Hichilema nearly stopped from donating to Lusaka flood victims

There was near confusion today when United Party for National Development president Hakainde Hichilema was nearly stopped from donating mealie meal to the flood victims at the camp near the independence stadium.

Zambia Red Cross officials based at the camp told Mr. Hichilema that he was supposed to follow procedure when making his donation.

The official said that they were under strict directives not to allow people to donate items to the flood victims.

Sources,however, told QFM that the directives were coming from the Disaster Management and Mitigation Unit (DMMU) under the office of the vice president.

Mr. Hichilema expressed disappointment that government was trying to turn the camp into a military base.

He told journalists that it is a pity that government has been calling on the stakeholders to assist victims at the camp when on the other hand they are politicizing it.

Mr Hichilema maintained that he would not deliver the items to the DMMU but to the people at the camp site.

Zambia Red Cross Society secretary general Charles Mushitu who rushed to the camp later apologized for the confusion that occurred.

People be realistic especially those outside the country its only standard procedure that you make donations through a sort of registered institution… Even when you decide to sponsor a child in a third world country do you take the money straight to the Child??? NO you will find maybe an NGO that will handle that for that child…

    He could still donate the things through disaster management then help distribute thats what i have seen other leaders do ie clinton when his institution makes a donation it goes through the UN then you see pictures of him Helping offloard etc.

    Sorry but HH reaction to me tells me he went there as a politician and not as a person who wants to help… When you help is it really nessecary that you are seen??? NO

  8. I think HH was just right. The only thing if there was a change HH alternative could be to give red Cross and its red cross he saw who would have accepted whole heartedly. By if you say he gives disaster management it was going to be good bye to those bags of mealie meal. They wouldn’t have gone to the intended people.
    That’s a good gesture by HH thinking about the people.

  10. Let us be serious. Those people affected by floods do not need food donations.All they need is shelter so the tents are enough.The fact that their houses are in water does not mean that their jobs are also in water.Their manner of earnings is still intact.
    Floods…some of these people are suffering because of their unthinking.They deliberately constructed houses in water when they saw clearly that the lands they were building on was water logged.

  12. @Creative #7 the Zambian Govt has received so much money from donors for the poor and they spend it on themselves and on RB’s travels. I am a community worker and I know that these days even aid agencies prefer aid to go directly to the beneficiaries for fear that the real needy people will not benefit. I am involved in community development and Poverty alleviation programmes. Read the signs of the time and watch the trends.

  18. HH was in my view poliicking but that is not an offence but actually his right. Though again creative has a point, they are normalyy procedures of donating. Even if we got up and went to orphanages anyway in the world, there is a system of receving donations. You dont just walk in and start spreding the donations around. These procedures maybe arise to cover issues of possible poisoning, equitable distribution , theft/ pilferage etc

  31. The Nation has set up a disaster management unit. The money that is used to assist those affected by draught, floods and other unforseen circumstances comes from the tax payers money. The civil servants and companies that pay tax to the GOVT. This is not the first time people have been assisted. HH has donated we are told. The only issue here is logistics. HH like any other politician in Zambia and else where has an invested interest “Votes”. He should donate but should follow laid down procedures. If he does not have faith in the disaster management unit then we don’t know which structure he is going to have faith in.- American?, British etc.? It is not the first time disaster and hunger have struck in Zambia, HH has been there for a while.

Institutions are there for donations he can carry the press to DMMU or Red Cross if he feels such donations would not reach the intended targets. For example, if we do not put our resources together how are we going to know the cost involved. This is typical of the way we have been running government.   37. HH went to see the same people in compounds before they were moved to indepencdence area and Gov’t was nowhere near. Today he tries to do the same thing he is good at doing – visiting the needy and some “rats start ranting” political rhetoric. There are no elections in this area today making it the right time for politicians to contribute to poverty reduction unlike what Rhupiah and his minions do – distributing sugar during elections and particularly in areas where there are elections.

