17

President Rupiah Banda on Wednesday extended condolscences to the Acting President Henrique Perreira Rosa of New Guinea following the assasination of that country’s President Joas Bernardo Viera in the early hours of Monday this week.

State House Chief Analyst for Presss and Public Relations Dickson Jere said in a statement to ZANIS that President Banda said Zambia shares the pain and sadness which the government and the people of Guinea Bissau were going through during the difficult time following the death of their leader.

” On behalf of the Government and the people of Zambia and on my own behalf we extend our heart felt condolscences to you to the Government and people of Guinea Bissau, ” President Banda said in the letter to the Acting President Rosa.

He said President Vieira has been one of Africa’s distinguished leaders. He also extended his words of condolscences to the first Lady and the bereaved family.

Foreign Affairs Minister Kabinga Pande said in a statement to ZANIS that the Zambian government is appalled at what he described as a barbaric act which has not only taken away the life of a serving President but also has the potential of reversing the gains of democratic governance of the Republic of Guinea Bissau.

The Minister said the Zambia government condemns in the strongest terms the assassination of both the President and Army Chief of Staff.

He added that the Zambian government is urging the government of Guinea Bissau to immediately bring the perpetrators of the heinous act to book to restore confidence in the military whose responsibility is to defend the territorial integrity of the country.

He added that the Zambian government was also urging the Economic Community of West African States (ECOWAS) and the African Union (AU) to assist the government of Guinea Bissau to stabilise the country and deal with the root causes of the current situation there.

He said it is incumbent upon the AU member states to deploy efforts and to undertake initiatives aimed at strengthening democratic institutions which will entrench democracy on the continent.

Civic leader calls for youth inclusive programmes

8

Zambia Director John Phiri says programmes which do not include youths are bound to fail.

Mr. Phiri urged Zambian youths to start thinking seriously about the change they have always believed in instead of indulging the politics of negative thinking and injustice that have rocked the nation.

He said the Zambian youths today do not seem to be working for tomorrow and there is need to understand why they are revolutionary.

Mr. Phiri was speaking at the launch of the Zambian Youth Voter Campaign against voter apathy which was held in Lusaka today.

The song is based on Obamas inaugural speech. He said the campaign will bring a youth revolutionary which will unite them.

He also challenged the youths who have lost hope as a result of hardships they are going through not to get discouraged because each attempt to vote was a positive and learning experience.

Speaking at the same event, the youth manager of Obama youth campaign Erich Casher encouraged youths to vote as it is extremely important in a democratic country and it was more than a right but an obligation and responsibility which should not be taken for granted.

Mr. Casher said if the people who were voted into power do not deliver it Is wise to vote for others than not voting at all. he said young people have a voice ton push things through in terms of economic And prosperity.

High poverty levels in Mpulungu District results in low school enrollment

8

High poverty levels in Mpulungu District has caused low enrolment and rampant absenteeism of class sessions at Mpulungu Basic School.

Mpulungu Basic School Head Teacher Happy Ng’ambi disclosed that the high poverty levels at Mpulungu Boma has greatly affected the pass-rate and the performance of the pupils at the institution.

Mr. Ng’ambi says boys has ‘abandoned’ classes and opted to go fishing while the girls are married off at a very tender age.

Mr. Ng’ambi says his school now supports 32 Orphaned and Vulnerable Children (OVCs) , 18 by Community Development and Social Welfare Department while 15 are sponsored by FAWEZA and 18 assisted by the Society for Women Association of Zambia (SWAZ).

This brings the total number of OVCs to 83 but he expressed fears that the number wil increase owing to the high poverty levels in the district.

This came to light today when a team lead by Ministry of Education (MoE) Director of Teacher Training and Specialized Services Ruth Mubanga, Netherlands Ambassador to Zambia Harry Molenaar, Northern Province Education Officer Selisho Chanda, MoE Deputy Head of Infrastructure Bernard Mwange and MoE Senior officials from both headquarters and the province visited the institution.

The team are in Northern Province on a joint Donor/GRZ Monitoring and Evaluation inspection exercise of infrastructure, teaching and learning aid, staff establishment and pupil enrollment among other mitigation measures.

