New passports to be introduced in two months

Zambians would in the next two months be issued with new passports, which would have features that are difficult to forge, Minister of Home Affairs, Ronnie Shikapwasha has disclosed.

Lieutenant General Shikapwasha said his Permanent Secretary, Susan Sikaneta has since traveled to Germany with a high powered delegation to check on the machines that would be used to issue new passports.

He said the delegation would also consolidate the issue of having new passports.

General Shikapwasha said the machines would be brought into the country in the next few weeks and be installed in readiness for the issuance of new passports by the end of March, 2008.

He said in an interview that it was necessary for Zambians to have news passports that would not be easy to forge.

Meanwhile, General Shikapwasha has said investigations on the alleged corrupt passport officers were ongoing.

When asked if passport officers that would be found wanting would not be allowed to move to the new office as earlier stated, the minister said such would be announced after investigations have been concluded.

  5. Why waist time forging when it is so easy to get a passport by bribing. No checks are done on application. You find indians who cannot speak a word of local languges even struggling with english getting passports. These chaps don’t even know were the copperbelt is and his passport says he was born in zambia.

  7. Pat #5 excellent point. Why go through the trouble of forging when 100 pin can get you a new passport, NRC, birth certificate? We need an full end to end process review and not just sending “high powered” delegations on vacation to Germany. Big nose Shikapwasha would have us believe their trip is necessary! Total crap!!! All we need is a stringent feasibility study and once you identify the competent suppliers in Germany, you ask them to send their technicians here to teach our chaps on the ground how to operate and maintain the new equipment.

I guess this is a good move the government is taking but again we have to look at the other side of the tax payers money being implemented to carry out this task. please lets try to be realistic at the long term plans we make, this country needs to be developed on whatever little resources it has for the betterment of our children we have.   17. Does the minister realise that some of the Zambians living abroad have endorsements in their passports? It is almost impossible to get those endorsement into the new passports especially if they havent expired.The minister needs to give us a grace period.It does not make sense for one to incur costs just to change a passport.

Are you telling me the University of Zambia can’t produce technicians who are capable of certifying if the so called machines are good or not? More over how,and when was the selection of the company making the machines ? Somebody got payed. The delegation is just a front to sway people. The journey by the PS is to go and collect the 10 percent cut to be shared among peers. ACC should be alert.

  21. What you need to debate about is the type of passports you will be getting. The last time this was announced, they said, we will be getting biometric passports. What this means is that every citizen with a biometric passport will be able to be tracked by the gov’t. Critics of biometric passports say that we give up our privacy by adopting this technology. If fact not only will the z gov’t track you down but any other person with a biometric scanner will be able to obtain your private information which can lead to identity fraud and other issues. Watch out!!

These people are ready to sell their mothers and country for a few pieces of silver. Annoying thing is it is very easy for a foreigner to get a Zambian passport. On the other hand Zambians are subjected to all sorts of hassles. Where the hell is the Anti-Corruption Commission and the other investigative agencies? True, Zambia is really the real Africa.

  25. QT, You are right Shika doesn’t know anything about biometrics that is why they will let the germans do the tracking on behalf of the gov’t. This is the first step in outsourcing our gov’t. In short this is a pretext to setting up a global government. It might not be clear now but watch this space, there is more to come!!

  27. Cont’d Global government in this context means: anti christ aka the mark of the beast. Do some research on RFID (Radio Frequency Identification). This technology is used in the shipping industry to track goods but this tracking is now moving to humans. In other parts of the world this tracking of humans has already started using RFID tags using microchips embbeded in the skin mainly on hands. Apparrently in the near future everyone will be forced to have a RFID chip embbeded in the skin. If you refuse, you won’t be able to buy or trade in anything which goes back to the anti christ story!

The cancer is in the passport offices and the remedy should be to cleanse those offices first. Otherwise the new measures are both ludicrous and an exercise in futility. The first new passports are likely to be issued to foreigners. Mark my word.

It is not that these passports will be free, We shall need to pay for replacements, Next thing will be paying for new drivers Licence replacements, after that NRCs,after that every zambian will be obliged to hold a Birth Certificate which we shall need to pay for, the next thing we shall need to pay for Blue book replacements and back again to replacement of passports. This is just a scheme for Government revenue collection, Dont be cheated that it is for security reasons, We just changed passports a few years ago.

