RB expected in Mongu

President Rupiah Banda is expected to tomorrow expected in Mongu, Western Province, to grace this year’s Kuomboka traditional ceremony of the Lozi people.

President Banda’s plane is expected to touch down at Mongu airport at 08:00hours.

He will be met by the Ngambela at Lealuyi around 09:00hours before making a courtesy call on the Litunga.

At 16:30hours President Banda is expected to receive his royal highness the Litunga at Nayuma harbor before his departure for the Presidential guest house.

At 18:00hours the president will have a private dinner. On Sunday the President is scheduled to inspect components of 40 bridges for the Mongu-Kalabo road.

Later in the day, the president will take off on the Presidential chopper for an aerial view of the flooded areas from Libonda to Mongu at 12:00hours.

The President will have launch at Limulunga with courtesy of the Litunga before his departure for Lusaka at 14:00hours.

According to a programme released to ZANIS in Mongu, the President is expected to arrive at Lusaka International Airport at 15:10 hours.

Zambia to co-ordinate Zimbabwe’s ZITF

Government, through the Ministry of Commerce, Trade and Industry, would be coordinating at this year’s Zimbabwe International Trade Fair (ZITF) scheduled to take place in Bulawayo from April 29 to May 6.

Commerce, Trade and Industry Minister, Felix Mutati, confirmed the development at the Zimbabwe premier show when that country’s Minister for Regional Integration and International Cooperation, Priscilla Mushairabwi-Mushonga, officially made the invitation at his office.

Mr Mutati said the exhibition was a multi-sectoral and multi-national trade focusing on agricultural inputs, produce, arts, crafts, building materials, textiles, consumer goods, jewelery, processed foods, beverages, leather products and many others.

He noted that the exhibition would also provide a unique platform for Zambian companies to showcase their exported products.

He added that it was also an opportunity for Zambian companies to identify cheaper sources of raw materials, intermediate inputs and capital for their goods.

The minister mentioned that his ministry has since established a task force to spearhead Zambia’s participation at the event.

Mr Mutati added that task force comprises of representatives from government, Zambia Development Agency (ZDA), Zambia Association of Consumers (ZAM) Zambia Association Chamber of Commerce and Industry (ZACCI), Zambia Federation of Women in Business (ZFWB) and Zambia Women in Mining (ZWM).

The minister said there was need to envisage a trade and investment seminar where government would showcase the investment and trade opportunities in Zambia.

He also disclosed that a march making platform in form of business-to-business or one-on-one meetings would be arranged for Zambian companies with their Zimbabwean counterparts.

Mpezeni’s wife buried

GOVERNMENT has described the late Paramount chief Mpezeni’s wife, Rosinyanga, as a lady who was actively involved in community service.

Eastern Province Minister, Isaac Banda, said her Royal Highness Inkosikazi, would be remembered for her contributions towards the building of the Ngoni traditional values.

Mr Banda said the community service which the late paramount chief Mpezeni’s wife was involved in was aimed at improving the welfare of the people in society regardless of tribe, race or religion.

He was speaking at the burial of paramount chief Mpezeni’s wife, her Royal Highness Rosinyanga Jere, held at Feni village in chief Mpezeni’s area in Chipata today.

‘’ Our late mother will be remembered for her contributions towards the building of the Ngoni traditional values and her community service as a Dorcas Mother in the Seventh Day Adventist ( SDA ) church which was aimed at improving the welfare of people,’’ Mr. Banda said.

The minister also described the late Inkosikazi as a loving and welcoming mother, not only to people in Chief Mpezeni’s area but all over the province.

Mr Banda noted that her contributions to society would be greatly missed by the people of Eastern Province because of her selfless dedication to community service.

‘’ As a companion to the paramount chief, her Royal Highness played an important role in upholding cultural and traditional values of the Ngoni people in all sectors of their lives,’’ he said.

Mr Banda said government was saddened with the untimely death of paramount chief Mpezeni’s wife, adding that, he found it very difficult to make a lengthy speech on a sorrowful occasion like the burial of the Inkosikazi.

And family representative of the deceased, Madanda Mazyopa, said the late paramount chief Mpezeni’s wife was a humble and caring lady who was brought up in a well behaved family.

Mr Mazyopa, who is elder brother of the deceased, urged paramount chief Mpezeni to be strong during this trying moment.

