Police in London recover 79,000 pounds of ‘plundered Zambian money’

Police in London have recovered 79, 000 British pounds in an account of an Ethiopian national believed to be plundered resources for the Zambia government.

Task Force on Corrption was informed by Swindon police about a money transfer transaction made into the account of the Ethiopian national in suspicious circumstances.

Task Force on Corruption spokesperson Victor Makayi who confirmed the development in a statement today said the British police have since obtained a court order freezing the suspects (Ethiopian national) bank account and took him for questioning.

According to Mr. Makayi, the suspect told the police that thge money was not his, but that he had allowed the Canadian Bank Note Company (CBNC) to transfer into his account monies which they claimed was owing to Mr. Faustin Kabwe.

Mr. Kabwe was engaged by CBNC as their Zambian representative through a consultancy agreement with the Bank of Zambia in 1999.

The Task Force on Corruption believes that the transaction was an attempt by Mr. Kabwe to hide the moeny from the effect of the World Wide Freezing court order which is enforceable on him.

The freezing order does not allow Mr. Kabwe to receive monies without disclosure to the London court.

Mr. Makayi said following instructions from the Task Force on Corruption, the lawyers in London contacted Barclays Bank Swindon and served upon them the original world freezing order thereby putting them on notice of Mr. Kabwe’s status.

He said the Bank has since confirmed to the lawyers that the monies will remain frozen pursuant to the post judgement freezing order and that they will comply with any court order the lawyers will obtain.

Recently, the lawyers in London engaged by the Task Force, have obtained from the account holders (Ethiopian man) solicitors, a signed declaration, confirming that he has no interest in the funds in his account.

Furthermore, a letter has been obtained from the Canadian Bank Note Company, confirming that the funds they paid the account holders account, were payable by them to Mr. Kabwe in respect of commission due to him and that they have no interest in the money.

Mr. Kabwe has made an appeal an application in London for leave to appeal against the London judgement and the last indication on timing from Court of Appeal was that all applications would be reviewed by a single Lord Justice of Appeal during the course of this month.

Therefore, as matters currently stand, the monies are frozen by the bank, pursuant to the post judgement freezing order and the evidence the Task Force has supplied to them of Mr. Kabwe’s ownership of the funds.

If Mr. Kabwe’s application for leave of appeal is dismissed the Task Force will seek through its lawyers, an order paying the funds to the Attorney General of Zambia in accordance with the judgement.

Chirwa is not a politician but a educator he must start by being Ward council so that we can see how he can perform at this lower level and if we are satified then can we consider him for District Commissioner. There after he will have experience of leadership and governace. The next stage will be that of provincial chairman of eastern province.

  12. The £79 000 is not ‘plundered’ money. This is money earned by Kabwe for his consultancy work for the Canadian Bank Note Company.It’s been intercepted because Mr Kabwe was attempting to hide his earnings. He should have declared it to a British court in compliance with the recent London ruling.The money should then be passed on to the Zambian govt. This cannot be done at the moment as the ruling is the subject of an appeal. There’s a clear account of tis int Times of Zambia. Read it.

  13. What Prof Chirwa is doing is good bcoz he is creating an environment for infighting within the MMD. The opposition must take advatange of this. There have been strong rumors that AKA wants to run for the MMD presidency together with that fred ‘butty boy’ Mmembe. Among the 3 I would put my vote on Prof Chirwa, I don’t trust AKA for obvious reasons and we can not have a ‘butty boy’ for president! Any contenders from the ‘family tree’? I don’t think the first lady is Presidential material!

He has been called upon, to advise her Majesty’s government on many issues concerning aircraft, rail and road vehicle crashes.

    Maybe he sort our public transport, lets know the man before we strike him down wit condemnation.

According to the information given in the story, the Canadian Bank Note Company confirmed that they gave the money to FK ‘IN RESPECT OF COMMISSION DUE TO HIM’ what ever he did for that company… There is no connection with pludering of Zambian money here. Why do these guys put up stories pretending work is being done and yet the story looks to be far from the plundering issue?

    The money was earned in 1999 from CBNC and not stolen from the Zambian treasury. His only mistake was not to comply with the court order and say “here is some money coming in from a private company in Canada, I have earned it. It will be deposited in a friends account because my account is frozen and can not receive or give money”. His fears being the goverment may grab it, which they have done. Too bad for him.

    Being a prof. in Crashworthiness (is the ability of a structure to protect its occupants during an impact)does not give him what it takes to become president i.e. the support of the voters. It also does not mean he has what it takes to lead Zambia

They have entered more nulles in the last years than all the prosectors since independence. They all LPMs appointees.   37. Democracy is not individual, but system based. The President has tried very hard to establish a systems of Governance where the Executive, Judiciary and Legislatures are independent of powers. This is functional Democracy. I do not see any correlation of the Executive in all legal matters unless someone better in a constitutional republic and law reorients me in a democracy.

  42. Like any other Zambian, LPM has the constitutional right to apply for land from the lands ministry which allocates and issues titles at their own discretion. It does not take an applicant to determine the legality of any property. The Commissioner of land is the determinant of the legality of any land not the applicant. LPM turned down the offer on learning of legal interest of UNZA.

I think there is no need to congratulate the TF here coz claerly ther is nothing they have done in this matter, they were only informed like we have been informed.TF needs to be more active than it has been in the past if one is to congratulate them. And a point of CORRECTION, the money in question was not stolen from Zambia but was been paid to a Zambian who was found guilty of plunderiing resources in Zambia.

  64. 83 , did you read the Smith’s judgement if full? I doubt but can email you a copy coz you need to. then you will see what the ruling said regards seizing assests and liquid cash. FK is still free to earn money but the money should be declared to the state and will not go into any of his accounts, but a GRZ account and then govt decides how much to give him and how often. Like a bully in boarding school who keeps your pocket money and give you as when he plases – if ever.
