President Banda wishes national team good luck

10

President Banda has wished the Zambia National Soccer Team good luck ahead of the next Africa Cup qualifier encounter against Egypt to be held on Saturday in Chililabombwe on the Copper belt.

He was speaking in Lusaka today when he met Stanbic Bank Chief Football Ambassador Abedi Pele who is in the country to present the AFCON Trophy at State House.

Meanwhile Stanbic Bank has donated K50million to the Zambia National Soccer Team to boost the morale of the team as they face Egypt this weekend.

The President said Chipoloplo Coach Herve Renard chose young but good players who have the vigor to win the game.

President Banda thanked Stanbic Bank for its efforts in bringing the trophy in Zambia and appealed to soccer fans to continue supporting the Chipolopolo Boys.

President Banda also thanked the Confederation of African Football (CAF) for dispatching the trophy to the continent adding that this will motivate both the soccer fans and the national teams in particular.

And speaking earlier, Football Ambassador Abedi Pele said taking the trophy to different countries will bring soccer to their door steps and boost African Football.

The Football Ambassador said President Banda is a true leader who can take Zambia to greater heights in the world of football.

He thanked Stanbic Bank for honoring him as Ambassador of football to tour with the trophy.

Consortium of political parties petition British Commission

35

The British Government has been given a seven-day ultimatum by a consortium of political parties known as the Forum for Political Parties (FPP) on its alleged involvement in Zambia’s internal affairs.

FPP Spokesperson Charles Kafumba flanked by Zambia Direct Democracy Movement (ZDDM) National Coordinator Edwin Sakala, Party for Unity Democracy Development (PUDD) Secretary General Dennis Sichinde presenting the petition at the British High Commission in Lusaka today.

FPP sympathisers displayed a placard denouncing the British government with a message; “No British interference. Former colonialists respect our sovereignty,”

A Security Manager at the British High Commission, Tim Parkinson received the petition on behalf of the British government but refused to answer questions from both the FPP and Journalists insisting “No comment”.

Soon after presenting the petition, Mr. Kafumba expressed disappointment and accused the British government of having sponsored the civil society and some Non-governmental organisations (NGOs) to gang-up and incite anarchy in the country.
Mr. Kafumba, who is also National Democratic Party (NDP) Secretary General, challenged the British government to disclose and inform the nation how much it has spent so far on funding the task force on corruption.

He said the case of former republican president Fredrick Chiluba is closed and appealed to the British government not to control Zambia any more because Zambians are capable of running their own affairs.

ZDDM National Co-ordinator Edwin Sakala charged that civil society and NGOs Chief Executive Officers are on foreign payroll receiving money from the British government to continue honking and causing anarchy in the country.

Mr. Sakala expressed disappointment that the British government has ignored the Geneva Convention which compels foreign nations to utilise diplomatic channels of communications and instead funded Zambian civil society organisations.

He advised the British government to stop funding the Task Force because the funds are from tax-payers’ in that country and could be channeled to key sectors of the economy.

He alleged that the FPP is aware that an individual prosecutor is getting 10 million British Pounds every sitting and another K100, 000 million salary per month for a Taskforce Chairperson.

He said the Zambian Anti-Corruption Commission is capable of handling and disposing off court cases.

He lashed out at the British government High Commission Tom Carter should be ashamed of himself because of his clandestine and continued utterances in the media advising him to respect the sovereignty of Zambia as a State.

And heavily armed security officers have sealed the British Embassy in Lusaka. Zambia Police Officers are keeping vigil at the British Embassy and the petitioners were not allowed inside and they presented their petition at the gate.

Meanwhile, the Citizens Committee (CC) has expressed disappointment that some civil societies are being used by Western countries to rise against the Zambian government instead of rising to the occasion to defend their country.

In an interview with ZANIS in Lusaka today, CC Executive Directive Gregory Chifire suggested that government should depot diplomats who neglect to respect the sovereignty of the country.

Mr Chifire alleged that his organization is aware of some civil society and Non-governmental organizations that are receiving monies from Western countries to cause anarchy in the country.

Mr. Chifire said it is unfortunate that some diplomats accredited to Zambia have ganged up with some civil society organizations and NGOs in the country to de-stabilize the internal affairs and governance of the nation.

I was not consulted by WP MMD youth on the convention-Kaingu

MMD Western province Treasurer, Michael Kaingu

The Movement for Multy-Party Democracy (MMD) Western Province Treasurer, Michael Kaingu has said the party in the province did not consult him or other senior members before deciding to call for a convention.

Mr. Kaingu has meanwhile said that he is still in support for calls from people in other provinces including NEC for the MMD to postpone its convention.

Mr Kaingu, said it is irrelevant for the province to oppose calls to defer the party’s national convention.