  33. this is outrageous!!! are those fools trying to tell us that we all need to spend a small fortune to change our travel documents which have irreplaceable indorsements in them? I rang up a zambian mission today to register my one week old son and ask about getting him a passport, and was told he cant be endorsed on my wife’s or my passport, and that it would take atleast two months for a passport to be issued.Meanwhile, we are required to have valid passports at all times here or our work-permits may be terminated.In my case, i;d need four new passports for the family, plus visas and there is no embassy in thailand! This is outrite robbery!!!! what nonsense to set a two-month deadline!!!!

  41. Very useful comments. For those of you who live abroad, I suggest that you get in touch with your High Commissioners and Ambassadors to clarify travelling to Zed for new passports. BA, SA, Kenya Airways etc will make a lot of money to take you to Zed. Your remmittances to Zed are also sizeable and surely your views are important???

  45. In 2000 we surrendered our old passports for new ones that we were told were difficult to forge. We paid dearly for them and govt made a fortune. Seven years later we are being told the same. Let us wait and see if these ones will not be forged as soon as they come out. By the way, do we have to surrender the Kwacha too for something that cannot be easily forged?

Grz should spend the money to make sure that phone lines to the passport office are working. Money should also be spent to fifht corruption in the passport office. Spend money on the poor.

I got my passport changed not too long ago and not only did the passport office in Z put my names the wrong way round, they also had difficulties cutting the passport picture, it seems to have 6 edges, when I sent it to them intact, p.s it also looks like there’s black lines going through it. I’ve been in the Uk for 11years and its embarassing to always tell the bank, work etc that the Zambian passport office is not the most efficient of all and that my passport was in fact made by ‘professionals’ n not by my 7year old cousin.
    So inconclusion, corruption needs to end, we need compotent passport officials n the machine beta be 100%.

  50. What is the use of implementing new “forge-proof” passports when just about anyone with cash (including foreigners) can get a Zambian passport? An effective approach is to secure the country first, and fire the corrupt passport officers, then issue the passports to Zambians only.

  51. Just seen it on TV, two Nigerian women were arrested in Aussie on drug trafficking charges. They were travelling as Zambians with Zambian passports. Apparently, this happened about two to three weeks ago.

    Generally, we Zambians are peace loving people. so that makes our passports hot. It’s not our economy. Criminals are posing as Zambians and commiting crimes in other countries. As for why the Nigerian women couldn’t use fake Nigerian passports, same reason I refused to date a Nigerian guy who claimed to be British but could barely speak English and couldn’t quite remember where exactly he had lived in Britain.

Can any Immigration officers prove that any of those Nigerians etc.. with small business selling plastic hair and bleaching creams have invested US$250.000 each in Zambia, am quite certain that if any of those guys had as much as 5,000 US dollars on them they would have stayed in nigeria and invested in their own country or struggle to board a small boat in Morrocco to take them to Spain and suffer there, than invest in another poor african country like Zambia stricken with poverty corruption and disease.

Some Minister behave as though they have not even been to school. Why not leave engineering work to those who are understand it? Is the PS qualified in Mechanics or engineering to understand?   61. The introduction of biometric passport to Zambia means nothing in terms of security and development. As long as corrupt people remain in government even non zambian will still acquire the passport. Its too early for Zambia to introduce the biometric passport, we need to prioritise issues that are of country’s economical development such as good education,healthy and employment. Hope the chaps in government knows the pros and cons of biometric technology. Currently i am doing my research on Biometric Technology looking at the application, impact on society and many more.Do not print passports with new technology just to please the whites.

  63. Its now nearly end of June, and nothing has been said about dishing out new passports. What has happened to the machines? Aint they working? Where shall we get the news that the passports have started to be issued? I sent my passport nearly four months ago and here I am stuck and can not get it back yet. Was it just another scum where ministers squandered all the money and ended buying typewrites instead of printers? Can anyone tell?

  65. Well, i just received my passport recently after waiting for over 6 months due to the change and the backlog. And now some1 informs me that the new passports are supposed to be green in colour. Has anyone actually receieved anything recently, becasue now am really confused!!! The “supposed-to-be-new” passport that i received is still black and no salient features have actually changed!

So, how can our gvnt, in these days of crisis,ask people to change passports in use, and have to pay such amount for another passport? its the second time for me to change un expaired passport, the first was hand written, the second, machine and now? I love zambians and had fed many zambian, traded with many… I want to supply the machines to you embassies abroad if the government can contract the work to my firm… Most of you guys are racist, no.. I mean poor and ingrates.
    My friends from zambia are different and you should not corrupt them or make them hate the boldest african people.
