Levy drops Sikatana

President Mwanawasa has with immediate effect terminated the appointment of, Mundia Sikatana, as Foreign Affairs Minister and has since replaced him with Minister of Tourism, Environment and Natural Resources, Kabinga
Pande.

President Mwanawasa indicated in a letter addressed to Mr. Sikatana that the
termination of appointment is due to his failing health which has been observed
recently.

The president, however, acknowledged the distinction manner in which Mr.
Sikatanadischarged his duties during the time he served in Cabinet.

This is contained in a statement made available to ZANIS by Special Assistant to the
President for Press and Public Relations John Musukuma today.

“The President Mr. Levy Mwanawasa has with immediate effect terminated the services of Honourable Mundia Sikatana, MP, as Cabinet Minister,” read part of the statement.

The president indicated that Mr. Sikatana will, however, remain MMD nominated Member of Parliament until such a time when appropriate placement or further consideration is made.

President Mwanawasa thanked Mr Sikatana for diligently serving the nation adding his
contribution to the effective implementation of agricultural policies has helped
government achieve improved productivity and food security in the country.

Mr. Mwanawasa has also promoted Tourism and Natural Resources Deputy Minister,
Michael Kaingu, to the position of Minister in the same ministry and appointed
Kapoche Member of Parliament, Fashion Phiri, as Deputy Minister of Foreign Affairs.

And in a letter of transfer addressed to Mr Pande, Mr Mwanawasa said he has alot of
confidence that Mr. Pande’s leadership qualities would help guide the ministry of
foreign affairs to enable it effectively achieve its mandate.

Mr Mwanawasa said the ministry of Foreign Affairs is critical to the development of
the Zambian eceonomy.

  1. Your Excellence, That move is very smart to say the least. Mundia served this country with distinction having changed our Agriculture and foreign relations for the better placing them on top notch performance. But indeed his health has failed him and it is only humane to factor in that concern.

    The incoming minister Hon Pande is the Party’s Vice Chairman whose performance in both the party and Government has been second to none. His higher education and long senior management experience from BOZ like his Deputy Professor Fashion Phiri are empirical assets to the nation which we cannot afford to under utilize at national level.

  2. It’s the prerogative of the presdo to hire and fire even in dreams. If the state of health can be used to replace someone then Shikapwasha must be next. The chap of late the med file is thicker than two loaves of bread. Any way, Sikatana ever since he betrayed his friends during Shamwana failed coup has never being a radiant in politics. I still wonder where these funny names are coming from in Zed politics like Kaingu, Magande, Fundanga? Even during my edu time we never had such names in class.

If Kapita asked his assistant to print him out what the KUKUs,EASY and CHAPI put across regarding the agricultural sector in Z , he could have picked up a thing or 2.   19. Levy should just be honest and tell us what exactly Sikatana did to deserve being fired. Had it just been an issue of bad health, he could have sat with the man and urged him to resign on his own accord as opposed to firing him. There is undoubtedly more than just sickness here because as one person above commented, there are so many sick people in this government and Kunda George at Legal Affairs is one such person and yet Levy only the other day pledged to retain him in cabinet despite clear signs that his sickness is getting to his head in a bad way, the case in mind being his opposition to a Judicial officers code of conduct bill.

  20. Progressive Presidents as our Current one in plot one are leaders with human heart. They don’t believe in the traditions of humiliation. President Mwanawasa has the right to appoint and disappoint within the confines of the constitution.

    When considering candidates, he does it within his prerogatives. There is no input whatsoever from the quacks rambling thoughtless resignation orders in their wilderness. He does not count on any quack to provide him best national choices but selfless patriots across the country ever with the people on the Ground. At his discretion he uses patriots country wide to identify, screen, recommend, appoint and measure expected performance. No decision or attention is based on those who have willed to see the administration fail though to always to their shame. Not even those junk mails cleaned daily have a platform.

    That said, the President does not owe it to anyone to explain his appointment and disappointment decisions. What he has given is enough for those in battles of imaginations to preoccupy themselves with. What matters in decision management is the level of need to know principles. If his close top level party and Government officials are briefed that is enough.

