Government to remove tax on senior citizens

Government says it will remove taxes on senior citizens’ organisations initiatives aimed at reducing government burden.

Deputy Minister of Information and Broadcasting Services, Davied Phiri, says senior citizens were special interest groups that the government wants to support and assist.

Mr Phiri noted that without senior citizens the country would not have freedom and the independence that Zambians boast about, adding that they are not only the memory of the nation but also reserves of knowledge and wisdom.

The Deputy Minister was speaking at the commemorations of the United Nations Internation Day of the Older Persons when he launched the senior citizens welfare foundations in Petauke yesterday.

He further said senior citizens were facing challenges, some of which were compounded by the HIV/AIDS pandemic and at brea downs of communities and societies in which we live that needs governmanet intervention.

The Deputy Minister who is also Mkaika Member of Parliament in Katete district, said govenment will ensure that senor citizens come up with guiding policy which will protect them from being violated.

He urged Citizens of Welfare Foundations to make submittions on issues affecting them to the National Constitution Conference (NCC) so that they are included in the constitution.

Lundazi Zesco clients seek compensation for damaged appliances

Several Lundazi residents, whose household elctrical appliances worth millions of Kwacha were destroyed following a sudden rise in electricity voltage, are now demanding compensation from Zesco.

Group spokesperson of the affected Zesco clents, Mary Mkandawire, who is a civil servant and district chairperson of the Zambia Congress of Trade Unins (ZCTU), complained to ZANIS in Lundazi that since their electrical appliances were damaged on Saturday, September 6, 2008, Zesco has not compensated them, a thing they described as unfortunate.

Ms Mkandawire narrated that, on that fateful Saturday morning, between 09:00 hours and 11:00 hours there was a sudden power surcharged on 11kv hospital power line, and named the Farmers Training Centre (FTC), Dunavant Cotton Ginnery Company, Kanjala, Hospital, Zesco, Drivers Compound and Upstairs compound, as the most affected areas.

She lamented that when the incident happened, affected people whose appliances such as conputers, fridges, stoves, TV sets and radios were burnt, they immediate reported the matter to Zesco district manager, only knmown as a Mr. Pumulo, who acknowledged the fault, and advised them to put their complaints in writing.

But the affected customers say they are now worried as they had not received any positive results since they lodged their complaints to the power company last month, adding that, whenever they inquired from Zesco, they are always told the district manager, Mr. Pumulo, is out of Lundazi district.

And when contacted for a comment, Eastern Province Zesco Regional Manager, Aubroad Chanda, said he was aware of the matter, adding that all letters from the affected clients had since been forwarded to the Company Lawyer in Lusaka for consideration.

Western Province lags behind due to Chiefs’ divergent views, RB

Acting President Rupiah Banda says there is need for the traditional leaders and their subjects in Western Province to move in unison with government towards developing the area.

Mr. Banda said unity between government and the traditional leadership of each province was important for attracting investors to a particular area.

He said a province would lag behind in terms of development if government and traditional readers held divergent views on investment issues.

Mr. Banda, who earlier paid a courtesy call on the Litunga , hoped that the traditional leadership would be eager to receive both local and foreign investment.

“In Mongu, we respect the Litunga’s style of governance. But we need to move in unison with the Litunga and other chiefs” he said in response to a question on why Western Province has seemingly lagging behind in development compared to other provinces.

The Acting President was speaking on a live programme on Radio Liseli last evening.

“After speaking to him today, obviously he and other chiefs are eager to receive investment here just like in other rural areas,” he said.

Mr. Banda said government remains ambitious to achieve much more economic social and political growth than what the country has recorded in the last seven years of the late president Mwanawasa’s reign.

Meanwhile, Mr. Banda has disclosed that over US$ 1 billion has been invested in the Konkola Copper Mines in the last few years for its expansion programme.

He reiterated that the mining industry has recorded a lot of development ever since the late Dr. Mwanawasa became president of Zambia.

The Acting President attributed this achievement to the ruling MMD’s good economic policies and the decision to privatize the mines in the 1990s.

Mr. Banda further said his government would work hard to support ZESCO so as to encourage electricity generation in the country.

He explained that the current electricity deficit was caused by an increase in the production industry in the country in the recent part.

The Southern African region is facing a serious electricity deficit prompting governments to employ rationing measures among them load shedding.

And Mr. Banda said he fully supported press freedom because the media was an important tool for the democratic and economic development of the country.

“I am 100 per cent for the freedom of the media in Zambia,” he said.

The Acting President also reiterated his commitment to continue the fight against corrupting in the public and private sectors.

