Decentralization of Public Service Pension Fund to reduce congestion in LSK.

Eastern Province Permanent Secretary Eularia Siyamujaye says the decentralization of Public Service Pensions Fund (PSPF) will reduce congestion of people awaiting pension’s benefits at Pension House in Lusaka.

Mrs. Siyamujaye said the decentralization of the program would reduce the distances that pensioners had to travel to access their benefits.

She was speaking at the launch of the PSPF decentralization in Chipata this morning.

Mrs. Siyamujaye commended PSPF for demonstrating commitment in maintaining standards of service delivery and accessibility to pension services in rural districts.

She also noted that queries on how to obtain house loans would be addressed at the new district office in Chipata.

“Civil servants who are members of the fund will be able to enquire and access the facility,” she said.

She further said the formation of a partnership among the Zambia National Union of Teachers (ZNUT), the Civil Service and Allied Workers Union of Zambia (CSAWUZ), and the Zambia National Pensioners Association and the PSPF would assist the delivery of pension’s services to districts.

Meanwhile, a representative from the Public Service Pensions Fund, Muchimba Kamu said the decentralization pilot project will determine the success of the decentralization project to be conducted in the rest of the provinces.

Mr. Kamu said it was imperative for officers entrusted to run the PSPF offices in the district to be efficient in their work to win people’s confidence.

PF Roan Member of Parliament Chishimba Kambwili has claimed that government will not announce the name of a new investor for Luanshya mine until after August.

Mr. Kambwili also accused Mines minister Maxwell Mwale of corruption for bribing the two mine workers’ unions in Luanshya during a press conference held at his residence.

He said Mr.Mwale has been bribing the Mines Union of Zambia (MUZ) and National union of miners and allied workers(NUMAW) Roan branch officials to side with the government on an investor he named for Luanshya Copper Mine (LCM).

Mr. Kambwili challenged the minister to come out in the open and challenge him on whether he did not receive an undisclosed sums of money from LCM chief executive officer Derek Webstock which he used to bribe the union officials.

He said a named MUZ branch official told him that the minister gave them K1 million each to help government calm the miners.

He called on the MUZ Roan branch officials to apologise to their fellow miners and to him, for neglecting the Luanshya community.

He further warned the Police command that they will be fired once PF takes over Government in 2011 for their partiality.

Road rehabs start in Kalomo

Government, through the Southern Province administration, has released 5000 litres of fuel worth K28 million to start the rural roads rehabilitation programme in Kalomo district.

Speaking at the launch of the rural roads unit rehabilitation in Kalomo yesterday, District Commissioner Oliver Pelete said 28 feeder roads which are in deplorable shapes have been targeted.

Mr Pelete has, however, cautioned the district monitoring committee to closely inspect all works to be done on the roads to avert the precedents of shoddy works that have characterised the road rehabilitation programmes.

He said the available grader, tipper truck and a front-end loader in the district should be put to maximum use so that the targeted feeder roads remain in good condition for some time.

The exercise is expected to start with the Kalomo/Muchila road which links the high maize productive area of chief Chikanta to the main town at a distance of 127 km.

Most motorists from rural areas talked to by ZANIS appreciated government’s move over the rehabilitation exercise but called on authorities to constantly consider re-grading the same roads so that they do not get too damaged, to the extent they are now.

Zambia appeals for increased financial resources from IMF

Finance and National Planning Minister Situmbeko Musokotwane has said the impact of the global economic meltdown has led to a drastic drop in Zambia’s export earning, household incomes and increased unemployment, especially in the mining sector.

Dr. Musokotwane said this yesterday when he addressed the Commonwealth Ministerial Debt Sustainability Forum in Washington DC where he is attending the 2009 Spring Meetings of the IMF/World Bank.

He said Zambia witnessed a reversal of financial flows and a slow down in Financial Direct Investment, leading to a sharp depreciation of the Kwacha.

