I am in a hurry to develop Zambia, President Rupiah Banda

President Banda

PRESIDENT Banda said he is in a hurry to develop Zambia, and he has advised Zambians to unite for them to achieve prosperity.

He was speaking at the Zambian Embassy in Beijing yesterday when he met Zambians resident in China.Mr Banda said Zambians abroad, especially students, should always think about how they will contribute to the development of their country.

The President said he has placed qualified Zambians in key positions so that they can advise him on how to improve economic development in Zambia.

He hinted that when he makes the next changes to his administration, he will include more women.
And earlier in the day, President Banda met African diplomats accredited to China.

He told the diplomats that Africa has much to learn from China.

Deputy Dean of African Diplomats in China Joao Manuel Bernadro, who is Angola’s Ambassador to China, described President Banda as a model politician who inspires many.

President Banda is in China at the invitation of China’s President Hu Jintao.

    With all due respect regarding your statement Mr. President, action truly speaks louder than words. Gone are the days when people could be easily hoodwinked or misled by sweet political talk.
    Concrete, visible development, tangible economic growth and a significant improvement in the quality of life (good health care, enough jobs and affordable food prices) is what Zambians at home, the students and immigrants all around the world anticipate to see.

    Because implementing is always better than imagining or promising.

  6. Some people on this blog are the perfect example as to why Zambia fails to develop. There is so much negativity and hatred that even a good thing is bad in their eyes.

    Bane if the current government suggest good ideas support them if they dont deliver then you vote them out of office in the next election. That is how you show you are not happy, the negativity you show only prevents you from making a meaningfull contribution. At the back of you mind you are always thinking that they are upto something.

  7. Develop! What does that really mean- in the zambian context? Its never defined, hence unqualified users like this for-show so called president run away with it.
    We have some of the most abundance of fresh water resources for example, yet in the capital itself, 45 years later, thats undeveloped; what skeleton the colonial era handed down has by natural progression and neglect become non-existent- women and children still have to break backs fetching it from unsanitary communals…often next to unmanaged rubbish dumps, and cholera is a way of life thus.
    I had access to a science lab starting at grade 8. Learnt what science is, could make and test and prove things. Then came the deterioration, apu’s they called them, as I have heard, and much other worser scenarios..and develop? but for…

    National assembly, NA is useless. If it was abolished today, nothing will change, we’ll not feel it, will affect nothing; It exercises no over-sight on day-to-day govt business. Classic example is the recent corrupt exposition, purported daily allowances to ‘delegates’ to the constitution commission. NA is supposed to retain and exercise appropriation powers, and thuggery will be in check, and not hide in “development”.   11. Recently we were told our reserves have “ballooned” to $1.9b- in whose purse is that cash, which StanChart advises all be held in dollars, and none be converted to gold? Who has the power over it? Who has power over what collections the revenue authority take in daily? In short, who appropriates our money to this and that? Its not the national assembly, but one man- and therein lies a critical factor to the d-word! I hear someone say, but we have a budgetary process at work, or so you suppose?

    Last year, we saw single digit inflation, we saw positive GDP growth of 6.3% GDP growth when the forecasts were 4% and 5% respectively. You showed an increase in Zambia’s reserves which amounted to somewhere around $1.8 billion US dollars. You showed a stable currency which resulted in stability in cross-border transactions. You saved LCM from prolonged closure. You showed a bumper harvest that we even had the ability to donate some maize to Zimbabwe. You showed a will to fight corruption. These are just some examples of president Rupiah Banda’s seriousness.

    Yes President Rupiah Banda is serious when he says he is in a hurry to develop Zambia and we have enough evidence of this.

It is also difficult to measure the impact of his leadership considering the time element. Yes, we can see some benefits in the short term but the ultimate outcome on a long term basis is significant.

This means that from the producers to logistics to the final consumer, all processes must be seamless. It’s rather difficult to pass judgement on what’s happening in Zambia from outside (Pa london). From the drib drab that LT kindly feeds us (cheers by the way), and from what friends and family say. I’m sure people living and working in Zambia would disagree with the president’s remarks. Isn’t it funny will that each time the president is mentioned, he has trevelled? or having a “braii” at statehouse for somebody at statehouse! Has he not been in office long enough to know that he needs to delegate some of these tasks? What are PSs, ministers and diplomats there for?   30. The remark that Rupiah is in a hurry to develop Zambia is misplaced. In Education, the examination rules for external candidates are the same as kaundas, 45 years down the line. It annoys me a lot. If you failed Grade nine you can sit for “O” level or GCE exams, even when clearly the UN goal of education for all by 2015 is squarely in his face. No provision has been made at government level to provide for people that want to improve their grades at government level.
    On the economy, the idea that Zambia has oil deposits in Chavuma area is still shrouded in mystery and secrecy, all we know is the awarding of contracts to explore for oil.Obviously with kickbacks. Even our colleagues at UNZA are quiet, no one is willing to offer a scientific explanation. Sad! So many issues are hushed up!!!

