RB urges Permanent Secretaries to desist from corrupt practices

President Rupiah Banda has directed controlling officers in government ministries and departments to ensure that public funds are properly and efficiently utilized for implementing government projects.

President Banda warned that he would not tolerate the misuse of government funds on unnecessary luxuries, which add no value to the lives of Zambian people.

He said this at State House yesterday when he swore in 13 newly appointed Permanent Secretaries and State House senior private secretary.

He has further cautioned permanent secretaries and controlling officers to desist from corruption adding that his administration will not condone corruption and will dismiss anyone involved in corrupt practices.

And President Banda has advised then newly appointed permanent secretaries to carefully read his recent address to parliament in order for them to understand and appreciate government’s vision, objectives, and plans for this year.

He has also urged them to take interest in this year’s budget, which would be presented to parliament on January 30th this year.

Mr. Banda noted that the budget will list and show all the projects and programmes which government has planned to implement this year.

He said his administration will not accept excuses and failure to perform because he wanted Zambians to receive a decent service from the civil service.

President Banda has since called for discipline and hard work among those serving in his administration in order to fulfill his promises in the next three years of his tenure of office.

The President however, expressed confidence in the newly appointed team of permanent secretaries despite the criticism and debate on their ability and credibility from some sections of society.

The newly appointed and sworn in are permanent secretary in the vice president’s office, Sebastian Kakoma, permanent secretary in the ministry of finance and National planning, Berlin Msiska, permanent secretary in the ministry of home affairs, Ndiyoi Mutiti and permanent secretary in the ministry of health, Velopi Mutonga.

Other permanent secretaries sworn in are Chilala Chibbonta for the ministry of Local Government and Housing, Godwin Beene for Mines and Minerals Development, Davison Katolo Mendamenda for Lands, Villie Lombanya for Copperbelt province.

Also sworn in was permanent secretary for Eastern Province Eularia Siamujaye, permanent secretary for Luapula Province Jazzman Chikwakwa, permanent secretary for Lusaka province Stephen Bwalya, permanent secretary for Northern Province Mwalimu Simfukwe and permanent secretary for Western Province Ikanuke Noyoo.

Robinson Nkonde has also been sworn in as the senior Private Secretary to State House.

Immigrations dept, FSP fail to account for billions of Kwacha

The Auditor General’s report has revealed that Over K2.4 billion collected from five immigration stations in 2007 has gone missing.

It said K1.8 billion collected from Ndola station has not been accounted for.

Other monies collected from Immigrations Headquarters, Kasumbalesa, Chingola and Lusaka International Airport offices have also not been accounted for.

It further indicates that 57 visa books, nine general receipt books and two visiting permit books have disappeared and could not be availed for audits for the year 2007.

The missing documents are for Lusaka immigrations headquarters, Lusaka International Airport, Kasumbalesa and Victoria Falls offices.

The report has also highlighted serious irregularities in the management of money collected at various diplomatic missions abroad.

The Auditor General’s Report has also revealed glaring irregularities in the management of the government sponsored Fertiliser Support Programme (FSP).

The report says it has not been possible to verify collected farmers cash deposits of over K86.7 billion.

It also indicates that the Ministry of Agriculture did not maintain a debtors ledger for the FSP.

And the Ministry did not reconcile bank accounts for the Fertilizer Support Programme during the 2006 – 2007 farming season.

The report also shows that over One thousand five hundred bags of fertiliser have not been accounted for in Chipata.

It further reveals that over K90 million collected from farmers in Kapiri Mposhi and Chipata has not been accounted for.

President Rupiah Banda Tuesday told journalists that government may consider reviewing the FSP for the coming farming season.

This follows growing calls to review the FSP to enable the targeted vulnerable farmers benefit from the subsidised agro inputs.

President Rupiah Banda says government will continue to evacuate its officials for specialist treatment abroad while equipping local hospitals to take up future tasks.

He said three senior government officials admitted to hospitals in South Africa are doing well.

Mr. Banda said this Tuesday shortly after arrival from South Africa where he had attended a SADC summit on Zimbabwe.

Chief Justice Ernest Sakala, Science and Technology Minister Peter Daka and Parliamentary Chief Whip Vernon Mwaanga were recently evacuated to South Africa for specialist treatment.

Dr. Chiluba breaks down in court

Second Republican President Frederick Chiluba Wednesday wept in court as he testified in a case where he is charged with plunder of national resources.

Dr. Chiluba lamented that members of his family no longer walk with their heads held high because of the theft allegations leveled against him.

He also said he was saddened that he has been subjected to ridicule and derogatory editorial comments in the Post Newspaper.

