THE MMD has charged party chairman for information and publicity, Benny Tetamashimba, for allegedly bringing the party into ridicule and giving out false information.
But Mr Tetamashimba said in reaction that he had not received the charge letter and that it was only President Mwanawasa who had the power to discipline him as the appointing authority.
MMD deputy national secretary, Jeff Kaande, said in Lusaka yesterday that the party national chairman, Michael Mabenga, would constitute a disciplinary committee of six national executive committee (NEC) members to look into the case.
Mr Kaande said at a Press briefing that Mr Tetamashimba had breached the party constitution through statements he issued regarding President Mwanawasa’s health and succession.
Mr Tetamashimba, who is Local Government and Housing Deputy Minister, recently said there was need for the party to consider President Mwanawasa’s successor once he returned from France where he is undergoing medical treatment.
Mr Kaande said the party had charged Mr Tetatamashimba with two charges, which he was required to respond to as soon as possible.
“Under our disciplinary regulation 7 (B), Mr Tetamashimba has been charged with conduct likely to bring ridicule and contempt to the party and under 7 (J) for giving out false information,” he said.
Mr Kaande said it was not right for Mr Tetamashimba to talk about the party president’s succession now as it was premature.
“The President has only been sick for two weeks. It’s normal for anybody to be sick. Does that period really call for succession?” he asked.
“Doctors are advising that the man (the president) is improving. Our leader is capable of leading and he is still there,” he said.
Mr Kaande also refuted claims by Mr Tetamashimba that party national secretary, Katele Kalumba, had invited women and youth leaders from all the provinces as his campaign strategy for the presidency.
Mr Kaande said the people that Mr Tetamashimba claimed to have been invited by Dr Kalumba were supposed to attend a meeting organised by the Zambia Centre for Inter-Party Dialogue (ZCID), which had been put off because of the President’s ailment.
Mr Kaande said the party could not expressly suspend Mr Tetamashimba as he was also deputy minister who was appointed by the President.
“We have opened a disciplinary action against him and the national chairman will constitute a committee to sit and decide his fate. We hope by that time our president will have come. If they say suspend him, we will have to suspend him and then explain to the HE (His Excellency),” he said.
Mr Kaande said the party did not mind whether Dr Kalumba was campaigning or not as there were so far 19 other people who indicated that they wanted to contest for the presidency of the party.
He said in an event that the party had no vice-president, the party national chairman took over as acting president in the absence of the president.
Dr Kalumba has since recommended that Mr Tetamashimba’s fate be decided by a committee comprising chairman for security, Ronnie Shikapwasha, chairman for legal, Bwalya Chiti and chairperson (women), Vera Tembo.
According to a letter dated July 14, 2008 obtained by the Times of Zambia written by Dr Kalumba to the national chairman, others recommended are chairman for youth, Patrick Musonda, chairman elections, Mike Mulongoti and trustee, Grace Njapau.
Mr Tetamashimba said the committee had no power to suspend him as he was a Government official.
“It’s only the president who can suspend me. The appointing authority is not here and no one can disappoint me until after elections,” he said.
He said he was against the idea of Dr Kalumba becoming party president as he was facing corruption charges in court and had allegedly taken advantage of Dr Mwanawasa’s absence to launch his campaign.
Mr Tetamashimba said he had evidence that Dr Kalumba had called for a meeting for the provincial leaders.
He challenged Dr Kalumba to come out in the open instead of speaking through Mr Kaande.

Divisions and factions are begining to emerge, this is the begining of the end of MMD. It is way overdue anyway, MMD has to go as a party. We need fresh people with fresh ideas otherwise MMD is not going anywhere. If Teta seems not to recognise his bosses in MMD. The only he listens to is LPM but the man is not around so things are becoming tough for him and new comers will be pushed all out of the party. This deputy Kaande is Lozi, he must be one of those who would like to see Katele Kalumba go because, if that happen then Kaande takes over which will mean top jobs in MMD will be held by Lozis (Kaande and Mabenga). Katele must also fire Mabenga and change his deputy to someone else.
Suspension or expulsion of any MMD NEC official can only be done by the approval of the Party President. The Government and the MMD are going to face a constitution crises in so far as discipline of members and ministers will be concerned. For as long as Mwanawasa is in ICU, no one can dismiss any erring Minister or suspend any MMD NEC officials. This is a lesson to Zambia. We should not make constitutions that fit individuals. The VP is not even acting, He does not posses any executive powers until the LPM is officially declared incapacitated.

