I’ll spill the beans, cleric dares Mpombo

A CLERIC has given former Defence minister, George Mpombo a 48-hour ultimatum in which to tell the nation the real reason for his resignation and stop attacking President Rupiah Banda failure to which the preacher will spill the beans.

Evangelical Youth Alliance International president Moses Lungu accused Mr Mpombo of having started practising politics of tribalism and called on him to exhibit political maturity.

He said the member of Parliament (MP) for Kafulafuta had a lot to tell the nation and should do so within the next two days failure to which he would reveal to the nation why he resigned.

“Mr Mpombo owes President Rupiah Banda an apology for his attacks. We expected Mr Mpombo to be a quiet person after he resigned and he should concentrate on the development of his constituency but now it is like he is regretting having resigned,” he said.

Rev Lungu said as a senior politician, Mr Mpombo should lead by example and show the young people clean politics instead of engaging in acts that border on tribalism.[quote]

He said while he was minister, Mr Mpombo did not do much for his constituency and now was the time to concentrate on developing it instead of politicking.

He said the youths were disappointed by Mr Mpombo for his politics of abusive language and called on him to change.

Rev Lungu said Mr Mpombo should not take Mr Banda’s maturity in handling criticism for granted.

He wondered what had gone wrong now since all along, Mr Mpombo did not talk about any problems in the MMD.

Rev Lungu said Mr Mpombo had continued earning his income as MP because of the MMD and it was unfair for him to continue attacking the party, which promoted him to be where he is.

He said without the MMD, Mr Mpombo could have not have acquired the wealth he had, hence the need for him to be appreciative.

ACTING MMD spokesperson Mike Mulongoti has said Katuba Member of Parliament Jonas Shakafuswa and other MMD members who are not happy with the party should resign.

Mr Mulongoti said in Lusaka yesterday that Mr Shakafuswa should peacefully leave the MMD instead of regretting being a member of the party.

In an interview, Mr Mulongoti said the former deputy Finance minister should leave the ruling party if he was not happy about certain decisions the leadership had made.

“A political party is like a club which one joins voluntarily. When you are not happy you go away quietly,” he said.

Mr Shakafuswa at the weekend told Muvi Television in his constituency that he regretted belonging to a party where leaders were now trying to defer the national convention.

The MP said the MMD party convention should not be deferred because it would be undemocratic.

But Mr Mulongoti said a political party was like a club and all the members should abide by the rules failure to which they should voluntarily vacate.

He said politicians, like any other citizen, had the freedom of association which Mr Shakafuswa should exercise by leaving MMD instead of continuing to regret belonging to the party.

Some MMD MPs having been criticising the party following calls from several provinces urging the national executive committee to postpone the party national convention until after the 2011.

Former Finance minister Ng’andu Magande said some party members wanted to postpone the convention where one agenda item was to elect party president because they were scared that he would win.

Don’t panic MP tells miners

Sinazongwe Member Parliament (MP) Raphael Muyanda has assured miners at Maamba Collieries that Government would soon intervene in their plight.

Workers at the coal mine have had no salary for the last four months.

Mr. Muyanda told the workers at a meeting in Maamba that President Rupiah Banda has promised that government would pay the Maamba Collieries (MCL) workers who have not been getting their salaries for four months now.

He told the workers that during a meeting he held with President, he expressed sadness at the failure by Management to pay the workers their salaries.

Mr. Muyanda called on the workers to be patient as government was trying to address their plight.

“Money is coming and the President has promised to sort out the matter through his Economic Advisor,” Mr. Muyanda said.

Mr. Muyanda said he it pains him when the miners were starving, failing to send their children to School, and paying for their rentals.

The MP called on management to work hard and ensure that the thousands of tones of coal that were still heaped at their plant were quickly sold.

Mr. Muyanda said he would not hesitate to move a motion in parliament to have the management at MCL removed from their positions if they continued being showing signs of incompetence.

“They must take this issue seriously if they want to keep their jobs,” he said.

He said coal has market within the country and other countries such as Malawi, Burundi and the Democratic Republic of Congo.

Education is the best tool against poverty – RB

President Rupiah Banda says the education sector should be recognized as the centre of national economic Development.

President Banda said there is need therefore to harmonize the education and science and technology ministries, respectively, in the promotion of Information Communication Technology (ICTs) in the sector.

