Corrupt MPs won’t be adopted – Teta

MMD spokesperson, Benny Tetamashimba, has warned that party members of Parliament (MPs) whose seats are nullified because of corrupt practices will not be adopted to re-contest their seats.

In an interview in Lusaka yesterday, Mr Tetamashimba warned that the party would not allow anybody to contest parliamentary elections on its ticket after losing their seats because of corrupt practices because that contradicted the MMD’s anti-corruption drive.

“If anybody will have a seat nullified and it is attributed to corruption, that person will not be allowed to stand because we are fighting corruption,” Mr Tetamashimba said.

Commenting on the Kapoche constituency parliamentary by-election set for June 5, 2007, Mr Tetamashimba said former Deputy Minister of Community Development and Social Services, Nicholas Banda, would be allowed to contest the election because the Lusaka High Court did not find him guilty of corruption.

“For Kapoche, the young man is standing because he has not been found guilty of corruption by the court.

I have read the judgment and it has nothing to do with corruption.

It is how his people conducted themselves. So he is going to be considered,” Mr Tetamashimba said.

And United Party for National Development (UPND) spokesperson, Charles Kakoma, said the United Democratic Alliance (UDA) would field former Kapoche MP, Charles Banda as its candidate.

But the alliance had not yet met to make the final decision.

The Electoral Commission of Zambia (ECZ) has set June 5, 2007, as the date for parliamentary by-elections in Kapoche constituency in Petauke.

The seat fell vacant after the nullification of election results by the Lusaka High Court after Mr Banda successfully petitioned the polls outcome.

RDA challenges local authorities to prepare tender documents

The Road Development Agency(RDA) has appealed to local authorities on the Copperbelt to start preparing tender documents for the K5 Billion that has been set aside by the Government to rehabilitate priority roads covering the 72 District in the country.

And Copperbelt Minister Mwansa Mbulakulima has directed Town Clerks and District
Commissioners on the Copperbelt to monitor various contractors engaged by the RDA to
rehabilitate Roads in their localities.

RDA Head Engineer for Designing, Elias Mwape, said Government has set aside K5
billion that would be distributed among the 72 districts in the country to rehabilitate roads that were in a deplorable state and needed immediate attention.

Mr. Mwape said this in Kitwe yesterday when he addressed members of the Provincial
Development Coordinating Committee(PDCC) at Edinburgh hotel.

He said the local authorities had submitted a list of roads they wanted to be worked on urgently and that funds were now ready for the works to begin.

He said the money must be accessed and used by the local authorities within this year.

He said the local authorities will not handle any funds as the monies would be released directly to the contractors that would be engaged.

And Mr. Mbulakulima has challenged Town Clerks and District Commissioners to monitor
rehabilitation works being carried out by most Contractors on the Copperbelt.

Mr. Mbulakulima said there were a number of contractors that have been engaged to work on the roads but the quality of works being done was poor.

He said it was the responsibility of Government Chief Officers to monitor these works to ensure that public and Donor Funds were being used for the intended  purpose.

The Minister noted that it was not in order to wait for RDA to take action on erring contractors when the system was in place at local level.

Report on developmental activities in rural areas, media prodded

The deputy minister of information and broadcasting services has called for enhanced coverage of development activities in rural areas.

David Phiri says the media have a critical role to play in gathering information from remote parts of the country for the information of the public. He says this is necessary in stimulating development across the country.

Mr Phiri said this during a conducted tour of Zambia National Broadcasting Corporation, ZNBC,  studios at the Mass Media Complex in Lusaka today.

The deputy minister noted that since ZNBC does not have offices in many parts of the
country, Zambia News and Information Services, ZANIS, should use its presence in the
districts to service the national broadcaster and other media organisations with news from remote parts of the country for the information of the public.

And ZNBC Director of Programmes Ben Kangwa told Mr Phiri that ZANIS was doing a
commendable job by providing the national broadcaster news from rural parts of the country.

Mr Kangwa also disclosed that ZNBC has started refocusing its attention from political to developmental reporting.

The Director of Programmes noted that his institution has for a long time emphasised
political issues in its news coverage at the expense of developmental ones.
 