Dr. Chiluba said he was denied natural justice when parliament endorsed that his immunity be lifted, without being summoned to exculpate himself.

He however said parliament was careful as it only removed his immunity with regards to the offences he committed in his personal capacity.

Dr. Chiluba also told the court that he felt betrayed that late president Levy Mwanawasa the man he helped to ascend to power leveled false allegations against him.

He denied having stolen $47 million which was raised from the Luanshya Copper mine.

Dr. Chiluba testified that of the figure $35 million was in the safe custody of Zambia Consolidated Copper Mine (ZCCM) while $12 million went to the receivers Grant Thornton.

The former president is jointly charged with former directors of the Defunct Access Financial Service Aaron Chungu and Faustin Kabwe.

A marketers’ credit association has decided to help uplift small scale traders’ living standards in Zambia by encouraging them to save their profits in banking institutions.

Zambia National Marketers Credit Association (ZANAMCA) says all marketeers in the country should have bank accounts for them to be able to access loans for expanding their businesses.

ZANAMCA President, Frank Kameya told ZANIS in Lusaka today that his association has introduced a facility that would require all marketeers in the country to open accounts and save money.

Mr. Kameya observed that marketeers have had a culture of keeping money in their pockets, thereby finding it difficult to reinvest it in their businesses.

“Marketeers should change their living by developing a culture of saving money in the banks and building relationships with these banks,” he said.

He further noted that empowering marketeers with banking services and expanding their businesses would help government ease the negative economic impact which the current global financial crisis might exert.

ZANAMACA, in conjunction with the Zambia National Commercial Bank and Zain-Zambia limited will therefore launch an instant banking service at Lusaka’s Mtendere market tomorrow.

Mr. Kameya said marketeers will be able to carry out transactions with the bank and business partners through using their mobile phones and visa cards both locally and abroad.

He explained that the facility would only be available to marketeers trading in designated places so as to discourage street vending.

In Zambia, marketeers comprise a larger portion of the informal sector, which is not taxed by government.

Man found in possession of pornographic material

A 46 year old man of Siavonga Township in Southern province yesterday appeared in the Siavonga magistrate court charged with the offence of possessing pornographic materials.

Henry Sakala, a Lodge manager at Eagles Rest, appeared before magistrate Veronica Sikwangala to answer the charge.

Particulars of the offence are that Sakala, a resident of Kaleya compound, was found in possession of obscene materials, contrary to section 177 (1) (a) of the penal code, chapter 87 of the laws of Zambia.

The court heard that on 21st January 2009, Sakala was found with nine obscene DVDs, which tends to corrupt morals of people in the country.

Sakala told the court that he understood the charge. The court has since set February 10, 2009 for plea and possible commencement of trial.

The accused, who has been in custody since his arrest on the 21st of January, was however released on a K5 million bail.

Meanwhile, trial for the three persons accused of stealing some items from the accident scene, commenced in the Siavonga magistrate court yesterday.

Seven state witnesses have so far testified before magistrate Sikwangala and have since implicated a bus driver, a taxi driver and a bus conductor who were arrested by police in connection with the theft of the items.

The stolen items involved a cassette radio, cell phone, passport and undisclosed sums of money belonging to the deceased Interpol officer who was based at Kariba border post.

The three men are alleged to have taken turns removing the items from a golf car that the deceased police officer was driving.
Trial continues on February 3rd, 2009.

UNZA students riot over allowances

Irate University of Zambia students Tuesday evening rioted and stoned some vehicles along the great East road.

The students are demanding payment of their meal allowances by government.

Police managed to push students back from the roadside into the university grounds after firing teargas at the unruly students.

Heavily armed riot police blocked part of the Great East road from the Arcades Shopping mall round-about up to the University of Zambia main entrance led by Lusaka province police commanding officer Greenwell Nguni.

Acting inspector general of police Francis Kabonde said no arrests were made.

Mr. Kabonde said police controlled the situation and prevented further damage to property.

Police are keeping vigil to maintain peace at the higher institution of learning.

CHAN Team Biggest Loser From SA Friendly

Zambia yesterday lost 1-0 to South Africa in a friendly game of contrasting halves played at Super Stadium in Pretoria.

The match did little for the CHAN-bound players than those that will face Egypt away in a 2010World/Africa Cup Group C qualifier on March 29 in Cairo.

Maverick striker Makundika Sakala was, as expected poor, in the first half before being substituted by another uninspiring replacement Agrippa Mbewe who just solidified the theory that they are no tangible attacking portions in Zambia.

