The Electoral Commission of Zambia (ECZ) has awarded Universal Print Group Limited of Durban, South Africa a tender to print ballot paper booklets and nomination forms for the 2011
tripartite elections.

ECZ Public Relations Manager Cris Akufuna said the tender was awarded to Universal Print Group after fulfilling all the tender requirements.

He said the award of the tender follows invitations by the commission of sealed bids from interested bidders through open tender procedures for the supply and delivery of ballot paper and nomination forms in April this year.

Mr. Akufuna said the tender was advertised in the print media for four weeks.

“This follows the invitation by the commission of sealed bids from interested bidders through open tender procedures for the supply and delivery of ballot paper and nomination forms on 27th March, 2011 which closed on 29th April 2011. The tender was advertised through the
print media for a period of four weeks” he said.

He disclosed that eight companies responded to the invitation and were evaluated in accordance with the laid down procedures.

He added that three companies qualified for technical evaluation and were examined in accordance with the technical specifications that were provided with specific references to bidding document.

Mr. Akufuna said in a statement released to ZANIS in Lusaka today.

He said two companies qualified for analysis of their past performance records and site inspection was done on 6th and 7th June 2011.

He further said that the commission also inspected machinery and production technology and the security and surveillance technology at the premises and surroundings.

“Apart from inspecting machinery and production technology in place the commission also considered the security and surveillance technology at the premises and surroundings. In addition the commission needed to ascertain the binding, finishing, sorting,packaging, audit trail and related technologies at the printing facilities”

“And Universal Print of the republic of South Africa satisfied all these requirements and the commission has therefore awarded the tender to the company” he said.

Universal Print of South Africa was also contracted to print the 2006 General elections and the 2008 Presidential elections.

Grandstand: Signs of A Recession

The Zambia football industry is in somewhat of the recession half way through the 2011 season.

For the first time in recent memory, there is no high profile movement of new prospects leaving the territorial limits of Zambia seeking greener pastures abroad.

Furthermore, there has so far been no major interest from traditional importer South Africa for fresh talent from Zambia in the run up to their 2011/2012 season kickoff next month.

If there has been any movement at all in the market, it has only been for old and experienced players like striker Signs Chibambo who recently moved to an undisclosed club in Thailand while Simba in Tanzania are chasing another striker Felix Sunzu Junior.

Meanwhile, the last time a player left a local club for a foreign stint was December 2010 when striker Vanecious Mapande moved from Zanaco to Arab Contractors in Egypt.

Mapande’s transfer was enhanced thanks to Zanaco’s participation in the Caf Confederation Cup group stage, a competition including the Caf Champions League where no Zambian club managed to reach the pool stage this season.

Business too has been hit mostly by the Under-23’s poor showing in the Olympic and All Africa Games qualifiers.

One needs just to look across the Zambezi into Zimbabwe who have benefitted from their good run in the All Africa Games qualifiers eliminating Zambia from the preliminary stage before South Africa ejected them in the third and final elimination stage.

South African clubs have targeted key Zimbabwe Under-23 players like Simba Sithole has joined Mamelodi Sundowns while Denver Mukamba and Amin Qadr are being courted by Maritzburg United and Orlando Pirates respectively.

The Cosafa Under-20 Championship coming up at the end of November will also have a telling on how productive local clubs have been in finding the next big thing.

Google partners with AfriConnect to host cache servers locally

The World’s leading search engine Google and leading video sharing website You Tube has partnered with local Internet service provider (ISP) AfriConnect to host the internet giant’s local cache operations.

AfriConnect Marketing Manager Janice Maliwa-Chipenzi announced in a statement in Lusaka today that AfriConnect will become the host operation for the Google and YouTube servers in Zambia.

“The effect of hosting this caching equipment is that all Google searches are carried out locally in Zambia (rather than in Europe or further afield), and that ‘popular’ searches from around the world are ‘pre-fetched’ or ‘saved’ on the servers – meaning search results are already on a server in the country, making searches notably faster, and saving international bandwidth. She said.
Since Google also own YouTube the same facility applies to searching for and viewing all popular videos – now held locally.

Ms Maliwa-Chipenzi said to make this service available to local internet users, AfriConnect has installed several high-powered computer servers linked to their own dedicated high-speed Internet link, all housed in a secure facility with fully resilient power and cooling systems.