He said government would maintain and support the existing anti corruption and anti-money laundering efforts.

He said sentiments that the anti-corruption crusade would be compromised because he was allegedly surrounded by corrupt people were not correct.

He argued that if those people that are alleged to be corrupt were suspected to have committed the crime, they would have been taken to court by now.

Mr. Banda charged that those accusing his colleagues of being corrupt wished they were the ones receiving the support.

And the Acting President has appealed to his opponents in the October 30, 2008 presidential election not to ridicule anybody because of the age.

Mr. Banda is in Western Province to hold campaign rallies and meet chiefs in various district’s until Friday, October 3rd when he will retain to Lusaka in the evening.

He is accompanied by his election agent Ben Tetimashimba, campaign manager Mike Mulongoti, apposition United Liberal Party (ULP) president Sakwiba Sikota, Education Minister, Geoffrey Lungwangwa and many others.

Vubwi cut off from Eastern Province

Vumbwi Constituency in Chadiza district has been cut off from the rest of the Eastern Province due to the collapse of all the bridges along the Chadiza/Vubwi road.

Vubwi is only accessible by road through Malawi where the road is better than the shorter Chadiza/Vubwi road route.

Chadiza District Commissioner, Maximo Chitambi, confirmed the development to ZANIS and appealed to the Road Development Agency (RDA) to seriously consider engaging a contractor to work on the road.

Mr. Chitambi said the bad state of the road has subjected people in Vubwi to a lot of hardships as they have to pass through Muchinji in Malawi in order to access Chadiza and Chipata districts.

The District Commissioner said the alternative route which passes through Mwami border also needs to be worked on.

He said the people of Vubwi did not feel part of Chadiza district because the poor state of the road has completely isolated them from the rest of the province.

Mr. Chitambi explained that it was difficult to carry out government projects in the area because of the impassable roads.

He said Vubwi was an agricultural production area which needs a good road network for farmers to effectively carry out their business.

Mr. Chitambi pleaded with RDA to work on the bridges that have collapsed, saying it would be unimaginable how the roads will be if left unattended to before the onset of the next rainy season.

He said apart from the bridges that need to be constructed, the entire road needs a complete facelift as it cannot be called a road in its current state.

Mr. Chitambi said the Chadiza/Vubwi road has not been worked on for five years now while the Mwami/Vubwi road only receive some minor works two years ago.

ZAWA officers levy fishermen without receipts in Serenje

Lulimala MMD ward councillor in Serenje district, Paul Ndaibamba, has complained of the alleged bad behaviour by the Zambia Wild Life Authorities (ZAWA) officers at Mukuku bridge who are allegedly levying fishermen for using the area to board vehicles.

Speaking to ZANIS today, Mr. Ndaibamba wandered why ZAWA officers could be collecting levy instead of leaving the job to the council.

He said for some time now fishermen boarding vehicles from the area to either the Copperbelt Province or Lusaka to sell their fish, had been asked to pay money between K2,000 and K5,000 depending on how many bundles of fish one had.

Mr. Ndaibamba complained that it was unfair for wild life officers to ask people to pay to them because this meant the fishermen were paying double levy to the council.

“To make matters worse, they are not issuing any receipts to the fishermen,” he said.

He called on the authorities to intervene and play a fair role instead of taking advantage and punishing poor people who were trying hard to make ends meet.

Efforts to get a comment from ZAWA officials failed.

Meanwhile Mr. Ndaibamba has said elephants were destroying crops at Kachelenga in his ward.

The councillor said the animals had destroyed several cassava fields, and despite reports reaching ZAWA officers at Mpelembe to control the animals, nothing has been done.

Mr. Ndaibamba said people in the area depend on casava and if the elephants destroyed the crop, they would remain with nothing to feed on, especially that most of it was destroyed by heavy rains last season.

Lulimala is one of the areas in chief Chitambo’s area in Serenje district of the Central Provnce where floods destroyed crops in many fields including ground nuts and maize.

Presidential hopeful Hakainde Hichilema says the United Party for National Development has a vision to stump out livestock diseases.

Mr. Hichilema says his party also wants to carry out a cattle restocking exercise.

Addressing a campaign rally in Mongu on Monday, Mr. Hichilema assured the people of Western Province that the UPND will revamp the livestock industry in the area.

He also promised the people in the province that his government would setup a power generation plant at Sioma Falls in Shangombo district to reduce on the power deficit that the country is experiencing.

Mr. Hichilema is one of the candidates contesting the forthcoming presidential election.