However, one winner was a trim-looking Collins Mbesuma who showed some added pace throughout.

Mbesuma showed some serious team-player spirit tracking back into midfield in a poor second half after Henry Banda and eventually Noah Chivuta were replaced by another ineffective pair: Stanley Banda and Simon Bwalya in the 52nd and 69th minutes respectively.

Meanwhile, Kennedy Mweene was outstanding in goals after making some dramatic saves for Mhabuti Khanyeza and Teko Modise.

Of the best local CHAN prospects, Henry Banda did himself justice with an inspiring performance and was influential throughout the 52 minutes he was on the park.

So too was Green Eagles’ Zesco United-bound midfielder Kebby Hachipuka who completed an almost flawless 90 minutes.

Goalkeeper Jacob Banda of Zesco continued to show a lack of judgment during set-pieces with Modise’s goal from a free-kick in the 53rd minute a clear point in question.

And how with the Cameroon friendly called off after the Indomitable Lions decided to play Guinea instead on February 11, Zambia will be without a critical CHAN build-up.

A great opportunity to feature a full CHAN team was lost for Tuesday’s game and it’s looking bleak for the team when the team kicks off against host Cote d’Ivoire on February 22 in Abidjan.

Japanese government donates Project X tapes to ZNBC

Information and Broadcasting Services Minister Ronnie Shikapwasha has hailed the Japanese government for its efforts to enable Zambian National Broadcasting Corporation (ZNBC) enhance its programming in the country.

And Government says it welcomes any form of technical assistance to upgrading the equipment at ZNBC and the Zambia News and Information Services (ZANIS) whose pieces of equipment is obsolete and outdated.

Lieutenant General Shikapwaka said Japan is a reliable ally that has endeavoured to develop the Zambian media industry.

Lt. Gen Shikapwasha said this in Lusaka today when he received a donation on behalf of ZNBC management dubbed Project X from Japanese Ambassador to Zambia Hideto Mitamura.

The donation which consists of 21 episodes of Japanese Television tapes programmes entitled Project X was acquired for ZNBC by the Japanese Government through the Japanese Cultural Grant Aid.

Lt-Gen Shikapwasha urged ZNBC Director-General Joseph Salasini to widely advertise project x so that the Zambia people could appreciate and value the contribution from their Japanese counterparts who have advanced in technology.

Project X is an highly international acclaimed production that covers wide range of medical documentaries, agriculture, construction and technology which features how Japan managed to recover and attain rapid economic growth after the devastation of the Second World War determined effort done by Japanese.

The minister revealed that his ministry is sourcing for funds to upgrade t equipment at both Lusaka studio and on district where transmitters have been installed under the rural television project.

And Japanese Ambassador to Zambia said the project X would contribute positively in strengthening cordial relations that exists between the two peoples of Japan and Zambia.

The donation ceremony held at Ambassador Mitamura’s residence in Lusaka today was witnessed by ZNBC Chairman Augustine Seyuba, MIBS Chief of Press Julian Mwila, ZNBC Public Relations Manager Miriam Tonga, Mr. Mitamura’s Counsellor Horiuchi Toshihiko and senior ZNBC, Zambian and Japanese government officials.

NCC fails to agree on presidential running mate

EXECUTIVE committee members of the National Constitutional Conference (NCC) yesterday failed to reach consensus on whether the Vice-President should be a running mate.

Under the current constitution, upon winning an election, the President appoints the Vice-President.

A running mate entails that the election of the Vice-President shall be conducted at the same time as that of the President so that a vote cast for the presidential candidate is a cast vote for the Vice-President. The running mate is picked by a presidential candidate.

The committee, which is chaired by MMD national chairman, Michael Mabenga, failed to agree on whether or not to adopt the Mungomba draft constitution article 144 Clause Two which states that the Vice-President shall be elected as a running mate to a presidential candidate.

Article 45 Clause Two of the current constitution says the Vice-President must be appointed by the President from among members of the National Assembly.

In submitting his proposal in a heated debate, Southern Province minister Daniel Munkombwe said there was need for the President to adopt a Vice-President with whom he would be able to work without difficulties.

Mr Mukombwe noted that the country would make a mistake to have a Vice-President as a running mate as it would encourage competition among the two.

“We can not begin experimenting with American politics. The Americans have greater experience when it comes to politics of running mates.

“As Zambians, we need to continue with the trend where the President appoints his Vice-President who would obey him and not having a running mate who can bring about competition,” he said.

Swebby Macha, representing the Medical Association of Zambia, supported the motion to have a Vice-President as a running mate, adding that it would bring about job security in that office.

