LCC told to ensure free flow of traffic in the city

Government has told the Lusaka City Council to ensure that the new Lusaka City master plan addresses the persistent traffic congestion in the city.

Lusaka Province Minister Lameck Mangani says the city master plan should provide a solution to the traffic congestion in central business district of the city.

Mr. Mangani also challenged the local authority to take into account the expansion of the province to avoid compounding traffic congestion challenge in the city.

He expressed concern at the inertia of the local authority to inspect the construction works taking place along the line of rail in Lusaka which has contributed to the traffic congestion in the city.

Mr. Mangani further pointed out that the construction of sub-standards buildings in the central business district of Lusaka was adding to the untidy look of the city.

He said this today during a stakeholders meeting convened to look at ways of trying to find ways of lessening traffic congestion in the city.

Speaking earlier, Acting Lusaka City Council Director of Planning Joseph Mukupa said the council was taking into account the social and economical dimensions in the new plans for the city.

Mr. Mukupa said these include construction of shopping malls away from the central business of the district in a bid to decongest the city.

He said the council was carrying out feasibility studies aimed at improving the flow of traffic in the city.

Mr. Mukupa disclosed that the council was looking at ways of creating by-passes on Dedan Kimati road, Lumumba –Kalamambo road junction and initiating a road network along the Zesco pylons.

And Commissioner of Lands, Fortune Kachamba, said the commission is considering repossessing unfinished buildings and idle land so that it can be given to serious developers.

  1. Manje sure how can they achieve this with this new mode of transport becoming so prevalent, the ox cart? I was shocked that LCC HAS STARTED ALLOWING this type of transport, soon we will have donkey carts all over the place. Worse still our brothers from the north will introduce the monkey rides and all hell will break loose.Can some sure explain.

  2. Lusaka, my namesake, will never be truely what we would like it to be as long as we are all talk and no action. For how long has the council been talking about the repossession of unfinished buildings? How many have they actually repossessed? How many people have started projects that they have failed to complete adding to the already existing eyesores? What about the ring roads that are ever on the lips of the councils? Just yesterday (recently) was the link road to Kafue Rd completed. But we need more than that. And malls are ever being built in residential areas further conjesting the roads. And ensuring that development is easy life is really for the elite.

  4. The problem is that we have too many cheap cars on our roads and thats not good at all. When i went to zed my friend was boasting that he had bought a new car……..thats the same make, model that I had in 1997 ! The govt should increase tax for those second hand cars that are not y2K compliant ( Made before 2000) and reduce on those mad e after, that way we will have good cars on our roads and escape the global dumping of sub-standard cars in Africa. It works well in Kenya and RSA why cant it be applied in Zambia as well ?

The current state of the roads in lusaka can be blamed on poor forsight on the part of the planners when lusaka was being planned some decades ago.The planners never put in mind about the future consequences to come with the increase in population of people and vehicles.Now it is almost too late to start picking up the scattered pieces coz spaces where road expansion projects should be done are now occupied by unfilty building,which only god knows when they last had a fresh coating of paint.No wonder it is a common feature when one travels back home to be hit by a pung of bitterness,coz of the bad state of things. :((

  6. when yo are designing roads, dont just make WAYS for vehicles to pass. i dont like the way Great east road has been made. if a vehicle has a breakdown on the road, there is no provision for a space to park yor vehicle so that you dont inconvenience other motorists. the road is designe with an assumption that there will no break downs, all vehicles will oways be in tiptop state. this is not practical. this is how the road from manda hill traffic lights to the roud about is also constructed. you dont construct a road like that.

    -LCC should consider having most of the Show Ground developed into state of the art office complexes other that keep that area for an even that takes only 3 days.They should consider that show ground moved to somewhere like Shimabala/Choongwe/14 Miles.That way,people will be driving away from town for work unlike the situation now.

  9. what do they think LCC will use to change lusaka if they is no money to do that, they should first give LCC money to change the city not just mere talks it won’t help or change anything. These Ministers just like talking to be heard without any works.

    Truly that is the point, development of cities like Lusaka is the baby of central govt. But here we are when govt thinks of developing, its the pockets of those in office and not infrastructure like roads and communication. This Mangani person must have just been excited to tell this to LCC.
    Lusaka after 40 yrs of independence still looks like some provincial capital of some province in other countries. It is not fit to be called a capital city. Just look at the so called international airport, it can make one cry.

  12. Management at LCC is crap, nothing to write home about. There is always, always someone sweeping certain roads but not at anyone time are those roads ever clean. Is it a strategy on the part of sweepers to maintain jobs?

    Why are people paying taxes if services are not being delivered?

    The other thing is to teach Kabova`s driving taxis (or minibuses as we call them) to respect the rules. People think by changing lanes abruptly then they are being clever.

