Kaingu ejected from Parliament after tearing the President’s Speech

Movement for Multi Party Democracy (MMD) vice president Michael Kaingu was yesterday ejected from Parliament after he tore President Michael Sata’s opening speech to the House claiming it did not address serious issues.

Mr Kaingu who was the first MP to debate President Sata’s speech during the official opening of the House last Friday shocked his fellow MPs when he tore it and laid it on the table.

The MP who is a former cabinet minister in the MMD government said he was disgusted with the speech claiming President Sata did not address serious issues, remarks that attracted reactions from Ministers and PF MPs.

PF members of Parliament shouted that the MP had disregarded presidential powers by tearing the President’s speech.

At this point Deputy Chairperson of Committees Chifumu Banda ordered Mr Kaingu to leave the house saying that his action would be referred to the standing orders committee for determination.

“It is inappropriate for the member to tear the speech. What he should have done was to express his views in the rightful manner,” he said.

Mr Banda also warned members against such behavior saying anyone who would repeat the action would be ejected from the House.

The whole of the president saw it fit to go and crack jokes instead of addressing issues in a sober manner! I hope those of you taking life as a joke will still be laughing when your relative is in a hospital bed dying cause of poor health systems or when your son cant get or job or start business cause of lack of opportunities…
    Zambians get out of your stupor and be serious for once.

    • You may have a point, and you are expressing it articulately. Don’t you think a member of parliament, a representative of the people in the highest house, should be more exemplary, and infact more tactful, in his approach? Let’s agree that Sata’s speech was useless. What has Kaingu gained by reacting the way he did? Was it honestly the best way to go about it?

  27. There are better ways of to express ones anger and discontent, but tearing the speech just goes beyond acceptable ways of airing such a grievance. This action is purely childish and beneath the pedigree of a would be called MP and VP of opposition. Wether the content of what the president said was not worthy the paper it was printed on, a sane person should have countered it with a well meaning critic that may win kudos from the people. Didn’t some adage say, “never argue with a fool….”. I suppose we now know who the real fool is! You will never win sympathy from the Zambian people if this is the kind of opposition you are going to offer.

  41. Tearing a speech is not intellectual or mature behaviour you expect from a man who claims to have a PhD. The intellectual way to handle such an issue is to dissect President Sata’s speech point by point and then expose its inherent weaknesses and expose this through a written critique. This is what all university educated people are expected to do. Tearing a written document is behaviour you expect from a kaponya or a lumpen.I am therefore surprised that there are supposedly university educated bloggers on this site who support such uncouth behaviour from a so – called honourable MP!

    • he was expressing his views and seek attention so that next time things are done properly. university education has nothing to do with how individuals express displeasure. we have seen people with degrees demonstrating and destroying property. e.g the Arab spring. very educated people with their PHDs took part in those demonstrations and wars

Talking about Irish, she is a grown up adult responsible for her own actions. It was her dad, not her, who was elected to parliament. Whether the speech was hollow or not, the man should be the last one to do what he did especially that when his daughter was shown world over being banged, he just smiled batini!     • I totally agree with you Umubemba, he should give us what he thinks is right. I worked with this man, he was a disgrace and I wonder how the wise late President had appointed him minister. Zambian people would have loved if the President read the speech as it was without ‘light moments’. They should take time to read and analysis the speech, the President gave good points, many people lack listening skills, they just heard jokes and not serious issues and thats the case with Kaingu.     You are missing the point. Nobody is saying the Sata’s speech is sacrosanct. What some of us are saying is that at his level, Kaingu should display more intellectualism, thoughtfulness, and maturity. An intellectual does not physically tear up a scholarly report whose ideas are not consonant with own; he reflects upon them and uses scholarly discourse to respond. Neither does an intellectual use the paper as toilet paper as you suggest. Such behavior is simply a reflection of one’s intellectual mediocrity, typical of Kulima Tower kaponyas who would prefer punching you up rather than argue their point when you disagree with them. Free speech is not synonymous with infantile behavior!

First of all it was not Parliamentary to tear a Presidential speech, secondly this behalviour attracts a six month suspestion from Parliament without pay and allowances, thirdly this act is not for honorables, you Kaingu has brought the honor of this house in question. I ask my self, what was wrong with the speech?, in fact the speech was not for Kaingu but for Zambians. All what Kaingu should have done is to refuse to debate the speech, or to absentee him self from any debates on the speech. I just hope the Chair will make a good ruling to ensure that Parliament remains honorable for honorable men.

  143. Now that Zambians have realised the presidential speech was not different from speeches Mr Sata has heard and read for over 40 years is vexing us if we are progressing as a nation. Mr Sata needed to enthuse Zambians with new thinking, new ideas of creativity and innovative ways of developmental strategies. The speech should have mentioned new methods of re alighning the country with new trends of good governance with a smart government fitting the modern times. The speech was shocking sounding novice and hollow. Familiarity of light jokes, and off the cuff statements have no room in Zambian governance where serious national problems need solutions. In frustration Zambians will react within their democratic rights in dishonouring hollow statements to send clear siginals for serious men.

  144. Only a very bitter and frustrated  person can say the contents of the speech were baseless. The speech was great and touched all areas of the economy.  It will not help you to misbehave at every forum guys, remember that the laws also is there to teach you lessons. Kaingu is just a dull and bitter man given that is no longer a minister. Your uncle Kaingo is now feeling what it means to be a backbencher, advise him to be wise than this folly is showing to us kids. No wonder his daughter can behave in that immoral manner coz the father also has no morals. Shaaaa.

When PF was in opposition,they never tore any papers but debated skillfully,people like Lubinda one would look forward to his contributions.We have in the opposition UPND MPs who able to tear the presidential speech and make it look useless.Tearing apart is not actually pulling the paper on either ends until its in several pieces.We are waiting for UPND MPs to show the MMD how its done wiselly with the brain work not hands.

The speech was written by the head of the executive, and another member from another organ of government (Parliament) tore the speech because it was baseless and useless. This Man has not committed any offence because his parliamentary rights allow him to do so. If the speech is useless to him, he has the right to tear it apart. Let us think with our heads instead of our hearts.

  151. Kaingu was wrong in tearing the speech, he too broke parliamentary protocol and may be guilty of flouting parliamentary previleges and immunity, which would result in his expulsion from Parliament.
    But the President has to be told that his sense of humour is sometimes misplaced and he needs to know that with his position, most of the functions he is presiding over require seriousness and some decorum, he can not continue cracking jokes everywhere. It is becoming embarrassing even to the staunchest of supporters, does anyone talk to him about his etiquette???

  154. All those fools who think the honourable tore the satanic speech, ya, but the MP tore the speech in support of the Barotse Agreement and the brothers incaracarated for no reason. he decicided to tear the constitution in parliament itself.

  155. If someone was to defecate in parliament, some people would clap and cheer because it was done by someone from some-you-know-which-party while others would want the excrement to flushed away. Dissecting the excrement would be a waste of time and effort unless you wanted to find out if there was something wrong with the person who defecated.
