni, confirmed the incident to ZANIS, saying the three have since been reported to police.However, ZANIS’ efforts to get a comment from police failed by press time.

Headwoman Chimbuleni said the three were discovered with the dead chicken in the room where they are alleged to have had canal knowledge
of it.She said the dead chicken was discovered with its canal cavity widely ruptured with some suspected male semen oozing out of it.

“Three old men have raped a chicken here in my village. The chicken has since died. We have reported them to police for them to be arrested because they are a disgrace in the eyes of God and a shame to humanity,” Headwoman Chimbuleni said.

The traditional leader also stated that cases of bestiality and having sex against the order of nature were rampant in Chief Chipeppo’s area. Headwoman Chimbuleni attributed the increase in the number of cases of bestiality and sex against the order of nature to widespread
witchcraft.

“It is not the first time that such cases have occurred. We have several of them and it is just that we do not know why these cases are so high,” headwoman Chimbuleni added.

Meanwhile, headwoman Chimbuleni has appealed to government to reopen the police post in the area to help fight crime and bring perpetrators of criminal activities to book.She said the community in the area is committed to offering support in terms of providing accommodation to police officers who will be deployed to the area.

In 2008 the police withdrew operations from the area because of lack of decent accommodation for officers who were deployed there.She said criminal minded people were taking advantage of the absence of the police post to perpetrate crimes.

Easterners complain of persistent power outages

Chipata residents have appealed to government to find a lasting solution to Zesco’s continued power outages.Speaking on behalf of other residents, Christopher Kangwa of Mchini Compound, said there was need for government to seriously find a lasting solution to the continued power blackouts as they negatively affect the economic growth of the district.

The residents expressed their displeasure in a walk-in interview to ZANIS in Chipata.

And Simon Jere, another resident, said Chipata district was badly hit with the blackouts as no explanations are made by the power utility company as to when the problem would come to an end.

Mr Jere observed that the situation was scaring away investors and if remedial measures are not found immediately, this should be taken as a wakeup call for the ministry responsible to quickly work on modalities of normalizing the situation.

He stated that it was sad that the situation has persisted, adding that the district was also subjected to load shedding which was not also properly communicated to the people.He stated that the era of power performance was long gone, saying the residents expect Zesco, like all sectors in government, to improve their work culture.

Zesco last month said the power utility had received equipment meant to improve power supply in Chipata district. Regional Manager Wilbroad Chanda, promised that once installed, capacitor banks would enhance power supply by the end of June.

State to cut down on vehicle costs

GOVERNMENT will soon categorise types of official vehicles to be used by various officers in an effort to cut down on costs.

Communications, Transport, Works and Supply Minister Yamfwa Mukanga disclosed this in Parliament yesterday saying no officer will be allowed to drive the same or more expensive type of vehicle as their superiors.

“If the Vice-President will be using the latest Toyota GX, then other senior Government officials like ministers, permanent secretaries will have to go for either Prados, or Pajeros because we want to reduce on the high cost of maintenance and fuel,” Mr Mukanga said.

The minister said Government was currently working out modalities to arrive at the models and how they would be spread out. Mr Mukanga said excess Government vehicles would be sold.[pullquote]Sometimes you would find a GRZ vehicle on a wedding line up and they just cover the number plate with a logo saying newly married. This is total abuse and should be stopped[/pullquote]

He also announced that numbers of the current Government Controlling Officers will be beefed-up and these will work closely with State police in carrying out patrols.

He said drivers found abusing vehicles will be penalised.

He was speaking when he winded up debate on the report of the Committee on Communications, Transport, Works and Supply presented by Senga Hill MP, Kapambwe Simbao (MMD).

Debating on the motion before it was adopted, PF Chongwe MP, Sylvia Masebo, supported the report and said that there was massive abuse of Government vehicles as some employees ignored the standing orders.

Ms Masebo was happy with President Michael Sata for demonstrating real example of commitment by ensuring that abuse of Government facilities such as vehicles was weeded out to foster cost saving.

“The standing orders are clear on who should have personal-to-holder vehicles. It is gratifying to see Government trying to correct some of these wrongs that occurred in previous regimes,” she said.

Ms Masebo said President Sata’s move to appoint more women in higher positions was a commendable job because women were more committed to work.

She said the two women judges appointed to run the judicial affairs was an imperative development that would foster significant reforms and bring sanity in the Judiciary.

PF Bahati MP, Harry Kalaba said stringent measures should be implemented by Government to prevent abuse of Government facilities such as fuel which was misused by some employees.

“Sometimes you would find a GRZ vehicle on a wedding line up and they just cover the number plate with a logo saying newly married. This is total abuse and should be stopped,” he said.

The House later adopted the report.

