GOVERNMENT says plans by the Patriotic Front (PF) and United Party for National Development (UPND) to move a motion to impeach President Banda will fail.
Chief Government Spokesperson Ronnie Shikapwasha said in an interview in Lusaka yesterday that Government will wait for the opposition to move the motion.
He was responding to Nchanga PF member of Parliament, Wilbur Simusa who said his party and the UPND will move an impeachment motion against President Banda when Parliament reopens today.
“We are ready for them, let them go ahead with their plans, we are waiting for them,” he said.
Lieutenant-General Shikapwasha, who is Minister of Information and Broadcasting Services, said Kasama member of Parliament Saviour Chishimba gave good reasons of cheap politics when he resigned.
Mr Chishimba, who resigned from the PF on Sunday, said progressive change for Zambia will not come based on political partnership and that change that people need is not the removal of the MMD from power but progress in their living standards.
Gen Shikapwasha said the opposition is running an agenda of cheap politics, adding that such an agenda will not take the country anywhere.
“It is wasting people’s time even to think of impeaching the President. What reasons have they got?” he asked.
He said Government had invited the opposition to attend a national consultative forum so that they could put forward their ideas and agenda but that they declined to attend.
“We expected them to use this dialogue to lay their ideas before the Zambian people but they failed to do that because they have no agenda for the people of Zambia. The only agenda they have is greediness of getting into power. They should know that God does not allow greedy people to get into power.
“So, this impeachment move will come to nothing. We will deal with the impeachment motion when it comes,” he said.
Gen Shikapwasha challenged the opposition to tell the nation the plans they have to develop the country.
He said President Banda’s government is on course to develop the country.
“This government has held the country together and will continue to do so,” he said.
Gen Shikapwasha said the mining industry, whose resources were allegedly plundered by some of the people in the opposition, has now been resuscitated by the MMD government.
He said the economy has stabilised despite the recession.
Gen Shikapwasha admitted that there are challenges Government is facing, but that these will be dealt with.

ministers and hundreds of mourners who paid their last respect to his late sister-in-law, Dorothy Nyirenda.
Mrs Nyirenda, who was born on February, 21, 1947 and died last week, was married to late Kabuka Nyirenda who was President Banda’s cousin.
Speaking during a church service held at Reformed Church in Zambia, Chelston congregation in Lusaka, President Banda described her as a kind woman.
President Banda said from the time he came to know Mrs Nyirenda, she had been a wonderful person who always stood ready to help needy people.
He said Mrs Nyirenda was a God fearing person who worked to see the development of the church to contribute to national development.
Mrs Nyirenda, who completed her secondary education in Eastern Province, pursued secretarial studies at Evelyn Hone College and worked in several institutions, including Nkana Copper Mines, the Government and the United Nations (UN) agencies.
Earlier, Reformed Church in Zambia resident minister, Reverend Madalitso Banda said losing a beloved person was such a painful thing, especially somebody who he said was a caring one.
Mrs Nyirenda died last week at Chilanga Hospice after complaining of spinal and general body pains and was put to rest at Mutumbi cemetery in Chamba valley.
In attendance were Chief Justice Ernest Sakala, Defence Minister, Kalombo Mwansa, Communications and Transport Minister, Geoffrey Lungwangwa.
Others were Home Affairs Minister, Lameck Mangani, Lusaka police chief, Greenwell Ng’uni, All People’s Congress Party (APC) leader, Ken Ngondo and several clergymen.

