Zambia: HH castigates George Kunda for going on a campaign despite the floods in Lusaka
UPND president Hakainde Hichilema
United party for national development has castigated Vice President George Kunda for deciding to go and campaign in central province despite the devastating floods being experienced in Lusaka.
Speaking on QFM’s Monday Night Live program, Hakainde Hichilema said that Lusaka has been experiencing a heavy rain which has caused some havoc on some of Lusaka residents.
Mr. Hichilema expressed shock at the vice presidents journey to the central province at the expense of suffering flood victims.
He said that incidences of death as a result of heavy rains in Mandevu constituency would not have taken place if government took responsibility.
He said that it was the flood situation was supposed to be re-declared as an emergency as a lot of people are suffering.
Mr. Hichilema said that the vice president was supposed to take immediate action on the matter as the disaster management and mitigation unit is under his office.
And speaking on the same program Mr. Hichilema said his party knew from the beginning that the National Constitutional Conference was flawed from the beginning and would not deliver a people driven constitution called for the NCC to be brought to an end.
He said his party made a conscious decision not to allow the MMD to have their way all the way through and that this was why the UPND is taking part in the NCC. He said the MMD would have had an easy way had his party not been part of the National Constitutional Conference.
Mr Hichilema adds that government has failed to provide leadership on the National Constitutional Conference by failing to come up with a definitive date when the NCC will conclude its work.
He further stated that the constitution making process has cost the country too much money while its conclusion remains a mystery.
Meanwhile Mr Hichilema said no decent Member of Parliament would want to defect to the MMD when it is clear that the ruling party will be confined to the opposition after next year’s elections. Reacting to claims by vice president George Kunda that some UPND and PF members of parliament will be defecting to the MMD, Mr Hichilema says every Zambian sensible Zambian with a basic brain understand that the ruling party is exiting in 2011.

How does the Disaster Management & Mitigation Unit operate in Zambia? The spectrum of disasters in Zambia is quite narrow, mainly being floods, cholera, crop failure or drought. Every year, one of these is likely to happen, for reasons we all know.
One would expect the DMM unit to have a structure and procedure for dealing with these perennial happenings. I wonder if the VP has to always be there. If nothing can be done without the VP, then the set up is wrong. Suppose he died or was abroad or unwell?

UK-Zed, the DMM is under the VP and in exceptional cases like this the VP should be seem to be leading the strategy (if any) Remember that is what Kanitundila did with the NW floods when he was VP.

In RSA the disaster management team is managed provincially. only when it escalates does the national govt steps in. i would expect LCC to have emergency funds somewhere to deal with this, and only when it escalates can the office of the VP be involved

It is not like South Africa were budgets are administered by provincial governments. In Zambia everything to do with the provinces and local authorities emanates from and is controlled by the President, VP and Ministers. We are a very primitive country!

Answer:The Disaster Management and Mitigation Unit (DMMU) under the office of the Vice President operates in all the 72 districts of Zambia under nine (9) key sectors namely, Social Protection, Agriculture, Health, Nutrition, Environment, Education, Water and Sanitation, Infrastructure and HIV and AIDS. Each sector is responsible for mitigating disasters relating to the sector although all the sectors complement each other. The Office of the Vice President coordinates the efforts of all these sectors. The man directly responsible for this work is no other than Gaston Sichilima.

Most recently, Mr. Sichilima made a remark to the effect that his office was ready for any disaster. Contrary to this, his office has done nothing to mitigate the effects of flooding in Lusaka. In Kanyama Compound, schools have been closed while elselwhere, in N’gombe for example, people are dying from the same floods. Govt and the council’s efforts have been directed towards assisting families to bury the dead. If that is mitigating a disaster.

Mandevu has been worse because it has had no MP since the people errored with that tavern addicted dancer when high on chibuku Jean Kapata.Since elected, she has never entered or solved the challenges of Mazyopa compound against her campaign pledge to resolve their settlement challenges.In compunds like Chaisa, Chipata, Mandevu,Chazanga and Kabanana site and service she just frequents taverns for chibuku.She never goes into residential areas or market centers.All property rates to councils are spent on Chibuku and moving cadres if she is not selling plots illegally.Mandevu constituency needs representatives than Chibuku drinking addictees who only deliver dances in tarvens.Jean Kapata is useless she must be forced out.No wonder failed even in Nursing.