Dr Macha said the Vice-President should have enough security to make decisions without fear of being fired by the President.

“When the Vice-President is a running mate, he or she draws the mandate from the people and not the President, so that person is able to make independent decisions.

“I further support this motion because it will discourage bootlicking and will ensure continuity in the office of the President in case of the death of the sitting President,” he said.

Dr Macha said it would cost the country less resources in case of the death of a sitting President, as the Vice-President would take over office without being subjected to elections.

He said the country has had 13 Vice-Presidents since independence because their jobs were not secure as Presidents could fire them any time.

“We all know by now that the October elections cost Zambia K400 billion because currently, the system we have is that the Vice-President, who is appointed by the President, must be subjected to elections once the position of presidency is vacant,” he added.

Minister of Presidential Affairs, Gabriel Namulambe, said the country was not yet ready to have a Vice-President as a running mate.

“If we encourage the idea of running mate, we are going to do nothing but encourage intra-party conflicts. We lack trust for one another and so many things, such as witchcraft, would manifest because the Vice-President may aspire to be in the office of the President.

“As Zambians, we ought to be cautious with borrowed democracy because ours is static as opposed to other countries,” he said.

Pastor Peter Mulenga from the United Christian Action said there was nothing wrong with the country having a Vice-President as a running mate to the President and suggested that the article be amended to allow the President to choose his running mate.

“Running mate does not mean running enemy, and I propose that if some people are not comfortable with this, then let the President choose the running mate in order to bring about trust,” he said.

United Party for National Development vice-president, Richard Kapita, also supported the motion of a running mate, saying that there was need for the country to do away with the old system of the President appointing his Vice-President.

“The fact that the country has enjoyed peace since independence does not mean we should remain static with old politics. It’s time we started learning democracies of other countries and not remain backward,” he said.

Nchelenge constituency member of Parliament, Ben Mwila, said it would be dangerous for Zambia to have a Vice-President as a running mate to the President as it would split the nation.

“In the First Republic, we had problems because some Vice-Presidents where trying to become more powerful than the President, and that’s where regional politics originated from.

“Why should we have a running mate who would want to share power with the president?” he asked.
Senior Chief Nzamane of the Ngoni said the country needed to adopt a system of a running mate as it had many advantages.

“We need to transform as a country because change is inevitable and I, therefore, support the article to have a running mate,” he said.
The debate resumes today.

Earlier, the committee adopted Article 141 of the draft constitution which seeks to give the President powers in consultation with Cabinet to declare a national disaster, whether natural or man-made.

Meanwhile, MMD member Ludgwig Sondashi said at a press briefing in Lusaka yesterday that he supported the proposal by the NCC to have ministers appointed from outside Parliament.

Dr Sondashi said he also supported the proposal to have 15 Cabinet ministers as it would reduce Government expenditure.

“Currently, the President can appoint any number of ministers he wants without any restraint from any quarter. As a result, we have a situation where three quarters of members of the ruling party are on the front bench.

“This is not only a drain on our resources but unnecessary for the efficient delivery of public services,” he said.

Lightning fatally strikes pregnant woman

A 27 year-old pregnant woman of Chief Chisunka’s area in Mansa District has died after being struck by lightning.

And three people of the same family, who were in the company of the deceased, are battling for their lives at Lwamfumu Clinic in Mansa where they are admitted after being struck by lightning.

The deceased who has been identified as Sylvia Kalaba, her husband and their two children were struck when they were sleeping in their house in Chiputa Village in Chief Chisunka’s area.

The surviving victims sustained burns and had their clothes torn as a result of the lightning.

The incident which happened around 02:00 hours this morning was confirmed to ZANIS by Luapula Province Police Command.

An electrical engineer has challenged pupils in Lundazi district of Eastern province to take mathematics and science subjects seriously if they were to study engineering as a career.

Aaron Nyirenda, who works at Kariba North Bank in Siavonga district, disclosed that hard work and good concentration in mathematics and science subjects were important in making pupils to excel in their engineering careers at tertiary education level.

He has since advised female pupils to take sciences and mathematics seriously because engineering was not a career for men only.

Mr. Nyirenda was speaking in Lundazi recently when he presented a paper whose theme was “Engineering as a career” at Lumezi and Lundazi Boarding High Schools respectively.

Mr. Nyirenda, who is also ZESCO senior manager for Generation Directorate Power Rehabilitation and Generation projects, said engineers use technology as tools to construct materials and create products to benefit countries.