Others are MMD’s Rupiah Banda, Michael Sata of the Patriotic Front and Brigadier General Godfrey Miyanda of the Heritage Party.

Mufulira council brainstorms on help for local traders

The Mufulira Municipal Council is planning to effect relief measures to cushion the impact of increased license fees on local traders.

The intended measures are being considered following the recent protest by the traders over increased license fees on grounds of declining business activities in the border town.

Mufulira Town Clerk, Charles Mwandila, said the local authority had limited jurisdiction and could not alter regulations passed by government hence the plans to only consider other options of providing other incentives as relief measures for high license fees.

Mr Mwandila was speaking when he addressed traders at the council today.

Mr Mwandila said the council would consider creating rebates on other avenues, especially ones controlled by the council as opposed to tempering with provision Statutory Instrument number 65 of 2008.

He, however, wondered why only traders in Mufulira out of the 72 districts protested against the fees.

A fortnight ago, Mufulira traders protested against the new trade license fees for 2009 which they said are exorbitant given the business trends obtaining in the district.

Government through the ministry of Commerce, Trade and Industry adjusted the trade license fees from K90,000 to K400,000 per year effective 2009.

Chairperson for the traders, John Katati, said the protest should not be misunderstood because traders did not know how government came up with the fees.

And opposition Kantanshi Member of Parliament, Yamfwa Mukanga, who was present during the meeting hailed the traders for protesting saying it was a good gesture as it indicated that they were not happy with the peace of legislation.

Mr Mukanga, however, warned of the risk of imprisonment for traders who would not comply with provisions of the Statutory Instrument.

Nigeria pledges support to Zambia’s development

The Nigerian government has pledged continued support to the Zambian government through various areas of national development.

Nigerian High Commissioner to Zambia, Folake Bello, says her government remains committed to supporting the Zambian government in advancing the country’s social and political development agenda.

Ms Bello was speaking in Lusaka today at celebrations to mark that country’s National Day.

Ms Bello said her government will continue putting in place extra remedial measures aimed at improving the social and economic sectors of other countries in Africa such as Zambia.

She cited the opening –up of the Access Development Bank as some of the measures that her government will continue implementing in an effort to help other countries improve the living standards of people in their respective countries.

Speaking earlier, Commerce, Trade and Industry Minister, Felix Mutati, commended the Nigerian government for its continued support to Zambia.

Mr Mutati said the Nigerian government’s support to Zambia has helped propel Zambia’s investment portfolios to greater heights.

Mr Mutati, further, disclosed that the Nigerian business community was in the process of investing over US$2 billion into Zambia’s national economy in the next two years.

The Commerce Minister has since challenged other countries in the region to take advantage of conducive business environment in Zambia to invest in various sectors of the country’s economy.

RB denies Chiluba link

Acting President, Rupiah Banda says he has not held talks with former President Frederick Chiluba seeking support for his Presidential candidature.

Mr. Banda said he has not met Dr. Chiluba since the cathedral of the Holy cross meeting held to pray for Dr. Levy Mwanawasa’s recovery.

He said this in Lusaka, Wednesday shortly before leaving for Mongu in Western province where he is to hold public rallies and inspect development projects.

There have been allegations suggesting that Mr. Banda’s campaign team is working with Dr. Chiluba who previously and openly supported Opposition Patriotic Front Leader, Michael Sata.

Mr. Banda was accompanied by United Liberal Party leader, Sakwiba Sikota and several ministers.

Mr. Banda kicked off his Three day campaign trail of Western Province with a pledge to unite the people of Zambia.

Speaking when he addressed a mammoth rally at Blue Game grounds in Mongu this evening, Mr Banda said his government would focus on taking development to all parts of the country without discrimination.

Mr Banda reaffirmed his determination to use the experience acquired from late President Levy Mwanawasa’s leadership to fulfil the economic development agenda for the people of Zambia.

Speaking earlier, United Liberal Party, ULP, President Sakwiba Sikota said his party resolved to support the MMD and Mr Banda in the next Presidential elections in the interest of sustaining development and stability in the country.

Mr Sikota said the MMD, is the only party, with enough Members of Parliament to formulate Laws in parliament.

He said even when the opposition PF and UPND MPs were added together, they would not out-number the ruling MMD in parliament.

Mr Sikota also likened the PF and UPND parties to property grabbers, who would reach the extent of grabbing electrical appliances from widows and orphans, despite them not having electricity an essential requirement for utilising such appliances in their respective homes.

