Public drivers operating on Lusaka’s town centre-Chilenje route yesterday parked their minibuses and damaged others in protest against a traffic police officer whom they alleged has been demanding money from them for any road regulation contravention.
A driver who sought anonymity said the officer was recently transferred from Central Police station to Chilenje and since his relocation, he had been demanding money from them and whoever refused was allegedly threatened with stiff charges.

But acting Inspector General of Police, Francis Kabonde refuted the allegations and warned that the police would not allow anarchy among the drivers because they were risking lives of members of the public.

The drivers, who abandoned the route as early as 04:00 hours, started gathering at selected bus stops where they ambushed any minibus seen carrying passengers as a way of picketing.

Several residents of Chilenje South township and other areas serviced by the route were stranded at various points and some of them could not make it to work while others resorted to walking.

Those at town centre could not reach the township and other areas on the route because no minibus was allowed to operate.

A number of minibuses, mainly belonging to Flash, were damaged and by 08:00 hours about five of them were found parked at Kabwata Police Station with shattered window panes.

A driver talked to said that the drivers operating on the route were angered by a traffic police officer who allegedly demanded a lot of money from them whenever they were found contravening the laws.

On why they were targeting Flash minibuses, the driver alleged the police treated the buses and drivers from the company like “sacred cows.”

Mr Kabonde and Road Transport and Safety Agency (RSTA) director Fredrick Mwalusaka are planning to introduce a law in which road contraveners will be taken to court instead of paying admission of guilt fees to the police.
Mr Kabonde and Mr Mwalusaka said the decision follows the continued complaints over charges, especially among bus operators, which in some cases has brought about
protests.
Mr Kabonde who was speaking to journalists was reacting to yesterday’s protests among bus drivers in Lusaka over the alleged impounding of buses, charging and claims of not being given receipts.
He said so far, police had not received any report of any traffic officer who was alleged to have been over charging minibus drivers and challenged those with evidence to report to his office.
He said following confusions yesterday, he summoned the officer to his office. He produced a receipt book and a number of people who have paid after admitting the charge.
He said the receipts also showed that out of 18 minibuses which were impounded, 15 had paid admission of guilty fees while the other three had not.
He said police officers would not sit and watch such lawlessness. He said police would soon be meeting the owners of the minibuses with a view of finding a lasting solution to what he termed as “life threatening ” behaviour.
And Mr Mwalusaka described the confusion, which erupted yesterday morning as sad because his organisation and drivers representatives had been holding talks over various concerns raised so far.
He said that allowing the courts to rule over the situation would address the matters of payments.
He further said the agency had no plans to increase the users fees and that it would soon be holding a public hearing on the conduct of the minibus drivers.

  2. These minibus drivers who are mostly PF supporters are beggining to be a nuisance.The other day in kitwe they threatened to stop operations in reaction to some rumour that road licence fees had been hiked. We wonder in all this where are the owners of the buses.

    As for the this police officer he is known as uncorruptible and strict.They are protesting because he does not let them go scott free after they pay a twenty pin like most traffic officers do.

  9. bushe pa zed ta paba ticketing system? whoever is in violation of traffic rules need to be given a ticket and can pay later. the ticket must indicate the violation and the charge. that way the will be no corruption. payments can be staggered over a period of time so that pipo are not obliged to bribe to get away with lower charges

  11. I dont see this Kabonde of yours working as hard as Ephraim Mateyo.He also breaks laws,during kuomboka ceremony in 2007. Kabonde was spoted sitted in the canoe,and a very small boy was paddling the Canoe while the fat Kabonde was enjoying.And that was child labour. The issue at hand wre the drivers protested is a genuine one.These cops its to much of them reaping where they did not sow. But this is a very critical issue,because it starts from the political leaders themselves. If the government can not give them better pay for a good life, why not get it from the powerless and hopeless minibus drivers who like it or not due to the nature of their work makes them susceptible in contravening traffic rules. Just empower those cops with good pay and see how the government will reap a lot from genuine collections from traffic offenders. As for now the traffic cops have discovered a way of supplementing the low pay from govt. Its time the national cake was equitably shared to avoid pilferage by most civil servants.

  20. Are these bus drivers acquainted with the laws they are breaking. May be they never went to driving schools. Are the laws and penalties clear to them. I dont see why they should complain if they ahve broken the law and they are paying for that. Unless they are saying they break no law. The law should take its course. May be the office is only being strick in enforcing the law, and not being corrupt.

From the information gathered this police officer refuses to get the 20 pins they usually bribe others but ask them to pay the stipulated amount according to the charge. And am told he takes them to the police station to pay the charge hence the protest. If this is true then Viva constable squeeze them and make sure there’s sanity on that route.

  26. These overzealous police officers are really corrupt and they know that nobody will stop them. At one time I was nearly charged 50 pin for wearing torn shoes as I walked passed a road block. These mini bus drivers and police officers are all PF mwe bantu. They never run short of drama. In Kitwe police officers were in plain clothes were on the side of PF beating MMD members.

  29. I think ACC must wake up and scrutiz all thiz matters aired by the pipo about our police system as well as mini bus drivers. I dont trust these two personally they are all corrupt. but pipo I want to register my concern am sure this is serious! Can some one explain to me how citizen empowerment fund is administered? let me tell you this and get it clearly; In Kasempa every application has to be scrutized by the so called district commissioner alone and then he writes a letter to the bank to allow the names stipulated buy forms. he using it as a way of getting rid of all those whose names and registration numbers are not bearing northwestern.are we not zambians or unless in our geo-locations!

