Delegates at the Constitution Conference approve Dual Citizenship clause

The constitution national conference has adopted Article 18 of the draft constitution which provides that a Zambian Citizen can acquire dual-citizenship.

Article 18 (1) in the draft constitution states that “A citizen shall not lose citizenship by acquiring the citizenship of another country”.

The proposal was widely supported, though some delegates from the Government wondered why a Zambian should acquire citizenship of another country.

But the majority of the delegates said the constitution was not only for now but was mainly for the children who would find themselves in situations where they would need dual citizenship.

The Government has been on record of not supporting the Dual Citizenship clause.

Last year when President Michael Sata addressed Zambians in London, he said that amending the law to allow dual citizenship has its consequences. Mr Sata said that if the law was changed, there will be more Zambians and jobs will be taken away by other nationalities living in the country.

In response to a question from a Zambian living in England during a dinner hosted for him at the Zambian High Commissioner’s residence. Mr Sata advised Zambians living abroad to return home and compete for jobs with their compatriots.

The President also said that he has a duty to protect the majority of Zambians especially poor citizens.

The Vice President Guy Scott also expressed a similar sentiment of not being in support of the Dual Citizenship clause. Addressing Zambians living in Western Australia at Edith Cowan University in Perth when he addressed in 2011, Dr Scott said that although the issue of having dual citizenship among Zambians could be important and helpful to some, government was worried that other people might misuse it for dubious activities.

“The issue of dual citizenship was important but we are worried about the misuse it will bring. But it would be important that you are entitled to that,” he told Zambians in Perth.

And during the provincial Convention, Government Ministers rejected the inclusion of the Dual Citizenship clause. Leading the charge during debates, Chief Government spokesperson Kennedy Sakeni said that the clause should be rejected on patriotic and nationalist grounds.

Debating on the motion, Mr Sakeni urged Zambians to critically look at the issue of dual citizenship and ensure that it was not allowed in Zambia.

“AS Zambians, let us critically look at the issue of dual citizenship and take the interest of the nation at heart. Why do people want to be citizens of other countries in the first place,” Mr Sakeni said.

His sentiments were echoed by Labour Deputy Minister Ronald Chitotela who argued that dual citizenship would make it difficult to extradite Zambians who committed crimes if they moved to other countries where they had citizenship.

“Let us denounce dual citizenship because even countries like United Kingdom are having difficulties to extradite criminals,” Labour Deputy Minister Ronald Chitotela said.

With the adoption at the ongoing national convention, the Dual Citizenship clause stands a good chance of being included in the final Draft Constitution to be ready by the end of June.

Zanaco add to Kalulushi’s Woes

Defending champions Zanaco recorded their first win of the season on Sunday after trouncing promoted Kalulushi Modern Stars 1-0 at Arthur Davies Stadium in Kitwe.

Defender Ziyo Tembo scored a first minute solitary goal in this delayed FAZ Super Division Week Four match.

Tembo headed in a Rodrick Kabwe corner to unsettle Kalulushi in the doubleheader luchtime kickoff.

The second half, was punctuated with misses from both sides who pushed for goals that never came.

Zanaco striker Musonda Mwape was the major culprit mising a sitter in the 78th minute.

Vanquished Kalulushi will rue the absence of winger William Chinse who is reported to be ill.

After Sunday’s loss Kalulushi are still stuck on six points while Zanaco have four points from three games and have a pending Week Three match against Forest Rangers.

Police arrests 16 in Choma riots

Police in Choma have apprehended 16 people following riots that occurred in the area yesterday.

Police Spokesperson Elizabeth Kanjela said the 16 include one person who is believed to be behind the spreading of wrong information that the suspects to the taxi drivers’ murder had been arrested, rumours that incited people to demand that the police hand over the suspect to them.

Ms Kanjela also told ZANIS in a statement in Lusaka today that two of the arrested persons are female while the remaining fourteen are male.

She said a screening process is currently on-going for the sixteen people and further updates will be issued once the screening process is completed.

And Ms Knjela disclosed that in Northern Province, a 45 year old man has been arrested for defiling a 14 year old girl.

She said the incident occurred on 12th April, 2013 between 14:00 and 16:00 hours at Muswilo Village in Chief Tafuna of Mbala district.

Ms Kanjela said the suspect, Peter Sikazwe has since been arrested and charged with defilement contrary to section 138 CAP 87 of the penal code of the laws of Zambia and will appear in court soon.

