UPND disappoints PF

The Patriotic Front (PF) has expressed disappointment with the United Party for National Development (UPND) for stating that it will not back the PF in the Mporokoso parliamentary by-election.

PF secretary general Wynter Kabimba says it is disappointing that the UPND has decided to make such a decision.

Mr. Kabimba was , however, quick to state that the UPND, just like any other institution has a right to make any political decision.

He says the PF will not force their pact partners to support them in the 3rd March parliamentary by- elections.

Mr. Kabimba has since reiterated his call to the UNPD not to take issues concerning the PACT to the media.

He says the UPND as partners in the PACT should learn to address matters through established channels rather than through the media.

UPND national youth chairperson Joe Kalusa is quoted in today’s Times of Zambia as saying that his party will not support the PF in the Mporokoso by-election because it is clear that there is no longer a pact between the two parties.

However, UPND spokesperson Chales Kakoma has dismissed reports that the party has resolved not to support the PF in the Mporokoso by elections.

But UPND national youth chairman Joe Kalusa has maintained that UPND youths will not back the PF in Mporokoso.

He says the PF has been working as a single party, and does not see the reason to support them in the Mporokoso by elections.

Speaking in an interview with QFM, Mr. Kalusa has challenged the UPND top leadership to give the reason why they should support the PF.

Christmas time is visitation time! Zambians living abroad take time to visit with families back home. This author was not an exception. After many visits and sight seeing, I decided to grab a book at the Lusaka City Library. It was somehow scary to walk directly to the library; Katondo Street where the library is located was occupied by illegal money changers. I was thinking; if I walked through this road to the library, bystanders will think, I am a “dealer.” Or what will bypasses think I was doing in the notorious Katondo Street?

I amassed some strength, took a deep breathe and walked past the illegal money changers, ignoring their winks and their “talking eyes” to the Library entrance. Just as I entered, I could not believe what I saw. The Library was in a deplorable state; the chairs were broken, the paint on the walls was pealing off, instead of it being a place to house a collection of books, magazines etc, the whole inside looked like an archive, a place where public records or other historical documents are kept. Only one reader was inside, reading a news paper, I think.

I moved from shelf to shelf, all the books that I saw were old, pages falling away just as I touched the books.It was as though the books had been eaten by termites. The books were torn, dilapidated, and “over read.” The books just looked finished. I began to wonder what useful information can be obtained from the materials in the library. The materials are outdated. Can anyone benefit by doing a research using these 20 plus years old books that are stacked here and his or her work be relevant? I went to the front desk for some inquiry. I asked the two ladies I found there how frequent they receive new consignments of books or any other reading materials? The answer was, “just at random, books just come in.” My second question was, when did you last get your delivery? No one could remember, probably before they were even employed.

Zambia is a developing country.We are talking of eradicating illiteracy among the citizenry, how can this be possible when places they are supposed to get information is not updated? The reading culture is being killed when in other countries it is being nurtured.

What has gone wrong with todays’ leaders? What do the Librarian and other mangers? They are paid every month for doing what? What is their daily routine? Any check lists? Do they submit reports to their superiors on matters of the library? And do these superiors visit the library for a spot-check?

Lusaka City Library is now a museum. The City Council, politicians, even embassies should come in and help the situation at the library. For the Zambians abroad, this is time to work together and get some books donated from different universities, churches, schools and printing companies. Ways and means of shipping these reading materials to Zambia must be revisited as well; this way, the library will receive new life and our country men and women will benefit from the knowledge they will acquire.

For the illegal money changers, let the government find a lasting solution to this problem. The police post is few meters away from where these criminals change their money. Why are they being entertained? Let the entrance to the library, the door to knowledge be clear, so that those who seek may find understanding.

Chief Government spokesperson Ronnie Shikapwahsa has said Citizens Forum executive director Simon Kabanda, who is appealing to the international community to send peacekeepers during a demonstration over the Constitution-making process, is being unrealistic.

Lieutenant General Shikapwasha said in Lusaka yesterday that Mr Kabanda was expressing his ignorance on international affairs and urged Zambians not to treat his views seriously.