And Mr. Nyirenda, who is also a member of the Engineering Institute of Zambia (EIZ), revealed that for a person to become specialized in bio-mechanical, biomedical engineering, civil engineering, mechanical engineering and engineering courses, one needs to pass well in mathematics and sciences.

And in a vote of thanks, Lundazi Boarding School Head boy, Sunday Gatawa, commended EIZ for the inspiring and motivating the pupils, saying the gesture would influence pupils to become engineers.

Meanwhile, Lundazi Boarding School Deputy Head teacher, Davie Sakala, disclosed that lack of qualified mathematics and science teachers in some schools was a hindrance for to pupils to take up challenging careers in mathematics and science.

Herbalist arrested for fake resurrection claims and extortion of K3m

Police in Livingstone have dismissed claims by some residents who are alleging that a 31 year old man that went missing last year resurrected on Sunday evening.

Southern Province Police Deputy Commanding Officer Simon Mphande said the herbalists involved in fueling such claims have been arrested and detained for obtaining over K3, 000, 000 by false pretense.

Mr. Mphande told ZANIS in an interview that the herbalists Florida Nawa aged 20 and her husband N’guni Wachuku 25 were arrested for obtaining money by false pretense from Mr. John Muleya whose son went missing last year.

He said the duo had claimed they could bring back the missing person.

Mr. Mphande said Lemmy Muleya 31, went missing on September 14 last year and the matter was reported to the police.

However, he was not found and his father sought for help from Florida the herbalist who initially charged him K20, 000 for consultation.

Later, she demanded for K500, 000 claiming she had ‘seen’ where Lemmy was hidden during her divination rites.

Mr. Mphande explained that Nawa further charged Mr. Muleya K200, 000 to enable her retrieve Lemmy from the place he was hidden but still failed to bring him as promised.

Florida is then alleged to have demanded for K 3, 000, 000 from Mr. Muleya, adding that she would take Lemmy to his home on the 26th of January 2009 at 16:00 hours.

However, Mr. Mphande said police unearthed a scam in which Nawa and her husband Wachuku paid K100, 000 to a 16 year old from Shana Lumba Basic School to pose as Lemmy so that he could be presented to Mr. Muleya as his lost son.

The boy, Wisdom Muchundu was then dressed in white by Nawa , covered in a blanket and taken to Mr. Muleya’s home where word spread that the lost son had in fact died but resurrected that day.

Mr. Mphande said it was at this point that Nawa said she was not done with her divination adding that the ‘boy’ would die if touched by anyone .

He said the boy claimed to have lost his senses when Nawa dressed him in white and only regained them when he wore his own clothes after reaching home.

Roger Kola in South Africa

Former EduSport Academy FC and ZANACO player, Roger Kola (19) has been signed by Golden Arrows of South Africa. Kola’s move to Golden Arrows was today confirmed in an interview with EduSport chairman, Oscar Mwaanga. Mwaanga emphasized that “Kola’s move to Golden arrows is a short term move aimed at giving Kola time to consolidate his prolific scoring abilities before he moves to Helsingborg”. Kola is expected to join his new Swedish club, FC Helsingborg after his loan spell at Golden Arrows.

Unlike recent media stories reporting that Kola has sneaked out to attend trials in Sweden. Mwaanga said that Kola has had his soccer career set by securing his future with one of Sweden’s big clubs, FC Helsingborg who has put him on a short loan at South Africa’s Golden Arrows. Kola’s signing with Helsingborg FC automatically meant that he was ineligible to play in the CHAN tournament which is exclusively for local based players.

Mwaanga further said that Kola has played for EduSport Academy team since he was 14 years and has been nutured by the little known yet successful Zambian’s youth coach, Dickson Chuungu; who also coached and developed the likes of Fwayo Tembo (Tunisia), William Njobvu (on trial in Europe), Justine Zulu (Israel), and Hichan Himononde (defender national team) and other players featuring for the junior national team.

President Rupiah Banda has maintained that he will only take-over as MMD party president when the National Executive Committee (NEC) of the party officially ratifies his appointment .

Speaking at the Lusaka International Airport shortly after arrival from South Africa where he had gone to attend an emergency SADC extra-ordinary summit, President Banda maintained that he was still not MMD party president until he was formally adopted and ratified by NEC and the Party.

President Banda said he was still not MMD party President contrary to some statements from some sections of the society.

He however stated that he was willing to offer himself as Party President.

He further assured people fighting for the MMD Party presidency not to panic as the matter was being handled by NEC and the Party.

President Banda was reacting to some remarks made by some MMD Presidential hopefuls that they will not recognize him as interim party President because the decision was made by a few NEC members.
