AG’s report reveals massive misuse of funds in Zambian foreign missions

The Zambian Embassy in Washington in the United States of America has misused funds through delayed banking of revenue, irregular payment of Foreign Service allowances, unretired imprest, unaccounted for stores and unaccounted for fuel funds among others.

This has been revealed in the Auditor General’s (AG) report for the financial year ended 2008, which also revealed massive misappropriation of public funds by other Zambian foreign missions.

The delays in banking revenue amounted to about to K1.15 billion for the period ranging from two to 88 days.

In unretired imprest, the mission paid advances totaling to K149.1 million involving 44 transactions, which were issued to 12 officers during the period from January 2007 to December 2008. This imprest was not retired as at August 2009.

For unaccounted for stores, the mission is said to have no receipts and disposal details for assorted items costing K84.8 million and amounts totaling over K103.9 million were paid to BP AMOCO for the procurement of fuel for the mission vehicles during the period under review.

At Gaborone mission in Botswana, the AG’s report reveals that a total of K3.1 billion was captured as expenditure resulting in a variance of K993.5 million between the funding and expenditure of the mission.

A comparison of revenue returns at the Ministry of Foreign Affairs headquarters and those maintained at the mission revealed variances of K173.8 million in 2007 and K8.2 million in 2008.

The report has further revealed that at the mission in Abuja, a total of K54.9 million was collected from the period January to December 2008 as revenue for issuing visas instead of K90. 1million, therefore resulting into an under collection of revenue by K35.2 million.
This was because the mission continued to issue visas at the old rate despite the Immigration Department visa fees being increased from US$30 and US$50 for single and multiple entry visas to US$80 and US$160 respectively.
The increase was with effect from 26th January 2008.

    This report is very dissapointing. We cannot have a few Zambians living large at the expense of the suffering masses back home. I’m sure there are also Embassies which are faithful when it comes to management of funds so it’s good that the culprits have been identified.

I applied for one in Feb 2009 up no now I have not received word on the status. When I call all I hear is this boring recording from a woman who sounds like she was high on something When u get transferred to a Mr Musonda he never answers (typical chilenje mentality). When you leave him a voice message he will never reply. The only gentleman who I think has tried is Mr Kalaba. At least he sounds like a genuine guy with just too much on his plate. Bring all involved to justice…. in fact as a matter of fact I’m getting US citizenship this year so I will not have to deal with this Zambian Embassy n.o.n.s.e.n.se anymore …ba swine ….

  9. WORKS and supply minister Mike Mulongoti (above) has said the country is faced with a challenge of having to find adequate resources to invest in the roads. Mulongoti yesterday said that the country also had a challenge of making hard choices in order to complete all the old major projects that were started many years ago.

    Ba Mulongoti, the money is there, but you spend it on worthless projects and embassies that are scheming the government. Stop payments to these embassies until they account for the money they have squandered. Why should we continue to awarding failures?

But what I meant here is that at least LPM fired some ambassadors for the same cases, eg, the George Chulumanda when this was discovered happening in Mozambique. I really did not mean LPM was a saint. The difference is that Banda will not act for fear of offending Lozis since the boss at US Embassy is Inonge. This report is usually very outdated and most people who do not read details will cast aspersions on innocent people presently at the missions. 2007-2008, we had a different President and some of the staff responsible for these abuses have been redirected. Why can’t the AG’s report be more contemporary? It is a pity that by the time the next report is out, there may be a different government, which may take the credit or the slap, depending on the report.

I was kind of not comfortable about the audit when I met one the officers from the auditor general as he was in the company of some embassy officials but he assured me they will be professional about the process.

  29. What is the purpose of an embassy and mission abroad? I think 1. To represent the sending country.
    2. To sell the interests of the sending country and foster good bilateral relations. 3. To advocate, counsel, protect and support the citizens of the sending country in the foreign country. If there is anything else, someone may feel free to add. Having said that, this would be the bare minimum. Our representatives however, go to make money for themselves. The Zambian HC in London sells London to Zambians on its website. The Canada mission website has nothing at all. Italian is ok. Germany has Chinkuli alone. The best websites are South African and Belgian/EU. Russia, pathetic. Most of others do not even give correct info. Hence the use of old visa fees in Abuja!

My honest opinion is that any Zambian in a foreign land needing any help with travel/passports/documents should run or call the Zambian Embasy but now alot of people send their documents back home to friends to have their passport processed from there.This is the type of picture our Embassy paints here.I have high regard for Zambian Associations that strive to bring communities together than I have for the Zambian Embassy but at the end of the day Boma is still Boma and that a Zambian Association cannot give me a passport but I get a feeling that the Zambain association is on my team and the Embassy is not.
    I have seen people eager to return back home but only to be barred from travelling because the passport expired.If you have ever seen a Zambian depressed,then it would be a zambian…

    who has already booked their flight and is given a number of days to fix their paperwork or risk voiding their ticket.The first call to the Embassy is a nightmare.They either dont pick up or you get a busy signal.When you finally get through you here,oh teishile lelo uyu.There is no sense of urgency.There is no experditing.Somehow these people havent been exposed because they are all from Zambia with the ministry mentality.I have worked in wharehouses,call centers and have seen how people belive in working in a fast paced environment.Tikalipatali.By the end of 2 weeks you end up making 44 calls to the embassy without realising and so have to cancell your trip for another 3 months.We need a clean house starting with DC.Oh I feel so much better.

The auditor’s report needs also to list the people by name, this should be available for public records afterall this is Tax payers money and not Govt money so the tax payers have every right to know who it is. Furthermore those people should never be employed in any other Govt position as there are not there to serve the taxpayers but themselves, they should be on a blacklist

I am disappointed because I thought Dr Inonge Mbikusita Lewanika, Zambian Ambassador to USA, was a competent female to become our Zambian first woman president but alas this news is very shocking. I hope Mr Ben Kangwa and others will help clear the Nation on what is really going on at that USA Embassy.

    It is just disappointing that our Zambian Embassies and High Commisions are beinf reported to have performed very badly over a serious National Resource like money that could have been channelled to kanyama compound to rectify the flood problems people experience there.

  58. The problem with a lot of our senior public officers, like Ambassodor Inonge Mbikusita Lewanika, is that they may have front office skills but virtually zero back office skills. They are basically ceremonial figures who look good smiling at the camera, but do not have mangaerial acumen or competency. They lack control awareness and probably do not even realise that internal finances and accountability are in disarray, until AG steps in.
    The solution is to appoint well rounded professionals in the right positions, plus regular on the job positive reinforcement of core competencies.

I am disappointed with such behavior though am not surprised given the pull him down syndrome of zambian’s. Ben Kangwa’s job is to promote the image of Zambia in the USA. That aside, Inonge and the accountant and a few others have overstayed and that is why there are problems at that embassy. What do you expect when you even bring in an officer with a case of missing rice at cabinet office to be in charge of things like stationery, fuel and transport. We all know that Texas has been a bad place for Zambians. Remove such people from embassies and replace them with honest ones

Their children’s education were also paid by you in the form of education allowance.You were also paying certain percentage for their pepco, washington gas and telephone bills. Their House Rent are also paid by you.