He said in an interview that Mr Kabanda should seek to understand international laws before making careless statements.

Mr Kabanda was quoted on Radio Phoenix as saying the Citizens Forum would write to some international organisations to help send peacekeepers to Zambia to police people who intended to picket Parliament over the Constitution-making process.

He said his organisation did not have faith in the Zambia Police Service, which he described as brutal.

But Lt Gen Shikapwasha advised Mr Kabanda to understand international laws and how the United Nations (UN) operates for it to send peacekeepers to a country.

“Zambia is not in a war situation that UN should send peacekeepers, unless he is planning to cause violence himself.

“Even then, the internal security forces in the country are capable of handling the matter very well,” he said.

He advised Mr Kabanda not to practise hypocrisy but instead concentrate on preaching peace.

“He should have trust in the local security and their capability to handle any violence he is purporting that the country might experience.

“Zambia is a peaceful country and it has enjoyed peace for 46 years. Let us all respect the peace and maintain it even as the country goes for elections,” Lt Gen Shikapwasha said.

Govt shames Zanaco sale critics

Finance and National Planning Minister Situmbeko Musokotwane has said the Government has shamed people who criticised the privatisation of Zanaco because the bank is performing well.

Dr Musokotwane said in Lusaka that Zanaco had moved from being a non-tax paying institution in 2007 before it was privatised to one that contributed K70 billion in direct taxes to the Government at the end of December last year.

The bank, which has doubled its client base to 450, 000, has opened six more branches and the number of automated teller machines has risen from 20 to 150.

The minister said this at Hotel InterContinetal on Monday night during a farewell party for outgoing Zanaco managing director Mark Weissing, who has been transferred to Tanzania.

The new head of Zanaco, Martyn Shouten was also welcomed.
Dr Musokotwane said the Government carried out extensive research before privatising any institution.

He said the growth of Zanaco was one example which should make Zambians change their mind on Government’s decisions.

He challenged the critics to conduct enough research instead of rushing some important undertakings such as the privatisation of Zanaco.

Dr Musokotwane said Zambia would not develop if people got stuck in the past and continued resisting change as they did when the Government announced its intention to privatise the bank.

“It is very emotional for me to stand here and hear about the successes of Zanaco in such a short time because when we announced we were to privatise Zanaco, there were street protests and when the bank said they would close down some branches during the global economic recession, a protest took place at the Zanaco headquarters.

“If Zanaco was not privatised, we would have been talking about it like Zambia Airways. People today still complain about Zambia Airways, it’s gone, so forget about it,” he said.

Sata implicated in abduction

Samson Zulu, one of the founder members of the Patriotic Front (PF) has written to the Director of Public Prosecutions (DPP) to have the PF leader Michael Sata and two others arrested for having allegedly masterminded his abduction and harassment in June 2009.

Mr Zulu said in a complaint letter to the DPP that there were omissions in the case he reported to the Zambia Police Service on June 5, 2009, after his traumatising abduction, assault and humiliation which happened on the same day while he and his colleague Mubanga Chileshe were addressing a Press briefing at Courtyard Hotel.

According to a letter dated February 7, 2011 obtained by the Times of Zambia, Mr Zulu said he wanted justice to prevail by arresting and prosecuting Mr Sata and others.

He said following the conclusion of two court cases involving The People Vs Judge Ngoma and others unknown and The People Vs Anshell Kampengele, George Lemba, Francis Mumba and others unknown in which the four of the seven accused body guards of Mr Sata were convicted and sentenced for assaulting his colleague and himself, it was now time to arrest the master mind.

“I submit that the other two, Roy Mulenga Kasama and Clement Nchinga have not been brought before the courts of Law together with the master mind of this whole crime Mr Michael Chilufya Sata and other known senior party officials,” he said.

Mr Zulu said that facts before the police and the courts of law are that he was assaulted and abducted from Courtyard Hotel and bundled and delivered to a place he came to know as the national secretariat of the PF along Luanshya Road in the light industrial area of Lusaka before Mr Sata.