He pointed out that developmental projects like those unfolding in North-Western
province and other parts of the country deserve coverage.

Meanwhile, ZNBC  acting Director of Technical Services Frank Mushota  told the information deputy minister that it was not possible for the corporation  to broadcast  news bulletins on television on hourly basis due to lack of equipment.

MP describes contractor wages as slavery

Opposition Patriotic Front Kankoyo Member of Parliament Percy Chanda has described the monthly wages for workers engaged by ZAM-Chin contractors to construct houses in Mufulira as slavery.

And Mufulira town clerk, Charles Mwandila, has asked the workers who are complaining
to terminate their contracts if they are not happy with the wages.

Mr. Chanda who was received at the Chibolya site today with hostility by both ZAM-Chin officials and the site foreman Davis Musonda, refused to comment on the complaints by the workers, saying that the MP had not followed procedure when inquiring about the wages.

The uncompromising Mr. Musonda told Mr. Chanda that he was interfering in the operations of the contractor and that he should leave the Zam-Chin officials alone because they were not able to communicate well in the English language.

Some workers  talked to by ZANIS said they are being paid K5,000 per day for building of the  44 houses.

They also complained that the contractor had withheld their National Registration Cards (NRCs) for no apparent reason.

Mr. Musonda explained that management withheld their NRCs because some workers were running away with uniforms when recruited.

And Mr. Mwandila has castigated the complaining workers to leave the site if they are not satisfied with the wages because they had agreed to be paid K150,000 per month at K5,000 per day before being.

Zam-Chin has been contracted by ZCCM- Investment Holdings to construct 44 houses in
Chibolya township for the former Zambia Railways compound residents. The project is expected to be completed by September this year.

Green Buffaloes are out to attempt an incredible feat and knock-out an Egyptian club when they face Isamily on Saturday in a Caf Confederations Cup 3rd round, final return leg tie in Lusaka.

Buffaloes are trailing 2-1 away from the first leg played a fortnight ago in Alexandria

All Buffaloes need is a 1-0 win to progress to the pre-group stage on the away goals rule and become the first Zambian club to eliminate an Egypt club from a Caf club competition in 11 attempts.

But Buffaloes are a little handicapped in defence and will be without Patrick Masosa and Sekelani Mwale who received red cards in the away leg forcing Coach George Lwandamina rethink his strategy.

Buffaloes however still have the services of influential midfielders Noel Mwandila and Sebastian Mwansa available for Saturday match.

Ismaily meanwhile have no suspensions with key players Omar Gamal and Mohamed Mohsen both expected to lead the battle to remain in the competition.

Government committed to the development of sport

Government says it is committed to the development of sport for the benefit of the Zambian child.

Sport, Youth and Child development Deputy Minister Patricia Mulasikwanda says this is because sports is essential for the mental and physical welbeing of the child.

Ms Mulasikwanda said it is for this reason that government will continue to invest in the development of sport in the country..

She said one such initiative is the “Focus on Youth Sport” pilot project, which targets in and out of school children under 12 years of age.

” This is because it’s government’s concern to monitor and coordiniate activities for its citizens, ‘ she said.

The minister said this when she officiated at the opening of a Canadian based organisation called the ‘Right to Play’ Head office in in Lusak’s Rhodespark area.

She said government appreciates the contribution of local and foreign sports organisations such as ‘Right to Play’ to the development of sport in the country.

Ms Mulasikwanda said her ministry has worked closely with ‘Right to Play’ since its arrival in Zambia in 2002.

Speaking earlier, ‘Right to Play’ country representative Joe Makono said his organisation is determined to use sport to empower Zambian children.

Makono said this is because sport plays a vital role of creating unity, love and understanding in communities.

He said sport could be used to empower children and youth to look after themselves.

The ‘Right to Play’ country representative stated that his organisation was also determined to use sport as a vehicle to develop skills and values for Zambian girls.

And one of the organisation’s coaches Kenneth Phiri said the organisation has
empowered a number of children and youth in Chikumbi area north-east of Lusaka.

Phiri said before the organisation begun operating in the area, a number of girls and boys were out of school due to a number of social- economic factors such as early pregnancies  and child labour.

He however said the affected children had improved their school attendance and
performance since the programme was introduced in the area.