He explained that pupils cannot afford to pay K125,000 school fees per term and hence the reduction in class attendance at the institution.

He added that grade 12 results for 2006 was 62 percent by it extremely reduced by half in 2007 to 32 percent respectively because of largely fishing activities and early marriages.

But Director of Teacher Training and Specialized Services Ruth Mubanga urged the school authorities to conduct a vigorous sensitization in communities so that the pupils return to school.

Mrs. Mubanga said teachers are not only there to ‘receive’ salaries but help explain government programmes to the community and also be ready to work with people in the communities to avoid high rate of illiterate population/people.

She said government working with corporating partners is working very hard to make the education system more conducive for school going children.

The Director said government is providing teaching aid (books) recruited teachers and constructing classrooms aimed at absorbing more children to the education main-stream.

Mrs. Mubanga, who is accompanied by Netherlands Ambassador to Zambia Harry Molenaar, Northern Province Education Officer Selisho Chanda, MoE Deputy Head of Infrastructure Bernard Mwange and MoE Senior officials from both headquarters and the province are in Northern Province on a joint Donor/GRZ Monitoring and Evaluation inspection exercise of infrastructure, teaching and learning aid, staff establishment and pupil enrollment among other mitigation measures.

The Director of Teacher Training and Specialized Services said it is imperative that materials are at the site so that to enhance the construction works are scaled up because government working with corporating partners is in a hurry to improving the education system in view of the growing population.

The inspection team who visited the site found that the contractor, Hua-Jiang has five teachers’ houses, classroom blocks and boys and girls hostels.

And Netherlands Ambassador to Zambia Harry Molenaar said he is on the ground to see how moneys were being utilized.

Mr. Molenaar said his government stands ready to supplementing government efforts in the education sector so that challenges in the sector such as long distance to schools are reduced.

Congo Double Stuns Zambia

60
Two stunning first half goals handed DR Congo a 2-1 win over Zambia but not before surviving a late rally from their southern neighbors in the CHAN semifinal match played in Abidjan on Wednesday evening.

Congo have set up a grudge final meeting on Sunday against Ghana who crushed them 3-0 in their final Group B game on March 3 while Zambia will face Senegal 24 hours earlier for bronze in Bouake.

Zambia were down 2-0 within the opening 18 minutes of the first half thanks to two stunning long-range strike from Bongelli Lofo and Doko Kaluyituka.

Lofo let-rip from just outside the box with a wonder-strike that Davy Kaumbwa failed to stop with just 2minutes played after the whistle to signal the opening phase of the match.

His teammate Kaluyituka matched it with another sublime goal after skipping Nyambe Mulenga on the right to rifle into the far left hand corner of Zambia’s net also from outside the box.

Strangely, Zambia were not shell-shocked but rather very untidy with their passing, trapping and purpose approaching Congo’s box as the void in technique between the two sides was clear to see.

Zambia’s first real chance on goal in the opening half was created by Jonas Sakuwaha whose shot was kept out from squeezing in on the near post by Congo goalkeeper Muteba Kidiaba who parried for a corner.

Congo eased off after the break letting Zambia dominated and in the 61st minute, Kidiaba was made to earn his way to the final after overcoming a fumble with the ball to collect Francis Kasonde’s shot.

Late substitute Patrick Kasunga making his CHAN and senior debut saw his header cleared off the line in the 74th minute.

Given Singuluma later popped up with five minutes left on the clock to head in Zambia’s consolation as Herve Renard’s men bared down on Congo all the way into the three minutes of extra time but the latter held on for a Sunday rendezvous with Ghana.

Meanwhile, Ghana secured their final place after a 7-6 post-match penalty win over Senegal after a 1-1 draw after extra time.

Youths prodded to play a role in national development

7

Government has urged youths in the country to write project proposals and access the funds under the Technical Education and Vocational Entrepreneurship Training Authority (TEVETA).

Youth, Sports and Development Deputy Minister Angela Chifire says government has endeavored to provide youths with empowerment facilities such as the TEVETA fund.

She was speaking after touring stands at an exhibition at Lusaka National Museum which is part of activities to mark Youth Week.