Mr Zulu said it was at this place that Mr Sata ordered the abductors to continue beating him while he and other senior party officials kept on interrogating him to reveal the sponsors of the Press conference.

“Your honour, there is adequate facts and material evidence both with the police and courts of law which you may wish to evaluate as regards my complaint to your office in the matter,” he said.

He said Zambia was about to hold tripartite elections this year and as a victim of politically motivated violence, he could not sit idle and watch the vice escalate to unprecedented levels.

He said he was scared for his life and had reported the matter to police.

“Mr Sata is a senior citizen and political leader in Zambia, and, therefore, must lead by example and not the one syndicating such crimes which undermine the very fabric and fundamentals of this young democracy.

“I wonder what will happen to this country if by default he rigged his way to power using violence. I, therefore, plead that with you and other relevant authorities for the sake of posterity to ensure that justice is applied firmly and fairly without discrimination to all despite one’s standing in society,” the letter to the DPP read.

Mr Zulu has also written to Police Inspector General (IG) Francis Kabonde on the need to arrest Mr Kasama and Mr Nchinga for the offence of assault.

Mr Zulu in a letter dated January 14, 2011 to Mr Kabonde said the two suspects who were on the run had been spotted in Lusaka town centre on many occasions and that police had also been notified on the development.

He said he was disappointed that no arrest had been made.

President Rupiah Banda has launched the review process under the Africa Peer Review Mechanism-APRM for Zambia.

The APRM Zambia Review Mission is in the country to assess Zambia’s performance in political governance, economic management and governance.

The team will also assess Zambia’s performance in issues of corporate governance and social economic development and validate the country’s self assessment report.

And President Banda said at the launch at State House, Tuesday that Zambia has made steady progress in all the four areas that will be assessed.

He said Zambia put in place many progressive policies, guidelines and institutions to guide the governance and development processes.

On Economic management, Mr. Banda said ZAMBIA ‘s economy has performed well with GDP growth recording an unprecedented average of five percent between 1999 and 2009.

The President said government is keen to deepen the governance process to lay a strong foundation for human security, political stability, high economic growth and sustainable development.

He has urged the team to be objective as it prepares the country review report.

And earlier, APRM Zambia Country Review Mission Lead Panelist Amos Sawyer said the APRM process has made remarkable progress.

Professor Sawyer said the team will meet parliamentarians, civil society, trade unions women’s group and various stakeholders.

Zambia is the 15th country to be reviewed under the APRM.

Other countries include Ghana, Rwanda, South Africa and Kenya.

Lusaka CBD to expand

Government has embarked on the construction of a multi- billion kwacha housing project in Misisi compound as part of the expansion of Lusaka Central Business District.

Local government Permanent Secretary Timothy Hakuyu said this when he appeared before the parliamentary committee on government assurances, Tuesday.

Mr Hakuyu has assured the people in Misisis and Kuku Compounds that they will be compensated through the housing project.

He added that the residents will not pay rentals for the government houses.

Mr Hakuyu told the committee that this is part of the expansion of Lusaka City.

He further said that a business complex has already been designed.

And National Housing Authority Chief Executive Officer Elias Mpondela said a Chinese company called China National Complete Trans Import and Export group will take part in the construction project.

Mr Mpondela said the project which will cost 200 million US dollars will take six years to be completed.

Zanaco Mount Pre-Season Raid On Nkana

Depleted Zanaco have raided Nkana in a bid to replenish their team after a run of off-season departures.
Zanaco are currently courting giant midfielder Richard Mooka and the swift attacker Rabson Lwambula.

The duo arrived at Zanaco last Wednesday from Kitwe and are expected to compete their moves to the 2009 Super Division champions by Thursday.

Mooka returns to Lusaka after six years away in Kitwe where he first played for Kitwe United after joining them from Lusaka Celtic.

He later played for Chambishi before joining Nkana last year.

Mooka is expected to take the place of his former Kitwe United teammate Trinity Chalanshi who has returned to Konkola Blades together with Maybin Chishimba.