    The idea of building shopping malls is welcome but I don`t think the congestion we see in Lusaka is as a result of people rushing to do their shopping. This is reason why we see it only at particular times just like anywhere in the world.

  14. I recognise my limitations to comment on the content of the subject because am not Lsk resident. Manner of traffic flow in Lusaka is of NO or LITTLE significance to other distant areas away from Lsk. let Lusaka Times open a page for Community news such as one above!!

  15. why dont we shift our capital city to somewhere so that we make a fresh start. Between Mumbwa and Kaoma there is too much virgin land, in the North, North-West… We can do with much less nonsense

  16. LCC needs to be disbanded altogether, the mayor, town clerk and all the rest put on forced redundancy packages.Transfer the adminstration to local neighbourhoods, who can open small but clean makeshift offices in the interim and government funds should be directly driven through these.

    It should be seen on the ground why people are paying tax. Neighbourhoods can determine through local committees how these funds should be disbursed.

  17. Personally, I think Lusaka is a great capital city if only it had an alternative transport system besides mini buses & taxis.
    Before street trams were introduced here in 1978, German cities had worse traffic congestion problems than we currently have in Lusaka. These problems dissapeared overnight. I think the government should seriously consider investing into the construction of a metropolitan tram network. Even a cheaper version from China will do for a start.

  18. #39, 3RqU, the difference is that the whole of England is a small country where land is somehow scarce. For us, if we were to be peoperly distributed, it is people who would be scarce to populate the whole country. Others have shifted capitals with some positive results, Nigeria could one example. Talking of planning, the shifting of capital is no small thing and it would take years to achieve but you have to start somewhere. In about five years from now, Ivory Coast will complete the shift from congested and old Abidjan to Yomassoukrou, twenty years after they started and four presidents later.

  19. #19 Zambia has great planners. The only problem is that the nation has politics in everything, from Kalembula to fishing. If the plans were wrong, we can still expand the roads, re-design traffic routes, fly-overs, tunnels, to name but a few. These things are not built in a day; they take years to build, and they cost money. Zambia’s money goes in the pockets of Politicians, so enjoy your traffic jams ladies an gentlemen. Thats what Zambia deserves!! For instance what qualifications has Mulongoti to be Minister of Works and Supply?

  20. The initial plan of lusaka city was very poor because its like the plnners didnt think of Lusaka growing to this extent. the lanes are limited for expantion and this makes life difficult for LCC. Tionge how are you today?

  21. Lusaka needs a face lift. Its a shame at the moment. The city is not counted pa Southern African region. Also change the name to Busaka. Dirty, Cholera city. Shame!!

  22. All out taxes and rates are redirected into runinig dysfuntional council set ups. What is wrong with us? Why cant we learn to appreciate cleanliness? This road from the south (kafue road) is a mixture and combnation chaotic, unplanned occurences, planted and growing completely left to nature to groom. You see there huge holes or is it mines, you see makeshift houses, you see shopping structures that can only be described as tombs then to your utter amazement you see some semblence of order in the midst of all that which are unfortunately dwarfed by the rubbish.

  23. Please build up. I would like to see the Lusaka skyline look like Harare or Johannesburg. PLEASE BUILD 20 story buildings (provided there is demand for it).

    Yes the smooth flow of traffic is a contributing factor to a growing city. My only worry is that Lusaka will get congested even further. The city is like this because it was not meant for 1 million+ people. When KK had the city from 1964-1991, the population of Lusaka was smaller than it is today. The infrastructure was adequate for that population. Now Lusaka has a pop. explosion and the infrastructure cannot keep up. It is time to expand.

    Thank you LCC. What is the Ndola and Kitwe city council doing??? They must be planning too.

  24. Congestion? What congestion? It is not that bad, believe me, but a stitch in time, indeed, saves nine. A ring road is a good idea to let through-traffic pass by. There should be East, West, South and North minibus terminals and car parks somewhere near the ring road.
    Decentralise business premises and shopping mals.
    Kalingaling should go. Helen Kaunda should be redone. Just look at Google earth satelight images and you have an overview of the harpharzad post colonial plannning! We need parks and gardens in the city centre and surbubs. But, the same applies to Kitwe and Ndola and all Zambian towns.

  26. Yes he can talk just to stay away from the blame. Those putting up rubbish structures and in wrong mainly have political backing from the ruling MMD. Towns’ standards fell when Kaunda “decentralised” councils and placed them in the hands of politicians such as District Governors ba Mama Region etc.From that time people stopped paying rentals and if one intervened all what the tennant did was go to the Unip office to complain and the concerned official would go “by air”. So the problem is not as easy as Mr Mangani is putting it.