Government has reiterated its appeal to the donors that have withheld funding the Ministry of Health reconsider their decision as the development has a negative impact on the health sector.
Information and Broadcasting Services Minister Ronnie Shikapwasha says the donor community should continue to funding the health sector on humanitarian grounds as the development has mainly affected poor Zambians.
Lt General Shikapwasha, who is also Chief government spokesperson, told journalists in Lusaka today that government has since put in place stringent measures aimed at monitoring and tightening financial controls at the ministry.
He urgent Zambians entrusted with the public funds to be patriotic in the way they administer meager resources meant for development and alleviating the suffering of Zambians.
Lt General Shikapwasha was commenting on media reports suggesting that GAVI has temporarily stopped its funding to the ministry of health pending investigations in the theft of K27 billion at the ministry of health.
He appealed to Zambians to report anyone suspected to have acquired assets beyond their accumulative income to law enforcement agencies for investigations.
Recently, the Anti Corruption Commission (ACC) unmasked a financial scam at the ministry of health were K27 billion is believed to have been stolen by the officials who have since been arrested for the theft.
Law enforcement agencies have since confiscated several assets that include expensive motor vehicles and a lodge believed to belong to the suspects pending probe in the theft.

The Senior Citizens Association of Zambia (SCAZ) has strongly condemned the recent beating up of two women by a mob of Kitwe residents that accused them of practicing witchcraft.
Association Chairperson, Isabel Sibongo said the actions of the residents are regrettable as no one has the right to take another person’s life.
Ms Sibongo told ZANIS in an interview in Lusaka today that it is folly to view the aged as witches and wizards on account of their age.
She urged relevant authorities to follow up the case so that the culprits are brought to book.
Ms Sibongo ,however, commended police for their quick action to rescue the women.
And, Joyful Mwondela, a member of the association, said it was a blessing to be old and therefore the elderly should be honoured and respected as they are the custodians of culture.
She said the public, especially the youths, should be sensitized against the myth that the aged are associated with witchcraft.
Last week two women in Kitwe were beaten up by residents on suspicion that they had caused the death of their niece through witchcraft. One of them has since died from the injuries sustained from the beatings.

Post Newspaper news editor, Chansa Kabwela, has pleaded not guilty to the charge of circulating obscene pictures aimed at corrupting the morals of society, an act contrary to section 177 (1b) of the penal code..
Ms. Kabwela, who faces one count of circulating obscene materials, today appeared before Chief Resident Magistrate (CRM) Charles Kafunda for plea in the Lusaka Magistrate Court following her arrest yesterday.
She is alleged to have, between 1st June 2009 and 10th June 2009, circulated two pictures with intention to corrupt the morals of society.
“Particulars of the offence are that you, Chansa Kabwela Kangwa, between 1st June 2009 and 10th June 2009, did circulate two obscene photographs with intention to corrupt public morals,” magistrate Kafunda read the charge.
Ms. Kabwela 29, who gave her particulars as a journalist who resides at plot 10787, Mulungushi Road in Lusaka’s Roma residential area, denied the charge.
Section 177 1(b), Cap 87 of the penal code says; “Any person who-(b) imports, conveys or exports, or causes to be imported, conveyed or exported, any such matters or things, or in any manner whatsoever puts any of them in circulation is guilty of a misdemeanour and is liable to imprisonment for five years or to a fine of not less than fifteen thousand penalty units nor more than seventy five thousand penalty units”.
Plea was delayed for over 30 minutes after her defence team, which comprises lawyers George Chisanga, Sam Mujuda, Lemmy Mainza and Chileshe Kaoma, argued that there was some inconsistence between the letter of consent from the Director of Public Prosecution (DPP) and the indictment.
Mr. Chisanga said the letter of consent stated that the offences were committed on or about 10th June while the indictment indicated that the offence was committed between 1st and 10th June 2009.
He said there should be specificity on the dates in which the offence was allegedly committed, adding that the accused had the right to know the specific period.
Mr. Mainza submitted that one of the two documents was defective and therefore they did not mean the same thing.
However, the prosecution team lead by Anderson Chibulyani, maintained that both the indictment and the DPP’s letter of consent were clear.
Magistrate Kafunda stood down the matter for ten minutes, which turned out to be over 30 minutes.
In his ruling, Magistrate Kafunda said he had considered the wording ‘on or about’ used in the letter of consent and concluded that it encompassed the period between 1st and 10th June.
He explained that the differences in the wording would not have any effect on the trial, noting that the letter of consent was only giving authority to the prosecution to go ahead with the case.
He therefore ruled that plea goes ahead.
The court has since adjourned the matter and set 5th August 2009 for commencement of trial. Trial would continue on 6th and 24th August, and 8th September, 2009.
Ms. Kabwela, who looked calm and composed, was accompanied to court by Post Newspaper Managing Editor, Amos Malupenga and other workmates.
Opposition Heritage Party president, Godfrey Miyanda, Patriotic Front vice president, Guy Scott and some members of parliament, were among the scores of people that were in court to listen to the case.
A number of journalists were also present.
Ms. Kabwela was arrested yesterday, a fortnight after police recorded a warn and caution statement on allegations that she circulated pictures of a woman giving birth. She is on police bond.
The Post Newspaper has explained that the pictures, which were sent to Vice President George Kunda, Secretary to Cabinet, Joshua Kanganja, Minister of Health Kapembwa Simbao, Women for Change (WfC), Non-Governmental Organisation Coordinating Council (NGOCC) and Lusaka Archbishop, were meant to move government to take quick action on the nurses’ and other medical personnel’s’ strike.

