Government Releases funds for NCZ Salary arrears

Government has released K4 billion for payment of salary arrears to Nitrogen Chemicals of Zambia (NCZ) workers.

Agriculture Minister, Sara Sayifwanda also says government is Friday expected to release additional funds to pay the retirees.

Ms. Sayifwanda confirmed the release of the money by the Ministry of Finance in a telephone interview with ZNBC News Thursday evening.

She said her office is determined to clear all outstanding salary arrears owed to the workers.

The Minister said government is also working towards rehabilitating the existing infrastructure at NCZ.

    CABINET has approved salary and allowance increments for constitutional office holders and senior government officials.
    According to an official document obtained by The Post, Cabinet on July 24 this year approved a 15 per cent salary increment for constitutional office holders.
    Cabinet also approved the introduction of a Responsibility Allowance, which shall be paid to the President, Vice-President, ministers and deputy ministers.
    They also approved increments in the rates of allowances currently being paid to ministers

    officials by 50 per cent of basic salary for housing allowance and 100 per cent for telephone, cellphone, water and electricity allowances.

    The proposed increase of salaries and allowances would help to bridge the gap between political leaders and senior government officials and those of private members of parliament and chief executives in grant-aided institutions.

    The increase, according to Cabinet, would enable the beneficiaries to concentrate on their work and deliver quality services to the public.

    The Speaker of the National Assembly would be entitled to K25,989,998 per month while the deputy Speaker, Cabinet ministers, the chief whip and leader of the opposition would earn K22,994,108.85. Currently, government ministers earn a basic salary of K5,445,269.84. The deputy ministers would get a monthly salary of K20,733,440.78 while private members would be entitled to K16,880,103.25 per month.

    The Secretary to the Cabinet, who currently gets a basic salary of K11,546,446.25, would be entitled to a monthly salary of K32,611,747,

    Cabinet observed that while salaries and conditions of service for civil servants remained unattractive, grant-aided institutions, which depend on government subvention for their operations, had competitive salaries and attractive conditions of service.

    “The disparities in conditions of service are so big that some chief executives of some statutory bodies like the Bank of Zambia basic salaries could pay two to three ministers’ salaries per month. Although it is difficult to increase ministers’ basic salaries and equate them to those obtaining in some grant aided institutions and

  9. parastatals due to the public scrutiny of ministers’ remuneration, they can only be cushioned by increasing the allowances, some of which are paid outside the payroll. In this connection, it is being proposed that fuel be increased by 500 litres…,” they stated.

    The document cited highly paid chief executives such as the Bank of Zambia Governor who gets a basic salary of K108,500,000, the National Pension Scheme Authority chief executive officer who gets K50,000,000, Road Development Agency and Road Transport and Safety Agency chief executive officers who gets K20,000,000, the National Road Fund Agency and Citizens Economic Empowerment Commission chief executives who get K25,000,000, as

    In order to reduce this disparity, a proposal has been made to slightly increase the Special Allowance for private members of parliament,” the document stated. “While gratuity for the political leadership and retirement benefits for judges are tax free and computations based on total emoluments, gratuity for contractual senior government officials are taxed and based on basic salary plus Responsibility Allowance to the exclusion of all other allowances.

  14. Government pays NCZ retirees
    The Government has released K28-billion to pay off benefits for retirees at Nitrogen Chemicals of Zambia (NCZ) in Kafue.

    On Thursday, the Minister for Agriculture announced that K4.7 billion had been released to pay salary arrears for workers at NCZ.

    Sarah Sayifwanda told ZNBC news that government has placed priority on paying the workers and retirees their dues and recapitalize the company.

    She explained that government wants to see NCZ attain full production and start supplying fertilizer within the country and the southern african region.

    This is why K6 billion has been set aside to rehabilitate the firm.

  16. $32,000 per month for the BOZ governor is over the top for a country like Zambia; and what do they mean that “this should make ministers and others concentrate on their duties”? What were they concentrating on before, robbing the treasury?

The only way to empower people is to enable them have money in their pockets.the more money exchanges hands,the better because its an indication that the atleast almost everybody is doing something that helps them earn a living.by giving people their money its another way of creating enough employment to a good number of citizens because tomato will sale,salaula,marketeers will smile and all other inter dependent industries as this means each one of those will have demand for their goods increased.i salute the idea and bless the initiator though i advise that their salaries should now continue coming as normally henceforth.

  18. in government it is the professionals that do most of the work who are not senior govt officers. such increaments create a very big disincentive for such proffesionals recieving a salary of 2milion and housing allowance of k350,000. i just appeal to the relevant authorities to look into this discrepancy cause we shall start losing these professionals to the private sector or other countries. it dosent make sense to even have deputy ministers who just warm the seats in their offices…it really pains me to see how the civil servants are neglected. ba sata maybe you can do something. lisa twafwe ala twachula.

    this is not normal? they are all crooks and they do nothing to deserve such increments. How much are low income earners earning in ZAMBIA? it’s nothing compared to these thieving dogs.

    I wonder if this cabinet really represents the interests of the ZAMBIAN people or their own interests. fattening their own pockets and yet people at the bottom don’t even earn a decent wage to survive.

    I alway wonder why people alway choose to go off topic even on a very straight forward matter like this one.the topic at hand refers to payment of salary arrears to NCZ WORKRS who have not been getting their salaries there at NCZ and NOT SALARY INREMENT TO MINISTERS PLS!!!! If so why shouldnt i support the move to pay these suffering innocent citizens their money? I doubt the calibre of certain people on this platform.For me what govt has done is commendable as this will help these people send their children to school.stop expressing ignorance even on clean matters pls.