    Being a hurry shouldn’t include giving out govt contracts to your family members (your sons) and MMD bootlickers. These people will only drag you down. They will do nothing but squander the finances and then sit by while you get shredded to pieces for it. So bring in credible and well-meaning experts to do DEVELOPMENT.

    Favouritism and backdoor dealings have stunted development in our country, and it is part of your job to see to it that this does not go on under your leadership. SHORT OF THAT, YOU CAN DREAM ON!—-and yours might be the shortest presidency in Zambian history.

The country has very high levels of poverty, illiteracy, poor access to healthcare and with an ever increasing population which is almost at 30% of this year’s GDP growth. What are the strategic decisions that you are taking? Having more women in government? Asking Zambians in exile to come back? Do you understand how much they contribute to the Zambian economy by funding parents, siblings and relatives to have basic healthcare, education, food and basic human necessities without constitutional recognition of their rights.     Just before Mwanawasa got sick this Global was brewing in the Distance, by the time he died it had matured from being called a Mortgage Crisis TO Sub-prime Crisis TO Credit Crunch TO Global Financial Crisis Raw material Producing Countries like Zambia Risk Closer, there was no market for anything.
    RB,s Administration Instead of concentrating of development, they started fighting the Global Crisis, they lost time, and nobody appreciates it. SAD STORY…

  48. #68 What global financial crisis did they have to fight? Zambia is hardly a global economy, and the main exposure to the global economy is through copper mining. The exposure was however, mitigated by the fall in oil prices, strong demand for copper from China – which remained unscathed by the crisis. Debt relief has also meant that Zambia did not have to make big repayments on loans. Add on the budget support from co-operating partners, you will find that the country was virtually insulated from the crisis. NGO’s mashroomed and grew e.g. Executive Leadership Search, funded by the taxpayer! It has always been about priorities. Why have a presidential jet when you you do not have medicine in a hospital?

He digs the foundations with ease and lays the concrete in no time. Then the storms of credit crunch, sickness, famine and disasters come and the country is swept away in the winds. A wise politician builds the country upon the rock of macroeconomic and fiscal stability. He carries on sweating amidst the jeers of the impatient public. He promises no heaven ‘in 90 days’ but asks for hard work. His unpopularity is quenched by his patriotism. Where were you when lending institution stoped lending to locals to advance their business entities because there was no surety that employers would guarantee their employment? Where were you when small companies that were supplying goods and services to the mines started collapsing because the mining companies with copper prices as low as 2800USD/tonnes slashed prices to improve their bottom line? Where were you? You must be outside this nation otherwise you can not talk about insulation the the GFC if you had been home.   59. Kalpana, two points from me. The first one is that I have been to Zambia twice during this period. The question of banks not lending to local people is common in both periods of prosperity and downturns. Your job is not adequate security without added insurances such as unemployment protection insurance. The problem was not because of the global crunch, but was a local reaction to the crunch. Zambian banks were not directly exposed in any way. Secondly periods care and maintenace or 45 years of dependence on copper should have taught us lessons by now. Commodity prices will always rise and fall; this was the essence of my post #66. The reaction of the mine owners is a lesson on why the mines were state owned in the first place. How much was copper price pre crunch?

  60. #72 The Expatriate: Here is simple economics for you. Imagine you live in Shangombo and you grow repu (deliberate mis-spelling for LT’s sake). You sell your repu at the market by driving to the market. Using you Japanese reconditioned Toyota Hilux, which runs on diesel. You pay 20% tax on your income. The tax goes into state and council coffers. The state uses your money to provide services and infrastructure. Then there is a global economic downturn. Your fuel, fertiliser and inputs go up. Your customers cant buy you repu. You lower the price but cannot meet the costs of production. You go to the bank for help. The Bank is international and has suffered losses elsewhere so cannot help. Your income drops. You lay off people. You make a loss. No tax. No revenue for govt. See?

  61. #72 The Expatriate. As for the mines, don’t you realise that the new owners had to capitalise from international lending houses. There have been billions of dollars of NEW money into Zambia’s copper mines. When you borrow from a bank you give a business plan and projected turnover and profits over the years. You tell the bank how much you will mine and how much it costs. Banks, however had no money to lend so the mines had no money to invest hence closures and job losses. IF RB had not intervened, there would have been disaster but he courted the Chinese and they came in. Give credit where it is due. Otherwise, you would have had very little to talk about and a lot more to cry about!