Professor Chirwa, in an interview with ZANIS during which he produced his party membership card, said those claiming that he was not a legitimate member of the MMD were bent on spoiling his political aspirations.
He said he was a fully paid up member and urged those that had doubts about his membership to check the party records.
On the MMD convention, Prof. Chirwa said the decision by the National Executive Committee (NEC) of MMD to endorse President Rupiah Banda as the sole candidate was against the constitution of the MMD.
He said the move was undemocratic as it intimidated other party members from aspiring for the party presidency.
Prof. Chirwa called for the convening of the party convention so that all those interested in particular party positions can compete for such positions.[quote]
Prof. Chirwa said he has given time and resources to the MMD and therefore he had no intentions of leaving the party.
He said he was determined to fight from within the MMD until he is at the summit of the party.
Prof. Chirwa said under his leadership the MMD would be driven into a different direction with particular emphasis to accommodating divergent views in a bid to internally democratize the party.
Prof. Chirwa has not been shy in declaring his intentions to vie for the MMD party presidency but the MMD leadership has said he was not a genuine member of the MMD and was theefore disqualified from vying for leadership positions in the party.
Prof. Chirwa presently is a lecturer the University of Bolton in the United Kingdom.

Kano Pillars coach Ivo Sahj has said his team is not treating their visit to Zambia as a Caf African Champions League pleasure trip
Pillars face Zesco United this Saturday at Konkola Stadium in Chililabombwe in both sides opening Group A game of the Caf African Champions League.
The Nigerian club arrived in the country late Monday night and are currently in Lusaka before heading to the Copperbelt on Thursday.
“We haven’t come here for a holiday but to win,” Sahj said in Lusaka today.
“We are here to play football and looking forward to a good match.”
Sahj was however, cagey about what he knew about Pillars opponents and hosts this weekend.
“I have few information about them,” The Slovenian-born coach said.
“We know very little of the Zesco players.”
Pillars, like Zesco, will be making their debut in the lucrative group stage of the Caf African Champions League.
The Nigerian side recorded a giantkilling act over 2008 champions and record 6-time winners Al Ahly of Egypt 3-3 on aggregate on the away goals rule after drawing 1-1 and 2-2 at home and away respectively.
Zesco on the other hand knocked out Djoliba of Mali 2-1 on aggregate after beating the latter by the same score line in the return lead following a 0-0 result away in Bamako in the first leg.
The other teams in Group A are the Sudanese duo of El Merreikh and Al Hilal who face-off in their first-ever Caf African Champions League group stage Khartoum derby that is also scheduled for this Saturday.
The Lusaka City Council (LCC) will soon swing into action and demolish illegal structures in the city.
Council Public Relations Manager Chanda Makanta told ZANIS in an interview today that the move has been prompted by an increase in the number illegal buildings in the city.
Mrs. Makanta cited Lusaka’s Ibex Hill area as having an alarming rise in the number of illegal structures.
She said despite the local authority issuing several warning notices to culprits, the warnings have blatantly been ignored.
Mrs. Makanta said the council has been unable to construct drainages in the area due to the illegal structures that have taken up the space for the drainage.
She said such a scenario made waste management difficulty for the local authority to fulfill.
Mrs. Makanta said apart from problems of waste management, the absence of a drainage system would inevitably result in flooding during the rain reason.
She explained that council’s move to demolish illegal structures is not meant to injure the illegal developers but deter people from constructing structures prior to the council’s approval.
Mrs. Makanta advised would-be developers to consult Town and City planners at the council to avoid the pain of having their structures demolished after completion.
She said the developers should not blame the council if they do not heed to the local authority’s advice and end up losing money through demolition of there homes.