Western province minister not happy with ZESCO

Western province minister Adons Mufalali is not happy  with ZESCO’s failure to complete the street lighting project in Mongu district.

Mr Mufalali says government paid the electricity company K313 million sometime ago
and wondered why the project has taken long to complete.

The provincial minister is demanding  an explanation from ZESCO management as to why
the project has  stalled.

The minister also expressed displeasure at the works that ZESCO has so far done on the same project.

He told ZANIS in Mongu today that the power lines along the Mongu-Lusaka road were
too close to the road.

Mr. Mufalali said government’s plans to make part of the road into a dual carriage-way would be difficult to implement if ZESCO goes ahead to erect poles close to the road.

He has  appealed to the electricity company to show professionalism in the execution of projects in the province.

DEC arrests 101 year old man of Mazabuka

The Drug Enforcement Commission (DEC) has arrested a 101 year old peasant farmer of Mazabuka for unlawful cultivation of cannabis.

Timothy Chilekwa of Namembo village  in Mazabuka was arrested for unlawful cultivation of cannabis  weighing 1.2 tonnes and two sacks weighing 6.95kg

In a press statement made available to ZANIS in Lusaka today , DEC public relations and press liaison officer Rosten Chulu disclosed that the Commission in Western province has also arrested three peasant farmers for unlawful cultivation of cannabis.

These were Paul Lubwala, 32 of Lungano village in Katandano area for cultivating cannabis weighing 78kg, Kelvin Chinyama, 32 of Mushona area for trafficking in compressed cannabis weighing 41kg.

And in Luapula John Chansa was arrested for trafficking in 250g of cannabis and John
Chishimba, 53 of Kamwanja village for trafficking in 0.5g of cannabis, Peter Kapasa,`37 of Mululu village for trafficking in 57 balls of cannabis and a house wife  Eliya Mulenga of the same village for trafficking in 50g of cannabis.

Meanwhile,  the DEC in Chipata has arrested a peasant farmer Sophie Banda, 52 of
Kamwala coumpound in Chadiza district for trafficking in cannabis weighing 12.614kg.

The Commission has also arrested Frederick Nyambe of Northmead  in Lusaka for trafficking in two sachets of crack cocaine.

Ms Chulu said all the suspects will appear in court soon.

And Mr Chulu disclosed that  a Mr Jonathan Tembo of Matero in Lusaka was imprisoned
to four years imprisonment  with hard labour for trafficking in 75.2kg of cannabis.

The sentenced was meted out by the magistrate court in Kapiri Mposhi.

And in  Mumbwa,  Simon Nkhuwa has been sentenced to Six months imprisonment  with
hard labour by magistrate Walusika for tafficking in 10.4kg of cannabis.

And on another count, the accused has been fined K200,000 or in default two months
imprisonment for unlawful cultivation of 1.2 tonnes of cannabis.

Mr Chulu has since warned peasant farmers to desist from engaging in unlawful cultivation and trafficking in psychotropic substances.

International football returns to the Copperbelt after a year with two senior matches and one junior fixture in store this June.

With Independence stadium soon to undergo major rehabilitation work for an indefinite period, Faz has decided to stage all international matches on the Copperbelt.

However, all of Zambia’s 2007 Cosafa Castle Cup home fixtures look destined to remain a privilege of Lusaka with Woodlands stadium again looking like the preferred venue by the tournaments organizers as was the case in 2005.

Konkola stadium in Chililabombwe meanwhile is set to host the Zambia national teams’ final two home games of the Ghana 2008 Africa Cup, Group 11 qualifiers.

Zambia are set return to Konkola for the first time since September 3, 2005 where they lost 1-0 against Senegal in a 2006 World/Africa Cup Group 1 qualifier.

Congo-Brazzaville are the first team Zambia are set to host at the proposed match venue on June 2 with Chad to follow a fortnight later.

Arthur Davies stadium in Kitwe on the other hand will host the Zambia Under 23’s Olympic Games Group B opener against Cote D’Ivoire on June 2 or 3.

That match will be the first international fixture to be held in Kitwe since March 4, 2006 when the Womens’ under 20 squad faced Mozambique in a Caf 2006 Women’s Under 20 Africa Cup tie there.