He said this in a speech read on his behalf by Education minister Dora Siliya at the National Education policy review consultation under the theme: “ re-engineering education wards vision 2030 “in Lusaka today.

The president added that there is the need for parents to work with teachers to have an education system that will have values and skills for national development.

Speaking earlier Finance and National Planning minister Situmbeko Musokotwane said there is need for quality education to have a solid economic background in the country.

Mr. Musokotwane noted that government will continue to prioritize the education sector and to increase the budget in the Education sector.

He noted need to enhance the issue of poverty through cost sharing for the betterment of the education sector in the country.

He added that financing the Education sector will be maintained as a priority within government overall expenditure policy and strategy and the need to fund more to the education sector.

Meanwhile Computer Association president Collins Chinyama noted that need to train teachers in ICTs if the country is to attainment of the values of the vision 2030.

Mr. Chinyama also noted that need to decentralize and localize the education sector adding that this will scale up the value of ICTs in the education sector.

He stressed the need for government to spell out clearly about the ICTs in the National Education policy review consultation.

LCC arrests 65 vendors

The Lusaka City Council (LCC) has arrested 65 street vendors for defying the directive to leave the streets.

LCC Public Relations Manager, Henry Kapata said in an interview in Lusaka today that the 65 who included 43 females and 22 males have been arrested for refusing to move to designated trading areas contrary to the Local Government Act CAP 28.

Mr. Kapata said the 65 will appear in court soon adding that they will however not appear before the Fast truck court which is yet to start operations.

He said the council will continue the exercise for the five years to permanently remove the vendors from the streets.

Mr. Kapata has since advised the traders to restrain themselves from abrogating the law by doing their business from right places.

He said there are 26,000 vacant trading spaces at Kabwata Site and Service Market alone and urged interested traders to apply for places there.

And Mr. Kapata has disclosed that some vendors who were removed from the streets in yesterday’s operation have been accommodated at the new Soweto market and at Carousel Shopping Centre near Comesa market.

Yesterday a combine team of council and state police chased the vendors from the streets.

Restriction of licenses will not hinder digitalization – Shikapwasha

Government says the restriction of broadcasting licenses in certain geographical areas will not hinder digitalization of broadcasting in the country as suggested by some sectors.

Chief Government Spokesperson, Ronnie Shikapwasha says Zambia has in the past used analogue technology in its broadcasting adding that those allowed to broadcast nationally are still able to do so.

In a press statement made available to ZANIS in Lusaka this evening, Gen. Shikapwasha said broadcasters will only have to migrate because of the deadline set by the international Telecommunication Union (ITU) for the entire world to migrate from analogue to digital.

He has further advised operators whose licenses restrict them to certain geographical areas to move to digital but remain in the areas allowed by their licenses.

General Shikapwasha, who is also Information and Broadcasting Services Minister, said no one would restrict broadcasters from using digital technology.

He said experts criticizing government ought to know that one can still remain in the allowed area of operation even with digital technology if the signal is taken to satellite.

He said that broadcasters can not pretend that government is stopping them from using the modern technology as they make choices themselves at the time of application.

Gen. Shikapwasha noted that there seemed to be a misunderstanding between the two among those condemning government for trying to maintain sanity in the industry by stopping illegalities.

He added that there was need to understand that even after migrating from analogue to digital broadcasting some broadcasters with community licenses will remain restricted to community broadcasting.

He said government desire to move with time and adopt modern technology in the electronic media would not see regulation of the media by government being flouted on the pretext of using modern technology.

The Chief Government Spokesperson has said that government would soon embark on a mammoth sensitization programme on migration from analogue to digital.

He has since advised people wishing to go into radio or television broadcasting to apply to Ministry of Information and Broadcasting for appropriate licenses in their desired operations.

Makanta calls for support in keeping Lusaka clean

The Lusaka City Council (LCC) has urged members of the general public to supplement the Council’s efforts to keep Lusaka city clean and healthy by not dumping garbage irresponsibly.

Speaking to ZANIS today, Council Public Relations Manager Chanda Makanta urged the community to subscribe to companies that the Council has subcontracted to collect garbage in the capital city.

Ms. Makanta said it was unfortunate that sections of society were still hostile to the garbage collecting companies.
She said subscribing to the garbage collecting companies would assist in people not dumping garbage anyhow.She said not subscribing and dumping garbage anyhow was not being of any help to the local authority and the community at large.