The Post drove the late President to his grave,Kaingu

Tourism and Natural Resources Minister, Michael Kaingu, has advised the electorate in Southern province not to be swayed by continued negative reports by a named daily tabloid newspaper against Acting republican President, Rupiah Banda.

Mr Kaingu said the negative reports on Mr Banda have not come by surprise because the privately owned tabloid newspaper mounted a similar negative campaign against late President Levy Mwanawasa in 2001.

He recalled that the malicious campaign by the named newspaper was then intended to give a wrong impression that late Dr Mwanawasa was not liked by Zambians when in fact not.

Speaking in Choma today when he addressed provincial and district heads of government departments in the council chambers, Mr Kaingu said the newspaper has unfortunately launched a similar malicious campaign against Mr Banda.

“The Post Newspaper drove the late president to his grave,” he said.

He advised civil servants in the province to remain focused on implementing government policies and programmes as they were the engine of national development.

Mr Kaingu said government accords a lot respect to civil servants because they were the implementers of policies and programmes.

He, however, advised civil servants to vote wisely in the October 30, presidential elections so that there is continuity in the current policies being pursued by the MMD government.

Mr Kaingu reminded the public workers that the darkest hour for Zambia would be when people would elect opposition leaders, who lack the capacity to manage the affairs of the nation.

C. K Mable justified price hike

C.K Mable, the company tasked to legalize the controversial land behind Garden House Motel on the Lusaka – Mumbwa road , has clarified that the price hike to legalize the plots has been necessitated by a robust exercise by the firm to put in place social amenities.

C.K Mable Chairman Elijah Kasonso says the firm has worked on the feeder roads and has put up a police post to boost security in the area.

Mr. Kasonso told ZANIS that the company is currently exerting its efforts to erect houses for police officers in a bid to ensure security for the benefit of the residents.

He explained that a colossal sum of money was also required for a Site Plan and satellite photograph of the 72 hectares piece of land.

Mr. Kasonso said all these undertakings are costly and is therefore surprised that some sections of society are misleading people that they will offer them land free of charge.

He said more than 2000 people have already committed themselves to follow the laid down procedure of legalizing the land in the area.

Mr. Kasonso has since appealed to all concerned residents not to be swayed by such elements promising free land but to follow the laid down procedure and secure their investments.

Some political parties in Itezhi-tezhi district have bitterly complained over the pulling down of their campaign materials by unknown people .

United Party for National Development( UPND ) District Youth Chairperson Patrick Chilufya said that their campaign materials bearing the portrait of UPND president Hakainde Hichilema were torn and some completely pulled down by unknown people at night.

He said that it was not fair that other political parties in the district should be pulling down campaign materials pasted on the trees and walls just because they do not like that presidential aspirant.

“our political party is spending a lot money to produce those publicity materials and other political parties should respect each other and campaign peacefully”he said.

And Itezhi-tezhi district council secretary Cheembo Mang’wato has issued a strong warning against those involved in pulling down campaign materials pasted on walls and trees.

He said that tearing or pulling down campaign materials amounts to the breach of the electoral code of conduct.

“Under the electoral code of conduct ,it is an offense for any one to pull down election materials without authority,all those found wanting will be visited by the due process of the law”he warned.

Mr Cheembo has also asked the Itezhi-tezhi district conflict management to be vigilant and report all those found tearing down campaign materials.

And a check by ZANIS around the town revealed that Patriotic Front President’s portraits have been torn in several parts of the town while Electoral Commission of Zambia(ECZ) materials remained intact in most parts of the town.

Meanwhile District Voter Education Committees(DVECs) in southern province have banned the wearing of hipsters and sagging of trousers during the voter education programs in the villages.

The DVECT members also emphasized the need for transparency in the use of voter education resources given by the Electoral Commission of Zambia.

During the voter education workshop held at Mawagari (Choma Trades Institute) District voter education committee members said that wearing of hipsters and sagging of trouser is not allowed by most villagers so the need to ban it during the periods of voter education.

And Choma Town Clerk Golden Banda warned that the police and the anti corruption commission will deal with all those will misappropriate voter education funds.

And A total of 352 people in 37 polling stations donated around Itezhi-tezhi who lost their voters cards have applied for replacement of Their voters cards in preparation for the presidential election slated for 30th October 2008.

Acting Council Secretary Cheembo disclosed in an interview today that the replacement exercise was successful and hoped that all those registered as voters will cast their votes on 30th October.

“the replacement of voters card s’s exercise in all the 37 polling stations in the district was a success and preliminary investigations by the Council indicates that most voters have kept their voter’s cards just as they keep their national registration cards.