The meeting agreed that the Commonwealth Finance Ministers should take a broad range of actions involving fiscal and monetary policy measures that would ensure that no unsustainable debts are accumulated.

In a meeting with the IMF, Dr. Musokotwane appealed for increased allocation of financial resources to support critical social expenditure and long term investment necessary for economic diversification.

He assured the World Bank that Zambia is determined to improve the implementation of its programmes and monitor them by a high level committee.

World Bank Vice President for the African region, Ms. Ezekwesili who recently attended the Indaba held in Lusaka recently, in her response called for the involvement of the Civil Society in project implementation in Zambia.

Police officer detained for drinking on duty

A named police officer from Magoye police post, who was found drunk on duty, has been detained at Mazabuka Police station. This follows orders by Magoye Member of Parliament, Bennie Mweemba, to have the officer punished.

Both police and Mr Mweemba confirmed the detention of the officer to ZANIS in Mazabuka today.

Mr Mweemba said he ordered the detention of the officer because he found him drunk and unable to perform his duties while complainants waited for a long time without being attended to.

He said he will not tolerate indiscipline among police officers especially those that drink beer on duty.
Mr Mweemba said the officer will only be released from custody tomorrow.

“This chap ran away from me as I attempted to bundle him in my car. So what I did was to phone the Officer in charge who complained of fuel but I had to provide them with fuel in order for them to pick him. He will only be discharged tomorrow,’’ said Mweemba.

He also urged the Inspector General of Police to ensure that police officers reporting for work while drunk are fired because they are denting the good image of the police service.

Mazabuka District Commissioner, Tyson Hamaamba, also confirmed the development and said he would only issue a detailed report after receiving a police report.

Mazabula police station is another station where some police officers report for work drunk.

Zanaco Hoping to Stay Top at Dola Hill

Forest Rangers host Zanaco in a top-of-the-table Faz  Premier Division Week 7 clash at Dola Hill in Ndola on Saturday.

Defending champions Zesco United,  also on 10 points, will not be in action this weekend after their late arrival on Thursday from Mali where they played Djoliba in the Caf African Champions League.

All three are on 10 points although Zanaco lead on goal difference after five league games played with Forest and Zesco in 2nd and 3rd place respectively.

Zanaco who are unbeaten from their last four games are hoping to maintain their good league run when they visit  promoted Forest who are yet to lose at home this season.

However, a draw at Dola Hill could see 4th placed Green Buffaloes on 9 points go to the top of the table should they beat troubled promoted side Nakambala Leopards at Woodlands Stadium the same afternoon.

Buffaloes have found their rhythm lately with two consecutive league victories since head coach George Lwandamina returned to the helm following his brief absence while on international duty with Zambia in their 2010 World/Africa Cup Group C qualifiers.

Meanwhile, Linos Mwakaza is set for an emotional reunion when his Zamtel side hosts his former club Power Dynamos where he made his name as a player and later was an assistant trainer.

SOCCER National Team Sponsor honours their pledges

President Rupiah Banda has handed over two Toyota Hilux double cab vehicles and a 30 seater Toyota Coaster minibus worth US$ 155,000 to the Football Association of Zambia (FAZ).

The two vehicles, which are worth US$50,000, will be used by Zambia National Soccer Team coach, Herve Renard and his assistant coach, Patrice Beaumile, while the minibus will be used by the soccer team.

Making the handover at State House today, President Banda paid tribute to Toyota Zambia for donating a bus worth US$105,000 and First Quantum Minerals (FQM) for the two vehicles and the both worth US$ 50,000.

The two Toyota Hilux vehicles were bought from the US$475,000, which the President raised from FQM recently.

Mr. Banda noted that the donation of the vehicles and the resolve by FQM to pay salaries for Renard and Beaumile from March this year to July next year, would boost the moral of the football team and the coaching staff.

He said the gesture was a typical kind of Public Private Partnership (PPP) initiative in the area of sport.

“What is taking place today is as a result of the PPP initiative in the area of sport,” he said.

