Government asks Japan to help develop City of Lusaka

Government has asked the Japanese International Cooperation Agency (JICA) to help implement the Lusaka city master plan, which is aimed at urban development for the greater city of Lusaka under the vision 2030.

Lusaka City Council Director of Engineering Services, Bonwell Lwanga disclosed this during a press briefing in Lusaka today saying the local authority was now waiting for response from JICA.

Mr. Lwanga said under the master plan, the council will embark on water and sanitation, public transport and infrastructure and improved environment projects.

He said the three projects were part of the urban development for the greater city of Lusaka, which would among other things reduce traffic, decongest the city and developing other less developed areas within the city.

Mr. Lwanga said the projects will also include developing the surrounding districts of Lusaka such as Chibombo, Kafue, and Chongwe.

He said US$ 45 million will be required for the first phase of the project that will involve the construction of inner ring roads in Lusaka.

The Lusaka City Council (LCC) says the environmental assessment of the Lusaka master plan might start in June this year and the implementation will start immediately the assessment is completed.

  1. I have read this JICA help before on LT. What is really new? Whatever the case, the development of Lusaka city into a habitable place is long over due and we as Zambians must not look to the Japanese alone but seek ways of developing our City and others by ourselves.

    Certain fundings require that an international firm or organisation takes the lead in the developmental programme,basically these are some of the world bank or IMF conditions of the contract.The world bank uses the FIDIC terms of contract for most developmental project, andin it they have laid down there own coditions if you are to access their funds.But still this does not deprive our own contractors and Engineers cause they can still participate in the jobs since the jobs will be sub contracted to them,as long as they qualify .

I tell you each time I see any headline talking about Zambia seeking help from other countries it pisses me off.Iam not saying we should not sak for help,but its just too much even tuma small things we want to be helped this is what I can a dependance syndrome.How do you help Zim to improve its economy when yours is still in a mess.Even the bible says start with your family then go out.That is why we end up supporting bad things done by these countries coz once we are against ninsi no help.

  6. 4, Ba Honey, greetings and if only the MMD GRZ knew that us Zambians mainily from UNZA, CBU and Evelyn Hone college including those who are/were trained in Russia are the ones participating in building space systems, airplanes technology, roads, railways, etc, in many of the G20 countries which include South Africa our fellow SADC member state, they would simply pump in research money at our universities and our own selves as Zambians would develop stuff we can be proud of as a Nation.

    Like some one said, when our political leaders will begin to understand that we need a better Zambia for future generations and not only enjoying tax payers money by mismanagement of our country Zambia’s resources, then we will begin to make progress in everything we do.

  8. #6Digital Smoke, I agree with you , but havent you heard of contractors who come with their own workforce? This was the same thing reason there was a strike here some few weeks ago. A contract was given to an Italian Firm , so this firm brought its own work force., while there are a lot of qualified workers here who can do the same job. If it can happen here, then it can happen in Zed.

Good! i like the sound of the project….As long as there is no corruption, it sound like a plan to me and am game with the support…..Japan is a good choice but please include our own skill…Ba Potential, this is what youve always wanted..perhaps its time to leave Germany and be the great engineer back home..

  10. 10 Maestro, if even your own country dont want to give you a chance, then who will. i know a lot of pipo , Some are Doctors, Leacturers, IT Speacialists ,Finance , even engneers, but they are working all over the world because Zambia has the habit of using foreign expertise. This is what upsets me. Look at India and China, they are using there own pipo that why their economies are growing at a very fast pace.

  16. LCC prove your worthy, you have performed minimally so far, admittedly Lusaka needs redesigning, the initial plan was somewhat poor never took into account increase in population and other factors associated with it….we need a city to be proud of, guess this is your time

    20 Ba Honey including Matworld you are on the spot. It just puzzles me why our MMD leadership are not believing in Zambian born brainy people? May it is the way we have been conducting our politics since 1991 upto now where they are politics of poverty. Imagine two former Vice Presidents are now in lower positions of Ambassador to China and Canada.

    When we will begin to elect exposed leaders, things might change and I hope our starting point will be the 2011 elections.

  19. Good move, and let’s hope it materialises. The city, like wiseman-reborn has put it, needs redesigning. I am sure our local intellectuals in the fields of Engineering and City planning and the likes won’t be left out. Let’s move with modern times.