Mr. Kaingu said this is because more than six provinces have already endorsed calls for the postponement of the convention, making the decision by the executive in Western province pointless

Speaking in an interview with ZANIS in Lusaka today, Mr. Kaingu said he and other senior members of the party were not consulted as alleged by the MMD provincial youth Chairman over the need to hold a convention.

He said he was not even part of the team which met in the province last week to discuss the issue of the convention.

He charged that if consulted he would have provided good guidance to the other members on how to handle the issue of holding the convention.[quote]

Mr. Kaingu said the MMD does not have enough money to spend on the convention and challenged all those calling for it to start raising money to hold it.

He further charged that the MMD in the province risks becoming irrelevant for not supporting other provinces who are calling for the postponement of the convention until after the 2011 general elections.

Mr. Kaingu said the party’s constitution mandates that decisions made by more than seven provinces should be accepted as law adding that about seven have since agreed not to hold convention.

He said he also wanted to stand as NEC member during the convention but he has decided to follow what the majority have resolved.

Mr. Kaingu has advised his youth chairman to desist from attacking him and other senior members of the party.

Pastors urged to distribute condoms to their members

24

The clergy in Chadiza District have been called upon to take an active role in distributing condoms among their members.

The call was made over the weekend by the Chadiza District Aids Task Force (DATF) during a condom distribution review meeting.

DATF Chairperson, Fabian Miselo, said pastors should break the tradition that the church cannot distribute condoms to its members as HIV and AIDS infection cuts across denomination boundaries.

Mr Miselo said Pastors should not be made to think that their members were not engaging in risky sexual activities.
He said it was incumbent upon Pastors to brainstorm on how best the church could distribute condoms to protect their weaker members who cannot abstain.

Mr Miselo, who was flanked by his Vice-chairperson, Belinda Lubasi, said churches should take advantage of structures within the church such as Couples’ Fellowships and other groupings to advance condom usage among church members.

But Evangelical Fellowship of Zambia (EFZ) Chadiza Branch representative, Brian Kayange, told the meeting that he could not guarantee the distribution of condoms in the church.

Pastor Kayange said the church would be seen to be contradicting itself by distributing condoms as its role was to preach faithfulness and morality.

And District Health Office Manager for Administration, Sylvester Nyirenda, felt that the church was considered a sacred place and it would be difficult to make it a distribution point for condoms.
He said the clergy should instead be encouraged to tell their members where to access condoms.

Meanwhile the Chadiza DATF has bemoaned the low levels of female condom usage in the district.
The DATF has now resolved to conduct sensitization programmes aimed at promoting female condom usage as well as breaking myths associated with the female condom.

RB donates drugs to rural health centres

21

President Rupiah Banda has donated medical drugs worth millions of Kwacha to two health institutions in Chipata.

Eastern Province Minister, Isaac Banda, made the donation on behalf of the President to Lunkhwakwa and Chipungo Rural Health Centres in Chipata Central and Luangeni constituencies respectively.

Speaking during the handover ceremony yesterday, Mr Banda said President Banda lobbied for the drugs from the International Drug Company ( IDC) after realizing that most rural health centers lacked essential drugs.

He said the gesture by the company was commendable as it had complemented government’s efforts in supplying drugs to rural health centers.

And Mr Banda thanked the President for taking the initiative of lobbying for the drugs from the IDC, adding that the shortage of drugs would be eased in rural areas.

“First of all, I would like to thank the President for taking the initiative to lobby for the drugs on behalf of the Zambian people and also the International Drug Company for accepting to release the drugs,” he said.

Mr Banda said government would continue to strive in order to assist rural people because that was where services were needed most.

Meanwhile, Chipata District Director of Health, Priscilla Zulu, said the district was grateful to the President for the donation, especially that most of the donated drugs are those that belong to primary health care.

The drugs that were donated included Loperamide, Fastamol and Dicloflame.

Ministry of Health accuses Donors

58

THE Government has accused co-operating partners of shifting goal posts in the resumption of support to the Ministry of Health which was suspended after it emerged that some officials had stolen about K27 billion.

The governments of Netherlands and Sweden froze more than K100 billion in funding to the Ministry of Health and have not resumed the support.

Netherlands ambassador to Zambia Harry Molenaar said because of the global economic crisis, constituencies in donor countries had become much more critical of the case for continued support to developing counties in the form of government-to-government development assistance.[quote]

Mr Molenaar said over the past months, new mechanisms of consultation had emerged with a view to discussing measures to counter problems of governance and closely monitor the progress towards effective remedies against the abuse of disbursed resources.

Meanwhile Ministry of Health spokesperson Reuben Mbewe said the Zambian Government met all the conditions that the donors set in the first phase of the revised financial management action plan intended to ensure that resources were used for the intended purposes.

