Stop paying health workers from monthly grants- Dr. Miti

The Ministry of health has directed District Directors of Health and Executive Directors to stop employing and paying health workers using monthly grants because the practice is illegal.

Permanent Secretary, Simon Miti sounded the warning in a circular dated 24 November,2008 and made available to ZANIS in Mazabuka yesterday.

Dr Miti said the continued employing of health workers and paying them using grants is an illegal practice because the ministry of health is not the employer.

He explained that employment of health workers is the prerogative of the Public Service Commission through the Public Service Management Division (PSMD).

Dr Miti further reminded the Directors that under the public finance Act 15 of 2004, part XVI clause 191 paying salaries from the operational grants constitutes misapplication of funds and attracts appropriate sanctions to the institution.

He said employment application forms should now be channeled through the office of the Permanent Secretary in the Ministry of health.

Meanwhile, several classified daily employees at Mazabuka District Hospital have lost their jobs following the directive by Dr. Miti.

The affected workers have however threatened to take legal action against the Ministry of health for breach of contract.

Mazabuka district hospital administrator, Esau Mujansi refused to comment and referred all queries to district director of health, Dr Namasiku Siyumbwa who could not be reached by press time.

  1. But Miti is not being sincere because this is what has been goin on all along. Give people proper guidelines then. If anything, these grants have helped people get salaries, although at a cost to patients and service delivery.
    Let us not pretend Ba Miti.

Actually its unprofessional to show up at someones office without an appointment.This culture of stopping work to entertain govt officials is unproductive.I remember a time I was called of work because a Mrs So and So was coming to Chingola.I wondered why we were not informed in advance.Meetings and deadlines had to be postponed just so we could queue up and smile at a govt official ~X(

  6. #7 pumpy, it has been a trend to pay salaries from grants for those that are not on payroll and considered essential to the health institution. This was caused by the fact that the government had frozen recruitment for allegedly luck of funds during the CBoH tenure. This Miti was part of the Central Board of Health management then that decided that the HI start paying salaries for essential workers from the grants in agreement with the Donors. The problem now is that the CBoH was dissolved without clearly resolving the issue of those who were employed under what was called the Boards and the Govt cannot absolve most of the general workers, they have absolved most of the nurses, doctors & COs

  7. I feel sorry for PS Miti. This trend of paying casual workers (CDEs) from grants has been going on for years at almost all the hospitals. What PS Miti has failed to do is to provide leadership to resolve the matter. Simply asking Hospitals to stop is not good enough cos these CDEs in most cases do the odd jobs such as cleaning wards. If the are not there the hospital conditions get worse dirtwise. I was of the view that PS should have asked for names of these employees from all hospitals to formalise their appointments through the non active and docile PSMD while in the meantime continue paying them from the grant so that there is no gap in health delivery esp with cholera around.

  9. #20 Pumpy, Dr Miti has just become a true politician who can religiously eat his vomit anytime. I couldnt believe he can feign ignorance on the matter he was part of. Its shameful!!!! He should just tell the health workers what they should do in this case. I cant imagine a hospital without a cleaner, yes they less educated, but the nurses,doctors etc will not work in a stinking environment i.e without their support

  15. due to shortage of health workers, some of these people are retired civil servants that are still ready to help the Government, least they can do is give them contracts and put them on the payroll. indeed all this dates back to the days ofr former CBoH. PS Miti was indeed part of it. Today, former CBoH employees have not been given their dues after the disolution of CBoH. and PS Miti knows that. **==

  18. As for the story, my brother Miti just has nothing to say. He knows very well that CDEs and trainee students in health institutions are paid from grants. These CDEs actually do more that just clean the place but they also administer medication to patients. In some of these rural health centres, you will only find a nurse or clinical officer and the CDE. Once these CDEs begin to lose their jobs, can he even imagine what will happen in these places? Or does it not bother him in the least?

  34. and on the other side, these chaps and their families are usually evacuated to SA for even malaria treatment. they dont get it, that smell in the wards, outpatients only those that are familiar with it would want a highly staffed workforce to keep the clinics and hospitals sane. nowonder the nurses and doctors have gone off to work in other countries where they are more appreciated. it starts with cleaniless, more hygienic environment, medicines, uniforms, salaries etc.

  47. Miti Killed CBoH and the health system in Zambia has gone down with it. He is just pretendining for he was part of the system before he bootlicked his usual way up to the present position and I can bet my ass that he signed cheques at Ndola DHMT, Ndola central Hospital and indeed at the Provincila health offfice to pay from the health workersd for the grants.
    Cholera has come to stay with the likes of Miti still bootlicking with each new Government in power.

    Manje coming to Miti’s comments…Not so long ago the guy was in soup with the Auditor General over his unexplained expenditure of millions in his Ministry. Do these workers need to be paid? If so who should pay them. Miti himself has the answer… Every worker deserves his dues.

  55. The problem is not about paying workers from grants but the confusion in the system.
    It is like a situation where a company produces contaminated foods from which people die when they eat it. The problem is not that people die but the contamination in the food which causes people to die.
    Let people stop passing blame on these health management directors. we must understand that this practice of employing and paying workers from grants is happening everywhere in the country; dont tell me that is coincidence, no. These people must have been given either an instruction or a go ahead to do what they are doing.
    Goverment must admit that there is a week system in place.

  56. THE TRUTH OF THE MATTER IS THAT AT ONE TIME WHEN GOVT BANNED EMPLOYING ANYONE IN THE PUBLIC SERVICE (STRUCTURAL ADJUSTMENT, HIPC ETC) NO HEALTH WORKERS WERE EMPLOYED BY THE SERVICE COMMISSION. HOSPITALS AND DISTRICT DIRECTORS USED THEIR INITIATIVE AND EMPLOYED NURSES,CDEs AND PHARMACISTS SO THAT HOSPITALS AND H/CENTRES COULD CONTINUE RUNNING. THEY ARE BEING PAID THEIR SALARIES FROM THE MONTHLY OPERATIONAL GRANTS. WITHOUT THIS THESE HWs WILL LOSE THEIR JOBS. DR MITI KNOWS WHY THESE PEOPLE WERE EMPLOYED AND WHAT HE NEEDS TO DO IS TO REGULARISE THIS INSTEAD OF WRITING CIRCULARS.
