50

MMD aspiring Presidential candidate Ng’andu Magande has launched his 2010 MMD Presidential campaign which has been airing on Mazabuka Community radio station in Mazabuka District since Saturday.

According to Station manager, Belon Chintombwa, the campaign advertisement which has been composed in Bemba is encouraging all MMD delegates to the convention to vote for Mr Magande for MMD Presidency.

Mr. Chintombwa disclosed this to ZANIS in Mazabuka today when he announced that Management at Mazabuka Community radio station has suspended the broadcasting of political campaign advertisements for Mr Magande.

Mr Chintombwa said management decided to suspend the airing of Mr Magande’s political advertisements because the K 300,000 that Mr Magande paid through his agent for advertisement has been exhausted.

Mr Chintombwa disclosed that the political adverts for Mr Magande only ran for three days starting from last week on Saturday adding that the radio station will only resume the broadcast of Mr Magande’s campaign materials once payments are made for more slots.

Meanwhile, Some MMD members in Mazabuka are reportedly distributing the Curriculum Vitae for Mr Magande who is Chilanga MMD member of parliament to residents ahead of party convention.

Investing In Education

The move made by the National Constitutional conference to adopt the degree clause for presidential candidates, will shine a spotlight on Zambia‘s universities, which remain inaccessible to a large number of people in the country. This has led many students from affluent backgrounds to leave Zambia for further education in developed countries, hence a crippling brain drain. More needs to be done to bring our universities up to a decent standard and make them accessible. There is no escaping the fact that as foreign investments continue to pour into Zambia, the need to improve the skills base of the workforce in the country will grow.

The creation of wealth in Zambia, depends not just on the natural resources that lie beneath the earth but also in education that helps produce an educated citizenry well equipped to manage the country. Investing in people will increase the prospects of Zambia and Africa as a whole to gain its footing, relative to other countries in the world. The African Development Bank recently stated in its Global Economic prospects report that growth in Africa could accelerate from about 0.9% last year to 4.6% next year. If these figures are to be realised, most countries will have to devise viable strategies for investing in human resources and not just focus on what some critics like to call “Bantu education – an apartheid type of education” that provided very few skills – not adequate enough for a modern economy to survive.

It is a well known fact that a large number of academics in educational institutions in Africa, work under extremely difficult conditions. This has led to many brilliant minds leaving the continent for better prospects else where. Africa loses an average of 70,000 skilled professionals from many sectors each year. With public services and schools in a poor state, Zambia is facing a deepening crisis.

The government can not afford to ignore the higher education system which is creaking under pressure due to inadequate funding. A rise in the school going population has increased the competition to enter the three main institutions of higher learning. Many promising students are now ending up at the bottom of the pile and face a bleak life. The private universities that are now spread out in many parts of the country charge prohibitive fees. This is hardly a springboard for the economic success of a country.

Lessons can be drawn from Cameroon, one of the oil-dependant countries badly hit during the recession which has put universities at the forefront of development policy, by boosting the salaries of university academics in scientific fields. A government fund of almost $4.2 million was created in early 2009 from a windfall that became available after two major debts were written off. Already there are clear signs that the research environment that benefited from this cash injection has stabilised. The number of lecturers receiving the new allowances paid quarterly is now more than 2,500, up from 1,800 in the previous year. Many surveys have shown that boosting the morale of educators enhances performance. Weak teaching undermines the quality of graduates produced in institutions of higher learning. A new study by the Organisation for Economic Co-operation and Development (OECD) has shown a link between education and prosperity. The study showed that good educational attainment by graduates tends to be followed by measurable improvements in economic growth.

Many leading economies are now investing in universities in order to help economic growth and improve social mobility. If the trend of underinvestment in education continues economic growth in Zambia will be unsustainable.

Immigration Officer Jailed

The Magistrate court in Nakonde in Northern Province has slapped a two-year suspended prison sentence on an immigration officer after finding him guilty on charges of aiding prohibited immigrants contrary to the Laws of Zambia.

The court has also ordered that the vessel used in transporting the prohibited immigrants, a Toyota Corona car registration number ABP 3015 be forfeited to the state.

Appearing before magistrate John Kajiko Njapau, was Geoffrey Sakala, an immigration officer-in-charge for Mbala district charged with one count of aiding prohibited immigrants contrary to Section 29 (9) (10) as read together with Section 30 (7) of the Immigration Act number 25 of 1997.

It is alleged that on November 14 last year, Sakala was intercepted by the police at Wulongo check point about 7 km from Nakonde border with four prohibited immigrants, namely Kenyan nationals of Somali origin in his Toyota Corona car registration number ABP 3015.