  64. Myabe I have not made my point very clear. The Saint; the local economy was not as affected by the global crisis as has been made out. Repu might not have sold anymore, but as a businessman you could have gone on to grow maize which has a ready market. If you have a business with a bankable business plan, credit will always be available as banks still need to make profits regardless of the crunch. With the mines, the investors took a short term view and fled. This was not totally about the crunch, but about their committment to Zambia and the purpose of their ‘investment’- they came for a quick ‘buck’ through asset striping or on the basis of flawed business plans. Yes the Chinese have invested but what will happen when they pull out?

My lament is that in Zambia, you can be an ‘investor’ if you go and open a shop and people see it as development.   67. Expatriate: 86 has a point when he talks about ‘Repu” when you talk about “bankable business plan” you sound a little overboard. How can a poor Zambian have a bankable Business Plan? Because even for those that have own houses to be used as collateral with the banks-its hell in this country to obtain title deeds let alone a loan from a bank based on your house. Most lending in Zambia to indiduals is payrole based. Again when you talk about ‘unemployment protection insurance’ you sound alittle out of phase. I have been in a midlle income job for 6years one of which I spent in Asia but and I stand to be corrected, I am not very familiar with “Unemployment Insurance” in this coutry if it does exist. Is it called diferently?

  69. #93 and 94 Thank you, your responses have equally been restrained and challenging. Yes I accept your views as well, and maybe the people I have mixed with when I Zambia have insulated me from the reality that people face daily. With employment protection, it is just a policy which should apply to personal loans that covers the loanee in case the person becomes unemployed for reasons other than self caused. It could also be in the form of a life policy to pay off loan in case the loanee dies.

  70. Yeah, Expatriate , it is good to accept other views. Now on your question of the vision of how Zambia will develop , you might need to look at the vision 2030 and the fifth national development plan. ( the government is presently working on the sixth national development plan). What i feel happens to alot of pipo outside the country and generally not in the know is they get overwhelmed with the one sided views they receive and insulate themselves from reality

  71. Positivist, I know that one of the strategies for example is to develop MFEZ. I wonder what the government has put in place to ensure that once the period of tax free residence in Zambia ends the companies that have been woed do not just move to another country to take advantage of similar incentives – capital can move within COMESA, e.t.c. and other countries will offer incentives to attract these same ‘investors’. In europe, one of such cases is Ireland and their experience with Dell Computers. Dell enjoyed all the tax advantages in the first instance, but moved as soon as the going got tough. Are we heading for similar situation as with the mines?

  73. Betters, this is the issue I raised initially. To live abroad, alot of us have had to take residence or nationality of countries where we are economic exiles. Our motherland does not recognise us, as the constitution does not allow for dual nationality. Equally, we can only invest money that we earn as we can not get loans to invest in Zambia from here, and we cannot get financing from Zambian institutions. Personally, I am trying but it is very difficult especially when you read some blogs and wonder what future Zambia has, in addition to the obvious fact that we in our country, we are criminals.

    Have you tried the Diaspora desk at State House?
    I haven’t yet but while I have been abroad I have managed to acquire three residential plots and Could very soon get a good piece of farmland and all this without a single ngwee spent on corruption but following the rules claerly and cleanly. I am not an MMD cadre and I do not have relatives in the institutions. I have actually been amazed. That is why, I am concerned when people talk about corruption and poor governance when an ordinary person like me and many others who introduced me to these ventures are doing so so openly and above board. I suspect that those who complain, only do so because they want special favours.

  77. positivist pa zed says. You are just a waste of time. The FNDP you are talking about is just a waste of time and other resources. A lot of money went into the development of the FNDP and what was done with it? not much if anthing at all. The implementation of the plan was not anything to write home about. it is just an academic exercise in my view. My view is that at the stage we have reached, we need someone who can drive these plns to implementation. Infact i think we need someone to use some militeristic approach to deal with the mess of the infrastructure for instance. Someone who will just apportion money to various issues of our Country and ensure that whoever is responsible does what he or she is supposed to do

You probably did’nt read comments made by some Zambians concerning Francis Chigunta’s claims that the things you have mentioned above are RB’s achievements. People want RB to reduce the size ohis Cabinet, but he hasn’t; they want him to reduce PAYE and VAT, but he hasn’t; they want him to provide free health care to all Zambians, but he hasn’t; they want him to provide free education beyond Grade 7, but he hasn’t; they want him to improve public infrastructure nationwide, but he hasn’t; they want him to facilitate the creation of jobs, but he hasn’t; they want him to effectively fight crime and corruption, but he hasn’t;…