Ms Chifire said government views youths as an asset and partners in national development.

She observed that this year’s theme which is “Partnership for National Development” is in line with government’s perception of youths.

Ms. Chifire said youth should hence actively get involved in developmental projects that would enhance development in the country.

She said it is disheartening to see youths with a lot of potential unable to establish themselves on the international market.

And speaking earlier, International Labour Organisation (ILO) Project Assistant Youth Employment Programme Milesu Kapaipi said ILO has partnered with government in efforts aimed at providing employment to youths in the country.

Ms Kapaipi noted that unemployment levels among youths needed collaborative efforts to be overcome.

Participants at the exhibition include youths from Lusaka, Western, Eastern, Northern Northwestern, Luapula and Copperbelt provinces.

President Banda and first lady Thandiwe Banda

First Lady Thandiwe Banda has disclosed that she has no intentions of establishing her own charitable organization.

Mrs. Banda says she is convinced that the existing Non Governmental Organizations (NGOs) in the country are well organized and therefore merely require support from all stakeholders.

She was speaking during a working breakfast with various NGOs at State House today.

Mrs. Banda noted that creating her own charitable organization could just increase the number of such organizations leading to duplication of efforts.

She said she would work with the existing charitable organizations to help address challenges faced by the vulnerable in the country.

Mrs. Banda said she would use her position as First Lady to mobilize resources for the various NGOs in the country.

She said methods will be devised on how to coordinate the work of assisting as many organizations in the country as possible.

Mrs. Banda noted that NGOs are critical partners to government in helping develop the social economic status of the communities they operate from hence the need to support their efforts.

She further observed that in many countries spouses of leaders are supporters of charitable organizations and NGOs on account of their exposure to people and organizations they come into contact with which they can influence.

And several NGOs present at the function have welcomed Mrs. Banda’s initiative which they described as unique in the country’s history.

Planned Parenthood Association of Zambia (PPAZ) Chief Executive Officer Holo Hachonda said his organization is ready to unite with other NGO’s to support the initiative.

Mr. Hachonda said the First Lady’s idea has set a new trend of selflessness for the country’s leadership.

ZANAMACA empowers Chipata marketeers

3

The Zambia National Marketeers Credit Association (ZANAMACA) has embarked on a program to empowered marketeers with loan facilities.

ZANAMACA President, Frank Kameya, disclosed that Chipata market communities would be the first to access the loan facility in the Eastern Province.

Mr Kameya said this when he addressed marketers from Kapata and Saturday markets in Chipata yesterday, adding that the main objective of the association was to better the living standards of the most disadvantaged persons who are the marketeers and traders.

Mr Kameya said that the funds would be paid through the Zambia Nationasl Commercial Bank (ZANACO) XAPTI Instant Banking, a newly introduced ZANACO bank product.

He noted that the loans, which ranged from K200,000 to K500,000, would only be given to indigenous Zambians who have stands and shops inside the legally designated markets.

And ZANAMACA Secretary General, Conard Hanyanga, said that the intention of his association was to reach marketeers in Petauke, Chadiza, Katete and Lundazi districts so that all interested members can benefit from the program.

He disclosed that the membership fee was K20,000 per person of which the renewal would be K10,000 annually while opening a XAPIT account with ZANACO would cost the interested marketeers K30,000.

Mr Hanyanga added that the programme will also reduce the HIV/AIDS infections because the marketeers will not indulge into illicit sexual activities because they would be empowered with the much needed capital to empower them economically.

Meanwhile, ZANAMACA National Treasurer, Agness Ndhlovu, appealed to all women marketeers to join the association and benefit from the XAPIT loan facility.

Ms Ndhlovu explained that the funds were sourced from the government through the Citizenship Economic Empowerement Fund (CEEF) and that the payment period was from three to six months which only attracted a 15 per cent interest.

And in an interview with ZANIS, some marketeers expressed happiness over the XAPIT loan facility, saying that the initiative would help them in many ways because other lending institutions were exploiting them on the loan interest.

Ms Iness Nyanga and Ms Veronica Mbewe both of Kapata Market said that the named companies were charging more than 50 per cent interest while others were grabbing traders’ property if they failed to pay back the loans.