Meanwhile, SDA president for East Zambia Field, Pastor Robert Phiri, said his church did not have words that would describe what the late paramount chief Mpezeni’s wife did in the denomination.

Pastor Phiri noted that her Royal Highness was such a loving mother who hated no one in the church.

The late Inkosikazi was born on April 4, 1966 and went to school at Mnukwa Primary school in Chipata until the year 1982 when she got married to paramount chief Mpezeni, the same year he ascended to the throne.

He died on Tuesday, April 7, 2009 at the age of 43. She is survived by the husband, paramount chief Mpezeni and a daughter, Justina.

Thousands of people who included paramount chiefs Mbelwa of the Ngoni in Malawi and Kalonga Gawa Undi of the Chewa in Zambia, Malawi and Mozambique, including other chiefs from Eastern province, attended the burial of the late Inkosikazi.

Government representatives included Eastern Province Minister, Isaac Banda, Lusaka Province Minister, Lameck Mangani, Sports Deputy Minister, Angela Cifire, Tourism and Environment Deputy Minister, Vera Tembo and several other heads of government.

Government allocates K3 trillion for infrastrutural development

Government has set aside K3 trillion in this year’s budget for infrastructural developments projects.

Commerce, Trade and Industry Minister, Felix Mutati, said infrastructural development had the capacity to promote competitiveness in economic activities, adding that the construction sector had for a long time been the highest contributors to the country’s Gross Domestic Products (GDP).

Mr Mutati was speaking in Lusaka last evening during a public discussion on Public Private Partnerships in the face of the global economic credit crunch held by the National Council for Construction (NCC).

Mr Mutati said in the light of the global recession, there was need for business modules such as the Public Private Partnership (PPPs) to be strengthened by putting in place measures that would enable the private sector to thrive.

He added that government would see to it that the PPPs’ policy is passed and that the process of acquiring business licences is revised.

Mr Mutati observed that the current system of acquiring business licenses was too long due to high levels of bureaucracy at institutions responsible for the issuance of licenses, saying there was also need for the licenses to be compressed by getting rid of unnecessary levies.

He said government would therefore see to it that institutions dealing with the registration of prospect businesses are automated to improve on efficiency and reduce on costs of registering businesses.

The minister said government had realized the need to create a favourable environment for the private sector to boom, thereby creating more jobs which the country was in desperate need of.

He said government alone would not manage to attain economic growth but that it would create an environment that would promote partnership with the private sector in developmental projects.

Earlier, NCC Board chairman, Dr Francis Ndilila, said there was need for the construction sector to take advantage and implement more construction projects to create more jobs.

Dr Ndilila said the construction sector should reverse the 1970’s scenario which saw the sector create jobs four more times than now.

Two pupils die, 41 injured in Mporokoso accident

Two pupils from Mporokoso High School in Northern Province have died while 41 others sustained serious injuries when the truck they were travelling in overturned along the Mporokoso-Kaputa road.

Northern Province Police Chief Charles Lungu confirmed the accident, which happened yesterday around 12:30hrs, to ZANIS in Kasama today.

Mr Lungu said one of the pupils died on the spot while the other died in the early hours of today at Mporokoso District Hospital where he was receiving treatment.
He described the condition of the 41 pupils who are still admitted to the hospital as stable.

Mr Lungu revealed that the deceased pupils who are both male were in grade 11 and 12 respectively.
He added that police have since arrested the named 22-year old driver and charged him with two counts of causing death by dangerous driving.

He explained that due to the absence of buses to service the Mporokoso-Kaputa route, the pupils had boarded the Hino truck, registration number ABK 6393, to take them back to Kaputa following the closure of schools.

The Police Chief, who attributed the accident to over speeding, said the driver was trying to overtake another vehicle at a slope when he lost control of the lorry before overturning.

The bodies of the two pupils are still lying in Mporokoso district mortuary awaiting postmortem.

Construction of school stalls due to community inaction

Construction of a new basic school at Chilukusha in Luangwa district has stalled due to poor response from members of the local community who are supposed to contribute 25 per cent in form of labour.

This came to light when the provincial monitoring and evaluation team led by Lusaka Province Deputy Permanent Secretary, Conrad Tembo, visited the project site.

Luangwa District Education Board Secretary Liberatus Longwa said the K300 million that was set aside for the project in last year’s budget went back to the national treasury. This was after the local community failed to mould blocks for the construction of the school to start.