  31. If you have lived in Namibia, you will agree with me that Zambian traffic police are corrupt. In Namibia, they give you a ticket, which you pay in court. In 2004, I was going to Zed. That was before the InterCape bus started going to Livingstone from Windhoek. I got a bus at Sesheke and near the Kazungula turn off, a policeman stopped the bus and when I told him that he was not a customs officer to be demanding reciepts for goods, he arrested me and took me to Kazungula, upon seeing I was carrying a lot of money, he lied to his boss that I wanted to beat him up!!! All the policemen got so interested in me because of the money. My charge was: Being an unruly passenger of a public vehicle!!

  32. This policeman is a very corrupt chap. I know him so well. He recently sent away his wife and is now dwelling with a concubine in Chalala.The concubine asked him she could not stay in a camp. This ordeal is no surprise.
    Dont just talk bad about the Minibus drivers, they are the people on the ground.

    Why is it that they singled out at leats one officer who demands money for his personal pocket. Some of these policemen normally use their uniform to victimise these bus drivers making their work extremely difficult. They sometimes demand money from them even where there is no case committed as long as the officer on duty is broke and no one has committed an office; but the guy wants to knock off with some money. So they come up with ficticious cases. Now you and I know that bus drivers are generally unrully and police officers take advantage of this, knowing that no one will support a bus driver even when he is innocent.

Fearing to lose the money, I had, If they put me in cells, I paid the fine and demanded the receipt, I wanted to lodge a compliant with the IG but since I leave in Namibia, I thought it would a waste of time. I even missed my sister’s funeral because of the hours, I spent at the station. The policeman even told me that I was luck because in his hey days, he used to kill people like me!!! How can a law enforcement officer speak like that? I know of another Zambian leaving in Namibia, who was told by a police officer at a road block that he was not going to let him go until he found something wrong with the car!!!

    While I agree with you point, it must be balanced by turning the coin the other side before we make satisfactory conclusion. We must understand that the corrupt policemen have a system in place which they use. For sure you dont expect these policemen to do the right thing at a police station. They will make sure they frustrate these drivers to make sure that next time when they make a demand on the road the driver will not opt for the station. Have you been involved in some traffic accident b4 where you went to these police stations? You will be shocked to find the officers sometimes side with the guy in the wrong.   38. The idea of taking bus drivers to court is wrongly places when we have conjested prisons with innocent pipo languishing there taking four years to have their cases disposed off, is this the price bus drivers will pay for not voting properly.

    Kabonde should exercise restraint with his reforms, let him not go too far, let him spend his surplus budget to improving the police service.

You cant tell me that if armed robbers conive with the police to still vehicles and other property, then the theives are to blame for involving the police in the theft. Again you cannot tell me that if an uncle abuses an 13 year old niece who is promissed to be bought beautiful clothes else she will not received any support and she agrees, then the niece is to blame. The question is:
    Who is to keep and enforce the law?
    – is it the bus driver or the police.

If you ask all routes every one Knows him. Can he justfied y he said that no bus should pick up a passenger at either Kabwata ,Kangwa or St Patricks stations.   67. This is a case of two corrupt and lawless parties pointing fingers at each other. Neither one is innocent, both are guilty. The corruption that exists in the Zambia police service is legendary. These minibus drivers are reckless and take every opportunity to contravene the law when it suits them.   68. It is high time the government considered other transport alternatives. People have been relying on mini buses and taxis for too long now. Introducing trams, like we see in most big cities would not only reduce traffic congestion but also be a source of revenue for the state. The project might be costly in the beginning but it will surely pay off in the long run.

    All these protesters must be locked up so that only those who have road worthy buses are allowed to operate. When a tragedy occurs it will be the same chaps again talking at the top of their voices asking why the Police allowed defective vehicles on the road.

    Make your vehicles road worthy or pay the stipulated fines. If this thing goes to court it will be worse – time wasting.

  72. Zed Police are corrupt end of story! Before i left Zambia they begged anything from Cigarettes, Coca cola, Chibuku, etc… One police man went to the extent of folowing me to my house to collect my used clothes and shoes in exchange for my NRC he confiscated from me for “loitering” when i was just taking a walk around my neighbourhood in Rhodespark area. The list goes on. Those guys are hungry for kwacha’s and will do anything to get their thin hands on money, that includes using guns at night and steal from citizens and residents.

  73. Before defending or condeming the parties involved in haste, the fact of the matter is that if you act within the law, your dealings with the Police will be minimal. If the Bus drivers obey the law, there would be no need to be impounded, dispute fines or even offer to bribe anyone. The very temptation to bribe will be eliminated as there would be no need to do so, effectively putting any corrupt officers out of business. As long as the Drivers continue to cut corners for a quick buck or whatever the perceived benefits of their behavior are…this vice will continue and corrupt elements will continue to take advntage of it.

  77. Ba buju you are at it again! Zed cops are such an embarrassment, shame on you! You need to change, government needs to put measures in place that checks or audits the thieving cops. What does the IG have to say about this? Is he as corupt as his subordinates? There needs to be a system in place that gives MPs a chance to question the IG like the Americans and the British do, there needs to be body such as an independent police enquiry body that monitors these cops. And journalists and the public need to be vigilant. Journalist you are our voice, so continue exposing them! Bring in in caught on camera and let us expose the corupt cops. the public need to stop bribing these corupt cops and seek justice in the courts.