With the senior team and Under 23 sides’ June 2-3 match date qualifiers all clashing, Faz has yet to advise when the latter sides match will be played.

Levy hails Zambia/China relations

President Levy Mwanawasa  has hailed the People’s Republic of China for its good bilateral relations with Zambia.

President  Mwanawasa said Zambia and China enjoy good relations which are mutually beneficial to both countries.

Mr. Mwanawasa made the remarks when the Chinese military delegation lead by General
Deng Changyou  paid  a courtesy call on  him at  state  house.

He expressed optimistic that the delegation would have fruitful discussion with their Zambian counterparts.

Earlier Defence Minister George Mpombo  said the visit  was intended to cement the military ties between Zambia and China.

Mr. Mpombo  said  the cordial relations which President  Mwanawasa has been working
on with that the country should be enhanced.

He added that the delegation has come as a reciprocal to the earlier visit by former
Defence Minister Mundia Muliokela to that country.

Lundazi MP appeals for more relief food

Lundazi central constituency member of parliament ,MP, Mkondo Lungu has appealed to the Disaster Management and Mitigation Unit, DMMU, under the office of the vice president to urgently send more relief food to Lundazi.

Mr. Lungu said the 860.5 metric tonnes of relief food sent to the area was inadequate due to widespread hunger in the valley.

Mr. Lungu who was accompanied by his Lumezi counterpart  Isaac Banda, made the appeal when he addressed DMMU committee members in Lundazi yesterday.

He said the purpose of the meeting was to get first hand information on the distribution of relief food in the district.

The MP also blamed the vulnerability assessment team from the office of the vice president for conducting vulnerability assessment exercise in November last year
without consulting local line ministries resulting in most hunger prone areas being
left-out in the report.

Mr. Lungu said out of 27 wards in the district, the vulnerability assessment team from Lusaka only selected 10 as eligible for relief food, a situation he described as unfortunate.

Speaking at the same meeting, Mr Nemiah Tembo who is co-ordinator for Wildlife Conservation Society, a lead NGO appointed by government to distribute relief food
in the 10 selected wards, said the exercise was almost complete despite inaccessible roads and washed away bridges.

Meanwhile, Lumezi MP Isaac Banda disclosed that government  allocated K6 billion in this year’s budget for patching up the dilapidated Lundazi-Chipata road while waiting for a donor to fund the complete overhaul of the road.

Stanbic bank records 30 percent profit

Stanbic Bank has recorded a 30 per cent profit increase in the previous financial year, Bank managing director Larry Kalala has said.

Speaking at the Bank’s first ever quarterly media  briefing in Lusaka today, Mr Kalala said the 30 per cent increase in the net bank revenue represents an actual rise of K47 billion from K157 billion for the year 2005 to K204 billion last year.

He said the loans and advances grew by 33 per cent while deposits grew by 25 per cent.

He attributed the bank’s good performance to the favourable economic environment
during the year.

He cited economic factors such as the fall in inflation levels, rise in the strength of the kwacha due to increased exports earnings and the effects of external debts cancellation as among the factors that have had favourable impact on the economy.

Mr Kalala also anticipated another good performance for the current financial year
as the bank has so far witnessed an increase in asset bookings.

He said the bank will this year focus on improving operational efficiency and
service delivery.

He said the bank has already overhauled its IT capacity by installing new servers in
order to improve service delivery.

He said the bank will also introduce new products in the Personal Banking space such
as Internet Banking, Home loans, and new transactional product offerings. 

The Stanbic Managing Director added that the bank will also expand  the AutoBank
network from the current 25 to a total of 40 by December this year.

ZANACO ROAR TO THE TOP OF THE TABLE.

Defending league champions Zanaco roared to the summit of the Faz Premier League table today after an emphatic 6-1 home win over Nakambala Leopards at Sunset stadium in Lusaka in a delayed week 1 fixture.

Zanaco are on 16 points after Wednesday win, level with former leaders and now second placed Young Arrows whom they topple thanks to a superior goal difference.

The Bankers took a 3-1 lead into the break through Mumamba Numba who scored a two with goals in the 29th and 36th minutes on his way to recording a hat-trick on the day.