The Police Spokesperson further revealed that in Eastern Province, a 22 year old man has been apprehended in connection with the death of his 15 year old wife.

Ms Kanjela said the incident occurred on 12th April, 2013 around 08:00 hours at Malima Village of Chief Madzimawe in Chipata district.

She said the incident happened when the deceased, aged 15, of the same address took some medicinal substance in an attempt to terminate her three month old pregnancy.

Ms Kanjela said the victim died on the way to the hospital when she was being rushed by her husband Dickson Banda.

She said Banda is being held to help with investigations while the body of the deceased is lying in Chipata General Hospital Mortuary awaiting post mortem.

Meanwhile, Ms Kanjela said Lusaka man who is believed to be in his 40’s has died on the spot after being hit by a speeding motor vehicle.

She said the incident occurred yesterday, 13th April, 2013 around 18:20 hours along Twikatane road near Diana Kaimba Basic School in Twikatane.

Ms Kanjela identified the deceased as Aaron Chitunda aged between 45 and 49, of unknown house number in Twikatane Compound who sustained fatal body injuries and was pronounced dead upon arrival at UTH after being hit by a Toyota Land Cruiser, registration number ABM 1428.

The vehicle was being driven by David Chinyama aged 38 of house number 253/09, Kaunda Square Stage two.

Ms Kanjela said the accident happened when the pedestrian attempted to cross the road and was hit by the on-coming motor vehicle.

She said the body of the deceased is lying in UTH mortuary while the driver of the vehicle has been arrested and charged with causing death by dangerous driving contrary to section 161 of the Road Traffic Act No. 11 of 2002.

Dr Canisius Banda, the man heavily linked with the position of UPND Vice President says he has not been approached by the party over taking up the role.

In an interview, Dr Banda said he is still a committed member of the MMD and serving as Chairman for Health.

Some online media reports have reported that Dr. Banda will officially be unveiled to the media next week as the UPND Vice President, in a move most analysts view as a positive step towards stemming perception that the UPND is a tribal party.

But Dr Banda said that he may consider such an appointment if it came through after serious consultation with family, friends and the community.

“Leadership is not about self. It is about the people that you seek to serve, so I will consult if am formally approached,” Dr. Banda said.

Dr. Banda said he entered politics to serve the Zambian people and pay back for the education he obtained using Zambian tax payers money.

“Today I’m a Master of Public Health and I never went to private school, I was educated by the Zambian tax payer in public schools and I will be available if called up to serve the people,” he said.

He said opposition parties need to strengthen their collaborations in order to protect democracy which he said is under threat in Zambia.

Professor Clive Chirwa expresses ignorance over his suspension reports

Zambia Railways Managing Director Professor Clive Chirwa has expressed ignorance over media reports that he has been suspended and will be handed a letter of suspension tomorrow.

There are reports from the company that Zambia Railways Board members led by Mark Chona made the decision to suspend Professor Chirwa on Friday.

Investigations have revealed that the board wants to get rid of Professor Chirwa for refusing to sign allowances for its members.

It was also revealed that some board members want Professor Chirwa fired because he has been blocking them from influencing the awarding of contracts at Zambia Railways.

When reached for a comment last evening, Professor Chirwa expressed ignorance over the matter but admitted that he has had difficulties with the board.

He said he is not aware of his suspension and that he will report for work tomorrow.

“As far as I know, I still have my job, yes I was away in Ndola last week working at our Ndola plant so am not aware of any changes and I will report for work on Monday,” Professor Chirwa said.

“We have been fighting with the board over allowances for some time now. I have never signed for any allowances since I was appointed. The board wants to be paid for doing nothing and I have refused. I will not pay people for doing nothing. Basically that’s why we have been fighting.”

Last month, the board suspended the company’s Director of Finance after she reported to Professor Chirwa that some directors were demanding allowances for doing nothing.

And Board Chairman Mark Chona refused to comment saying he was unwell.

Mr. Choma however hinted that there were some changes at management level but refused to comment further.

“Yes we have made some changes but I cannot comment now because I’m unwell. Let’s talk on Monday and I will be able to give you more information,” Mr Chona said by phone.

It is understood that an acting Managing Director has already been appointed.

On November 15 2012, President Michael Sata appointed Professor Chirwa with the task of reviving the ailing railway transport sector.