Former junior international Lwambula began his career at Nkana is the right-footed version of Ignatius Lwipa.
Lwambula is expected to take the place of injured Lwipa who is still nursing a long-term injury.

Meanwhile, Zanaco have been hit by a spate of departures in the last two months led by winger Allen Mukuka who has joined Green Buffaloes while goalkeeper Joshua Titima is at Power Dynamos.

Under-23 midfielder Simon Silwimba has joined Bidvest Wits in South Africa while striker Venecious Mapande has moved to Arab Contractors in Egypt.

Prodigal Sons Return For Zambia

The prodigal sons return for Zambia on Wednesday evening in Manzini when Dario Bonetti’s side plays its first international match in 2011 in a friendly away to Swaziland.

Golden Arrows striker Collins Mbesuma and Bloemfontein Celtic midfielder Clifford Mulenga once touted as the future of Zambian football have along the way either suffered from poor form or out of favor with both club and country.

The two South African-based players return to the Zambia fold a year after their last call-ups when they were both part of Herve Renard’s team at the 2010 Africa Cup of Nations finals in Angola.

Bonetti has decided to take a gamble with both players who current enjoy some modest club form as they take this opportunity offered by the Italian with both hands to try to revive their still young international careers.

And Swaziland has a very special place in Mbesuma’s heart against whom he scored his first senior brace in a 3-0 win in the 2005 Cosafa Castle Cup mini-tournament at Woodlands Stadium.

Meanwhile, Bonetti will be looking to start the year on a good note after the end-of-year debacle on December 31 in Cairo when Zambia were thumped 4-0 by Kuwait who went on to suffer a first round winless exit at 2011 Asian Cup in Qatar last month.

Moreover, Bonetti has not tasted victory with Zambia in their last two international matches after earlier losing 1-0 away to Libya in their 2012 Africa Cup Group C qualifier in October.

So like Mbesuma and Mulenga, Bonetti is in need of a redemption song on Wednesday evening in Manzini.

Two die in road accident

TWO people have died, while eleven others sustained injuries after a ZAMPOST bus they were in over turned along the Great East road.

The accident occurred Tuesday morning around Chinyunyu area in Chongwe district.

The ZAMPOST bus was enroute to Chipata.

Some accident victims, attributed the accident to lack of concentration by the driver.

They told a ZNBC News crew at the scene that the driver was allegedly trying to Change a CD when the bus overturned.

The casualties were earlier rushed to Chongwe district hospital before being rushed to University Teaching Hospital in Lusaka.

And ZAMPOST Head of Security and Investigations Gilbert Mupeta dismissed allegations of negligence on the part of the driver.

Mr Mupeta however said that the company will take care of the needs of all the injured victims.

Former opposition Patriotic Front -PF- Secretary General Edward Mumbi has dismissed sentiments and insinuations by Former Legal Affairs Minister Dr. Rodger Chongwe that the ruling MMD will rig elections.

Mr. Mumbi has described the statements as careless, desperate and dangerous to the country.

And Mr Mumbi has challenged Dr. Chongwe who was also Chief Advisor to government to tell Zambians how he advised the government that he served in preparing the rigging of elections.

He said Dr. Chongwe must be responsible enough to guide the nation on how elections are conducted.

Mr. Mumbi also told ZNBC News that Dr. Chongwe has in possession a foreign judgment against Zambia in the sum of 5 million United states dollars which he thought President Banda would influence Government to pay after the 2008 presidential elections.

He alleged that Dr Chongwe supported President Banda because the late president Levy Mwanawasa wrote to him that there was no law that provided or supported registration of such a foreign judgment.

Mr. Mumbi said Dr. Chongwe’s outbursts and anger towards President Rupiah Banda only reflect his profound loss.

He also challenged Dr. Chongwe to tell the nation what happened when he allegedly fled the country.

Zesco Dump Nyambe For Muculmana Clash

Zesco United have said defender Nyambe Mulenga will not be part of their Orange Caf Champions League return leg match against Liga Muculmana in Maputo this Saturday.

The Ndola club on Monday released Mulenga for Zambia duty after pressure from Faz ahead of national teams friendly against Swaziland on Wednesday evening in Manzini.