THE Government has challenged board members at the Zambia Daily Mail to take media reforms to a higher level in line with the changing trends in society.

Information, Broadcasting and Labour Minister Fackson Shamenda urged new board members to ensure that the implementation of media reforms takes centre stage in meeting the society’s expectations.

Mr Shamenda in the company of his permanent secretary, Amos Malupenga was speaking during an inaugural meeting of the board of directors for Zambia Daily Mail headed by Standard Chartered Bank managing director, Mizinga Melu in Lusaka yesterday.

The minister said media reforms were crucial to ensuring the independence of the media hence calling for close collaboration with the new board.

He said the public media in particular required an urgent shift of management style and turn institutions into more viable business entities.

Mr Shamenda recalled that the public media under the MMD regime had been turned into a mouthpiece of government and that this had caused shame and eroded the pride of public media institutions.

“I take this inaugural board meeting as yet another practical step towards delivering on our campaign promises. We promised that we were going to bring tangible media reforms in this country.

We in the PF, together with the majority of Zambians, were greatly stressed and angered at the way the public media were operating. The public media became a mouthpiece of the MMD government,” he said.

Mr Shamenda outlined some of the impediments towards media reforms under the MMD as failure to ensure the effectiveness of the Zambia National Broadcasting Corporation (ZNBC) Amendment Act, the enactment of the Independent Broadcasting Authority Act and refusal to pass into law the Freedom of Information (FoI) Bill of 2002.

He singled out his predecessor, Ronnie Shikapwasha for taking a solid hand in controlling the media and that at one point he sent a mobile text message to him requesting if he could announce the funeral of his late relative on ZNBC.

The minister said the request shocked him because access to the media was meant for all Zambians.

“My predecessor never listened to news and read papers only lately because they were part of the editorial team in our newspapers and they were involved in changing the content, which is not supposed to be the case,” he said.

Mr Shamenda said the stance taken by the previous government and having been victims of torrid media access, the PF committed itself to review the impediments and ensure media accessibility in the party manifesto.

“As newly appointed board members, I am formally welcoming you to be part of the team of technocrats, to put systems in place, for the purposes of assisting this people’s Government to deliver its promises.

“I am urging you to do your best to ensure that the shame that was put on Zambia Daily Mail is removed and forgotten. Let it be the pride of the people,” he said.

Mr Shamenda urged the board to ensure the newspaper company became prosperous by among others increasing circulation, capturing its marketing share of advertisements and motivating staff.

He added that the firm should also rise above temptations of being rubber-stamps to management decisions, which was a common factor.

He said the public media institution had great viability and needed to be turned on a path of profitability.

Mr Shamenda assured the board of Government’s support and that their appointments reflected confidence that they would be able to perform to great expectations.

Additionally, Mr Shamenda cautioned media practitioners against sensational writing which could lead to chaos and unnecessary litigations in the courts of law.

Board chairperson, Ms Melu expressed determination to ensure the Mail became viable as expected and that staff welfare would be high on the
board’s agenda.

Ms Melu shared concerns on the need for improved and timely circulation of the daily newspaper especially to rural areas and the creation of a media-friendly environment for journalists to operate freely and effectively.

“The job is tough but we are a winning team with a diverse professional background, we will be able to know how much we have achieved by how much will be able to change. We will run this company as a business and so we accept the appointments with humility,” she said.

Global Fund resumes health sector funding

The Global Fund to fight HIV/AIDS, tuberculosis and malaria has resumed funding to the Ministry of Health and has since released US$100 million for HIV programmes in Zambia.

Minister of Health Joseph Kasonde announced this at a press briefing in Lusaka yesterday.

Last year, the Global Fund suspended funding to the Ministry of Health following alleged financial misappropriation.
Dr Kasonde said the resumption of funding to the ministry follows implementation of systems that ensure transparency and accountability of donor funds.

He cited the implementation of the Integrated Financial Management System (IFMIS), strict procurement procedures and constitution of integrity and audit committees as some of the measures that have built confidence in the donor community.

Dr Kasonde said donors who had suspended funding to the ministry now have confidence in the ministry’s capacity to handle funding.

“This is a good year for the country as we have had dry spells from the Global Fund owing to concerns of management of HIV/AIDS programmes.

“Now the Global Fund has approved continuation of the round eight HIV phase two grants for Churches Health Association of Zambia, Zambia National AIDS Network and Ministry of Finance to run for three years effective next month,” Dr Kasonde said.

He said Zambia is indebted to the Global Fund for resuming its support to the national HIV response programme which benefits many people and especially those in rural areas.

Dr Kasonde said the Global Fund is an indispensable financier of programmes aimed at fighting HIV/AIDS, tuberculosis and malaria.