The key is to make sure that nothing steals the Word of God out of your heart. Don’t allow bitterness and offense to fester. Don’t compare and be envious of others. Instead, choose forgiveness and keep an open and humble heart toward the Lord. As you dwell on His Word and stay close to the Father through prayer and worship, that seed will take root. It will grow and develop and bring to pass the harvest of righteousness in every area of your life!

Veep attributes under development to MMD rule

Republican Vice President Dr Guy Scott says the country lagged behind in terms of development because of the massive corruption that was perpetuated by the former government of the Movement for Multiparty Democracy (MMD).

Dr Scott said huge sums of money which was meant for development in the nation landed into wrong hands by ruthless leaders who looted the funds for their selfish motives.

Dr Scott said this yesterday during a vigorous campaign trail to drum up support for the Patriotic Front (PF) candidate Eillen Imbwae in Kanshishi, Manjolo, and Mumbumbu wards in the newly created Mitete district in Likulu West constituency in Western Province.

The Vice president said corruption is a cancer to the nation because the vice retards development.

And Dr Scott has urged traditional leaders in the nation to help the PF government in fighting corruption.

He said it is high time government curtails and bring sanity in the nation because Zambians are expecting a lot from government.

He said Zambians should not worry under the PF government because President Sata is the father of democracy in the country and won’t tolerate corruption.

Dr Scott also promised the people from the three wards of relief food should they face the deficit of the staple food in the constituency.

He said having worked under the MMD government during the Chiluba regime he knows very well the resources of the nation were not applied appropriately hence the reason why the President Sata and him left the party to form the PF.

He further stated that the ruling party is the engine of development and warned the electorates in Lukulu not to vote for the opposition candidate on April 23, 2013.

Dr Scott said it is only the ruling government which is able to secure development in the country because they have resources to develop the nation.

The Vice President also told the people of Lukulu West that the PF administration will ensure that development is taken closer to the people of Mitete district.

And PF candidate for the Lukulu West By-elections Eilleen Imbwae said the PF is the only party which is able to uplift the living standards of Zambians.

Ms Imbwae said once voted as MP she’ll ensure that she works tirelessly for the electorates in the area.

She further appealed to the electorates to give her 100 per cent votes on April 23, 2013.

Ms imbwae who spoke in Luvale to the electorates said people shouldn’t experiment with leaders who won’t work for them but only satisfy themselves.

Riots break out in Choma

Riots broke out in Choma after residents ran amok when word went round that a suspect linked to the recent murder of a taxi driver has been apprehended by police.

The residents wanted to carry out instant mob justice on the suspect and ended up fighting battles with the police and blocked sections of the Livingstone-Choma road.

The angry residents also burnt tyres and Choma police had to call for reinforcements after they were clearly outnumbered by the protestors.

The residents are said to have demanded that they take the law into their own hands and manhandle the man police suspect to have been connected to the death of a taxi driver about two months ago.

Police reinforcements from Kalomo and other surrounding towns had arrived and the situation was calm but volatile.

And Police Spokesperson Elizabeth Kanjela confirmed that some members of the public around 14:00 hours descended on police officers in Choma demanding that the suspects be handed over to them.

Mrs. Kanjela said this followed the report of a person by the names of Lubinda Sitali, a taxi driver, who went missing on 18th February, 2013 in Kamuza Compound in Choma whose body was unfortunately found yesterday in Mbabala area in a decomposed state by some people who were slashing along the roadside around 09:00 hours with the head two meters away.

“It is saddening that based on wrong information that suspects have been arrested, some members of the public descended on our police officers demanding that the suspects be handed over to them. The same group had blocked some roads in Choma, burnt tyres and threatened to riot, however we have managed to control the situation,” Mrs Kanjela said in a statement this evening.

She urged members of the public to desist from taking the law in their hands instead give chance to the police to carry out their duties without interference.

“We are warning all the unruly people who are in the habit of rushing to the streets to cause confusion whenever they feel there is an opportunity that they shall be dealt with sternly as lawlessness in our country shall not be tolerated.”

Former Works and Supply Minister Mike Mulongoti has officially launched his political party, known as the People’s Party.

Speaking at the launch of the party in Lusaka today, Mr Mulongoti pledged to fight corruption in the public service when his party forms government in 2016.

He said his party is determined to bring sanity and integrity in the public office for it to perform to the expectation of the Zambian people.

Mr Mulongoti alleged that there is too much corruption and abuse of national resources by people that have been entrusted with public resources, saying officials in government have amassed so much wealthy.