  20. Was this part of the so called INDABA. #2 Zambia lack Genuine Engineers. just look at what happens to our roads and bridges. The EIZ is just a hub of passive chaps. I mean they are not proactive. They are just Engineers on paper. I wonder what projects they were undertaking before they graduated. point to me at one innovation and invention done by Zambian Engineers. Zero!! None!!! Palibe. Full of take and no action. I mean just listen to Felix Mutati Talking. You would will mere talk turned into action Lol !!!!!! Sorry but I have seen that needed seriosness from a Japanese engineer. I wish I had pride in our own Engineers but they are a disappointment .

  22. The whole concept of developing Lusaka City is a very good one despite the challenges in implementing the projects. I don’t think we should be ashamed of asking the Japanese for assistance because even other cities were built with foreign aid. The British for example used a lot of cheap labour from scores of Carribean workers to set up it’s underground tube infrastructure.

At times our goverment ought to be getting ashamed when it comes to seeking assistance from these donors.did it have to take JICA to come and remind them that infact what we were even calling the city of lusaka is actually an eyesore.if our goverment wanted a beautiful city of lusaka they couldn’t have accepted the construction of those ugly structures which have been put up on freedom way,lumumba road and on either side of the flyover bridge in kamwala.
    You allow such kind of a mess to be put up then invite people from elsewhere to come help you make it look beautiful.it’s shameful

  27. BTW that’s a nice shot of Lusaka City right there. I think that’s the roundabout at Northend, am I right? I can even see part of Findeco House. The biulding is quite old and I hope it’s well inforced. I hate to think what might happen if it had to collapse.

  28. We as a nation have made mistakes in the past, however if we have a chance to amend and rectify them , that indicates nobility…..Strangely though most of the politicians we see as semi-gods were actually overseers of such ugly structure e.g in kamwala area….

  34. Another worthless statement. When there was plenty of cash flows from the commodities boom prior to the global recession, not even the roads of kitwe were fixed.
    Now some chap is hallucinating of a modern city in 2030? There have been so many vision, 2000, 2010 and now 2030 which will come and pass as a result of poor leadership.

  35. As much as I know great Zambian engineers, it shall take them approaching government to has access to viable projects. As far as the Japanese the arewonderful at building and do not stay in your country permanently languishing. Why do Zambians 4/5th of the populace drink too much. A few weeks ago Mulongoti was at some engineering governing body function( i dont know what they call it in Zambia) he was busy praising engineers in zambia, and today we hear of the same government trying to import man power that can be found right under their nose! Maybe we dont have the money to do this, but again i dont think so, if we are planning on sending money to Zim why the hell are we asking for help. is this a joke! Do you need a kamu Japa to tell you that you dont need a shanty compound close to downtown? i comment of the ‘donation’ and someone was not sure if Zambia gets aid or money from other countries, well here is your answer.

Its seems people here are failing to pick the sense in this issue.JICA avails the financial resources since they are the one of the largest bilateral development organizations in the world,they are also responsible for administering part of Japan’s grant aid.Here there role will be to offer technical assistance , do all the feasibility studies and master plans.In short they will act as the consultants of the project so as to see to it that all the money is used according to its purpose.Zambian contractors of course will be contracted to do the work ,which will be surpervised by JICA.

  42. What the hell! What is the use of the Lusaka City Council Director of Engineering Services, if a simple thing like designing water and sanitation has to be done by some foreigners. Why give away US$ 45 million when each there a dozen Zambians who go to Russia and elsewhere to study engineering. Zambia sometimes is just plain embarrasing, even putting together a tomb stone for Mwanawasa had to be done by the chinese. Are we that dumb, we still have some colonial directors who think only white and fair skinned people can do a good job.

  43. Successive Zambian governments have never valued their own. They blame Zambian professionals for leaving the country in droves for being unpatriotic. When Zambian professionals are available, they are abused and underpaid. ZCCM was the biggest culprit in this. White artisans with diplomas and certificates were supervising and appraising Zambian engineering graduates who were paid 10 times less. Similar situation with doctors, nurses, lecturers, football coaches and teachers.

  44. its so sad that we have such hypocritical people in power. just yesterday i read that they want to help rebuild zimbabwe by giving it financial aid. today they are asking for money to develop zambia, this is utterly mind blowing in the sense that it goes to prove that no one in office has any direction at all. why should we help build another state when we cant even build our own

  46. 1. Work on that lousy-looking Kafue roundabout. Do you need foreigners to clean your towns? Did the keep Zambia clean campaign die with LPM? Or is it because now we have the most useless Minister of Local Government ,,,?
    2. The GRZ should not just concentrate on Lusaka. People in Zambian villages should be encouraged to build decent houses not those tiny unsightly structures they call houses. I agree with one tourist who said Zambian villages are lifeless.