The President pointed out that the Zambian people had a passion for soccer , hence his request to the private sector to help government support the national soccer towards qualifying to the 2010 FIFA world cup in South Africa.

“I feel honored and privileged that many companies have responded positively to my appeal to compliment government effort in order to ensure that our national football team qualifies to the world cup,” he said.

Mr. Banda also thanked other companies that have pledged and donated towards the support to the football team.

The companies that have donated include Konkola Copper Mines (KCM) which pledged US$120,000, Zambia Breweries US$140,000, Auto World and Finance Bank which donated K20 million each, Southern Sun Ridgeway Hotel, Intercontinental Hotel, Multichoice, Natsave, BP-Zambia, Standard Chartered Bank and other companies.

President Banda has since appealed to other companies to come on help the national soccer team.

And FQM Resident director, Lamaswala Kwalela said although times were hard for the mining industry in Zambia, his company felt duty bound to contribute towards the welfare of the soccer team.

Mr. Kwalela has since urged other companies to join in sponsoring the national soccer team and FAZ.

Meanwhile, Toyota Zambia Managing Director, Andrew Marshall pledged his company’s commitment to support the national team regardless of its performance.

FAZ vice president, Emmanuel Munaile, said the donation marked the turning point of the association that would motivate the national team players and staff to do their best.

Mr. Munaile said “The road ahead is difficult but it is not impossible”.

He sincerely thanked the President for fund raising for the national team and said, “We will not disappoint you”.

Coach Renard also thanked the President and promised best results from the team.

And Sports Minister, Kenneth Chipungu said the national team and the coaching staff will now have no excuse for poor performance in their soccer outings.

Four Congolese arrested in Mufulira

Four Congolese nationals have been apprehended for indiscriminate cutting down of trees in a local forest in Mufulira.

The four were captured on Wednesday morning in a joint operation between officers from the forestry department and Zambia Police. They were found cutting down trees in Lumina local forest without a licence to allow them to enter a restricted area.

District Forestry Officer Frank Tembo confirmed to Zanis that the Congolese nationals were captured about 500 meters inside the forest on the Zambian side.
He said the four men were from chief Kipushi of Lumina village in the democratic Republic of Congo.
The four are Kacvwita Kaunda, John Chinyama, Kaindu Chola and John Mulyamu.

Mr. Tembo said the four were held at Central police where they were charged with contravening the forestry ACT Cap. 199 section 16a and b of the laws of Zambia.

The joint operation was conducted as a measure to conrol the rampant illegal cutting down of trees along the border area.

Mr. Tembo said the encroachment of foreigners in the local and natonal forests in the district had become rife hence the need to patrol forest lines along the border areas.

He also appealed for the provincial permanent joint commission to ensure that boundary issues in the district were clearly defined to avoid further encroachment of forests.

Police receive a petition to investigate treason allegations against Father Frank Bwalya

THE Zambia Police says it has received a petition to investigate treason allegations levelled against former Radio Icengelo station manager, Father Frank Bwalya.

Inspector-General of Police, Francis Kabonde said in an interview yesterday that he had received the petition from a Ndola farmer, William Wilima, and that police have instituted investigations.

Mr Kabonde said the police would thoroughly investigate the matter involving Fr Bwalya.

On Tuesday, Mr Wilima petitioned Mr Kabonde to investigate and prosecute Fr Bwalya for alleged treason.

Fr Bwalya has in the past weeks been using Radio Icengelo to promote his movement called ‘Change or Die Zambia.’

The clergy has since been removed as station manager for the radio station and transferred to Ipusukilo Catholic Church as parish priest.

However, Fr Bwalya has since asked for sabbatical for one year which the parish has granted him.
And Mr Kabonde has advised members of the public to observe the law of the land even if Zambia is a democratic nation.

He said each country had rules which governed it and that it was important for citizens to obey them.
“There are proper procedures or channels to be followed for any individual who has been injured,” he said.

Mr Kabonde said no one was above the law and that the police would ensure that law and order was maintained across the country.

