Subsidized fertiliser not adequate for Zambia’s large population- RB

PRESIDENT Rupiah Banda has observed that countries that imported fertilizer early enough were able to procure it at a cheaper price. The president said the price of the commodity had risen by the time government had procured it.

He was speaking on a live radio program on radio Breeze FM in Chipata district.

Mr. Banda  stated that it was not possible for all farmers to benefit the commodity at a subsidized price saying the population of Zambia was too high.

Mr. Banda explained that people would be required to buy fertilizer at the common market if the subsidized fertilizer was not adequate because the population of the country was high.

He also appealed to farmers not to sell subsidized farming inputs for monetary gains. He stated that the program was intended to improve food security in the country by assisting farmers to produce more food.

President Banda also noted that there was no need to regulate the media if they could operate responsibly.

Speaking on radio Breeze FM in Chipata district, Mr Banda said the media did not need to be regulated if they could write and publish the truth all the time.

He expressed concern that some sectors of the media did not cover the October elections very well. President Banda stated that the media required to be factual and objective in their coverage, in a manner which he referred to as professional.

President Banda said the K10 Billion required for the completion of the Chipata/Mchinji railway line may be considered in next year’s budget.

Mr. Banda stated that it was the intention of government to see the completion of the rail line, which was intended to boost economic activities in the province.

He stated that he was aware that people in the province were anxious to see the project completed.

A high population has prevented Zambian farmers from enjoying subsidized fertilizer????? 12 Million people is nothing close to having a large population!! Why do you think we belong to regional groupings like COMESA??? It is because we lack the necessary numbers in population to stimulate growth in our economies!!!!

    I feel extremely dissapointed and short-changed by this leadership and not that I voted for them, but I had hoped to see RB putting his money where his mouth is. Instead, we only see him consuming nyamasoya and getting heavier by the day.

Hundreds of miners have lost their jobs, mealie meal prices are sky high, fuel prices are sky high and yet even bloggers on LT try and justify a salary increment for public office holders (which is beyond my comprehension, when you consider that in countries like the US, the GM CEO has agreed to cut his salary to $1 a year in order to save jobs in the auto industry!!!!). Its only in a country like Zambia where we can tell ourselves that the increment is inconsequential when infact it is not!!!!

  34. Basically everyone who is not growing their own food is going to have a very hard time even surviving. Not only miners and their dependents who have lost their jobs are going to have a hard time buying food. Anyone is going to have a hard time buying anything, because the Kwacha is going to depreciate because the last economic lifeblood is going to be sucked out of the economy when those mines close. Anything imported and paid for in US dollars is going to be priced beyond anyone’s means to buy, because of massive dollar inflation. Get out of US dollars now and hold euros or if you can get hold of it, gold coins. But at one point, food is going to be much more valuable.

    Well he is old, but he isn’t ancient. However for someone coming out of UNIP, I would have at least hoped he hadn’t bought in to the elitist ideology of neoliberalism, or population control.

    There has to be an immediate turning away of all thoughts of ‘free markets’, ‘privatisation’, ‘deregulation’, ‘comparative advantages’.

As much as people may be against Sata and his planned demonstrations, he has been indirectly advocating that citizens demand for accountability from the Government and yet, people try to misconstrue this as kaponya behaviour, it is not.     It is a tragedy to lose a president like Mwanawasa let us face it and get someone who had retired from politics to replace him. The job is not a garbage collection role. You need to be on top of things and the management of key resources. It would have been worse with Sata because he would have spent all his three years blaming the dead person. At least, on a positive note, RB has not blamed LPM at all in everything he has said or done. Maturity is there but of copurse age catches up with anyone.     They had better be capable of the action necessary – and I mean ideologically, because they still have some of the tools to make things happen.

    But they have to get some good advice and quickly too.

  50. We need to secure the food supply for at least a year and create works projects to develop the country. We need to create on farm irrigation and get far more land under cultivation. We need to get the National Service and chiefs on board and mobilize the people to create farms and roads, ponds, swales for storing water in the soil for year around irrigation.

    We need to create a class of medium sized organic farmers from the millions of subsistence farmers. 100 hectares per farm (present subsistence farmers work 2-3 hectares).

Enough to produce 100 tonnes of maize on half of it, leaving the other half for other staple crops and other farm enterprises like dairy, vegetables, meat production, poultry and agroferestry and greenhouses, which can be run by the farmers offspring, creating jobs and skills for generations to come.

    This is how it works out. 50 hectares can yield 2 tonnes of maize per hectare, and maize is sold for $200 per hectare. That is (50 x 2 x $200 =) $20,000 per harvest. If half of that is spent on costs, that gives a farmer an income per harvest of $10,000.

Right now if you go to Zambia & visit the Geological Survey, you’ll find that they only have less than 20 geologists the whole country, yet these same MMD chaps have been misleading you of opening up Oilfields. Why just have geologists in Lusaka? If Councils are well funded and have geologists & mining engineers, then you would expect them to do small scale mining of gemstones which would be processed & cut-polished at a Lapidary established in Ndola to add value before being exported. This would in a long run enable these councils to be self sufficient a lot of money would be raised to pay all its employees.