The People’s Party president said during the time he served in government from 2005 to 2010, he was never involved in any corruption scandal hence his zeal to fight the vice.

He stressed that it is only possible to maintain one’s integrity when they enter the public service with the zeal to serve.

Mr Mulongoti also stated that his criticism of government is not out of hatred or bitterness but that he has a duty as a citizen to offer checks and balances to those entrusted with public resources.

He said the formation of his party is another opportunity the Zambian people have of reviving the nation’s dreams and aspirations.

He said his party has embarked on a programme to restore power to the people by creating real localized democracy as opposed to centralized one.

President Michael Sata has dispelled assertions that he was sick saying he had decided to visit the province to let people see for themselves that he was not sick as suggested by the opposition political parties.

Mr Sata was speaking today in Kapiri Mposhi where he went to drum up support for the Patriotic Front (PF) candidate Eddie Musonda for the forthcoming Kapiri Mposhi by elections.

The Kapiri Mposhi Seat is being contested by Mr Musonda of the PF, Mr Francis Mwape of the United National Independence Party (UNIP) and Mr Lawrence Zimba for the United Party for National Development (UPND).

“People say I’m sick but im here to prove them wrong. The day I’ll be sick even an ant will know” he said.

And Patriotic Front Secretary General Wynter Kabimba has described as liars the presidents of MMD Nevers Mumba and the UPND leader Hakainde Hichilema for saying President Sata’s health was not good and urged the people of Kapiri to tell off the opposition for lying to them.

Mr Kabimba told the people that if they voted for the opposition they would be refusing development in the area because the opposition are liars.

Mr. Sata said the people of Kapiri Mposhi should vote for PF candidate Eddie Musonda because UPND candidate Lawrence Zimba failed to bring any development to the area when he served as MP before his election was nullified by the Supreme Court.

Addressing a campaign rally to drum-up support for Mr Musonda at Kapiri Mposhi Town Center ground , President Sata assured the people of Kapiri Mposhi of development if they vote for the PF candidate in the fourth coming elections.

Nkana’s lead at the top of the FAZ Super Division has been cut to two points after a 1-1 away draw a with Green Buffaloes at Woodlands Stadium in Lusaka today.

The 11-time champions thought they were on their way to their first win at Buffaloes since they bounced back to the top flight in 2010 after taking the lead in the 50th minute through Kelvin Musonda who headed-in a Donashano Malama corner.

However, Nkana’s lead lasted just 10 minutes before Buffaloes levelled through Allen Mukuka to ensure they shared the points.

Nkana stay top on 10 points but that could be reduced nil when fourth placed Konkola Blades on seven points face Power Dynamos on Sunday in Kitwe.

Blades have seven points heading to Arthur Davies against Power who are 11th on four points.

Meanwhile, Red Arrows are second after a 1-nil home win over Nkwazi at Nkoloma Stadium in Lusaka to move to within two points of Nkana on eight points.

Nchanga Rangers are third on seven points after a 2-1 away win over Forest Rangers at Levy Mwanawasa Stadium in Ndola.

A brace from Bonwell Mwape in the 22nd and 33rd minutes handed 10-man Nchanga the win.
Nchanga were reduced to 10 men in the 86th minute after defender and captain George Chilufya was sent off for a second yellow card.

Chilufya was sent off just two minutes after conceding a penalty that Green Mumba converted to hand Forest their consolation goal.

Elsewhere, Zesco United outplayed Napsa Stars 2-0 at Levy thanks to goals from Winston Kalengo and Lottie Phiri in the 23rd and 71st minutes respectively.

National Restoration party (NAREP) President Elias Chipimo Junior has charged that a lot of things have gone wrong in the country ever since the Patriotic Front came to power.

Mr. Chipimo cites the mealie meal shortages in the country, unemployment and disrespect of court orders as some of the wrongs things happening.

He says the PF has betrayed the trust of the Zambian people by failing to fulfill campaign promises the party made prior to the 2011 elections.

Mr Chipimo adds that the PF stand no chance of winning the 2016 elections, stating that the people Zambia want a government that will address the various challenges they are facing.

He tells QFM News that the PF’s victory in the 2011 elections was not because the people of Zambia wanted the party, but that it was because Zambians wanted to get rid of the MMD which they had become fade up with.

He says the Zambian people will get rid of the PF the same way they got rid of the MMD.