The problem with ka HH want to exagerrate the donation. its better to even donate it through the Red Cross so that we know the quantities. it is important to take inventory of what is being donated otherwise we shall hear that 100million tonnes of Maize Meal and 50million kilogrammes of beaf donated by HH has gone missing. I’m a member of international red cross you do not need to go through government to make a donation to the red cross it has nothing to do with governments that’s why even were there are wars red cross members or stuff moves around freely without fear of being attacked, if you have read the director rushed there to say sorry to HH after the misunderstanding or luck of knowledge by his stuff who were on the ground.Red cross accepts donations from any one it may be money, clothes, food etc.If you want more information just go the red cross site not all the nonesence i have read here about laws and rules.

  41. I just hope more people will come to the aid of the people affected by floods instead of politicking. So what if HH ends up getting political mileage out of this. If the MMD is concerned about that, why not simply go there and outdo HH. In the end, the ordinary Zambians will benefit. If RB had cut on his trips abroad, the money saved could have done a lot to provide for the needs of the people at Independence Stadium. HH would not have needed to even make a donation, because the government would have been doing its duty. But as it were, the government is failing in its duties, and when that happens, somebody else must step in.

    So I suggest that whoever is not happy with HH should simply move in and outdo him. If HH donated two bags, go in and donate four (and account for it by the way).

  46. What is all the hullaballoo on this blog about? Problem with HH is not wanting to be seen donating through somebody. It lowers his status as president, so conceited he is! If he did not want to be seen interacting with the VP, he could have donated to Red Cross by following channels. If he does not follow procedures what type of govt is going to give Zambia IF he becomes president? I m sure he’s disappointed that there was no MMD at site. The apology by Red Cross Secretary General is meant, not to demean the junior RC official at the site, but to calm down an unpleasant situation created by Hichilema. Whether it is earthquake in Haiti or Chile, Tsunami in Singapore or Thailand, volcano eruption in Iceland, or here at home floods in Kuku/Misisi, there are procedures set up for assisting the afflicted and for very good reasons that I do not claim to know. Is it Hichilema who set up those camps? Where was he when Govt and concerned parties like Red Cross were doing so? If you wish to donate for political mileage by insisting to be seen or to shake hands with the victims (as potential voters) please Hichilema keep your donations, we are managing. Or better still set up your own relief camp, F.O.O.L..

  51. In everything we do, there are procedures. Due to the information above in the story, I can form an opinion that Mr. Hichilema went there politicking. He has headed many companies and therefore knows the importance of procedures. There is no excuse of not following procedures.   60. #73 The areas affected by floods have been mostly unplanned areas in Lusaka. Unlike the US where most areas have been panned with proper drainage in most Townships in Lusaka there was no such thing as planning, hence the problem of floods. What we are saying is let us begin to do things right including what appears atleast on the surface to be angelic acts. there is no complicating anything.

    Procedure for using a band-aid (bandage).

    1. Clean the affected area with soap and water or an antiseptic wash.
    2. Dry the injury completely. Pat with a paper towel or cloth or allow to air-dry.
    3. Apply antibiotic ointment.
    4. Select a Band Aid that is the right size to cover the injury.
    5. Peel the plastic tab that covers the adhesive off one end of the Band Aid. Apply the tape to the edge of the wounded area so that the gauze portion will cover the entire surface of the injury.
    6. Peel the plastic tab off of the other flap of the Band Aid. Apply that side of tape to the opposite side of the wound.

    Even band-aids have procedures. There is no excuse for Mr. Hichilema refusing to follow procedure.

  72. HH was not donating out of concern. He was doing for political reasons that is why he wanted to be seen. Let us criticise where things are wrong. If he comes to power we will see how he will handle the same situation done by the opposition. This is childish nonsense coming from a potential future President.     We can go on debating about whether or not the donation is a tactical move and why certain procedures were not followed but what good will it bring to the flood victims at the end of the day?