She said the partnership with Google and you tube shows the level of confidence the international ICT sector has in the local ISP’s, a situation which will further enhance Zambia’s internet connectivity to the world.

“AfriConnect has been tirelessly building capacity on our network and thus Google choosing to partner with us as the Zambian location for hosting because of our ability to provide the necessary infrastructure to an international standard.” She added

Ms Maliwa-Chipenzi said AfriConnect is now working to ensure that users of other ISPs in the country can take advantage of the speed and savings.

“Our integration into Vodacom Business has also seen more resources put into upgrading our technical support. Our call centre has been expanded and now has more staff to handle all manner of technical queries. Our call centre which is open from 07hrs to 23hrs daily now has more dedicated lines. Our customers can reach us through our customer support email. We will continue to improve upon our infrastructure and support as we push to offer more than just internet.” said Janice Maliwa-Chipenzi.

Thieves cut and steal cable supplying power to Lusaka International Airport

An underground 11-KV power line which supplies electricity to the Lusaka International Airport has been cut off and stolen.

The 47-meters of three core-cables was stolen Wednesday night at about 23 hours on Airport road.

ZESCO Limited Public Relations Manager Andre Makulu who inspected the site where the cables have been cut-off says the Airport has since been put on alternative power supply.

Mr. Makalu told ZNBC News that it is unfortunate that people could steal power cables which supply electricity to a security installation.

Mr. Makulu urged the public to report any person found stealing or vandalising ZESCO installations.

Ministry of Finance issues new statutory instrument to empower local entrepreneurs

The Ministry of Finance has issued a new statutory instrument which seeks to empower local entrepreneurs under the preferential reservation scheme in public procurement.

Citizen Economic Empowerment Commission Board Chairman Dr. Overs Banda says local entreprenuers will be empowered by reserving certain public procurements to Companies that are citizens influenced, empowered and owned.

Dr. Banda says a circular will be issued by Zambia Public Procurement Authority -ZPPA to instruct all government institutions and parastatals to commence implementation of the preferential regulations.

He says all procurement of goods not exceeding 3-billion kwacha will be reserved for the mentioned companies.

Dr. Banda told a media briefing that under building construction works, reservations will be up to 20-billion kwacha while for civil and road works, the thresholds shall be up to 30-billion kwacha.

He says other provisions of the instrument include providing for adjustment of bid prices during evaluation so that it favours citizens influenced companies and citizen owned and empowered companies.

Finance and National Planning Minister Situmbeko Musokotwane has described the classification of Zambia to the lower Middle Income status country by the World Bank as a clear manifestation that government’s economic policies are materializing.

Speaking to Journalists in Lusaka this morning, Dr. Musokotwane said this classification means a reduction in donor Aid to Zambia and increased foreign investment.

Dr. Musokotwane says Zambia will now be able to access non concession loans adding that previously the country had been constrained by concession financing which is limited.

The minister has further explained that the country now lies in the range of 1,600 to 3,975 dollars per capita income adding that the target for government is to reach up to over 1,200 dollars per capita income which is for a high income status country.

And Dr. Musokotwane has said the economic reform process has not been easy for government and that this achievement is as a result of political will towards driving the country to economic prosperity.

On whether Zambia’s classification translates into poverty reduction in the country, the minister says the effects on the average household will slowly manifest adding that even in the High Income status countries, problems of the effect are there.

Patrick turns to Kavindele, describes him as a finished politician

Patrick Mwanawasa has responded to former vice president Enoch Kavindele’s advice for him to learn to respect elders by describing him as A finished old politician who should be the last person to give him advice.

Patrick said that he respects Mr. Kavindele as former vice president and successful businessman but advised him to save himself from being embarrassed.

Reacting to advice given to him by Mr. Kavindele that he is too young to engage himself in a confrontation with republican President Rupiah Banda, the late president Levy Mwanawasa’s eldest son observes that Zambia is a democratic nation stating that he will talk to any person in whichever way that pleases him.

Patrick, who recently defected from the ruling MMD to the opposition Patriotic Front, says Mr. Kavindele should realize that the political dispensation in the country is changing.

He says the last elderly leader to be given a mandate to run the country will be PF leader Michael Sata, who he says should also serve only five years and leave office for the young generation.

The zambian rap industry has been on the rise. Everybody knows somebody who is a “rapper”.  Of Coarse they are not all good , but there are those that stand out.