The fund was established in 2002 as a unique public private partnership and international financing institution dedicated to attracting and disbursing additional resources to prevent and treat HIV/AIDS, tuberculosis and malaria.Since 2003, the fund has approved US$951 million with US$475 million disbursed to Zambia.

President Sata criticizes donor funding dependency

President Michael has said technology transfer is critical for the sustainable development of natural resources in African countries including Zambia.

PRESIDENT Sata says Zambia’s unemployment problem is a direct result of the poor management of the country’s natural resources.

Mr Sata, who is attending the Rio+20 world conference on climate change and sustainable development here, also said Africa will never develop on handouts but on technology transfer from developed and some developing countries.

He was speaking during a side session on greening the gross domestic product, dubbed Beyond GDP, organised by the head of the United Nations Development Programme, Helen Clark.

Mr Sata said it is sad that a country like Zambia, which is endowed with natural resources, including minerals, water bodies and wildlife, is still suffering from acute unemployment.

“Zambia has only 13 million people, which is the population of some of the cities in the world. But out of those 13 million, it is most unfortunate that a lot of people are unemployed and God will never forgive us for that.[pullquote]You can keep your money, just give us technology because that is what we need to sustain ourselves. No country has ever developed by begging. That is not sustainable. Africa has been begging for a long time and it is time to make a real difference through technology transfer[/pullquote]

“This is so because we have not managed and used our natural resources the way we are supposed to use them, for the benefit of our people,” he said.

President Sata said the well-being of people in general depends largely on how well their countries manage natural resources.He said Zambia has to move fast in promoting sustainable management of its natural resources for the benefit of its citizens.

On technology transfer, the President said this is part of the key to reducing poverty and taking care of the environment across the world.
Mr Sata said Africa does not need aid, in the absence of technology transfer which is known to spur development.

“You can keep your money, just give us technology because that is what we need to sustain ourselves. No country has ever developed by begging. That is not sustainable. Africa has been begging for a long time and it is time to make a real difference through technology transfer,” he told an applauding audience of delegates.

He said global technology transfer would help a great deal in making the world a better place to live in.Mr Sata also said Zambia is greatly inspired by the technology being applied in Brazil, which has helped to enhance the economy of the South American country of 192 million people.

Brazil is able to make fuel from sugar cane and soya and has been managing its energy sector by finding alternative sources of energy.

“That is great technology, bring it to Zambia. We need technology transfer from the North to the South and West to East, for a better world,” he said.
The President also extended an invitation to delegates to attend the United Nations World Tourism Conference which will be co-hosted by Zambia and Zimbabwe in August next year.

“Come to Zambia and see what we have. We will waive some visa requirements and give you a visa on arrival,” he said.

Mr Sata peppered his speech with his usual sense of humour.

Earlier, the Prime Minister of Denmark Helle Thorning-Schmidt said she is proud of her country’s contribution to a greener world and Denmark would continue on that path.

She said Denmark runs an energy-efficient economy and no effort would be spared to make more positive decisions for the greater good.

“Inaction can be costly. We have to make good decisions now,” she said with reference to making a deliberate effort to create a world free of pollution and general environmental degradation.

Isaac Chansa Heads To China

Isaac Chansa has left Orlando Pirates and joined Chinese club Henan Jianye.

Pirates reported on its official website that both parties agreed undisclosed terms for the midfielder this week.

“Orlando Pirates Football Club can confirm the sale of midfielder Isaac Chansa to Chinese outfit Henan Jianye FC,” Pirates said in a statement posted on its official website.

“This deal comes shortly after both parties agreed terms on the transfer.

“Although the club would have liked to keep the African Cup of Nations winner at the team for the new season, the player had already expressed his intentions to move overseas for a fresh challenge and hence the club ceded to the players request.”

Chansa will join his Zambia captain Christopher Katongo who is entering his second season at Henan.

The midfielder has been at Pirates since resigning with them in 2010 after a brief stint at Helsingborg of Sweden.

Prior to joining Helsingborg Chansa was at Pirates.

Chansa had made no secret of his desire to leave Pirates in the last couple of months after falling out of favour since returning from the 2012 Africa Cup.

Eddie Murphy is Jack McCall, a fast-talking literary agent, who can close any deal, any time, any way. He has set his sights on New Age guru Dr. Sinja (Cliff Curtis) for his own selfish purposes. But Dr. Sinja is on to him, and Jack’s life comes unglued after a magical Bodhi tree mysteriously appears in his backyard. With every word Jack speaks, a leaf falls from the tree and he realizes that when the last leaf falls, both he and the tree are toast. Words have never failed Jack McCall, but now he’s got to stop talking and conjure up some outrageous ways to communicate or he’s a goner.

Its not the best Eddie Murphy movie , actually it might be one of his worst , but it is a fun family movie for a Saturday night . It provides some good laughs .It is a kids movie for the most part.
