RB to drum up support for MMD candidate

President Rupiah Banda is this Sunday expected to visit Serenje district to drum up support for MMD candidate Solomon Musonda in the Chitambo constituency parliamentary by-elections.

This is according to the program obtained by ZANIS in Serenje from district commissioner Stanley Chibwana, president Banda is expected to fly direct to Chitambo constituency on Sunday morning.

Mr. Banda will land at Gibson basic school grounds at about 09:30hrs where he will hold a brief meeting with MMD party officials and another meeting with Serenje chiefs before addressing a rally.

President Banda will later depart for Mupepetwe for lunch before another rally at Kafinda basic school in the afternoon.

The program indicates that president Banda will address another rally on Monday, 3rd August at Chitambo hospital grounds in the morning and later address another rally at Mukando in the afternoon.

After the Mukando rally, president Banda will depart for Serenje boma airstrip to catch a plane back to Lusaka.

And Opposition United National Independence Party (UNIP) in Serenje says it is happy with the manner campaigns are being conducted in Chitambo constituency in the district.

District chairperson Joseph Kapilya told ZANIS today that the party was impressed with the peaceful manner campaigns were being conducted by political parties involved in the campaigns.

He said if the kind of gesture displayed by the political parties continued, Zambia’s democracy would grow to higher heights.

Mr. kapilya who is in the constituency to drum up support for Timothy Kapolo, UNIP candidate, however said he was hopeful that Mr. Kapolo would emerge winner in the elections scheduled for August 13th 2009.

Other candidates are Dr. Solomon Musonda for MMD, Evans Chola for FDD and Chanda Mutale for PF/UPND pact.

In another development, the District Voter Education Committee (DVEC) chairperson, Jimmy Nsama is also happy that political parties campaigning in the constituency have respect for campaign materials.

Mr. Nsama who was in the constituency yesterday to check on voter education facilitators, said it was pleasing to find that campaign posers remained intact on trees, walls and on anywhere they were stuck.

“This is good because it show maturity in terms of politics. If we can have different posters on one tree next to each other then we are getting somewhere politically, “he said.

He also expressed hope that the voter educators will work according to their requirement so that their education could help even reduce on spoilt ballot papers and corruption.

Updated: Second Best Zesco Sink in Sudan

Zesco United slumped to the bottom of Group A in the Caf African Champions League after losing 1-0 away to Al Hilal of Sudan this evening in Khartoum.

Defender Usama Altawon  scored the winning goal 9 minutes into the first half blasting in a shot from the corner in an marked positioned inside the box.

This is after some early pressure from Al Hilal who passed and bared down on an ill-at-ease  Zesco in the initial stages of the match.

Meanwhile, Zesco didn’t really threaten Al Hilal and were second best for most of the match.

Zesco’s  best player on the pitch was goalkeeper Jacob Banda who made half a dozen crucial saves thanks to some inert defending from the away teams back four.

Zesco did later improve marginally for the opening 30 minutes after the break but little to show for it in attack.

However, Zesco found no solution to their poor showing upfront even after bringing on other attacking options Lottie Phiri and Clifford Chipalo as an efficient Al Hilal continued to unsettle Fighton Simukonda’s side with their slick passing and swift movement inside the visitors half. 

Al Hilal have 4 points from two matches following Friday evenings win while Zesco have 1 point.

The full complexion of match day 2 in Group A will be known on Saturday when Kano Pillars of Nigeria host Al Hilal’s local rivals El Merreikh in Kano.

Both Pillars and El Merreikh are on 1 point each after 1-1 and 0-0 draws away to Zesco and Al Hilal respectively a fortnight ago.

Zambian Swimmers break national records?

Zambian Swimmers have continued to exceed expectations at the ongoing Rome World Swimming Championships.

Zain Jordan smashed the Zambian Record for the 100 metre with a new time of 52.92 seconds.

In the same event, Mark Thompson won his heat and reduced his ‘Personal Best’ time by 3.26 seconds.

Jade Howard continued her record breaking spree by setting a new National Record for the 50 metres Back stroke in a time of 32.92.