    Unless his appointment were based on consulting of trolls and quacks, there is absolutely no legal or moral obligation to trumpet disappointing decisions. Good leaders know that the party has better responsibilities and obligations to fulfill in the best interest of Zambian and party membership than taking orders from clueless quacks.

If my memory serves me right, was it not Mr. Sikatana that came up with the policy of giving 10,000ha or more of FREE Land to run away white farmers from Zim in the name of ‘developing’ the agri sector? Were has that policy taken Zambia? We can’t let foreigners grow our food then claim that our agri sector is growing. That is just moving zim’s land problem into zed which is not right. If our gov’t wants to develop the agri business why haven’t they empowered local farmers instead? These white farmers are again making huge profits and keeping them in british banks based in Zambia, how does such a set up benefit the country? I don’t think we are getting any meaningful benefits.   35. Sikatana has been a very good cabinet minister and he should be proud of his record especially at the Agric ministry.I was a bit sceptical about his appointment to the foreign affairs portifolio but there again i have found no real faults in his tenure there either.

    This is a man FTJ laughed at when he said we could grow winter maize.Sikatana and his technocrats made it possible and he shamed his critics.Winter maize cultivation is now a norm in our agricultural cycle.

    All good things like a book come to an end….and his time in cabinet has followed this trend.Hopefully he still has the strength to contribute to the law profession which he has faithfully served with distinction, over the years.

    I wish the appointing authority was more diplomatic when announcing the termination of his colleagues services.Anyway, diplomacy has never been LPM’s strongest points.Sikatana was hardworking and his contribution and efforts will be missed.

    What higher education does Pande have? As far as I know he is Grade eight (Form two). He was appointed as Public Relations Manager for BOZ by relatives. This Foreign Affairs appointment is senseless because the man hasn’t displayed any diplomatic characteristics. In Business you appoint someone according to their strengths so that you can exploit those to the advantage of the business. Clearly in Zambian politics its according to how you bootlick. It doesnt matter what damage you will cause

LPM, being a lawyer, was,in all fairness, expected to appoint colleagues with whom he was familiar with.Hence a clique of lawyers within govt. wield alot of power and influence.FTJ did the same with unionists!!Over time some of these colleagues disappoint or become overly ambitious and are replaced.On advice from an “inner circle”,relatively new faces and names begin to appear.Any amateur political analyst such as myself, would be able to see this obvious trend.Unfortunately, some things are not so obvious to others it seems.I firmly believe in the evolutionary nature of government and the emergence of strange names and faces shock me none!!

    Much as you would agree with me for the first time that it was impossible to remove KK by means of ballot during his first 5 tenure terms as he was unopposed or opposite by frogs (ba chula) and those who did, went mad or died mysteriously like the late Chiluwo. It took time for valiant men of the likes of Shamwana, Brig Gen Miyanda, Brig C Tembo plus others to plot a bloodless coup. Everything was intact and in place until on the 11th hour Sikatana who was supposed to be used in plan B divulged the info to KK. Then afterwards Sikatana has never been a radiant in polical arena and his retirement is welcome though many will follow suit if at all he was rid of on med grounds.

    Coming to other point of co-opting family members and friends in sensitive govt position just for protection or creating some dynasty of which you called an “obvious trend” must not ride roughshod over the capable pipo who could be employed on merits and thus, the concerned govt must stop that trend.

