Opposition impound two trucks

Supporters of the United Party for National Development (UPND) and the Patriotic Front (PF) in Livingstone have impounded two trucks from South Africa on suspicion that the vehicles are carrying presidential ballot papers.

But the manifests indicate that the trucks are each carrying eighteen thousand camp lamps for the Electoral Commission of Zambia, (ECZ) as the importer.

PF District Secretary Nelly Mwamba claims someone in Durban, South Africa sent a cellular phone text message to Zambia suggesting that the trucks were allegedly carrying ballot papers.

The UPND and PF cadres impounded the trucks Monday at the Livingstone Weigh Bridge after being informed that the vehicles had allegedly avoided to pass through the scanning machine at Zambia Revenue Authority Port Office.

The trucks were driven back from the Weigh Bridge to the ZRA Port Office where the PF and UPND supporters kept an overnight vigil as they demanded a physical search the vehicles.

Tuesday morning a stakeholders meeting was held at the ZRA Port Office where it was resolved that four representatives from the PF and UPND under police escort should accompany the trucks to the Lusaka International Airport where the vehicles will be opened to verify the contents in the presence of the ECZ and all interested parties.

Ms. Mwamba said the decision to escort the trucks was reached after leaders of the UPND and PF met ECZ officials in Lusaka.

She said the PF has accepted the resolution.

And when lawyer representing the PF and UPND, Inutu Suba from Kuta Chambers announced that the trucks should be escorted to Lusaka, UPND officials refused and suggested that the ECZ should instead send its officers to Livingstone to verify what the vehicles are carrying.

It was not clear whether the trucks will be driven to Lusaka as UPND officials were still refusing to escort the vehicles, and another meeting was called to discuss the matter further.

Election observers from SADC and representatives of the European Union countries were present at the ZRA Port Office.

  15. You cant unpack such a huge contraband and then re-pack. the idea is for people to escort the trucks and inspect them anyway in Lusaka which is the final destination. I propose that the chaps that impounded the trucks be locked up if its found that those are not rigging materials. They are just alarming the nation and causing panic and of course raising unnecessary tension. these are things that would cause trouble after October 30.

  56. A question to ECZ.If the trucks are carrying camp lamps as alleged, and lamps are intended to be used for this Election, how did they expect the lamps to be distributed to all polling stations before Thursday.
    It does not make sence when you look at the time the “lamps” arrived in the country, and then to be transported to LSK for verification and eventual distribution to all p/stations.
    Something fishy is going on.

  89. When your candidate holds a big rally in any district just know that such a rally does not go beyond 10,000 people, I hope you know. and out of these 10,000 people 7,000 may not be registered. And only 10% may be royal cadres while 90% are free to attend any other rally by another party. So you can see that these rallies may not be very significant. After all each candidate is recycling the same attendants. This analysis is helpful to avoid shocks on 31st October.

  90. Even when some candidates were doing their campaigns I was wondering whether they have knowledge of voter register. Because for me this should have been the basisi for planning their campaigns. How do spend a lot of time where there are very few registered voters and rush through where you have plenty of voters? Tactic does not only lie on the promisses of the mouth but much more your approach to the entire cake (the voters register).

  91. I believe that planning campaign should not just have been about touching all the provinces of Zambia, but planning based on voter base. Meaning allocating resources, time etc appropriately according, first of all, to the number of voters in each province then divided into each district and finally constituencies. The only difference is that in 2006 he was not the POST’s prefered candidate but now he is, so POST coverage has been overwhelming. Everything for SATA has been amplified by the POST. If you look at HH’s sponsored ads in the POST of today you will see huge crowds in the same areas where SATA and RB are recording mamoth rallies. This, as I said, shows that these candidates have been recycling same people in their rallies, and that only makes sense because people go to rallies to hear and judge the candidate, not to pledge their support; except of caurse the few about 10% of cadres and sympathisers.

  107. PF has been denied police permits to hold its final rallies tomorrow in mandevu and kamwala areas. Reason being, the Zambia Police have told them that RB will be holding a rally in Mandevu so they cannot grant PF a permint. But when Sata requested for a permit to hold his in kamwala area instead, he was again told that they can’t give him because after RB is done in mandevu, he will go to kamwala.   121. It is 2 days b4 elections. When and how is ECZ going to distribute the so called lamps to all polling districts in less than 2 days? Didn’t they know these lamps were needed earlier? Poor planning, there is something fishy here. You need experts to check those trucks. Tax evaders have managed to conceal contraband in trucks that are checked and if a sample of the contents are checked, the posibility is that the remainder might actually be the hiding place for what we fear. Check the trucks 100%, no sampling.

People think about it really for mmd to rig i do not think they need a truck to bring the papers. if you saw on tv each box had 50 sheets of paper that is about almost a whole rim of printing paper or maybe even less (just giving an example) for them to rig the might need about 6 boxes or maybe 10 boxes which i think you can bring them in a suit case on a plane.

If any party bases on rallies to gauge their candidate’s popularity they are remaining with 1 1/2 days to experience the shock of their lives. 90% of rally attenders are not royal; they move from rally1 to rally2 then to rally3 and then make decision. I have told you already that people dont go to rallies to go and pledge their support, majority do so to go listen and judge the candidate then decide.     I am a carrier of a Zambia National Registeration Card (NRC) which shows that I am a Zambian Citizen. On it (NRC), there is nowhere written Tonga except the village of Chief Mapanza – which is i n s i g n i f i c a n t anyway for I have never been there sadly. I also have a Zambian P a s s p o r t which also has no reference to my tribe Tonga while it only indicates my NRC (Zambian Citizenship) number. So, fellow Zambian Citizens, it is us all as Zambians and not HH as a Tonga person although this is only true (HH being Tonga).

  203. PF cadres this morning chased after a white canter truck belonging to ZAMBEEF and stopped it at Mukwa road near parmalt insistint that it was carrying ballot papers. Police arrived at the scene and together with the driver opened the container for inspection. The truck contained cattle hides destined for the tannery.
    The PF cadres have since been detained for giving false information to law inforcement officers.