“Mr Nyambe Mulenga will not be part of the team this weekend in Maputo,” club secretary Justin Mumba said from Maputo on Tuesday.

“Since it looks like a friendly is more important than a qualifier, we will do without him.”

Nyambe has since been replaced by fellow defender Kunda Mushota and the former left for Swaziland this morning with two other players Jimmy Chisenga and Kennedy Mudenda from Red Arrows and Power Dynamos respectively.

Meanwhile, Zesco coach Fighton Simukonda was expected to name his final 18-member team at the end of Tuesday’s final training session in Lusaka before departure for Mozambique tomorrow.

The team has been camped in Lusaka since Monday preparing for the match on a synthetic surface at Independence Stadium.

Zesco currently enjoy a 3-0 lead over Liga Muculmana and need a draw in Maputo to qualify to the first round of the Caf Champions League.

Government gets a lot of revenue from Liquor sachets commonly known as ‘Tujili Jili’,a Provincial Local Government Officer has said.

Mr.Hamulyata who was explaining why it is difficult for Government to enforce the liquor Act which regulates the sell and consumption of alcohol disclosed that is very difficult to ban ‘Tujili Jili’ because it gives Government a lot of money in taxes.

He has however said the Ministry of Local Government is still in discussion with Zambia Revenue Authority to find a way of regulating the sell of the Sachet beers.

However Southern Province Youth and Child Development Officer,Gibson Muyaule expressed concern over the rampant alcohol abuse among teenagers because of the influx of Sachet Beers in the community.

He said this in an interview with Radio Musi-O-Tunya .

In a related development,Provincial Health Officer for Southern Province,Dr Lutangu Alisheke said the Ministry of Health in the Province has come up with a strategy to help the Council maintain public health in the Country.

He said the Ministry of Health hopes to build capacity to enforce the public Order Act which the Council has failed to utilize.

He said the Ministry of Health would use Article 295 of the laws of Zambia to ensure there is no sell of alcohol to people below the age of 18,and that illegal trade of liquor such as Shabeens will be done away with.

PRESIDENT Banda has called on the United States of America to invest in Zambia because the country is one of the most attractive investment destinations in the world.

Mr Banda has also appealed to the United States government to help Zambia improve its infrastructure, especially the road network, to meet the demands of a growing economy.

The President was speaking at State House on February 7 when visiting Assistant Secretary of State for African Affairs Jonnie Carson paid a courtesy call on him.

He called on the American business community to invest in sectors such as mining and agriculture.

President Banda said the country’s economy has continued to grow, and there is need to improve the road network.

“We would like to re-open the country to meet the growing economy,” he said.

Mr Banda said his government is grateful for the financial support the US continues to give Zambia from time immemorial, particularly that which has made it possible for Zambia to channel its resources towards other development programmes.

He said Government is particularly grateful for American aid in the health sector, especially in the fight against HIV and AIDS.

“This has made it possible for us to use our meagre resources for other development requirements,” he said.

Mr Banda also paid gratitude to the support the American government has continued to render to the Judiciary, which is held in high esteem.

“As a democratic country, we are proud of our Judiciary,” he said.

The President said the American government has continued to support Zambia in many sectors, and the Zambian government is looking forward to the warm relations, which have existed since 1964, to grow even stronger.

And Mr Carson said he is hopeful the African Growth and Opportunity Act (AGOA) Forum scheduled to take place in June this year will attract a large number of the American business community.

He said the forum, expected to take place in Zambia, will put the country in the spotlight in particular, and Africa as an emerging market to invest and expand trade.

Mr Carson also hoped the forum will attract a large number of American officials.

He said America also looks forward to working with the Zambian government under programmes such as Feed the Future and Climate Change, which are important to both countries.

Mr Carson said the success of a nation depends on its commitment, which Zambia has shown.

He said Zambia must continue maintaining the strength of its democracy, and ensuring services are delivered to its people.

“The partnership between Zambia and America has been possible because of the excellent relations that have existed between Washington and Lusaka,” he said.