And Mr. Chipimo has appealed to the PF government to respect court decisions.

He notes that it is not just with former president Rupiah Banda’s case where the government has exhibited disrespect towards the courts but many other cases such as that of the UPND rally in Kanyama which the police stopped.

President Sata expected in Mongu

President Michael Sata is tomorrow the 14th of April expected in Western province for a one day visit.

According to an official programme released by the Provincial Administration in Mongu today, Mr Sata who is scheduled to arrive in Mongu at 09:00 hours will pay a courtesy call on his Majesty the Litunga shortly after his arrival.

After the courtesy call the President will then leave Mongu for Mitete district where he is expected to hold two political rallies at Mitete and Muyondoti areas respectively to drum up support for PF candidate Eileen Imbwae in the Lukulu West By-election to be held on the 23rd April, 2013.

President Sata is expected to depart Mongu for Lusaka at 16:45 hours.

UPND leader Hakainde Hichilema has stated that he is not afraid to challenge the PF government and President Michael Sata over governance issues.

Mr Hichilema said he was ready to be jailed for the sake of Zambians and vowed to speak out on several national issues affecting the country.

Speaking during a campaign rally in Kapiri Mposhi yesterday to drum up support for UPND candidate Lawrence Zimba in the 23rd April parliamentary by-election, Mr Hichilema charged that the PF lied to the people of Zambia during their campaigns in the run up to the 2011 general elections.

“I am not afraid to say that the PF lied during their campaigns in 2011… I repeat, I am not afraid… I used to be scared but after President Sata threw me in cells several times, I am not afraid. I am ready to go in cells even 200 times for the sake Zambians,” Mr Hichilema said.

And Mr Hichilema has claimed that the ruling PF wants to create a one party state by enticing opposition Members of Parliament (MP) to ditch their political parties and join the ruling party.

“Why are we having by-elections soon after another by-election? The PF are causing these unnecessary by-elections because they want to introduce a one party state . . . they want to introduce dictatorship… but we say no we don’t want . . . we do not want dictatorship we want democracy,” Mr Hichilema said.

Mr Hichilema has alleged that the PF government has no policy on agriculture.

He said the UPND will ensure that the challenges being faced in the agriculture sector were addressed.

“PF has no policy on agriculture. They have a poor agricultural marketing policy. I am speaking as a farmer and Mr Zimba is a farmer. You cannot be distributing fertiliser to farmers in January or February that is why we are having increased prices in mealie-meal… as UPND we want to correct the situation,” he said.

“The PF government has failed in many ways. There are no medicines in clinics and hospitals and yet all of the sudden they have found money to buy chitenge for campaigns,” Mr Hichilema said.

“Teachers have no accommodation, orphans are not going to school but they are busy flying in choppers. Let me tell you, the PF government has failed to run this country,” Mr Hichilema said.

And Mr Zimba said he had been frustrated by the PF during the time he served as an MP for Kapiri Mposhi.

Mr Zimba said he would continue with his developmental programmes in Kapiri Mposhi once he is re-elected on the UPND ticket.

Policy change on Emerald Auctions meant to benefit Zambians, Minister tells Investors

Deputy Minister of Mines and Natural Resources, Hon. Richard Musukwa has told a meeting of investors in London that the recent policy change on the sale of Zambian emeralds is aimed at ensuring that the proceeds of the precious resource benefits the local people.

Addressing various concerns on the changes in the mining sector, Hon. Musukwa said it was wrong to suggest that the decision to compel Kagem Mine (Zambia’s leading emerald miner) to include Zambia on the Auction Circuit, is meant to stiffle the company operations.

To the contrary, the minister explained, the Zambian government (which owns a 25 percent stake in Kagem), wanted to bring about equity in the distribution of benefits from the precious stones sector.

“We are making Kagem more viable, we are growing the local gems market and increase Zambian participation in the auctions. Zambians must rise to this challenge. We want to re-establish the rapidaries and promote cutting and polishing of the gems locally,” he said.

“Obviously this may not sound good to those wishing to maintain the status quo (of auctioning Zambian emeralds gems abroad only). Our aim is to see value-addition on the Zambian gems. I urge international partners to support the Lusaka auctions in the same way they support Kagem’s international auctions.”

The inclusion of Zambia on the Auction Circuit would result in massive investments into host communities.

The changes will also help government curb secondary and illegal dealers who are undermining both the industry and the government in terms of tax losses due to evasion.