Mabenga needs to be in jail right now for stealing CDF for Mulobezi. Last month,Fred Mmembe shot at HH for launching his 2011 presidential Campaigns. Mmembe said alot of rubbish about HH on the same matter. Today HH has been vindicated for having started his early campaigns, this was way before LPM fell ill. HH and the UPND are the only ones that have kick started there campaigns, the rest have been caught napping. HH even opened up a Presidential Campaign Office situated in Libala, to mamnage his campaigns. This is what any serious Presidential candidate who is preparing to govern Zambia should be doing regardless of whether one has money or not, what each one of them should be able to demostrate to zambians is there VISION & and PLAN for Zambia.
I am impressed with Teta he knows no one can fire and he makes sure he takes advantage of the situation. So what next for MMD? Levy is in acoma, MMD has no VP,so if LPM dies then MMD has to have a convention to elect leader, to run for presidency. All that will give the opposition a head start in the race. All opposition parties have presidents in place therefore will just go into campaigning straight. I dont see the MMD ruling this country ever again.

Zambian presidency should not be based on tribal rotation but on capable people who sell themselves to the masses. Dear Bloggers it seems to me that what is happening here (ie. tribal swipes at each other) is no different from the MMD in-fighting. What has LPM’s succession got to do with tribalism etc? I thought that, as Zambians, we should be above such petty (albeit dangerous) politics!!! It is so sad to read Zambians argue and wash their dirty on this blog over LPM, Teta/Katele presidency. In the absence of the president the constitution should be our pillar to guide us to select a person to lead our nation. Take Isreal for instance, where Olmert took over from Sharon why because everything has been enshrined in the constitution. So if LPM doesn’t come back in the next 14-30 days all you guys back home will just sit back and keep arguing on unproductive issues instead of taking the country forward

I think that with the way things are at the moment we CAN’T have a Luapula – Bemba or Lozi or Tonga or Ngoni – Chewa OR Kaonde – Lunda President at the moment. Let us try other tribes than the groups mentioned above. We need a President to come from a group or area that is more or less central to the nation. We have also tried the line of rail groups. We need a leader that will come from a tribe that no one will feel uncomfortable having as President of Zambia. We need a neutral person to emerge that will unite the country. We don’t need a federal system it will just officialise tribalism and make things worse. We need a symbolic President who will be focused on national development.

Zambia is a great country, but our luck of personal belonging and love for this country worries me. Lets look at issues of been a proud Zambian, with courage, purpose and focus for progress in our country.

#374,just to correct you… there has never been 73 tribes in Zambia.the number 73 was part of UNIP propaganda!!Within a tribe there are groups of people who speak a different dialect…UNIP classified these people as tribes!! an example is Nyanja which has developed into a dialect but has no distinct tribe associated with it!
Tetamashimba is childish and need to be fired.He is not couragous but unwise.Every party has rules and ways that governs it and so Tetamashimba should have been wise enough to consult the rules of the party before saying any thing.You can not keep wishful thinkers within your midst they are bound to disturb alot of things.
One thing about Teta is that he has always been outspoken.Remember his time in UPND? All Benny has to do is think before speaking and he may get somewhere even in the next govt.Old school tactics Teta have no place in these modern times.At the rate he is going, he risks talking himself out of existence and relevance in the current era of “political gymnastics”!!
To be out spoken without logic is been stupid and foolish.But Zambians like such people because they elect them into government.People like Teta feel that they are clever because even if they speak rubbish they know that they will be chosen into government.If they say anything without following rules Zambians will applaud them and call them couragous and fearless.Does courage mean disobeying the rules of the party.Is this what it takes to be great in the Zambian society and mind?I thought greatness comes from respecting the rules of the house to which you belong and be in unity when a proplem arises.This is what i believe in and what makes sense to me.