Should Zambia have a Veep as Presidential running mate?

77

runningmatesAs the National Constitutional Conference (NCC) continues its sittings in Lusaka, one area that may be worth exploring is the enactment of a law that will make a Vice president be elected into office as a running mate to the Presidential candidate.

Article 144 (2) of the draft constitution states that “The Vice-President shall be elected as a running mate to a Presidential candidate,” subsection (4) further states that “An election to the office of Vice President shall be conducted at the same time as that of an election to the office of President so that a vote cast for a presidential candidate is a vote cast for the vice-presidential candidate and if the presidential candidate is elected the vice-presidential candidate is also elected.”

Zambia can be thought to be an icon of democracy in the region but the issue of enacting a law that would make a VP be elected as a running mate to a presidential candidate needs to be addressed objectively and given a deserved critique.

The prevailing situation is that the President-Elect keeps everyone guessing as to whom he would appoint as the number two man in the country.

Due to this speculation our men and women in the corridors of power end up struggling with each other in making the most noise during campaigns, others abandon their religious faith all in the name of wanting to be spotted by the President-elect so that they too could be considered for the vacant position of Vice President.

Nawa Mabunga of Ndola agrees that enacting such a law would be very beneficial to the country and to democracy as a practice. He explains that such a law would make the office of the Vice President to carry out its functions without fear.

Mr Mabunga observes that the current environment is not conducive for the office of the Vice President to be objective as any person occupying that office is just there to please his appointing authority and can never allow himself to differ in opinion with the President as he can be fired any time and as to when the President pleases.

He goes on to explain that having an elected for Vice President would help the country to save its merger resources incase of eventualities such as the state funeral that the country experienced last year.

He said if the country at the time had an elected into office vice president he would have simply assumed office and all the money that was spent on the elections and campaigns would have been channeled to national development.

However, Mabunga advises that there is need for the two to strictly work within the stipulations of their roles. He notes that it would not look very well if the vice president tried to outshine the President and that the only way to avoid such a thing would be to stick to out job description, and not to make governance difficult for the other just because he does not have the power to dismiss.

Patricia Mwansa observes that having the Vice President as a running mate to a Presidential Candidate would enable the people of Zambia to vote for a Vice President of their choice as opposed to the current situation where the second most important man in the nation is imposed on them.

She articulates that people would be extremely cautious when voting for the presidential candidate and that some presidential hopefuls would lose elections on the choice of their Vice President running mates.

“Enacting such a law would be very beneficial to us as Zambians because for the first time in our history we as people would have a say in choosing the vice president, if you feel a certain vice presidential candidate can not deliver you simply do not vote for the Presidential candidate whom he is running mate to, you go for other choices,” she notes.

Ms Mwansa further observes that such a practice would be very beneficial even to the political parties concerned as it would kill in-house fighting amongst members which she said is usually perpetuated by individual speculation s that may be one may be appointed by the president as Vice President.

She further stresses that it would also be important to stipulate that once someone has served as Vice President for two terms, they therefore will not be eligible to stand for the same office again, because the people would have had already given them a chance to implement those ideas as Vice President.

Nancy Chewe adds that having a Vice President who ascends to office as a running mate of a Presidential Candidate will also entrust the Vice President with confidence because he would feel that the people chose him as well and not the prevailing situation.

Chewe points out that Africa and Zambia in particular is very mature in politics and that it is capable of practicing what is being practiced in bigger democracies elsewhere.

She says if enacted the law would even deter certain leaders that cheat their colleagues during campaigns that they would make them ice president if they go through and yet they have other leaders in their minds to appoint VP, she added that the article would encourage honesty and transparency among the political players.

mingeli1The Opposition in Zambia- Whats the plan?
By Mingeli Palata
Political news in Zambia can be sickening. I choose to think most of you will agree with me. Most mornings when you buy or like me peep to see what the headline reads, most will agree that headlines are predictable seeing as they are often about the same people and the usual subjects; corruption, some prominent figure being sent to jail, donations, insults, and state visits. There is nothing new or is it that there is nothing we are looking for? What are we looking for? That’s a very easy question to answer.