Having put across the above points, I now emphasise that HH and the mighty UPND’s plan to put up drainages across Lusaka and build a DAM in Lusaka west where all water to end up as presented in the POST Newspaper should be given serious attention by the MMD GRZ so that starting next year we will not have the situation I personally saw in Kanyama some few days ago where lives are at risk.
Thus, can Mr Minister of Justice and Vice President George Kunda through his Disaster Management Unit do the needful for Zambians instead of telling people in Central Province not to vote for president HH in next year’s elections because he made UPND and PF work together in PACT..

2011 here we come again, please do the maths how far can K600 million go? and how big is the catastrophe in Lusaka. The amount of finance needed should come from the national budget and not from the city. PF controlled council can only do so much. The national govt ( DMMU) should kick when clamities reach a certain level.

Why is it that all the MPs in charge and the councils in charge have not come out in public to clearly give reasons why the can’t solve Lusaka Problems. The reason is simple. They have no excuse. The Executives are not supposed to be onsight of disaster always when technical experts are supposed to be working frantically.Instead they work frantically in and through functional structures to ascertain and resolve the disaster at hand then only visit the point of crisis when experts already at work. Even in the US where FEMA handles disasters, the President and Vice President visit the disasters when experts are already at work.A lashed intrusion of the VP to the site when experts are busy combating a crisis is not the way of doing things.

In the US we have had oil and mostly fire disasters every year in California and many other mountain states like Colorado, Nevada and such.FEMA has lashed there and not the Executives.I challenge PF cadres in the USA to show me which President lash to the these disasters first in the USA before experts move in or at the peak of their combating task.VP move in is always an intrusion in combat areas when things are still critical because VP security detail and protocol becomes an intrusion on the technical experts combating the crisis.

K 600 Million is about $ 120,000.00. can someone tell me how you can breakdown that if you were an MP in a constituency with run down infrastructure, piles and piles of garbage to be collected, etc.?

Why is it that most southerners support UPND regardless of what its membership composition and policies are? Maestro Hakuchincha is one kind, reading his blogs, he would support UPND/PF pact but would not support PF if the Pact disbanded he would rather go UPND. UPND should sell itself beyond its borders or should merge with PF to be national. Late Harry Mwaanga Nkumbula did that for the sake of unity, when he disbanded ANC to form UNIP. Regionalism is a danger to the unity of the country. UPND will never form government for as long as there are strong inclinations with the south and Zambians percieve it as such.

It is clear that flooding in Lusaka is as a result unexpected heavy rainfall. The sippage of accumalated water is extremely slow because of Lusaka being on a plateau and lack of adequate drainage system. This is further aggravated by the ever mushrooming shanty compounds and extension of self built houses to areas that are not serviced by Lusaka City Council.
This problem has long been there. A question to PF/UPND is, what is there policy on shanty compounds and un-serviced plots? What are they going to do with areas like Mandevu, Chaisa, Marapodi, Misisi, Chibolya, Kanyama, Chazanga, Chipulukusu, Nkwazi, Mckenzie, Nakadoli, Kwa Mulenga?

The fact is that MMD is not concerned over deaths caused by their poor policies. All they want is power forgetting that the principle of half life completely loses its emerge dispite living for ever. The government should work hard where the oposition is strong to show case that people made a mistake in voting for oposition. But the case is different in Lusaka government has gone to sleep. Floods caused by poor drainage can not be blamed by oposition. When was Lusaka planned and who planned it?

reading through the comments, one wouldnt be surprised why Zambia is were it is today, undeveloped! We have been made to believe that development will come from these hungry politicians and also that finding a good life in Zambia is all about supporting the ruling party to get those backdoor jobs, like some of our brothers saving in our various embassies.
The crisis Lusaka is facing now is one that does not need any political talk whatsoever. Be it ruling party or opposition. What we need is to decentralise our government so that situations like this can be handle at council level or provincial level. Maestro,for you it’s always about Sata.The man has said he has a degree.The problem with most of you monks is that,you think attaining a degree is difficult.A lot of people now in Zambia got degrees not only from UNZA but other places.Apart from HH having a degree which you think Sata doesn’t have,what other attributes are better about him compared to Sata.HH only ran grant thornton and we all know it’s because his tribesmate,Mazoka was a major shareholder.Sata has been gorvenor,minister at a very senior level and performed.You need to learn to accomodate people of all hues and types-kaponyas,educated,uneducated,muslims,non-SDAs.Be accomodative dude.

HH is becoming a let down.Before atatcking the Govt HH was suppose to first castigate or give a big lashing to PF MPs and Councillors for failing Lusaka lamenatably.I come from Chilenje and I know first hand how Given Lubinda,then UPND used to unblock the drainages before rainy season, maintain street lights among other things using then the meagre CDF.Now why are these PF lawmakers failing?