Dr Mbewe said it was amazing that the donors were now demanding that Government should even meet some of the conditions in phase two before funding to the ministry could be reinstated.

Dr Mbewe said the donors were not being sincere and had resorted to shifting goal posts instead of fulfilling their part of the obligation.

“The Government has met all the conditions in phase one which should allow for the resumption of support to the Ministry of Health. However, it is now surprising that the same donors who set the conditions in phase one are now insisting that they can only resume funding to the ministry if we meet the conditions of phase two of the action plan.

“We are wondering how they can start making such demands when they knew what they had given us in the first phase. We cannot meet the conditions in the second phase at this stage. It is now up to them to fulfill their part of the arrangement by releasing the first phase of aid to the ministry,” Dr Mbewe said.

Last month, Finance Minister Situmbeko Musokotwane urged co-operating partners to fulfill their commitments by ensuring timely disbursement of their monthly contributions.

Dr Musokotwane said there were a number of co-operating partners that deviated substantially from monthly commitments, leading to funding pressure on the national Budget.

He said the step taken by co-operating partners forced the treasury to seek more expensive sources of finance and urged them to adhere to their commitments since the Government was addressing the financial irregularities.

Dr Musokotwane said the disruption of monthly commitments by the cooperating partners was against the spirit of the memorandum of understanding (MoU) agreed with the Government.

ZNUT to use Teachers day to push govt for better conditions

6

The Zambia National Teachers Union (ZNUT) says it will use today’s teachers day celebration to push government on many issues that affect teachers.

ZNUT Secretary General, Newman Bubala said the teachers will take advantage of the day to push for improved conditions of service for teachers and others.

Mr. Bubala said in an interview with ZANIS in Lusaka yesterday that the teachers’ union will also pressure government to commence the negotiations for salaries and other conditions of services for next year.

Mr. Bubala said the teachers have pressing issues they have with government adding that all will be offloaded during the celebrations.

Meanwhile, Mr. Bubala said the teachers expect government to put more emphasis on the education sector as they present the budget this month.

He said particular attention should be put on infrastructure development by building more schools so that many children may have access to education which is vital for the attainment of 2015 MDGs.

He said the enrollment of teachers should be matched with an increase in schools in order to reduce the pupil teacher ratio.

Betty Kaunda’s condition remains critical-Mbangweta

35

UTH Public Relations Manager, Pauline Mbangweta said yesterday that the condition of the former First Lady Mama Betty Kaunda who is admitted in the Intensive Care Unity (ICU) has remained critical.

Mama Betty Kaunda was admitted to the University Teaching Hospital (UTH)’s intensive care unit last week on Tuesday for generalized chest pains.

And the condition of the two Patriotic Front Members of Parliament (MP) who were admitted yesterday to the University Teaching Hospital (UTH) have improved but are still in hospital.

Ms Mbangweta said that the condition of the two parliamentarians have improved and are now admitted in high cost ward.

Ms. Jean Kapata of Mandevu and her Munali counterpart Mumbi Phiri were admitted to UTH Saturday.

The MPs were arrested on Friday together with seven others for honking and have since been charged for the conduct and are likely to appear in court soon.

FODEP condemns MMD/PF cadre clash in Kasama

7

The Foundation for Democratic Process (FODEP) has condemned Saturday’s clash between the ruling MMD and PF cadres during their campaigns in Kasama.

FODEP President, Stanly Mhango told ZANIS in Lusaka yesterday that the foundation strongly condemns the act of political violence adding that it should have no part in Zambian politics.

He said FODEP has always advocated for free, fair and clean campaigns and called on political parties to abide by the electoral code of conducts.

The fight ensued when PF cadres tried to impound a campaign vehicle belonging to the ruling MMD party on suspicion that it was a government vehicle.

Mr. Mhango said it was wrong for the PF to act on a mere suspicion saying they should have followed the right procedure rather than taking the law in their hands.

He said they should have reported the case to the police or the electoral commission of Zambia who could have known what measure to take against the MMD.

He has also advised the MMD campaign team to avoid using unregistered vehicles as this was also the cause of confusion during the Chitambo by-elections.

Mr. Mhango has meanwhile commended police for their swift action in quelling the violence between the two parties.

He has also appealed to both parties and others to conduct issue based campaigns rather than resorting to violence and other malpractices.

Mr. Mhango said he is however impressed with the way campaigns have been conducted in Kasama so far.

He said apart from the tribal remarks uttered by PF candidate, Geoffrey Bwalya Mwamba (GBM) that Kasama is for Bembas and this recent incident not many cases have been reported so far.

Mr. Mhango said this by-election has been a good one compared to the previous one as political parties have shown maturity in their conducts.

He has also advised the people of Kasama to choose for themselves a leader who will represent them well and bring development in the area.