Opposition political parties participating in the Chitambo parliamentary by-elections in Serenje have accused the ruling party of vote buying.
And the PF in Serenje has charged that the MMD campaign team in Chitambo constituency is using government vehicles which had registration numbers removed.
Speaking in an interview with ZANIS today, FDD National Deputy Secretary, Nathan Mulenga, and National Elections chairman, Anthony Kasandwe, accused the MMD of dishing out mealie meal and salt to villagers in the constituency, especially in Muchinka ward.
Mr. Mulonga also said the MMD had allegedly hired cadres from the Copperbelt and Lusaka who were blocking the opposition from entering what he termed as territories for the ruling party.
He said people of Chitambo constituency were not interested in thug politics but campaigns based on issues, adding that it was unfortunate that this was coming from the ruling party.
Mr Mulonga added that the people of Chitambo should be given fare chance to chose a leader of their choice who they think could deliver.
“It is unfortunate that vote-buying is again showing its ugly face in this by-election. The MMD has made some places no-go-areas for the opposition, which is not good. They can bring people to help them but not thugs,” he said.
Mr Mulonga said the FDD will not be intimidated by anybody and will take any political party head on in the by-election.
Meanwhile, Mr Kasandwe refuted claims that the FDD was sponsored to field a candidate in Chitambo in order to split the votes of the opposition,
Mr Kasandwe said there was no logic in the claims because the party existed as an individual political party.
He said the FDD had been consistent because the party had been fielding candidates in the past five by-elections and it was a formidable and reliable party.[quote]
And PF district Vice Treasurer, Delvis Chisha, accused the MMD of using government vehicles in the campaigns and called on the police to investigate.
But MMD Central Province chairperson ,Boyd Mutonka, said the opposition should prove the allegations instead of just making baseless accusations.
Mr Mutonka said police should move in and arrest anybody who was blocking others from campaigning because the MMD did not engage thugs to cause any problem during the campaigns.
He denied that the party was using government transport, saying the opposition should have facts about their complaints other than talking about things that they would not prove.

The Foundation for Democratic Process (FODEP) has called on political parties to democratize internally and accommodate dissenting views within their rank and file.
FODEP president Stanley Mhango says political parties should pursue the path of internal and inter-party democracy for the country to consolidate its democratic dispensation.
Mr. Mhango, in a statement released to ZANIS in Lusaka today, pointed out that resignations, particularly of Members of Parliament, plunged the country into an expensive process of holding a by-election.
He said this should be avoided at all cost because money meant for development is diverted to fulfill a constitutional mandate of holding the by-election within the stipulated time-frame.
Mr. Mhango said this could have been avoided if the Zambian electoral system allowed a runner-up during an election to assume office in an event of a vacancy in the seat to avoid costly by-elections.
He said it is for this reason that FODEP is calling for the urgent reform of the electoral system in the country before the 2011 tripartite elections.
Mr. Mhango said the Proportional Representation Electoral System could be ideal for the Zambian scenario.
His comments come in the wake of the resignation of former defence minister from his ministerial and National Executive Committee (NEC) party positions and the decision by Patriotic Front (PF) Kasama Central Member of Parliament Dr Xavier Chishimba to relinquish his position as Member of Parliament by July 27, 2009.
Political analysts estimate the cost of a by-election to be in the region of K4 billion.