Danielle Findlay continued to improve by reducing her Personal Best Time in the 50 metre Back Stroke with a new time of 34.92 seconds.

It is not clear if Zambia swimmers are using the polyurethane-based swimsuits that are being given a new tag as technical doping

New records have been set practically by the hour this week at the world championships because of the use of these swim suits.

There are already international calls to ban these suits. Former swimming great Janet Evans, who competed for the US at the height of East German doping era, said the high-tech suits made a “mockery of the sport”.

Evans said swimming’s governing body, FINA, should act quickly to ban hi- tech suits that gave extra buoyancy.
“It’s technical doping,” she said.

She said there should be recognition of records set before the buoyancy-aiding suits.

Halt unnecessary criticism- Veep

Vice President George Kunda has advised the labour movement in the country to stop unnecessary criticism of government but offer solutions that will help improve people’s welfare.

Mr. Kunda says the labour movement should not only be effective when criticizing government but should also compliment government’s good service delivery to the people.

He said a good working relationship between government,the labour union and employers is vital to the success of the country adding that it also helps in attracting investment.

Mr. Kunda said this at the official inauguration of the new headquarters for the Zambia Congress of Trade Union (ZCTU) in Lusaka today.

He said government is committed to dialogue with all stakeholders in the labour sector to ensure that there is a conducive environment for both social and economic development.

He said dialogue among these stakeholders will see fewer impediments in service delivery which is key for national development.

Mr. Kunda has meanwhile said government will remain open to constructive criticism from everyone who wants to help advance the interest of the common people.

He disclosed that government will start having Indabas with the labour union where various issues affecting the workers will be discussed.

And earlier, ZCTU President Leonard Hikaumba called on politicians to stop insulting each other in public and devise ways of developing the country.

Mr. Hikaumba said the current situation where political leaders are always insulting each other is regrettable and not good for the Zambian culture.

He said there is need to restore cultural heritage where politicians will start respecting each other for the benefit of all Zambians.

Protea Hotels Zambia is set to construct a hotel Chiawa, a move seen would help boost the tourism potential in the area.

Protea Hotel Group Consultant Shadrick Nsongela says the group of hotels, managed by Union Gold Zambia limited, the extension of its services to Chiawa is aimed at promoting the under tapped tourism potential of the lower Zambezi national park and Chiawa game management area.

Mr Nsongela says the development of an ultra modern lodge and conference centre in the heart of Chiawa east game management area will bring about massive opportunities for the local people.

He said this yesterday during a consultative meeting held in Chiawa on the proposed multi-million dollar hotel with a bed space of 144.

Mr Nsongela said Protea had a policy of ensuring that it consults widely before developing any project and will always observe laid laws. He said the development of the project will turn the lower Zambezi area into a tourist destination for every Zambian.

The Hotel Group Consultant further disclosed that the company has also taken into consideration the anticipated impact for the project once construction starts.

” Management has put in place mitigation measures to prevent, minimize and compensate identified negative impacts in the area,” he said.

Mr Nsongela stated that it was for this reason management is committed to continue engaging the community in dialogue and consensus building to ensure that the development meets both the aspirations of the people of Chiawa and other tourist operators.

However some headmen and villagers advised the group consider changing the location of the site as it was sanctuary of wildlife. They said the people of Chiawa are very happy at the development and appreciate the anticipated positive development the company will bring to the area.

But Headman Mushonganende differed with the others saying the proposed site was just okey as the area had no economic activities to empower the locals. He said wildlife will not be disturbed as the land to be utilized was small.

The headman accused other lodge owners of having developed cold feet because Protea will bring about competition and offer better conditions of service to the locals.

” Chiawa has remained poor for a long time because most lodges were selfish and are not supporting the area to come out its poverty,” the traditional ruler said.

And the Lower Zambezi Conservation Trust Tim Filber said it was important that the area’s wildlife is not disturbed but maintain Zambia’s tourism motto of “Zambia the true Africa”. He said it would be important the company reduces the bed capacity from 144 to 28.

Mr Filber said Protea was welcome in the area but should consider moving the site of the project to an area where there is less animal traffic.