Sakala pleaded not guilty to the charge.

Passing judgment in a packed courtroom, magistrate Njapau said the court was satisfied with the evidence adduced in court by the prosecution witnesses.

Magistrate Njapau said the prosecution team had proved the case beyond any reasonable doubt that the accused committed the offence and is guilty as charged.

He said that he had taken into consideration the mitigation of the accused person who is entitled to leniency being a first offender but that the offence committed was very serious especially that it was committed by a senior security officer who should be in the forefront of protecting the citizens of this country and their property.

“Your duties as an immigration officer demand that you fully scrutinize foreigners entering this country and ensure that they have legal documents and since you failed to carry out your duties diligently, this court has no option but to punish you. This court therefore, has decided to give you a two- year suspended offence on condition that you do not commit a similar offence within the next two years,” said magistrate Njapau.

The magistrate said that the conviction should act as a deterrent to other would- be offenders.

And making a ruling on an application from the Public Prosecutor [PP] Eric Sindandumuna that the vessel used in the transportation of the prohibited immigrants is forfeited to the state in line with the provisions of the Laws of Zambia, magistrate Njapau said the application was granted.

The Magistrate ordered that since it was not in dispute that Sakala’s personal car, a Toyota Corona registration number ABP 3015, was used in committing the offence,it should be forfeited to the state in accordance with the provisions of the Law.

In mitigation, the visibly shaken Sakala said he was suffering from Tuberculosis [TB] and was currently on medication.

Sakala also told the court that he was studying and that he had paid out a lot of money towards his education and would lose out if he was given a custodial sentence. He said he was also looking after his aged mother who would greatly suffer if he was sent to jail.

MMD to investigate NEC members leaking information to the media-Katele

MMD national secretary Katele Kalumba

MMD national secretary Katele Kalumba has castigated some of the ruling party’s national executive committee members who are fond of leaking confidential party information to the media.

And the ruling party has instituted investigations into the leaking of MMD NEC meeting proceedings to expose the perpetrators of the offence.

Dr Kalumba said it is unfortunate that every time the MMD holds its NEC meetings, some mischievous members distort what is discussed and later release it to the media.

He said this in an interview in Lusaka following an article which appeared in The Post newspaper yesterday.

Some source who attended the NEC meeting last week was quoted alleging that President Banda supported MMD cadres who threatened to harm Forum for Democracy and Development (FDD) president Edith Nawakwi.

But Dr Kalumba said the article is misleading and is a fabrication of what really transpired in the meeting.

He said despite the party instituting security measures during meetings, some members who are traitors have continued to sneak in devices in a bid to put the name of the party into ridicule.[quote]

“We have always put in security measures when we are having important meetings and so I am disappointed with some of our colleagues who sneak in devices such as phones to distort what is being discussed and obviously they are being paid for the information they are releasing,” he said.

Dr Kalumba said members of the ruling party are supposed to be loyal and uphold the party’s rules and regulations.

He said it is sad that members who do not have the interest of the party at heart are trying to create confusion in the MMD by leaking distorted information to some sections of the media.

Dr Kalumba said the party has instituted investigations and all those involved will soon be exposed.

He said if members do not agree on what is discussed in the meeting, they are always given chance to air their views.

Dr Kalumba said the party president, Mr Banda, who chairs NEC meetings, is accommodating and allows every member of the executive to speak out on the various issues discussed.

He said it is hypocritical for traitors to rush to the press to distort NEC proceedings.

“It is very un-trustworthy of these people to go out and disclose internal matters when they are always given a chance to air their views. But obviously they are afraid to do this, hence they opt to rush to the press.

“I will get to the bottom of this issue and I’m sure the President wants to see the people who are doing this to be exposed because what they are doing is not good for the party,” he said.

Dr Kalumba warned that he will discipline members who will be found wanting.

Zambia Police Service Spokesperson Bonny Kapeso has announced that  Movement for Multi-Party Democracy (MMD) Lusaka Youth Chairman Chris Chalwe will be summoned to appear before police soon.

Mr Kapeso said police have opened a docket and the cadres will be summoned to appear before police soon.

Mr Chalwe on Tuesday last week threatened to “gang rape” Ms Nawakwi unless she stopped criticising President Rupiah Banda’s leadership ahead of next year’s elections.

Mr Chalwe, singled out Ms Nawakwi for attacking Banda’s leadership. “We are going to gang rape Nawakwi if she continues attacking the president,” said Chalwe last Tuesday.

The MMD youth chairman is also currently facing assault charges for beating journalists last year.