Mr Cheembo also commended the Zambia News and Information Services(ZANIS) for putting up publicity campaigns in all the 13 wards and attributed the good turn out to the massive video and announcements mounted by ZANIS in the district.

‘As you Know without ZANIS it would have been very difficult to do the campaigns within a short period of time but the but ZANIS successfully carried out the campaigns and things went on smoothly.”he said

USE OF FEMALE CONDOM PROMOTED

A senior Government official in Kasama has called for the massive promotion of the female condom in order to enhance the fight against HIV and AIDS in the country.

Kasama District Commissioner Lieutenant Colonel Steven Chanda made the call when he launched the newly improved female condom at a colourful ceremony held at Kasama General Hospital today.

Col. Chanda said female condoms needed to be promoted just like the male one in order to curb cases of sexually transmitted infections (STIs) including HIV as well as unplanned pregnancies in communities.

He noted that the female condom was part of the national HIV/AIDS strategic plan aimed at preventing the pandemic and as such people should feel free to use it.

Col. Chanda explained that in the past the female condom was shunned but that time has come for people to accept the product as part of the tools to prevent HIV and unplanned for pregnancies.

The DC added that the new female condom would provide both women and men an additional choice of negotiating for safe sex with their sexual partners.

Col. Chanda further said the Ministry of Health was in full support of the usage of the female condom as it would help in reducing the high incidences of sexually transmitted infections in the country.

The DC has since thanked the Zambia Health Education and Communication Trust and other partners for launching the new female condom in Kasama District. The newly launched female condom has improved features, which are user friendly to women.

ANTHRAX BREAKS OUT IN CHAMA DISTRICT

Anthrax has broken out in Chama District in Eastern Province.

Principal Veterinary Officer Joseph Sitali disclosed that a numbner of wild animals have died due to the disease in the district.

Dr. Sitali who could not give the number of animals that have died so far, said it has been difficult to control the disease due to inadequate resources.

He said this in a brief to Agriculture Deputy Minister Danniel Kalenga at the office of the Provincial Agriculture Coordinating Officer in Chipata today.

“We have not been able to go to Chama and carryout operations to control the disease, due to inadequate resources though there’s fear that it may spread to domestic animals,” he said.

Meanwhile Provincial Agriculture coordinating Officer Obvious Kabinda has described poor funding as major setback in the operations of the ministry.

Dr. Kabinda disclosed that anthrax had earlier affected animals in both South and North Luangwa National Parks saying 10 Hippos died from the disease, earlier this year.

He stated that the veterinary department and the national Agriculture Information Services (NAIS) have not been receiving adequate funds, adding that this has hindered the two departments from carrying out their operations effectively.

“Both departments receive a monthly funding of less than K1 million which is not adequate especially with the nature of the operations of both departments, which requires movements to various places if people are to benefit from their services,” he said.

Dr. Kabinda also disclosed that a number of animals have been affected with rabies in Chipata, Petauke and Chadiza Districts.

he stated thast rabies has been difficult to contend saying it has been problematic as new case have been reported.

Dr. Kabinda also expressed concern that people in boarder towns have been smuggling poultry products from neighbouring Malawi.

He noted this poses a danger of introduction of diseases to the local poultry products and the health of people in the country.

He disclosed that a number of eggs have been confiscated and destroyed by the veterinary department.

Dr. Kabinda also stated that department has carried out mitigation measures to avoid exacerbation of the disease situation and reduce the cases of disease in the country.

Sakwiba’s party to use own funds to campaign for MMD

United Liberal Party President Sakwiba Sikota says he is ready to commence campaigns for the MMD in Southern Province using his party’s funds.

Mr. Sikota who is also area Member of Parliament for Livingstone said the campaigns for the forth-coming presidential election will start by October 5 and will be fully sponsored by his party which will use the money it initially mobilized for its own campaign.

Mr. Sikota said this in a telephone interview with ZANIS in Livingstone today.

He pledged to give his party’s full support to the MMD because ULP will not participate in the presidential by-election set for 30 October 2008.

Meanwhile, the FDD in Livingstone has called on the National Constitution Conference (NCC) to ensure political parties that fail to hold conventions to democratically elect their leaders are barred from contesting in presidential elections.

FDD Publicity Secretary for Livingstone Allan Shawa said it was imperative for the NCC to ensure the new constitution once enacted banned political parties that displayed undemocratic behavior from participating in a presidential election.

Mr. Shawa said this in a statement released to ZANIS in Livingstone today.

He said it was imperative for all political parties especially the opposition to practice democracy at party level before they could aspire to higher officers at national level.