But Kafue district commissioner Winford Ngoma cautioned tour operators in the area and some headmen not to politicize the project. He said it was important the community realized that the country and area will only develop when investors such as Protea come in.

He said some lodge owners have been in the area but have done little to change the lives of the people. He said government welcomes investors who bring development at large scale as the multiplier effect will be more felt in terms of benefits.

Mr Ngoma said government intends to remove the dependence syndrome of people on the state so that they can support themselves.

The meeting which was attended by Chieftainess Chiawa was also graced with the presence of government representatives from Environment Council of Zambia, ZAWA, Water Affairs, Council, Education and Forestry departments.

PF cadre’s assault court case fails to take off again

The case involving Nevers Muchemwe, a PF cader facing assault charge in Serenje magistrate court, again failed to take today because of failure by witnesses to show up.

This is in matter in which Muchemwe of Lusaka’s Kanyama Compound, is alleged to have assaulted Lloyd Kabango of MMD on 19th July 2009 at Chalilo in Chitambo constituency of Serenje district.

Magistrate Happy Chongo warned that he was adjourned the matter for the last time and would dismiss that case if the witnesses failed to show up next time adding that he would also acquit the accused.

Mr. Chongo said in any case where the accused was in the court at the time appointed for the hearing but the complainant having had notice of the time and place appointed for the hearing but the complainant having had notice of the time and place appointed for the hearing but did not appear, he court had powers to dismiss the charge against the accused.

He said this was so because when the accused person appeared in court at he appointed time for trial ready to answer the charge brought against him, he was entitled to have that charge tried without further delay.

“I am therefore adjourned this case for the last time to the 10th August for a possible trial and if the witness does not attend curt on that day, the charge against the accused will be dismissed and accused acquitted, ” he said.

The matter was adjourned on 27th July to today because witnesses failed to show up and M. Chongo urged the prosecution to ensure the witnesses in the matter, were available today for trial.

Muchemwe’s bail was extended.

32 PF cadres resign in Kasama

Ruling Northern Province MMD vice Secretary Jairos Simunyola says time has come for Zambians to realise that the opposition in the country cannot offer better leadership to the MMD.

Mr. Simunyola said this in Kasama today when he received 32 opposition Patriotic Front (PF) members who defected from their party to joining the MMD.

He thanked the defectors for taking a bold decision to abandon the PF adding that the opposition parties in Northern Province would soon collapse due to poor leadership.

He urged MMD members to rally behind President Rupiah Banda’s administration as he has shown good leadership qualities in running the affairs of the country.

Mr. Simunyola further advised Zambians not to listen to lies and insults being peddled by the opposition but instead demanded for positive criticism from the political players.

And speaking on behalf of other defectors, Victor Kalwala said the PF members had decided to ditch the opposition party because it has lost direction in the political arena.

Mr. Kalwala accused the PF leadership of having concentrated on insults at the expense of providing constructive criticism to the government.

He explained that the PF-UPND pact was headed for collapse because its leaders were merely power hungry.

Mr. Kalwala charged that the MMD was the only political party which was founded on democratic principles, adding that the defectors would work hard to ensure that the ruling party wins the forthcoming Kasama Central by-election.

Meanwhile, MMD Kasama Central Constituency chairman Nathan Ilunga said the defection has come at the right time when the ruling party was re-organising its structures in readiness for the 2011 general elections.

Mr. Ilunga said the MMD’s immediate target was to capture the Kasama Central seat following the resignation of incumbent Member of Parliament Saviour Chishimba.

He urged MMD members to work hard and ensure that the ruling party strengthens its popularity in Kasama and Northern Province in general ahead of 2011 general elections.

Bulldozer crushes 5 year old boy in Serenje

A five year old boy of Tazara compound in Serenje was yesterday ran over and crushed to death by a bulldozer.

Police District Officer Commanding Daniel Muteteka confirmed this in Serenje today.

Mr Muteteka said the boy was with a sister coming from a nursery school when the accident happened.

He described the accident as unfortunate saying the bulldozer operator was trying to give way to another vehicle that was coming from the opposite direction.

He explained that he driver of the bulldozers is being held by police in Serenje over the matter.

Mr. Muteteka named the boy as Kelvin Munsanje.