The world is in a crisis and so are we yet I don’t feel sorry for us because to some extent we have ourselves to blame for the hunger ravaging our stomachs. This whole economic crisis is nothing new to the world as much as it’s nothing new to Zambia. We had a similar crisis in the 70s, that Kaunda economic depression was caused by the very commodity that is responsible for the current exchange rate- copper, copper, copper. For years we have talked about how much Zambia should diversify yet nothing has been done to that effect.

In the last 5 years we all praised the strides made towards economic emancipation, the dollar was sweet and we were all smiles, it’s called a comfort zone, contentment! At Toyota they believe their biggest enemy is themselves. The moment they think they have produced the best car brand is the moment they begin to go down. Indeed we live in a dynamic world that requires revolutionary thinking.

My point exactly?

We need a new plan. What is the plan Zambia? How are we going to get out of this mess we have created for ourselves? We are not getting the answers we need. HH says he wants to build schools and make government smaller. Sata says RB is a bad man. Nothing about how to get the currency strong again and nothing about making extra forex. Gee! This reality is scary I tell you!

Last Friday I met this Japanese lady at a friend’s get together party in Kabulonga, and so naturally I asked her what makes their country tick. She told me that Japan was once gutted down to nothing and they don’t have as much resources as we do but the one thing Japan did was to invest in their people, human capital development and look were they are today. Now Zambia has triple the resources and nine times the possibilities. What are we waiting for?

We are looking for answers, HH, Sata and whoever calls themselves opposition are not giving us alternative answers to what Musokotwane is doing (That’s if he is doing anything). The opposition needs to realize that election time is way past and the next elections are in the next 2 years. What would they do differently if they were in power besides Mumbi Phiri having a catfight with a fellow MP at Parliament? How would HH empower Zambians apart from sleeping and not working to fix the mistakes that cost him the last two elections?

The opposition needs to realize that their role is much more than talking about Dora Siliya and Magande, they need to persuade government to make the right decisions and to help them take our country to greater heights. We need to see the relevance of multi-party democracy and begin to appreciate difference and hope that when the opposition wakes up, those that be will be able to tolerate views other than their own.

Zambia, DR Congo Duel For Date on Sunday In Abidjan

47

Herve Renard’s reign as Zambia coach could take a historic turn on Wednesday  when Zambia plays DR Congo in the second semifinal of the inaugural CHAN tournament in Abidjan, Cote d’Ivoire in a 21:00 Zambian time kickoff.

The first CHAN semifinal match on the day will be between Ghana and Senegal in Bouake at 17:00 Zambian time.

Victory would enhence Renard’s still infant legacy but put him up there in the pantheon of foreign coaches at the helm of Zambia behind  Buselic,Tiler, Dumitru and Poulsen.

The journey to the penultimate stage of the tournament for the Frenchman has been littered with Jekyll and Hyde performances by Zambia.

First came the promise of things to come with a 3-0 win over hosts Cote d’Ivoire, then reality stepped into view with a bruising scoreless draw against Senegal before they completed Group A with a conspiracy fueled crucial 1-1 draw against Tanzania starring referee Ibrahim Chaibou of Niger.

It is certainly a big surprise to see Zambia’s progress to its first semifinal appearance in a senior Caf event since the 1996 Africa Cup finals held in South Africa.

In the semifinals, Renard will come face-to-face against a DR Congo side he is all too  familiar as together with his men, they embark on the final stretch to glory on the road to Sundays final of the CHAN tournament in Abidjan.

Zambia and DR Congo have met once over the last five months after drawing 0-0 away in a international friendly played in Lubumbashi on November 15.

However, Zambia must be wary they will be facing a DR Congo side looking to restore some wounded pride after a resurrected Ghana crushed them 3-0 in their final Group B match on March 3.

While Zambia will be looking for some collective inspiration, DR Congo will look up to the mastery of TP Mazembe striker Tresor Mabi Mputu to conjure some magic in this battle of underachievers and in a match anticipated to be a toe-to-toe encounter for two sides that believe in expansive expression on the park.

Winners will face-off in the final to be played in Abidjan on Sunday while the third and fourth playoff will be held in Bouake just 24 hours earlier on March 7.