  60. FORMER finance permanent secretary Stella Chibanda’s father, Adrian Mumba has asked Lusaka High Court judge Japhet Banda to join him to the London High Court judgment proceedings regarding the seizure of his farm.
    This is a case in which the Attorney General of Zambia took out a civil suit against former president Frederick Chiluba and 19 others who were alleged to have defrauded the Zambian people.
    London High Court judge Peter Smith has since found the defendants liable and the judgment has been registered in the Lusaka High Court awaiting enforcement to recover the money that was stolen.
    According to an affidavit in support of summons for a joinder of party, Mumba stated that he was the registered owner of a property known as subdivision 9/L/Farm 34a, which he purchased on October 13, 1974.
    “That I have come to learn from my daughter Mrs Stella Mumba Chibanda and numerous media reports that my property has since been attached to satisfy the judgment of the London High Court in relation to my daughter Stella Mumba Chibanda, which judgment has since been registered in the High Court for Zambia,” Mumba stated.
    “That being the registered owner of the said property, the said attachment is prejudicial to me because I have not been given chance to be heard on the matter and further, it is a violation of my right to property as the property was acquired long before the circumstances giving rise to the proceedings and judgment of the London High Court of Justice of Chancery Division arose.”
    Mumba stated that in the interest of justice, he was seeking an order to join him to the proceedings since he would be an affected party.
    “It is only fair that I be heard on the matter as a party,” he stated. “That I depose these facts verily believing the same to be true and correct to the best of my knowledge.”
    Among those co-accused with Chiluba include Cave Malik and Company, Xavier Francis Chungu (XFC), Attan Shansonga, Stella Chibanda, Aaron Chungu, Bimal Thaker, Faustin Kabwe, Francis Kaunda, Boutique Basile, Nebraska Associates Limited, MISSL Associates Limited, Hearnville Estates, Jarban SA, Raphael Soriano Katoto, Belsquare Residence, NV Roland Cracco and Robert Standaert.

But, I also agree the debate about life expectancy is simplified. Nsemukila, former CSO director, has been in argument with the UN about this. Every child born in Zambia faces a LE 41 years. It increases to 44 between 1-4 years (i think the reasons is infants face particularly higher risks of death than toddlers).
    When a Zambian reaches 10, LE drops to 40, and then drops to 36 for 15-9 age group. I think the speculation is that Aids risk kicks in after 15yrs.
    So, if LE is years of expected life at birth, then correct figure is probably 41. I also note the UN is drastically revising their estimates after the projections of hiv have been found exaggerated. Earlier on i pointed that in Zim they estimated 35% prevalence but the 2005 survey data shows 19%. If you do same for Zambia at 12%, LE goes up slightly. Thats my take…

I was just trying to outline the calculation procedure so as to unbundle the sources of confusion. Every country has a census database in which death and births are recorded. From that data you have populations in age groups, say 0-1, 1-4, 5-9…, 60-64, etc. Each of these categories faces different LEs because the risks of death are also influenced by age (+ the things you mention). The LE of a 70 yo is probably 2 years in Zambia, but thats not useful, we care about LE of the young. Demographers aggregate LE for all groups and give you a single number. But thats not really LE.
    However, if we take the conventional definition, which is expected years of life at birth, then we take the LE of 0-11 months, which happens to be 41 for Zambia.

    So if you are an infant(under 1yr), your probability of death at an age say 20, 30, 40, 50, 60, etc., conditional on having survived to that age, actually falls, monotonically. Not increase! Take any 2 persons A(10 years) and B(20 yrs), chances are A will live longer than B. This is pretty trivial. But take C(1.5 yrs) and D(3 yrs), its not clear who lives longer than the other. This does not obey monotonocity principle. I think the curve tilts at about 12-15 years.

    Dr. Caleb Fundanga is he current Bank governor of Zambia a. He studied at the UNZA, Manchester and Konstanz University in Germany. He studied Economics and he has a doctor. Mr. Fundanga worked as an advisor to the President of Africa Development Bank in Abijan, Ivory Coast later he was appointed Director of the Africa Development bank for the southern African Countries. There after he has worked as standing secretary in Cabinet office in Lusaka. He has also worked the Finance Ministry. At the same time he lectures at the UNZA in economics. Dr. Fundanga was appointed BOZ governor on the 19.Apirl 2002 to replace Dr. Jacob Mwanza who reached the retirement age of 65 years. His posting to BOZ was just a matter of time but not so early. Since 2002 is a member of the Africa Economic Research Consortium.