Government road making equipment is in Serenje working on some roads.

1,483 people in Petauke tested for HIV on World VCT Day- Report

1,483 people were tested for HIV in Petauke on World Voluntary and Counseling (VCT) Day last Month.
This has been revealed in a report by the District HIV and AIDS Coordination Adviser, Martin Chishimba made available to ZANIS in Chipata.

Mr. Chishimba said in the report that 45 people in Ukwimi area and 35 in Nyamphondolo were recorded as being on Anti-Retroviral Therapy (ART).

He further said 12,000 condoms were distributed in various parts of the district while an undisclosed number of youths, especially those in schools were sensitized on abstinence, as part of the World VCT Day activities.

Mr. Chishimba added that 10,000 Information Education Communication (IEC) materials were distributed in many places which included Zuze Village, Petauke Market, Kaulu High School, Nyamphande Palace, Petauke High School, Chipungu Village, Chikuse and Chibisa Villages among others on on the same Day.

He said a variety of sensitization programs, which included video and drama shows were undertaken in many places within the district.

We’re not capable of printing ballot papers-Government Printers

GOVERNMENT Printers has said it has no capacity to print ballot papers although it has acquired a colour printing press.

Government Printers director, Venansio Lungu said the department could not meet the Electoral Commission of Zambia (ECZ) standards for printing ballot papers.

He was speaking when a team of political parties and ECZ chairperson, Florence Mumba toured the plant in Lusaka yesterday.

Mr Lungu said the ECZ had raised security concerns relating to printing ballot papers at Government Printers.

“There have been security concerns which we are addressing so that we can print ballot papers for elections. We need more than K1 billion to address all security concerns,” he said.

At the national registration office, registrar general Mathews Nyirongo told political party leaders not to mobilise foreigners to obtain national registration cards because that was a danger to the country.

Mr Nyirongo said by September this year, the exercise of issuing national registration cards would be extended to all parts of the country.

And speaking after the tour, Justice Mumba said since ballots could not be printed locally, the ballots for the Chitambo by-election would still be printed in South Africa and would be in the country by next week.

Ms justice Mumba said plans were underway to link the national registration office data base with that of the ECZ so that it could be easier to register voters.

MMD national chairman Michael Mabenga, Tourism Deputy Minister Vera Tembo, New Generation Party president Humphrey Siulapwa, Zambia Democratic Congress secretary General Langtone Sichone and Party for Unity Democracy and Development president Isaac Musonda were in the delegation.

Decision to sell ZAMTEL is final-Lungwangwa

COMMUNICATIONS and Transport Minister, Geoffrey Lungwangwa has said that Government’s decision to sell Zambia Telecomunications Company (Zamtel) is final and cannot be rescinded.

Professor Lungwangwa said in Lusaka yesterday that the Government’s position on the matter as announced by President Rupiah Banda was final.

He was reacting to the calls by Patriotic Front (PF) – United Party for National Development (UPND) pact that President Banda should rescind Government decision to sell Zamtel shares.

PF president, Michael Sata said at a Press briefing in Lusaka yesterday that the decision to privatise 75 per cent shares of Zamtel shares should be reversed immediately as it was being done not in public interest.

Meanwile, Speaker of the National Assembly AMUSAA MWANAMWAMBWA has ordered Communication and Transport Minister Geoffrey Lungwangwa to update Parliament on the stage at which the privatisation of Zamtel has reached.[quote]

Mr Mwanamwambwa said that it was imperative that members of Parliament had first hand information on the stages at which the privatisation of Zamtel had reached as opposed to getting information from members of the public.

The speaker made the order after Chipili Member of Parliament Davies Mwila (PF) rose on a point of order as to whether it was appropriate for the minister to be quiet particularly when debates on Zamtel were at the peak among members of the public.

Mr Mwila said that as MPs, it was appropriate for them to have first hand information on the privatisation of Zamtel and not to rely on information from members of the public.

“What is important is for the minister to update or appraise the House on what is going on regarding the status and the future of Zamtel. This House needs to be updated and the minister does not require several days. As early as next week let this House have an update,” Mr Mwanamwambwa said.