    Regardless of the cognitive processes involved, it looks like the Red Cross officials at the camp were obviously intent on ignoring the donation, despite noting the donor’s wish. This explains all the trouble with bureaucracy all over the world.

    Read that part. He was donating directly at the flood victims not the red cross. This would have caused problems. What if a riot had started because there wasn’t enough mealie meal to go around? Would Mr. Hichilema have managed to control an angry mob? This is why there are calls for procedures. The red cross and many organizations know how to handle donations and how to distribute them. Mr. Hichilema should have donated to the Red Cross so they distribute or some other organization. What he did is pure politicking.

  91. Maybe the wrong term is used or its just being mis-understood when distributing food stuff to a displaced angry crowed there is always a possibility of trouble…It only takes one person and it would have been embarrassing for HH.

    My suggestion is he should have let the group that was there know that he hard donations and he wanted to present them to the people…That way they make the arrangements needed. Not just showing up..If RB was going to go there they would have also been told in advance to make preparations

If you dont really know how MMD works, then go to sleep bro.The way MMD drags feet, do you want people to start dying of hunger even when food is being distributed? The fact that HH donated and wanted mileage is known but he donated anyway. Did you? The DMMU under George Kunda the liar is a mess and they would have gotten what HH would have given them and eaten it and after sometime say we are waiting for contingency to distribute the donation. There are some many donations that have gone to that office and up to now no tangible results. The good example is the tents which were donated recently. some of them are finding their way out of the DMMU while ZNS and Zambia Army are using their own tents to make shelter for the displaced.

It is sad that he was nearly stop from carrying out a nobble duty, though understandably donations such as food need to be cleared and satified or else we would end up blaming the government for not taking controls to safe gaurd the lives of our brothers and sisters. Food poisoning is very common most especially in time like this where politics has taken centre stage. This is not to say HH can do such a silly thing,but other desperate poeple who are snakes.   99. Opposition politicians in the western world do not go round donating to the needy as that breeds corruption and is seen as cheap politics. They take gov’ts to task for their shortcomings as regards to the needy. Its not the individual that has to make personal donations. There are gov’t departments that are supposed to do these things and if they are not functioning, opposition politicians are supposed to take them to task and that’s why we have parliament. Its not personal money that will run gov’t. If he is putting his money then that is suspicious.

  101. The problem with the opposition in Zambia is that they think their job is to break laws and procedures. But therein lies the problem, laws and procedures are the basis of governance so what kind of government would they form if ever they came to power? Arbitrariness has no place in a democratic dispensation. Otherwise we shall have the kangaroo situation like in Telesphore’s Catholic Church where Sata is allowed Holy Communion despite him not meeting the criteria while other Catholics in similar situations are barred.

The priests were too engrossed in law to help an average person. It took a Samaritan to do it. Reflect on this message…Should helping be a procedure? Secondly, all those bloggers whom criticizing HH I hope you have all contributed to the flood victims through Red Cross Zambia….As the bible says.   110. But where was Sata when HH delivered this mealie meal to PF people from a PF stronghold? In a pact, shouldn’t HH have called Sata so they go together and deliver to the needy? It looks like HH went at it alone as UPND and not as a pact. Sata steers clear from campaigning in UPND strongholds but UPND have no problem trying to sway voters in PF strongholds. Very sad development for this pact!

    Its no wonder PF are printing badges and posters for Sata for 2011 whilst HH is printing his own as well. There is a silent division here.

  111. There is definately a problem with the pact. HH was in Ndola campaigning and now Lusaka. These are both PF strongholds. He enters these areas as “the pact” but gives out UPND shirts, badges, mealie meal and sugar. There is no mention of PF during the dishing out of these items.

    I thought the pact was supposed to be campaigning in MMD areas so that they get more votes from MMD. Is this not why Sata went to Eastern Province and not Southern Province.

    Its getting tricky as we get closer to 2011 and things seem to be conflcting even more.