Mr Longwa said as a result, there are no funds provided for the project in this year’s budget.
He said his office will intensify the sensitization of the community so that they appreciate the importance of their contribution to the construction of the school.

Mr Longwa said it was important that the school is built as planned in order to reduce the long distances children are covering to reach the nearest schools in the area at the moment.

And Lusaka province Deputy Permanent Secretary Conrad Tembo expressed sadness at the development.
He, however, advised the district leadership to consider funding the project using the Constituency Development Fund (CDF.)

He said the provincial administration will also consult with the provincial education office and other stakeholders in finding a way of proceeding with the project.

Catholic Priest fined for marriage interference

A CATHOLIC priest in Ndola was yesterday fined K10 million by a local court for having an affair with a married woman whom he was offering marriage counselling.

Pamodzi Parish priest Father Davies Nsama of 42 Fitente Road in Northrise appeared before Chifubu local court magistrates Amos Banda, Aaron Sugar Banda and Rosemary Muke for bringing disputes in a marriage.

Charles Moto, 32, of 3597 Kansenshi Extension, an employee of PG Bisonite sued Father Nsama for causing disputes in his marriage of five years to 27-year-old Virginia Mpanza Moto, an employee of Mission Press at the Franciscan centre in Ndola.

Father Nsama admitted to the offence and applied that the matter be heard in chambers but the court refused.

Father Nsama told the court that he knew Virginia in 2002 and went for rides in his car with her to discuss church matters.

He admitted that one day he and Virginia drove to Luanshya where he kissed her.
But Father Nsama denied ever sleeping with Virginia and said he deeply regretted the affair.

Virginia said she too regretted the affair but pointed out that affairs were not always sexual. She said she had suffered a lot from the ordeal.

Justice Banda said from the priest’s own confession, the court found him guilty and fined him K10 million, noting that it was unfortunate that a Catholic priest could get into an affair with a married woman.

In his testimony, Mr Moto said in a fully-packed court that he got married to Virginia
in July, 2004 and the two have two children.

He said at the end of 2007, he was transferred to Ndola but was transferred back to Lusaka in November last year. It was agreed that he would be travelling to Ndola every Friday and go back to Lusaka on Mondays.

Mr Moto said he decided late last year to have a wedding at Pamodzi Catholic Parish that was set for May 9 this year. It was at this point that the couple went to Father Nsama for counselling.

Mr Moto said he, however, received an anonymous call from a private number on Tuesday March, 31 after 20:30 hours and the caller wanted to find out where his wife was.

He said he called his wife but she told him that she was at the bus stop and later switched off her phone.

He called his wife the next day, but she gave conflicting versions of where she was prompting him to get a court order from the Lusaka local court to get the activity phone record from MTN.

The phone record of the previous one month showed that his wife and Father Nsama exchanged a lot of calls and text messages between 19:00 hours and 23:30 hours.

Mr Moto said he travelled from Lusaka and asked Father Nsama to meet him somewhere so they could have a ‘gentleman’s’ talk.

During the meeting, Father Nsama said he and Mrs Moto were merely going for car rides and that on that evening they went as far as Luanshya.

He said he grabbed Nsama’ phone where he found a text message from his wife telling the priest to say that the two merely went for car rides.

Mr Moto said that day he had never slept, got traumatised and even contemplated suicide.

He then arranged a meeting with Ndola Diocese Bishop, Noel Oregan, who he said was cooperative and asked him to forgive his wife and sue Father Nsama.

Mr Moto said Bishop Oregan even offered Father Nsama a house in Lusaka so that he could relocate, an offer he turned down and the bishop further asked the priest to go for an HIV test.

Mr Moto simultaneously sued his wife for divorce which the court granted without compensation and urged the two parties to take good care of the children.

Good maize yield expected – Chituwo

maize_crop-2Agriculture and Cooperatives Minister Brian Chituwo says preliminary data collected by the Central Statistics Office (CSO) has indicated that the country would have good maize yields this year despite some areas having been hard hit by the floods.

Dr Chituwo told ZANIS in an interview yesterday that the ministry had put in place interventions that will enable the country be food secure in the 2009-2010 season.

Dr Chituwo said government had in this year’s budget set aside K54 billion for water resource development which would promote irrigation of crops among other things.

He said out of the K54 billion, K49 billion was meant for investment to 13 small-scale holder irrigation schemes across the country while K300 million would be rural investment fund.