Ms. Makanta observed that some members of the public do not want to subscribe to the garbage collecting companies but only want to be dumping garbage anyhow especially at night.

She said what people need to know and understand was that dumping garbage anyhow was illegal.
She has since urged members of the general public to report people that dump garbage, to the local authority.

Late Republican President Levy Mwanawasa launched the keep Zambia Clean and healthy Campaign in 2007.

SACCORD welcomes increased number of parliamentary seats

The Southern African Centre for Constructive Resolution of Disputes (SACCORD) has welcomed the decision to increase the number of Parliamentary seats from 150 to about 240.

SACCORD Information Officer Michelo Mwango told ZANIS in an interview in Lusaka that increasing the number of MPs would give more people the chance to get into leadership positions.

She said this would also help in developing the constituencies as they would be divided into two adding that some constituencies are too big to be managed by one MP.

Ms. Mwango said the move to increase the number of MPs should be embraced.

Recently, the National Constitutional Conference (NCC) delegates resolved that the number of MPs be increased from 150 to about 240.

Extend your services to rural areas, First Lady urges NGOs

First Lady, Thandiwe Banda, has appealed to Non-Government Organizations (NGOs) in Zambia to extend their programmes to rural areas where more vulnerable people are found.

Mrs. Banda said NGOs should not restrict themselves to urban areas but should instead strive to reach rural areas to help the poor people.

She said NGOs should help fill the gap which government was not covering due to insufficient financial resources.

Mrs. Banda said this in Lusaka today when the National Christian Organization for the Disabled (NACODI) donated ten wheelchairs and ten pairs of crutches to the University Teaching Hospital (UTH).

These items are parts of the 100 wheelchairs and 50 pairs of crutches, which NACODI will distribute to disabled people in rural areas.

She has also challenged the NGOs to start identifying people in rural areas who are in great need of help.

She has meanwhile said that her office stood ready to help the less privileged people in society.

She has further challenged individuals and the business community to supplement government efforts in reaching out for the poor people.

NACODI National Coordinator, Arrival Chuuka said his organization was scouting for K36 million for the distribution of the 100 wheelchairs and 50 crutches to the disabled people in rural areas.

He said the organization has also sourced for 200 more wheelchairs from its partners in the United States of America (USA).

Three CBU students nabbed over burnt car

Three Copperbelt University (CBU) fourth year students have been arrested by police in connection with the burning of a car during a student protest over two weeks ago.

Home Affairs Minister Lameck Mangani disclosed that two of the suspects were nabbed in Livingstone while the third one was arrested in Rufunsa area in Chongwe district. The fourth accomplice is said to be still on the run.

Mr Mangani said this at the Reformed Church in Zambia (RCZ) education day launch where he was guest of honour.

He said police have launched a man-hunt for the suspect adding that the apprehended trio was nabbed on Saturday in separate dragnets set by police.

Mr Mangani said the two student suspects who allegedly stole cell phones were traced in Livingstone by police in conjunction with a named mobile service provider while police recovered a bag in Chongwe from the third suspect.

He urged parents to educate their children on good morals as opposed to taking the law into their own hands when aggrieved.
He said it is the duty of parents and the church as stakeholders to guide their children and shape them into responsible citizens.

He said the trio has been charged with arson and they will appear in court soon.

Mr Mangani said police and other the law enforcement agencies will not relent on clumping down on criminals who are bent on frustrating government efforts.

Recently CBU students ran amok and destroyed property at the institution as well as that of private individuals forcing government to close the institution indefinitely.

Chief Nalubamba’s advice on Chiluba to RB draws condemnation

SENIOR Chief Bright Nalubamba has been challenged to either join politics or stop engaging in political battles to avoid bringing his reputation as a traditional leader into disrepute.

Authentic Advocates for Justice and Development (AAJD) said this in reaction to Chief Nalubamba’s statement that President Rupiah Banda should stop associating with former president Frederick Chiluba because donors still perceived him to be corrupt.

In a story published last Friday, Chief Nalubamba was quoted as saying President Banda should not associate with Dr Chiluba because the donors did not regard the former president as an innocent person even after his acquittal.

“We read with a great sense of shock and fear sentiments attributed to Senior Chief Nalubamba that it was wrong for his excellency President Rupiah Banda to fraternise with former president Chiluba.