First Lady urges Americans to invest in Zambia

65

First Lady Thandiwe Banda has appealed to the people of the United States of America to take advantage of Zambia’s conducive political and business environment to invest in the country. Mrs. Banda has also reiterated that Zambians consider peace as an essential ingredient for current and future development initiatives hence they promote it.

She was speaking in Beverly Hills at the Fox Entertainment Studios in Los Angeles, USA, last night at a cocktail party held in her honour by the Fox Entertainment Group.Mrs. Banda, who is here at the invitation of a not-for profit organization, Prevent Hate, is accompanied by 13 Zambian businesswomen who were today scheduled to attend an entrepreneurial workshop.

The workshop is aimed at fostering business linkages between Zambians and their Los Angeles counterparts.
At the cocktail party that was attended by an array of Hollywood stars and business persons, Mrs. Banda said Zambia was an ideal investment destination because of its political stability, abundant natural resources and enabling business atmosphere.

She emphasized that it was important that Zambians and the business persons of Los Angeles took advantage of the twin-city relationship that has existed between Los Angeles and Lusaka since 1968. And Fox Entertainment Group senior vice-president Mitsy Wilson said her organization was honoured to host Mrs. Banda who was accompanied by Tourism, Environment and Natural Resources Minister Catherine Namugala.

And in an interview with Fox News, Mrs. Banda said peace was an asset that Zambians could not afford to lose as there were many lessons from many African countries about what would happen in the event of turmoil.
Mrs. Banda told anchor Susan Hirasuna that Zambian people were determined to preserve their peace, which was why she would keep on being a crusader of peace initiatives, hence her acceptance to Prevent Hate’s invitation.

While here, Mrs. Banda has visited the Jenesse Centre for Domestic Violence, a modern shelter for victims of violence where they receive comprehensive services such as job training, counseling and legal help. The first lady’s delegation has also toured the Los Angeles Museum of the Holocaust with the aim of creating an understanding between Zambians and the Los Angeles Jewish community.

Mrs. Banda, who arrived here last Thursday, also spent time with Zambians living in California at social evening hosted at the residence of Mr. Kalima Chimpampwe where Zambian athlete Prince Mumba was among the guests. Mrs. Banda urged the Zambians here to invest their earnings in Zambia so as to contribute to the country’s development.

Sensitise public on carbon tax-ZCTU advises Govt.

The Zambia Congress of Trade Union (ZCTU) Leonard Hikaumba

The Zambia Congress of Trade Union (ZCTU) has advised government to seriously sensitise Zambians on the introduction of the carbon emission tax.

ZCTU president Leonard Hikaumba said government should also come up with inclusive programmes that will clearly outline how the moneys from the tax will be used.

Mr. Hikaumba told ZANIS in Lusaka today that the public’s resistance to pay tax was mainly because of lack of detailed information about the same carbon emissions tax.

He said there was need for detailed awareness campaigns for people to fully understand and cooperate in paying the carbon emission tax.

Mr. Hikaumba, who however supported the introduction of the tax and described it as a good move, said the tax would only be accepted when it is fully understood.

He said government should have consulted widely before introducing the tax saying this was going to make it easy for the public to cooperate and pay the carbon emissions tax.

He said the tax would help in mitigation the effects of climate change which are caused by carbon emissions.

Mr. Hikaumba has meanwhile disclosed that ZCTU would soon hold a meeting with stakeholders to brainstorm on issues of climate change and its impact to the country.

He said ZCTU recognizes the serious consequences climate change could cause to the atmosphere and wants to help government in mitigating its effects.

He said climate change has already caused a number of problems to the atmosphere citing the change in the rainfall pattern which is being experienced in most parts of the country.

I ceased being in active politics when I left State House-FTJ

44
Dr Chiluba

Former President Frederick Chiluba says he stopped being in active politics immediately he left State House in 2001.

Dr. Chiluba told ZANIS through his spokesperson Emmanuel Mwamba that he should not be perceived as an active politician simply because he is supporting President Rupiah Banda’s government.

He explained that by virtue of vacating State House and the presidency nine years ago, he ceased to be in active politics.

He dismissed assertions that he was slowly getting back into active politics as alleged by opposition Patriotic Front (PF) Secretary General Wynter Kabimba, who also threaten to seek court intervention on the matter.

Mr. Kabimba recently claimed that Dr. Chiluba was engaged in active politics and said the PF would seek the courts intervention to stop the former President from accessing his terminal benefits.

Dr. Chiluba described Mr. Kabimba’s claims as baseless and unfounded.

He said he had the right to rallying behind President Banda or any candidate of his choice in the country.
Dr. Chiluba was also accused of campaigning for the ruling MMD in the Copperbelt province last week.