Dr Chituwo said the ministry would also maximize the tradition of early planting of maize by making available the early maturity maize seed to the farmers, adding that early harvest would contribute to the country’s food security.

He added the ministry would also see to it that extension officers are stationed in districts that had vacancies so that they may teach the farming communities methods that would promote crop production.

Dr Chituwo further said the ministry would also this year ensure that farming inputs are distributed on time as well as improve efficiency in the Fertilizer Support Programme (FSP).

The ministry would also promote diversification from maize to crops such as rice and cassava so as to supplement the country’s food reserves.

Dr Chituwo said a programme in Mansa had already been initiated aimed at promoting the growing of cassava which he said did not require fertilizer to grow while rice-growing would be encouraged in Mongu, Chama and Lukulu.

Zambia Under-17 on Thursday beat hosts UAE 2-0 in the two sides opening game at the Abu Dhabi four-nations junior invitational soccer tournament in Al-Ain City.

Aggrey Chiyangi’s side sealed their win in the opening 35th minutes of the game after taking the lead in the 18th minutes courtesy of an own-goal scored by Rashid Ghaliib.

Striker Alex Ngonga seal Zambia’s victory  five minutes after the half hour mark of the first half.

Chiyangi’s side face 2009 AFC Under-17 Cup runners-up South Korea on Saturday while the UAE will face 2009 FIFA Under-17 World Cup hosts Nigeria in the other game on the same date.

South Korea meanwhile also won their opening match of the tournament after defeating Nigeria 2-0.

Zambia face Nigeria in both sides final game on April 13.

UN Security Council should be more effective – Kapambwe

Zambia’s Ambassador and Permanent Representative to the United Nations (UN), Lazarous Kapambwe, says there is need to make the UN Security Council more effective and more transparent.

Mr Kapambwe said when world leaders called for the reform of the Security Council, it was not meant to create a body that would only address one or two of the inadequacies that they identified.
He said this in a statement released to ZANIS in Lusaka today by First Secretary for press to the UN Moses Walubita.

Mr. Kapambwe added that a more representative Security Council which is also more efficient was good but not enough as long as that body is not at the same time more transparent, more efficient, more legitimate and better able to implement its decisions.

He said a modest increase not beyond a total membership of 19 would not compromise the Security Council’s efficiency.

Mr. Kapambwe said the presence of African and other smaller states in the permanent category would add and bring a vital perspective that can also add to the capacities of the Council. He said making the Security Council more effective is one of the issues that world leaders need to address.

He said the presence of African and other smaller countries in the permanent category of the Council may not bring much power as they do not have the military might of the big countries.

Boy, Six, burnt to death

A six year old boy of Serenje has been burnt to death in an inferno that swept through the house he was sleeping in.

Police in Serenje confirmed the incident to ZANIS and said the remains of the boy have since been taken to Ika hill cemetery for burial after certification at Serenje District Hospital.

The police sources said the mother of the boy, Lillian Changwe 20, is being held to help with investigations on the causes of the inferno.
It is alleged that Changwe left the boy alone in the house and went on a drinking spree.

In an interview with ZANIS, Changwe denied allegations that she left a burning candle in the house. She said Leonard was the only child she had.
Changwe expressed surprise at how the house caught fire as she did not leave any fire there.

A neighbour, Gloria Lungu, said she was awoken by some noise from people who noticed the house burning around 01:00 hours yesterday.

Ms. Lungu told ZANIS that when she came out of her house, she found people trying to put the fire out but unfortunately the roof collapsed.
She explained that some people heard the boy, Leonard, calling for help when the house just started burning.

ACC discontinues the case against FRA Executive Director without giving reasons

The Anti Corruption Commission-ACC- has discontinued criminal proceedings against Food Reserve Agency(FRA) Executive Director, Anthony Mwanaumo.

ACC Acting Director General, Rosewin Wandi, told Journalists in Lusaka that the proceedings where halted last month following instructions by the Director of Public Prosecution-DPP.

However, Ms. Wandi could not say why the DPP decided to discontinue the case.

The FRA director was in February this year arrested by the ACC for abuse of authority of office.

ACC discontinues the case against FRA Executive Director without giving reasons

The Anti-Corruption Commission (ACC) also said that it has handled a total of 428 corruption and non-corruption cases in the first quarter of 2009.