He also advised members to desist from participating in debates by the public saying their best medium of debates for MPs was in the House.

“I encourage members not to participate in debates because this is the best forum,”Mr Mwanamwambwa said.

Mpombo, Teta and Mulongoti’s public spat condemned

Kalulushi Movement for Multi-Party Democracy (MMD) District Vice Chairman Andrew Nawa has condemned Mike Mulongoti, Ben Teta Mashimba and George Mpombo for exchanging harsh words in public.

ZANIS Kalulushi reports that Mr. Nawa said it was unfortunate for the three, who had been in the same party, to be exchanging bad language in public.

“If I were to be asked who is wrong, I would definitely go for Mr. Mpombo, because when he had a big decision to take, he would have talked to his friends in privacy.” Said Mr. Nawa.

He told ZANIS in an interview in Kalulushi yesterday that what Mr Mpombo was experiencing right now, was the reaction from his colleagues for not having informed them of his important decision that he was going to take.

Mr. Nawa has however, said that he would like to see them come together and discuss whatever difference they had among themselves so that they make peace.

He explained that it was a pity, because what they were doing was likely to affect the party organization and equipping the opposition with political ammunition.

Meanwhile, Mr. Nawa has appealed to the MMD National Secretary to help the party be funded so that it would get on with the party programme.

Mr. Nawa said that the district had not been funded for quite some time now and that had affected the party organization since the luck transport.

Over K 100 million public funds misappropriated in Mungwi

Over K100 million meant for health programmes is alleged to have been misappropriated at Mungwi District health office in the Northern Province.

And police have launched investigations into the matter.

Highly placed sources disclosed the development to Zambia News and Information Services (ZANIS) in Kasama yesterday.

The sources said the alleged misuse of the public funds was discovered during the retirement of the same funds.

They explained that the funds in question were supposed to be used for HIV/AIDS activities and other health programmes in Mungwi District.

They said audits carried out at Mungwi Health office, revealed that the health funds were diverted for personal gain at the expense of the intended projects.

The sources further claimed that the officers linked to the financial scandal allegedly failed to give satisfactory answers regarding the whereabouts of the diverted funds forcing health authorities to report the matter to the police.

And the police are said to have intensified investigations into the matter.

Police sources said the financial scandal at Mungwi District health office was being taken seriously and that suspects would soon be prosecuted.

The police said Mungwi District Director of Health Grace Nanyinza and other health staff have since been questioned over the alleged misappropriation of health funds.

The sources however, could not identify names of suspects in the financial scandal as investigations were still going on.

Efforts to get a comment from Northern Province Police commanding officer Charles Lungu and provincial medical officer Dr. Fabian Kabulubulu failed by press time.

Recently, the Anti Corruption Commission (ACC) uncovered a financial scam at the Ministry of Health involving over K27 billion.

Hickey welcomes new ZTB Board

Former Zambia Tourism Board (ZTB) chairman Errol Hickey has welcomed the new ZTB board chaired by Timothy Mushimbwe.

Speaking in Ndola yesterday, Mr Hickey said the new board was comprised of competent individuals capable of further improving the tourism sector to positively contribute to the economic development of the country.

He however challenged government to support the board with enough funds for it carry out its mandate as marketing of Zambia’s tourism products can only be done effectively if funds are sufficient.

He also urged government to ensure that roads leading to tourist attraction centres are accessible so that tourists will be willing to visit these centres.

Mr Hickey also noted that there was need for the tourists attraction products located in the Luapula and Northern provinces to be improved and well marketed so as to increase the tourist attraction products the country can sell to the outside world.

And the former ZTB chairman expressed optimism that Zambia stands to benefit from the 2010 World Cup Soccer games in South African if the tourism sector is well managed in the run up to the tournament.

He said government should ensure that the country’s stadiums are worked on so that the country can benefit from the World Cup games in 2010.

He also observed the need for the hospitality’s industry to well brace itself competitively for the country to manage to attract soccer fans to lodge in Zambia.

Yesterday minister of tourism announced members of the new board for the Zambia Tourism Board (ZTB) was formerly chaired by Errol Hickey.