“It is the duty of the Zambia Police to see to it that citizens are protected and that the law is observed,” he said.

CHIEF Government spokesperson Ronnie Shikapwasha has described as malicious calls by some people for the resignation of Vice-President George Kunda.

Lieutenant-General Shikapwasha said in an interview yesterday that the tribunal that was set up to probe former Communications and Transport minister, Dora Siliya, had concluded its work and there was no such recommendation for Mr Kunda to step down.

Gen Shikapwasha said now that the tribunal had made the verdict and that Ms Siliya had resigned, people should not divert Government attention and must allow it to work for the betterment of the country.

“The tribunal has finished its work and there is no such recommendation for the vice-president to resign. This is just a malicious attempt by people who want to take advantage of the situation,” he said.

Gen Shikapwasha, who is Minister of Information, said the Government would not be swayed by people who wanted to make its work difficult.

There have been calls by some individuals and organisations for Mr Kunda to resign for defending Ms Siliya.

Ms Siliya was found by the Dennis Chirwa Tribunal to have awarded RP Capital Partners a contract to value Zamtel assets disregarding legal advice from the attorney general.

MMD youths in Bwana Mkubwa constituency in Ndola have hailed Ms Siliya for resigning her ministerial position.

Constituency chairman, Enoch Chungu said in a statement, also signed by two others, that youths in Bwana Mkubwa were happy that she had exhibited maturity in the manner she reacted to the findings of the tribunal.

Others who signed the statement are constituency youth secretary and vice-chairman, James Mwamba and Richard Kaputula, respectively.

ZABF Soft Punches in Battle for Hastings

African amateur welterweight champion Hastings Bwalya’s wish to turn professional has now received some strong support from within the fold.

An All-Africa Games Gold medal in 2007 including his crowning as African amateur champion that same year has left Bwalya with a great desire to turn pro despite a disappointing first round exit at the Beijing Olympics.

Bwalya has said he will not be defending his African title this June in Lome, Togo that he won 2007 at the last African Championships held in Antananarivo, Madagascar.

As in all other sports, the mare economics of pro sport have always lured the best and brightest from the amateur ranks at an early age. 

And Southern Province Amateur Boxing Associations (Spaba) general secretary Blackie Mantele has come out in support of  Bwalya, 23, who has dream of turning pro with a contract that will see him move to America in the offing.

“Spaba welcome the move taken by Africa welterweight defending champion Hastings Bwalya to quit amateur ranks due to poor management and also taking into account  that in amateur boxing has no benefits,” Mantele said.

“Let the boy move and they should allow him to turn to the professional ranks so that his family benefit and also that will determine his future.

“Boxers are suffering a lot in this country despite most of them bringing a lot of medals but nothing there are achieving.”

Two months ago, one of Spaba’s best prospects flyweight Cassius Chiyanika of Maamba also decided to turn pro.

Chiyanika was also ejected from the Olympics in the first round after a battling display against Olympic and World Amateur Championship bronze medalist Vincenzo Picardi of Italy who beat him 10-3.

“When you take part in the Olympic Games that is all because those are last tournaments in amateur ranks and one should start thinking of taking up professional boxing because that is where you can market your self,” he said.

“Also one should look at his (Bwalya) age and not to turn pro when you are the age of 30 years.”

Mantele said the trend will continue and he didn’t have to go far for an answer after the ZABF struggled to camp the team ahead of last weeks Zone 6 games and questioned the boxing governing body’s capacity to look into amateur boxers livelihood.

“Zambia Amateur Boxing Federation (ZABF) has lost a lot of dependable boxers who had made impact to the national team, this year another dependable boxer Cassius Chiyanika turned professional citing poor management,” he said.

“Just recently boxers traveled to Lesotho without camping , ZABF told the Associations to camp their respective boxers picked in their provinces waiting for government to release the money was released one week before the just ended tournament in Lesotho.

“However, as long as things continue to be bad with amateur boxing we shall lose out with a lot of good boxers because time is money.