A 58 year old woman of Yeta plots in Mongu District is battling for her life in Lewanika General Hospital after she was severely stabbed with a knife by unknown people.
Western Division Police Commanding Officer Veal Muzwenga confirmed the incidence to ZANIS in Mongu yesterday and identified the woman as Grace Mutinta.
Mr. Muzwenga said Mutinta sustained deep cuts around her neck and head.
He said a team of Police Officers found Ms. Mutinta unconscious near Total Filling station along Mongu-Lusaka road around 08:00 hours on Sunday. They later rushed her to the hospital where her condition is said to be stable.
Mr. Muzwenga said Police have launched a man-hunt for the culprit.

The countdown to Zesco United’s Caf African Champions League group stage debut begins today.
Zesco’s Group A opponents this weekend Kano Pillars are due to land tomorrow morning in Lusaka who were preceded by an advance party of club officials who arrived on Monday.
Pillars left Nigeria Monday at midday en route to Zambia ahead of Saturdays match to be played at Konkola Stadium in Chililabombwe.
The Nigerian club is expected to land in Lusaka on a Kenya Airways flight at 10:00 on Tuesday.
Zesco meanwhile shifted camp to Konkola for their big clash against fellow group stage debutants Pillars.
First Lady, Thandiwe Banda, has urged health personnel against stealing hospital equipment as it meant to benefit members of the general public.
And Eastern Province Minister, Isaac Banda, says hospital equipment should be looked after properly, especially in these times that some donors have withdrawn funding to the Ministry of Health.
Mrs Banda said it was not only immoral but also criminal for an individual to steal health equipment meant for public benefit for individual selfishness.
The First Lady was speaking in Nyimba yesterday when the she handed over various pieces of equipment to Nyimba District Hospital.[quote]
And the Provincial Minister said the donations to health institutions in the province will fill the gaps created as a result of donors withholding funds to the ministry.
Meanwhile, chief Ndake of the Nsenga people in Nyimba district has commended the First Lady for providing hospital equipment to the institutions in the province.
Chief Ndake observed that Nyimba District Hospital in particular had a critical shortage of equipment.
Among the items donated included crutches and wheel chairs.
The First Lady is in Eastern Province to donate assorted pieces of equipment to selected health institutions which include Nyimba, Chipata, Lundazi and Petauke.

The Global Economic Crisis that has affected many countries including Zambia will be among the issues that would be discussed at the 15th Non Aligned Movement (NAM) which opened on July 11 in Sharm el- Sheikh, Egypt.
Heads of States and governments from the 118 members countries , dignitaries such as United Nations Secretary General Ban Ki- Moon are expected to also discuss measures on how countries will cope with the negative effects of the economic crisis and global challenges such as climate change and food security.
Vice President Goerge Kunda is expected to represent President Rupiah Banda at the summit whose theme is International Solidarity for Peace and Development and the Global Economic and Financial Crisis.
Foreign Affairs Minister Kabinga Pande disclosed here that Vice President is expected to Arrive in Sharm El- Sheikh, Egypt by mid day tomorrow.
Mr. Pande said the Vice President is expected to be accompanied by his Wife Mrs. Kunda who will participate in the NAM’s First Ladies Meeting to be held on the sidelines of the summit.
He will be received by Government representative from Egypt , Foreign Affairs Minister , Zambia’a Ambassador to Egypt Lt. Gen. Herbert Simotowe Foreign Affairs Permanent Secretary Tiens Kapoma and other senior government officials.
The Summit which runs from July 11 to 16 will also map out an action plan on political, economic and social cooperation, and consider recommendations issued at the Non-Aligned Movement Foreign Ministers’ meeting in Havana, Cuba, in April this year