Ms Rosewin Wandi announced that out of the cases 155 were corruption complaints, while the other 273 cases were non-corruption related cases.

She added that corruption complaints were investigated while 74 cases were not.

Mrs. Wandi said the ACC also recorded seven arrests during the first quarter saying a total of 56 cases were undergoing prosecution cases at various stages before the courts of Law.

She said seven convictions were secured which included high profile cases involving former Zambia Air Force(ZAF) Commander Brigadier General Emmanuel Singogo and former Lands Minister Reverend Gladys Nyirongo.

Meanwhile Mrs. Wandi said the commission had continued to face challenges such as staff retention which still remained a challenge due to unattractive conditions of service.

She further said also need for the Commission and the governance secretariat to quickly conduct the corruption diagnostic survey.

Mrs. Wandi said this would provide new data and information on issues of corruption and governance as this would enable the commission to come up with timely and focused corruption interventions.

And Mrs. Wandi has said the ACC Act would be reviewed to improve operations of the Commission.

She said protection of whistle blower would be guaranteed in the revised Act.

Veep warns opposition against derailing investor confidence

Vice President, George Kunda, has denounced some opposition party leaders who are trying to frustrate government’s development agenda.

Mr. Kunda said some opposition parties were giving a negative impression about the country’s investment climate, hence derailing foreign investor confidence.

He, however, reminded opposition leaders against making derogatory statements about the investment climate because foreign investors were fully aware that Zambia was a safe investment destination.

The Vice President, who is on tour of North-Western Province, said this when he addressed a public meeting in Mwinilunga today.

He disclosed that despite negative statements from some opposition leaders, some Chinese investors have offered to commit US$2 billion in the mining sector in Mwinilunga district.

Mr. Kunda challenged the opposition offer constructive criticism as a way of contributing to national economic development efforts.

He said the move by the opposition to decline the invitations to attend the recently held national indaba is a clear indication that the opposition have nothing to offer to efforts of developing the nation.

He said government will remain focused at implementing development programmes for the economic benefits of the people.

And Mr. Kunda has disclosed government intentions to construct a boarding high school in Mwinilunga district, in line with the policy of enhancing the provision of quality education in the country.

He said Kanyama boarding high school would be constructed at a cost of K44.2 billion.

He also re-iterated government’s commitment to ensure that oil explorations commence in some parts of North-Western and Western Provinces.

He said President, Rupiah Banda, will in the next few days expected to appoint a petroleum committee that would be allocating blocks, where exploration works would take place.

Mr. Kunda added that Mwinilunga would soon receive 100 metric tones of relief food because it was also not spared by the floods, especially in Chief Ntanbu’s area.

Zambia’s current food security in country is pathetic, ZACA Director

shortage-of-mealie-mealZambia Consumer Association (ZACA) Executive Director Muyunda Illilonga says the current food situation in the country is pathetic.

Mr Illonga explains that this is because the availability of Mealie meal in the country especially on the Copperbelt and other urban areas is erratic.

He said the soaring Mealie meal prices is a matter of concern which requires urgent attention as it was threatening national security.

He explained that since most Zambian people are not yet accustomed to eating other alternative food items like cassava and rice hence the need for government to regard the commodity as an important for national food security.

Mr. Illilonga however said the current food situation may change with the off loading of more maize meal on the market by Government.

The ZACA Chief told ZANIS in an interview that it was gratifying to note that the Food Reserve Agency (FRA) had signed a memorandum with the Zambia National Farmers Union (ZNFU) to purchase maize directly from the farmers.

He said this was a positive step by Government towards enhancing food security as it will cushion the Mealie meal deficit the country is presently experiencing.

And Mr. Illilonga has said that the current flood situation in the country will undoubtedly have an effect on the country’s yields this season.

He however said the situation would not go to an extent of the country having a food deficit. He said the surplus yields from other parts of the country will supplement the deficits in flood inflicted areas.

Mr. Illilonga has since urged Government to ensure that FRA enters the market at the right time to buy more maize from farmers before the commercial farmers.

He said this way Government will be able to outwit the commercial farmers who are in the habit of holding Government at ransom and therefore enhance food security in the country.

He has also called on Government to support peasant farmers by providing them with modern farming equipment such as tractors in order to increase their production levels, and hence contribute effectively to the countrys’ agricultural yields.

Mr. Illilonga said there is need for Government to encourage mechanization in farming as opposed to farming using hoes in planting their foods.