  171. Spearhead Agric Production, Chiefs Urged

    Vice President Joice Mujuru has challenged traditional leaders to spearhead agricultural production since subsistence farming was the only sure way Zimbabwe could achieve food security at the household level.
    She said traditional leaders should also discourage over-reliance on food handouts from donors as the practice destroyed Zimbabwe’s culture of hard work and the spirit of self-reliance.
    Cde Mujuru said traditional leaders should ensure that at least each family under their jurisdiction tills one hectare of food crops each year.
    Zimbabwe spends nearly US$500 million each year when there is a drought to import food. The money is enough to buy a year’s supplies of fuel.
    Cde Mujuru made the remarks yesterday when she officially closed the annual chiefs’ conference. “If we achieve this one hectare policy, we would have passed in feeding Zimbabwe. We spend over US$500 million each drought year to feed the nation,” she said.
    She said Government was failing to repair roads and build dams because it was using the available resources to import food. Cde Mujuru said achieving food security was the only way Zimbabwe could also restore its culture and traditions.
    At the moment women practice prostitution to get money to sustain their lives but in the process spread or catch HIV and Aids. Cde Mujuru said she was going around Zimbabwe to implement farming projects and would work hard to ensure the projects succeed.
    “I do not just speak or talk. I put things into action. Some say I am campaigning for the party but I am campaigning for our tummies. Once these tummies are full, you will know where that food came from,” she said.
    Cde Mujuru likened the institution of traditional leaders to a clay pot that is used to prepare sour milk (hodzeko).
    She said the traditional leaders should educate their people against reliance on donor food handouts.
    “NGOs are contributing to moral decadence and laziness. How do we preserve culture if we do not work? You lose your status as hodzeko if you do not work,” she said. She reassured the traditional leaders that Government would always work with them and address their grievances.
    The conference, which was officially opened by President Mugabe on Thursday, ended yesterday with chiefs passing a number of resolutions they hope if fully implemented would help in improving service delivery.
    The annual national bira would be held during the last week of September to pray for rain and the easing of problems afflicting the country.
    The chiefs agreed that they would slaughter unclaimed stray cattle at the biras. The chiefs resolved that Government should ensure that Zupco buses were deployed in all rural districts because the company was reliable and charges affordable fares.
    Chief Malisa from the Midlands province said Government should prioritise food relief in areas hit by drought and introduce public works programmes.
    He was supported by other chiefs who said rural roads should be repaired to enable bus operators to ply the routes.
    The traditional leaders said allocation of anti-retroviral drugs to rural clinics and hospitals should be increased.
    Delivering a solidarity message, Chief Shaibila from Central Province of Zambia said Zimbabwe was blessed to have a leader like President Mugabe.
    He said during a recent discussion with colleagues from fellow African states, it was agreed that if Africa had five such leaders, the continent would get all the recognition it requires.
    “We respect President Mugabe in Zambia,” he sad.
    He praised the local government structures in Zimbabwe, which accord representation of chiefs in all the arms of Government. He said chiefs in Zambia would copy the Zimbabwe model and influence their government to allow the holding of annual chiefs’ conferences.
    Speaking on the sidelines of the conference, the Deputy Minister of Local Government, Public Works and Urban Development, Cde Morris Sakabuya, said the concerns of chiefs have always been addressed. He was responding to calls by traditional leaders to have a chiefs’ commission that would have direct access to President Mugabe.
    The chiefs had argued that some of their concerns were not being relayed to the Presidium and wanted the establishment of a commission with more powers and direct access to the President.
    Cde Sakabuya said that the chiefs got tractors, cars, land and allowances are all testimony that grievances were being heard at the highest level of Government.
    He said the issue of the commission should instead be directed to Parliament, as it is the body that makes laws.
    “It’s not true that if we have a commission all their grievances would be resolved. Government prioritises issues. We cannot for example buy cars for the chiefs when there is drought. We first buy food then the vehicles,” he explained.
    President of the Chiefs’ Council Chief Fortune Charumbira said the idea was being misunderstood.
    “We are not rebelling against Government. We are not advocating for a separate Government,” he said.
    Chief Charumbira gave a brief background on how the idea of the commission came into being. He said the idea was first mooted by the Border Gezi Parliamentary Commission that under took a study of Southern Africa.
    The idea was revived during a panel discussion with social commentator Professor Claude Mararike during the conference resulting in the chiefs agreeing to have the commission as recommended by the Gezi Commission.
    An impression that the commission was self-serving then emerged.