DC Samakesa calls for Mwinilunga Pineapple factory investment

5

Mwinilunga District Commissioner (DC) Webster Samakesa has expressed concern at the failure by investors to take up the de-funct Mwinilunga Pineapple factory in the North-western province.

Mr. Samakesa says government through the Public Private Partnership (PPP) Bill has eased the conditions in which the private sector can participate and contribute to national development.

Mr. Samakesa boasted that the pineapple fruit is grown abundantly in the district hence the need for investors to take advantage of the PPP Structural Instrument.

Mr. Samakesa was speaking in an interview with ZANIS in Lusaka yesterday.

The DC said if the plant is revived, it could contribute to the Gross Domestic Product (GDP) of the contry besides creating job opportunities to the local people in Mwinilunga district.

Meanwhile, Government through the Ministry of Lands has allocated land in Ikelenge in Mwinilunga district for farms.

Mr. Samakesa observed that Ikelenge which is currently a Sub -Boma is developing at a fast rate adding that it was an ideal place to settle and develop.

The Mwinilunga Pineapple factory became de-funct in the early 1990s. It was a viable firm in the First republic of Dr. Kenneth Kaunda.

Chavuma to have new power station

3

A private firm, called RAE will soon set up a hydro-electric power station in Chavuma District in the North-western province (NWP).

This development translates that the district will no longer experience power black-outs like in the recent past.

Chavuma District Commissioner (DC) Frobisher Fulayi disclosed this in an interview with ZANIS in Lusaka yesterday that the investor, RAE has already conducted feasibility studies in the district.

Mr. Fulayi said RAE has also invested a similar power station in Mwinilunga at Zengamina within the NWP and government commissioned the mini-hydro power station in that district.

The DC said Chavuma has got abundant waterfalls where electricity can be tapped from and assured that the district is now a safer haven for investment.

He named the water sources as Chanda falls, Chonde falls as well as the Zambezi river that passes through the district from Angola.

He called on investors to go to Chavuma and set up various but vibrant economic ventures besides the Zambia Electricity Supply Corporation (ZESCO) because the district is developing at a rocket speed.

“Investors should not worry because Chavuma is growing at a fast rate like wild fire. Besides the national power firm, ZESCO, another investor RAE will soon set up a mini-hydro-electricity power station in the district,” Mr. Fulayi said.

Meanwhile, Chavuma district has received two new generators with a capacity of 9000 kilo voltages (Kv).

Mr. Fulayi said 450kv generators were received late September and the machines have already been installed in the district.

The DC assured that the district is no longer experiencing power-outages like in the recent years when ZESCO generators constantly broke down.

He commended government through the Ministry of Energy and Water development for aiding Chavuma district with two new generators as electricity is the vehicle to national development.

Unnecessary honking and whistling on roads is an offence-Mangani

Home Affairs Minister Lameck Mangani
Home Affairs Minister Lameck Mangani

Government has maintained that the law will take its course on any person trying to destabilize the peace of other members of the public.

Home Affairs Minister Lameck Mangani says there is need for people in the country to desist from activities that are likely to disturb and bring confusion in the country.

Mr. Mangani told journalists in Lusaka yesterday that, the police have the mandate to ensure that peace prevails in the country including the roads at all times.

He noted that people planning to use the roads to cause confusion will be dealt with by the police adding that they also risk being arrested.

Mr. Mangani further cautioned that unnecessary honking and whistling on roads is an offence and any person found wanting will be arrested.

The Minster was reacting to the decision by 18 Civil Society Organizations (CSO) who have vowed to continue honking and whistling against Dr. Chiluba’s acquittal.

Last week a consortium of 18 CSOs devised various strategies such as honking and whistling as a way of protesting against the acquittal of former President Chiluba.

And nine motorists among them two Patriotic Front (PF) Members of Parliament have since been arrested and charged with conduct likely to breach public peace and unnecessary hooting contrary to the laws of Zambia.

Nkana Lose But Stay Top

11

Kenneth Malitoli had the last laugh today at Independence Stadium in Kalulushi when his former club Nkana came to visit.

Kalulushi Modern Stars were not overawed after watching 10-man Nkana blow-away Mufulira Wanderers last week and today beat Nkana 1-0.

It was sweet revenge for Malitoli whose team was beaten 2-0 by Nkana in the first leg meeting in Kitwe on May 10.

Meanwhile, Nkana’s defeat sees the lead at the top of the Faz Division 1 North table from two to one point while standing still on 48 points.

Nchanga Rangers stay second but shift from 46 to 47 points after drawing 0-0 on Saturday at home in Chingola against Lime Hotspurs.

Joining Nchanga on 47 points are Wanderers who recovered from their 2-1 away loss in the Super Classico against Nkana last weekend to beat visiting Ndola United by the same margin.

With six games to go before the end of the season Chabala is aware that his work ahead is cut out for him.