As things are now, about 40% of the Country hasn’t been mapped and we don’t know what resources are there, including myself who’s a geologist. Remember we had Co-operatives which operated independently & we had food, but all those are gone due to neolibralization!!

    You seem to be a well educated farmer who needs to plant even winter maize through irrigation & rotating of crops so that we reduce on the use of fertilizers! From my scant knowledge of Agriculture subject I did in Grade 8 to 9, if you plant legumes then they’ll fix nitrogen which will be needed by maize!

    Have you had chance visit my Manifesto (maravi.blogspot.com listed under My Take – it is a work in progress, but can act as a think piece for everyone)? I would like to see 50% of national revenues paid out directly by the ZRA to local councils, say about 350 nationwide with with 30,000 people each, and put basic services (education, healthcare, policing and utilities) in their hands. That would spread out the national budget over the country instead of concentrating money in the ministries.

    You make a good point, but there is no need to only rely on chemical fertilizer nationally. As an emergency measure ramping up chem fertilizer and liming would work because it would lower prices and get farmers to work more land now.

    But in the long term, it makes farmers dependent on the corporation that delivers it to them. The company goes belly up, it has problems with operations, bad management, anything, and farmers don’t get fertilizer, crop production goes down, food prices go up and people starve again.

When Zambia started mining copper, all exploration for other resources was abandoned & this is why we now have Lumwana Mine even in an area where people thought you wouldn’t find copper.     Zambia’s economy is dependent on copper and i hope you are looking at the commodity prices on the international markets.
    Copper is among the worst hit, while some other mineral like uranium are gaining value. Botswana and RSA are not dependent on copper. Diamond prices have not neen as much affected. I must also say that these countries have their economies not relying on minerals only. So instability in mineral prices will not create doom for them.
    So when we make economic comparisons let us be fair to economic principles. Using emotions will not do.

KK was blamed for the economic woes of Zambia because of running a command economy: controlled prices, interest and exchange rates and salaries as well as copper production. The IMF criticised him for subsidising consumption (mealie meal). MMD was capitalist. Chiluba espoused free market. Supply and demand. The IMF & co. promised debt cancellation. LPM achieved HIPC and we got debt cancellation. We gave up control of Central Bank and foreign exchange and copper production. Mealie meal prices, exchange rates etc. will follow the laws of supply & demand. Now we have a president who is MMD in thinking but UNIP in feeling. Mind or heart who wins? That is the question!

  153. I think RB has dented the image of MMD. Looking aacross parties, MMD seemed to be full of bright young guys, risk takers, full of energy. It was so unlike UNIP, which was full of old guys like KK, Grey Zulu and their generation. PF is more like Sata himself.

    MMD would do well to retire RB at 2011. He seems to be against the grain of the party. MMD is for dare-devils, risk takers, game changers, shrewed no-sacred-cow type of quick or slick people, not docile, slow, sleepy chaps. If RB continues at the helm, MMd should kiss goodbye to it’s image. It may fail like UNIP.

    Thanks. We need to understand what true suffering and real wealth is. Zambians may have mildly difficult times but they are prone to exaggeration of their difficulties. In 1980’s I worked with Nigerians and Ghanaians in ZCCM. While we were moaning, these guys kept telling us that we did not know what suffering was. Everyday, Zambians trekked to the market and Shoprite for repu or kabeji or kapenta and buledi on their way home from work. Very few utilised their spacious ‘mayadi’ to grow anything. Now things are changing slowly.

We depended on boma for everything: rented accomodation, salary (hand to mouth- no investment) and pension to buy ‘icikayo’ after retirement etc. This govt dependence must stop for us to move on. The job of govt is to provide the instruments but it is up to us to work hard and prosper. Zambia’s GDP is $16 billion and debt is less now than it was at $4 billion. USA GDP is $14 trillion but debt is $17 trillion! How come they are not poor? Economists must be careful in the way they define poverty. Was my grandma poor when in the 70’s she had no TV, no tap water, no electricity, no cell phone but had chickens, goats, ka dimba (small garden) and a thatched roof over her head?

I agree govt should be doing more but stop blaming people just for the sake of doing so.The time frame is too little to blame RB though he needs to step up and offer ways the country will get out this. Several ways: increased govt spending on capital projects to help employement, force banks to loan at favorable rates and reduce spending on non critical issues such as govt trips abroad. But being in the USA, these steps may not work in Zambia since we dont hav emoney as a country.

They have hunger when the rains are poor, but not otherwise. Unless we had all we needed in our countries but it is not the case. You may want a benz, but not produced in Zambia or if you decide to go to school abroad, they wont accept school fees paid by a bag of maize.We just need to use our comparative and competitive advantages more meaningfuly nad first task is identifying what those are.