Many are breaking barriers. the first barrier that needed to be broken was rapping in English. some people still have a problem when someone makes a song entirely in english , they say ” why cant you rap in your mother tounge?” or ” he is trying to sound american”.  I credit Crisis for breaking that barrier. Since he come onto the scene with his hit song “One day” featuring JK , he has been rapping in english , he faced opposition but he has continued and is now ,in my opinion the most successful rapper in Zambia.

He is also the most consistent zambain rapper. There are many “one hit wonders”  but C.R.I.$.I.$ definetly is not one of them. He has released 3 albums. And they all show his growth as an artist , both lyrically and production wise.

The reason why i say he is the most succesful zambian rapper is because of his many achievments such as:

  • He has sold 15 000+ CD’s  in Zambia
  • In 2004 he had the third position in a rap battle in South Africa that aired live SABC.
  • In 2005 he signed deal with U.K.management, Clavel Inc,.
  • Also in 2005 he was First Zambian to perform at the Channel-O Video Music Awards performing his song “One day”.
  • Again in 2005 ,his album Officer in Charge was released. First hip-hop record, produced and released in Zambia by a Zambian artist.
  • In 2006 he won a Brath Award. Best Zambian Hip-Hop artist.
  • In 2008 he released ‘Designer’ his first U.K. debut.
  • In 2007 he appeared on a Mixtape by DJ Green Lantern, Myspace Monster Mash & DJ Ames, called US-UK Takeover also featuring Craig David & Lil’ Wayne
  • In 2009 he released is critically accliamed third album Mr. Swagger
  • In 2011 he won a BEFFTA award for Best International act.

The BEFFTA award was a very big achivement he was up against other well know artists such as Sade (UK), Fally Ipupa (DR Congo), 2 Face (Nigeria), Ali Kiba (Tanzania) and M.I. (Nigeria).  He went on to dedicate the award to the people who told him to stop rapping in english.

He is currently working on a number of projects , he recently worked with US rapper Lil’Flip .A snippet of their collaboration, as well as other songs, can be heard on his facebook page.

Some of his stand out songs include “Fire Inside” featuring Linx and CamStar.

It is a laid back track , JK assists with the hook and also does a bridge. He raps “…they thought i was a diamond imitation , research tells me they all thought with limitation.” , addressing the people who underestimated him.

Two Zambian women arrested in Brazil

TWO Zambian women have been arrested in Sao Paulo, Brazil, for drug trafficking.
Drug Enforcement Commission (DEC) spokesperson, John Nyawali said in a statement yesterday that Catherine Shapati, 54, and Audrey Namutowe, 28, both residents of Lusaka were arrested at Sao Paulo International Airport for trafficking in different quantities of cocaine.

Ms Namutowe was found with about 10 kilogrammes of cocaine concealed in several handbags which were put in her suit case while Ms Shapati was found with an undisclosed quantity of cocaine hidden in the backpacks of her suitcase.
The two were arrested in separate incidents by the Brazilian federal police as they were about to board South African Airways flights to Johannesburg.

Ms Shapati and Ms Namutowe are being held at a women’s prison in Sao Paulo awaiting trial.
“The commission would like to warn members of the public especially women that there is a vicious and ruthless drug cartel operating in the Southern African Development Community region and is attempting to set up base in Zambia to recruit more drug couriers,” Mr Nyawali said

Copper prices soar

The Copper prices yesterday went up backed by better-than-expected Chinese growth and hopes of further monetary policy easing by the American Federal Reserve.

According to Reuters, the positive factors outweighed fears of spreading debt contagion across Europe and the possibility of more tightening measures by Beijing for now.

The prices for the three-month copper on the London Metal Exchange (LME) rose 0.7 per cent to US$9,720 a tonne while the most-active September copper contract on the Shanghai Futures Exchange jumped nearly 1.9 per cent to 72,460 Yuan per tonne.

China’s economy grew by 9.5 per cent in the second quarter from a year ago, not far from the 9.7 per cent expansion in the first three months of the year.

The data lifted Asian equities and other risk assets, despite nagging worries of a global slowdown at a time euro zone debt worries are also deterring investors.

Equally supportive of the base metals, was the belief by some Federal Reserve officials that further monetary policy easing could be needed if the recovery remains too sluggish to cut the stubbornly high America’s

jobless rate.