    Move the capital and then what? Yes we can move it to Mongu but 5 years from now we will be faced with the same problems of power outages, unpurified water and stuff like.

    It`s more like chasing our own tails. Lusaka was built ages ago. Other than patching up potholes we have done very litte to change it. Do not take it personal man. I am also a Zambian.

    You are right. Zambia is bigger than England but I will tell you that it looks small.

    I propose Ndola to be our second biggest, business and industrial city.

    And just to correct you, Zimbabwe, HARARE, HARARE. Bulawayo is the second largest, business and industrial city otherwise everything is centered in Harare.

  30. Need for traffic management system and also street lighting is required. I travelled along the International Airport Road to Lusaka from the airport in the evening, and it is not sensible that such a key road is in darkness. I guess this reflects the blankness of our leadership in planning.

    Lusaka – Industrial and Financial hub (Biggest city).

    Ndola – Industrial hub (Second biggest city)

    Kabwe – Second Industrial hub (Third largest city)

    and they are all along the line of rail. So it works out. :d/

  33. # 43 i bet you are right in a way,indeed we have good planners, that is undeniable,i think the planners didnt just realise about the future impact of the used japanise vehicles in the city,but i still have hope that things will change coz even here in norway one of the richest countries in the world ,congestion is still one of the biggest problems especially in oslo,so lets just hope for the best.

  34. In Lusaka, certain buildings must be demolished and replaced with glass and steel structures.

    -Kulima tower
    -ZIMCO
    -INDECO
    -ZNBS
    -The Building that is not completed
    and we must keep FINDECO for historical purposes. It will be a landmark in the city.

  36. Its true we need the town to be well designed otherwise more lives will continue to be lost. lusaka is a town not worth driving through because of the conjetion. The government should come in and support the ring roards to reduce conjestion in the town 🙂

  37. Its not as easy as one would put it. As long as we continue having this poor road network, this problem will continue. I feel the only solution is to work on our roads.

  39. We can’t move the capital city to somewhere between Mumbwa and Kaoma because no one wants to see chanty compounds in those areas. Don’t forget that the only thing between those two districts is the Kafue National Park. Zambia needs the KNP to develop the tourism sector not to feed they would – be chanty dwellers. One would support development of Mumbwa as a close alternative to Lusaka. Rail / Tram / Road links can be established between the two which would make it commutable for many people. Kaoma can also be developed in her own right just like any other district needing basic necessities of natural growth such as an International airport, university/college/schools, good health centres etc

Due to lack of planning we missed out on having a beautiful commercial finacial city in Solwezi.Looking at the monies that have been invested in that city ,there is no reason why it shouldnt be an international city.There isnt much that can be done in Lusaka because it was not properly planned ,its a mushroom city.In appearance its one of the worst in the world.let it just be a clean political and administrative city other wise it is scary movie to investors and tourists and an inconvenience to local motorists

  42. Lusaka Province has plenty of land which can be used to develop Lusaka City further. Why doesn’t the gov’t use that?

    Lusaka Times Editors, can we have the story coming out of Dora Siliya that government is working on establishing a national airline due to the collapse of Zambian airways?

  43. This was supposed to be looked into some few years back. Thats the problems pa zed we wait for a problem to become a disaster thats when we start panicing looking solutions. No proper planing in everything. We wait for bridges to collaps, houses to fall unyet the problems was seen long time ago. Not until this attitude is changed we will always find ourselves in crisis situations looking for solutions at the last minutes. Ministers should woke up and do their job not just enjoying the allowances.

  44. All that Lusaka needs is a redevelopment(facelift) plan. Lusaka is too small a place to even talk about congestion and its problems are within reach. The congestion that is there is artificial and easily unpluggable. Just management LCC is non existant.

  45. Problem pa zedi we’ve recycled leaders with no engineers,destroy misisi , chibolya and build a modern town. All residential areas must have shopping malls to decongest the city center.Allocate the squatters in a peaceful way.

    What is this “initiating a road network along the Zesoc pylons”? I am scared people: I think this is not very safe if the pylons in the news are those 33/66KV ones running from the Southern Province to the Copperbelt one. Such voltage is just to high to play around underneath the pylons carrying it.

    Please, help me with a clarification on this issue, LCC.

  47. Abolish town and country planning. They have failed us. Our leaders are so blind that they can c the congestion in Lusaka

  48. I wish to applaud Lusaka City Council (LCC) for coming up with the master plan for the city aimed at curbing traffic congestions. However my research tells me that construction of more roads often does not give sustainable solutions to traffic congestion. what has so far appeared to give be a solution is the use of an integrated transporation modal where you revive other transport modes alongside road transport for example use of light and mass transit system (surface and subway trains ) among other options. Although i have nt read the document, i havent heard anybody talk about it, all i hear is construction of ring roads. May God help us.