“Unless Senior Chief Nalubamba is saying that he does not respect the jurisdiction and verdict of our courts that acquitted Dr Chiluba, we are not surprised by his novel support and desire for donors to try and decide on matters that are purely Zambian,”

AAJD general secretary, Laiford Mwanza said.

Mr Mwanza said AAJD would have expected Senior Chief Nalubamba to put the interests of his subjects above those of the donors and was surprised by his failure to respect and uphold Zambia’s sovereignty.

He said Chief Nalubamba’s personal negative opinion of Dr Chiluba could not supercede the positive discernment of the former president’s personality by the majority Zambians.

He said Chief Nalubamba should have embraced and promoted the friendship between President Banda and Dr Chiluba if he was a fair-minded person.

He wondered why Chief Nalubamba had suddenly thrown himself into political battles that were likely to damage his image.

“Just a few weeks ago the same chief was quoted as saying that chiefs in Southern Province were not in support of President Banda when in fact it was not the case,” Mr Mwanza said.

Zesco imports $4.4m transformer

ZESCO has imported a US$4.4 million transformer from India that will ease the incidence of load shedding in Lusaka.

The power firm has also embarked on a $53 million project to upgrade its power distribution network for the capital city alone.

Acting managing director, Cyprian Chitundu said in Lusaka on Friday at the Southern Sun Hotel when his team met editors from different media organisations that the transformer from India was scheduled to leave that country on September 16, 2009, via Durban, South Africa.

“As soon at it arrives, we start the installation. Our engineers had travelled to India to look at the transformer and it was certified fit for our need. This machine will help us remove the constraints at the Leopards Hill transformer that was badly affected by the fire.

“If all goes according to plan, by Christmas time, load shedding in Lusaka will be a thing of the past because Leopards Hill will be unlocked,” he said.

He said the transformer would come with additional components to replace most of the damaged components at Leopards Hill.

Among other challenges Zesco was facing was the distribution network that had seen little rehabilitation for over 40 years while the distribution line needed to be replaced.

“We have problems in this area but we are in the process of solving these problems. We are talking to some cooperating partners on the $53 million for the distribution network but we are already putting in $10 million on our own so that the project can start,” Mr Chitundu said.

Once the rehabilitation of the existing major power stations was completed next year and a number of smaller power stations like Lunzua and Lusiwasi were developed, Zambia would have enough power for consumption and export.

Lunzua had an installation capacity of 0.75Mega watts that has over time reduced to 0.52Mw but will now be upgraded to produce 10Mw so that it could supply power to Mbala, Nakonde, Ksaba Bay and export some to Tanzania.

Mr Chitundu defended the company’s venturing into transformer and meter production saying this was an import substitution.

“What we are doing is for the benefit of the nation. Imagine how many transformers we need as a company and how many meters, and the cost of importing these items. By venturing into this project, we are encouraging private sector participation, creating employment, adding value to copper and at the same time assist in maintaining tariffs at acceptable levels,” he said.

He said at the end of the day, Zesco envisaged to produce a total of 1,800 Mw from all power stations that would be sufficient to supply the whole nation including the mines.

“We also want to introduce a consumer charter aimed at promising consumers of power how fast problems would be solved,” he said.

MMD acting spokesperson Mike Mulongoti says Change Life Zambia founder Frank Bwalya should clear concerns that his organisation could be a political party.

Speaking in an interview yesterday, Mr Mulongoti said father Bwalya should state the objectives of his organisation.

“He should come out in the open so that people understand his organisation,” he said.

Mr Mulongoti was reacting to calls by Copperbelt MMD youths that Father Bwalya’s organisation must be scrutinsed to ensure that it is not a political party under the guise of a non-governmental organisation.

Mr Mulongoti said Father Bwalya owes the youths an explanation regarding their fears that he is using Change Life Zambia to realise his political ambitions.

“It is incumbent upon Father Bwalya to clear the concerns of the youths so that there are no questions about his organisation being a political party,” he said.[quote]

MMD youths have challenged Father Bwalya to declare that he has allegedly joined politics through the formation of his organisation.

Father Bwalya launched Change Life Zambia in Ndola on Saturday, saying formation of the organisation has been necessitated by continued poverty levels and other challenges the country is facing.