This raised hopes of a continued loose monetary policy that is supportive of commodities and pared the dollar’s strength from a four-month high reached in the previous session.

China’s June refined copper and copper concentrate outputs rose to 8.7 per cent and 12.7 per cent from May, respectively.

Coupled with a rebound in June copper imports and reported declines in Chinese bonded and ShFE warehouses data pointed to a steady demand for

the metal, traders said.

On a more pessimistic note, Moody’s cut Ireland’s credit rating to junk, warning that the debt-laden country was likely to need a second bailout, heightening fears of debt contagion in Europe.

PRESIDENT Rupiah Banda arrived in Livingstone yesterday afternoon for a three-day working visit.
The presidential jet carrying Mr Banda, who was accompanied by First Lady Thandiwe, landed at Livingstone International Airport around 16:26 hours and the delegation proceeded to Royal Livingstone Hotel.

Mr Banda was welcomed by special assistant to the president for Press and public relations Dickson Jere, Southern Province Minister Elijah Muchima, Southern Province Permanent Secretary Gladys Kristafor, Livingstone District Commissioner Francis Chika, Government officials and MMD members.

He is today expected to officiate at the 2011 Zambia Air Force (ZAF) commissioning parade where officer cadets would graduate after one year of intensive training.

Among the graduating officers would be females, in line with the policy of President Banda’s Government which ensures women were provided with equal opportunities of competing with their male counterparts.

The ZAF academy in Livingstone has been producing quality officers for more than 40 years and many former students have risen to be high-ranking officers in Zambia’s military establishment.
After officiating at the ZAF commissioning parade, President Banda would address a public rally at Maramba Stadium.

The presidential delegation is expected to return to Lusaka after concluding business.

MMD chairperson for commerce, trade and industry Felix Mutati has said he is focused on helping the ruling party become stronger because it has demonstrated its vision to improve the living standards of the Zambian people.

He said the MMD Government would continue taking development to all the parts of the country.

Mr Mutati said the Government would ensure more job opportunities were created for the citizens so that they contribute to the growth of the economy.

He dispelled reports that he intended to defect to the opposition Patriotic Front (PF).

He said he could not defect to PF because the MMD Government had continued to score tremendous successes in making Zambia a better country than it was some years ago.

“Let’s deal with serious national issues. I am a focused MMD member holding very senior positions and now I am in Mpika carrying out Government work. So why should some people force me to defect?” Mr Mutati asked.

THE sister of former President Levy Mwanawasa, Evelyn, has described her nephew Patrick’s remarks against President Banda and the MMD as childish and a sign of desperation.

And the Mushili chiefdom on the Copperbelt has warned the people of Kafulafuta Constituency not to vote for Patrick because he is likely to insult their chiefs as he is doing to President Banda.

Ms Mwanawasa, who is MMD national trustee, said in a statement issued in Kitwe yesterday that Dr Mwanawasa respected President Banda and it is unfortunate that Patrick is attacking the head of State and the MMD.

She said the Mwanawasa family has resolved to support President Banda as it did in 2008.

“Patrick’s attacks on the MMD and President Banda are childish and desperate. The attacks by Patrick and those who are using him are a desperate move to gain political mileage.

“It is unfortunate that Patrick has decided, without consulting or getting advice from family members, to attack the President, whom his father (Dr Mwanawasa) respected,” she said.

She regretted that the people Patrick has embraced used to call his father names when he was alive.

And the Mushili chiefdom has warned the people of Kafulafuta Constituency not to vote for Patrick.

The establishment’s spokesperson Robert Mushili said Patrick should be mindful of Zambian tradition which demands that young people respect elders.

“We will make sure he does not become our member of Parliament in Kafulafuta because we do not want him to insult our chiefs as he is insulting President Banda,” Prince Mushili said.

He wondered how Patrick could claim that President Banda will not bring him down when he has never ascended to a position of influence.

“Patrick has never worked anywhere, he has never been a member of Parliament, councillor or branch official. So how can anyone bring him down?

“We warn the leaders of the Patriotic Front who are encouraging him to attack the President that he will turn against them and start insulting them in the future,” Prince Mushili said.

Meanwhile, the Evangelical Youth Alliance (EYA) and MMD youth wing said in separate interviews yesterday that Patrick should desist from using bad language when referring to seasoned politicians if he hopes to succeed with his political aspirations.