“Consequently  if any boxer decides to quite amateur boxing meaning he has seen something better for his future so one should be allowed.”

Zambian Airways docket handed to DPP for action

The first phase of investigations into the Zambian Airways saga have been completed and the docket has been forwarded to the office of the Director of Public Prosecutions for consideration.

Inspector General of Police, Francis Kabonde, says the probe looked into the alleged failure by Zambian Airways to remit passenger service charges to government as agents of the National Airports Corporation.

The police chief also disclosed that a warn and caution statement has been taken from all the four directors of Zambian Airways.

These include the two Nchito brothers and Post Newspapers Editor, Fred Mmembe.

He said investigations into other areas of operations by the airline are continuing.

The investigations are being carried out by the police, the Anti Corruption Commission and the Drug Enforcement Commission.

And Mr. Kabonde has reiterated that the investigations are not targeting any individual and appealed to the public to be patient.

He also said the investigations are have nothing to do with politics.

Meanwhile, the MMD Youth in Bwanamukubwa Constituency have appealed to Trasnparency International Zambia (TIZ) to put pressure on Mutembo Nchito to resign and pave way for investigations into his alleged dealings in Zambian Airways.

Youth Chairman Enock Chungu in a statement said, since Communications Minister Dora Siliya graciously resigned her Cabinet Ministerial position following the findings of the Tribunal, it is only healthy for TIZ to help in facilitating the speedy resignation of Mr. Mutembo Nchito in view of the allegations leveled against him and that investigations must be done for the truth to come out.

He described the allegations leveled against Mr. Nchito as critical which he said needed to be investigated once he stepped down for the process to be free and fair.

Mr. Chungu commended Ms. Siliya for what he termed as her smart resignation which exhibited maturity to the people of Zambia both in Government and the Private sector.

He added that the MMD Youths also want the Law Association of Zambia to help in the facilitation of Mr. Nchito’s case without unnecessary reservations.

Mr. Chungu added that the Zambain Airways issue is thorny and needs similar openness involving all stakeholders as was the case in the Dora Siliya situation.

He said Zambians want their money back which was drained in the Zambian Airways saga which could be used for other pressing issues of the country.

RB praised for allocating funds towards research in herbal remedies

A Ndola researcher in herbal medicinal efficacies has commended president Rupiah Banda for considering a budgetary allocation towards research in herbal remedies.

Mr. Howard Maila said in Ndola that the provision of the funds elicited in the yellow book was a step in the right direction because it would help local researchers to have a chance to try their findings to scientific litmus test for the use in public domain.

He said the provision of the funds would help to conclude the study of the local remedies by using a larger sample size on a scientific perspective in the quest to find a cure to Aids.

He said the initiative was part of the national security which required support from all stakeholders.

He said the conclusive findings of the study would put Zambia on the world map as the country was making gigantic steps in combating the pandemic.

He said the ministry of finance should not delay with the disbursement of the allocated funds for researchers to start work soon.

He added that it was important for research to be commenced quickly when the plant materials were still fresh.

He said the 18 months time frame for the study should be enough to accommodate all the necessary research works to yield the conclusive results.

Mutati to act as Transport Minister

President Rupiah Banda has with immediate effect appointed Commerce and Industry Felix Mutati to act as Minister of Communications and Transport.

In a press statement issued by special assistant to the President Dickson Jere which was availed in Lusaka today President Banda announced that Mr. Mutati will be Minister of Communications on an acting position until such a time when the substantive minister is appointed.

“In exercise of the powers vested in me pursuant to the provisions of Article 46(3) of the Constitution, Chapter 1 of the Laws of Zambia and Section 4 of the statutory functions act, Chapter 4 of the Laws of Zambia, I have with immediate effect assigned you as Minister of Communications and Transport until such a time that I revoke the appointment,” President Banda said in a letter to Mr. Mutati.

The appointment of Mr. Mutati follows the recent resignation of former Transport and Communications Minister Dora Siliya.