Winston Kalengo made it 3-0 in-between before ex-Afrisports striker Dan Masumba cut Zanaco’s lead with Nakambala’s consolation goal a minute before the break.

Kelvin Kaindu stretched Zanaco’s lead to four on the hour-mark and Numba completed his hat-trick with the hosts’ fifth goal of the day ten minutes later.

Frazer Mwewa completed the rout with Zanaco’s sixth and final goal of the game in the 81st minute.

The defeat left former Zanaco star and now Nakambala coach Chris “Gaza” Tembo without a win against his old club since guiding the Mazabuka side to the top-flight for the first time last season.

Zanaco have now won two league games against Nakambala and drew 2-2 in their last meeting away in Mazabuka in a week 28 fixture last November 5.

Nakambala meanwhile, are 4th from bottom following this afternoon’s away defeat.

ZACCI cites export hurdles

Zambian exports have failed to fully penetrate the lucrative Democratic Republic of Congo (DRC) market due to the high cost of production in Zambia, the  Zambia Association of Chambers of Commerce and Industry (ZACCI) has observed.

In an interview with ZANIS in Lusaka today, ZACCI chief executive officer Justin Chisulo said South African products were entering the DRC market more than Zambian products yet Zambia was nearer to that market than South Africa.

Mr Chisulo said the high cost of production in Zambia was hindering Zambian products
from entering both regional and the global export markets because they tended to be
uncompetitive as they turned to be more expensive.

He explained that if well exploited, significant foreign exchange earnings would be
generated from the DRC market alone.

Mr Chisulo called on Zambian exporters to exploit the DRC market despite the hardships they are facing in penetrating that market including other regional and global markets.

And Mr Chisulo said ZACCI was conducting a study on the fuel pricing system with
view to  advising on possible remedial measures.

He said the high fuel prices was among the major factors behind  the high cost of production in Zambia.

Recently some ZACCI members called on government to scrap the Energy Regulation
Board, ERB, in order to reduce the fuel pump price.

The ZACCI members noted that the ERB was also a cost as it raised funds for its operations through the fuel tax.

RDA chief nabbed for attempting to obtain over K3.5 billion by false pretences

Road Development Agency (RDA) Director Watson Ng’ambi and Mulenga Kapembwa an accountant have been arrested by Drug Enforcement Commission (DEC) for attempting to obtain over K3.5 billion by false pretences.

DEC Public Relations and Press Liason Officer Rosten Chulu confirmed to ZANIS that
Watson Ng’ambi 42, the Director at RDA of plot 23617 Presidential Housing Initiative (PHI) in Lusaka and Mulenga Kapembwa 39 an accountant of 1369 off Palm Drive in
Chelston Lusaka have been arrested and charged with attempting to obtain money by
false pretences contrary to section 309 and 389 of 5the Penal Code CAP 87 of the
laws of Zambia.

Mr. Chulu said whilst acting jointly with others, the two instructed National Road Fund Agency to pay contractors Turner Construction Limited/BICON Zambia Limited and GM International Limited/Rankin Engineering Associates for the projects they are undertaking in Chingola, Ndola, Choma and Mazabuka respectively.

He said the accused with intent to defraud allegedly resubmitted copies of the already made advance payment thereby creating a double payment which is so far amounting to over K3. 5 billion.

In another development, 14 other Zambians have been arrested for unlawful trafficking in psychotropic substances weighing a total of 90.096kgs.

In Central province, the commission has arrested Brighton Jonathan Tembo 28 and Levis Munyika 29.

In the North-western and Eastern provinces, Brighton Katunda, Clever Mulenga, Yobe
Alikanjelo, Charles Banda, Mpande Lombe Charles Ziba and Okiseensio Lungu have been
arrested by the Commission.

And on the Copperbelt, the commission has arrested Fides Chisi, Christina Mambala, Tom Tembo, Kabwe Chilambwe and Stanley Bamba all for trafficking in cannabis.

Mr.Chulu said all the suspects will appear in court soon.

Meanwhile, the commission has since cautioned Zambians to desist from engaging themselves in the unlawful cultivation and trafficking of psychotropic substances
and Money Laundering activities.