EYA executive director Moses Lungu said Zambians are from a cultural background which shapes the future and tradition urges young people to respect all elders.

Reverend Lungu said Patrick is irresponsible and has failed to use various opportunities because of his negative attitude and has allowed himself to be used by politicians who have an agenda to drag the president into disrepute.

And Lusaka province MMD youth vice-chairperson Watson Mtonga said it is disappointing that Patrick can entangle himself in character assassination.

Mr Mtonga said MMD youths laboured to campaign for Dr Mwanawasa in the 2008 elections, and Patrick should respect his father’s successor.

And NKWETO MFULA reports that National Initiative for Citizens Awareness president Kelvin Sampa said Patrick is being used by disgruntled politicians who want to gain political mileage.

Mr Sampa said the people of Kafulafuta cannot waste a vote on Patrick Mwanawasa because he is an immature young man who cannot bring any development in the area.

“The people of Kafulafuta have said no to vote for the immature young boy who is supposed to concentrate on school. Patrick is a young immature person who is being used by some people to gain political mileage,” he said.

MMD denies using State resources to campaign

THE MMD says it does not use public funds to pursue political activities in the country as alleged by United Party for National Development (UPND) president Hakainde Hichilema.

And MMD national secretary Richard Kachingwe has advised politicians to allow President Banda to make decisions concerning elections without undue influence.

Major Kachingwe said in Lusaka yesterday that the MMD does not get funding from government and that none of its ministers use public funds to conduct party functions.

He said it is wrong for Mr Hichilema to make such allegations because it is not true that the MMD uses public resources to carry out party functions.

“Our ministers are not abusing resources because the MMD has money. We use party resources to carry out party duties,” Maj Kachingwe said.

He said the MMD does not have to explain to anyone whenever it releases funds to party members because the funds are not public.

Mr Hichilema said yesterday on Hot FM Radio that President Banda is delaying the dissolution of Parliament because he wants his ministers to continue using government resources.

And Maj Kachingwe says President Banda should not be forced to make any pronouncements regarding elections.

He said the President makes decisions in the interest of the people and not to please a few individuals who have not prepared adequately for the polls.

Maj Kachingwe said the President has made it clear that he is still in consultation with all relevant stakeholders and that at an appropriate time, he will dissolve Parliament and announce the election date.

“I think people should not force President Banda to make an announcement on elections because he is still consulting,” Maj Kachingwe said.

THE Evangelical Youth Alliance International says it is inhumane for former minister of Works and Supply Mike Mulongoti to call a clergyman of Chief Government spokesperson Ronnie Shikapwasha’s calibre as a reverend of Satan.

The organisation’s president, Moses Lungu, said in an interview in Lusaka yesterday it is disappointing for Mr Mulongoti, who is a son of a reverend, to demean an ordained minister such as Lieutenant-General Shikapwasha.

Mr Mulongoti was recently quoted in the media as having referred to Gen Shikapwasha, who is also Minister of Information and Broadcasting Services, as a reverend of Satan.

“Mr Mulongoti, being a son of late reverend Isaiah Mulongoti, should set a good example to the young generation that the language he used to describe Gen Shikapwasha is unpalatable,” Reverend Lungu said.

He said it is disappointing that such language can come from a former Cabinet minister.

Rev Lungu said Mr Mulongoti should not resort to insulting Cabinet ministers and the MMD because he has fallen out of favour with the ruling party.

He said Mr Mulongoti is frustrated because he did not expect to leave Government soon.

Rev Lungu also said it is not right for the former Cabinet minister to complain about the operations of the public media when he allegedly abused it when he was minister of Information and Broadcasting Services.

He said the public media has been fair in its coverage, but it is people such as Mr Mulongoti who want to mislead the nation that it is biased.

Rev Lungu said the public media has the mandate to provide the public with information that will help to maintain peace and stability in the country.

He said some sections of the media have created an impression that President Banda’s administration is not delivering on its development agenda, which is not true.

He said it is the mandate of the public media to properly inform the public on the developmental projects Government is undertaking.

Rev Lungu also said it is not fair for the Law Association of Zambia (LAZ) to accuse the public media of being biased.

He said LAZ should rise above pettiness when commenting on media coverage and give fair guidance on such matters.
