Libyan President Colonel Muhammad Gaddafi has vowed to pursue his vision of a United States of Africa.

Addressing the 12th Session of the Assembly of the African Union last night in his inaugural address as the new chairman of the African Union, Col. Gaddafi said he would continue to push African countries work towards the achievement of the United States of Africa.

Col Gaddafi, who was elected during closed doors session at a summit in Ethiopia, however, conceded that African leaders were not near to a settlement on the issue.

The chairmanship of the African Union is a rotating position held by heads of state for one year. It is a position heads of state can use to wield influence over the continent’s politics.

Col. Gaddafi takes over from Tanzania’s Jakaya Kikwete.

The 12th Summit of the African Union on the Union Government resolved to transform the African Commission of the African Union into the Africa Union Authority.

The new entity has been given a mandate and definition of duties and responsibilities to guide the AU members states on the process of ultimately forming a Union Government being referred to as the United States of Africa.

African Union member countries however remain sovereign states as the have not relinquished any authority.

The process towards the formation of the Union government has followed decisive steps. On January 2005 the 4th AU summit in Abuja, Nigeria, after reviewing the proposal of creating certain ministerial portfolios for the union, the leaders decided to set up a committee of seven heads of state under the leadership of President Yoweri Museveni of Uganda to examine the proposal in all its ramifications.

In July 2005 the 5th AU summit held in Sirte, Libya affirmed that the ultimate goal of the union is full political and economic integration leading to the United States of Africa after reviewing the report submitted by the committee, in which it recommended that there was need to work towards the formation of a union government for the continent.

In July 2006 a committee of seven African heads of state submitted a report to the AU summit. The report, named the “Study on an African Union Government towards the United States of Africa”, outlines a roadmap of forming the United States of Africa by 2015 in three phases.

In November 2006 the AU Executive Council concluded that “All member states accept the United States of Africa as a common and desirable goal, but differences exist over the modalities and time frame for achieving this goal and the appropriate pace of integration.”

In July 2007 AU summit met in Accra , Ghana to debate the plan for an African union government.

The United States of Africa is a name sometimes given to one version of the possible future unification of Africa as a national and sovereign federation of states similar in formation to the United States of America.

The idea has been spearheaded by Libyan leader Maummar al-Gaddafi who is eager for a Union Government with other African leaders calling for a gradual process towards the formation of the United States of Africa.

    We need greater cooperation between African countries. This is what the likes of Kwame nkrumaah, KK, Kenyatta et al advocated for and the west was very uncomfortable with this.

Bear in mind that the Union of Africa will not happen overnight, it could take even 30 years, but if we take the steps to unify Africa now, we shall certainly change the economic landscape of the world. A United States of Africa is a huge threat to western nations who have pillaged Africa for so long. We can be the next superpower, without a doubt, but the western nations will not allow this venture to come to bear.

In any case if you cannot govern a small country well and fairly how possible is it that the whole continent can unite as one entity? This is a farfetched dream by these sleeping African leaders.

    This is a very positive move as long as Zambia remains a sovereign State.

    In view of this quote which might be changed shortly, I would like to see Zambian political parties providing me with their FOREIGN POLICY in their manifestoes as we approach 2011 elections. This follows my concern that Zambia’s FOREIGN POLICY seems to have changed immediately President RB Banda took office from the one we had under President LP Mwanawasa even if I was promised continuation of the Mwanawasa Legacy by President RBB and his MMD party which has however remained in power.

President RB Banda has changed the MMD GRZ’s Foreign Policy on Zimbabwe which late former President LP Mwanawasa clearly said was like a ‘sinking Titanic’ where Mwanawasa championed free and fair election to Banda’s Tsvangirai must work to see himself in the ZIMBABWE UNITY GOVERNMENT proposed by former South African President Thabo Mbeki.
    2. Late former President LP Mwanawasa wanted a gradual approach to the US of Africa one government creation, but President RB Banda said he will support its creation probably without any consideration(s).

    Thus, I ‘d like to read the Foreign Policies of the MMD, UPND and PF.

    UPND president Hakainde Hichilema says he is scheduled to meet president Rupiah Banda once he returns from the Africa Union (Au) summit.
    And Mr. Hichilema has said he has received a letter from USA president Barack Obama. In the letter, which was read to UPND cadres at the party secretariat indicate that Mr. Obama was reacting to Mr. Hichilema’s ealier letter of congratulations.

  75. 133 Maestro, To conclude that Obama writing to HH is an endorsement of him becoming the next President is really misrepresenting the facts. Granted the initiatives you have presented that HH is taking to help the country like to meet RB to discuss and advise over the economic crisis and unemployment are very impressive. However it is more realistic to say that Obama wrote to HH out of courtesy just to respond to the congratulatory message he had sent to him. It is overstretching the truth to say Obama thinks HH should be the next President of Zambia. He has too much on his mind right now to even give Zambian leadership a thought.     So, stick to your opinion and I will stick to mine PERIOD The only person who can reveal his actual intentions is US President B. Obama. In case, you didn’t know there has been a lot of talk about HH meeting Obama in Zambia even before Obama won the US Presidency. Checkout data at the time HH went to China last year, it was understand he’d go meet Obama too.

  77. Ba Gaddafi you cannot be serious. How is a United States of Africa possible when we have leaders like yourself who are selfish. Who is going to be president of this super state? I suppose it is you Mr Gaddaffi? I don’t think so! I am sure Mugabe, Bongo, Mubharak, Museveni and all the other despots will have something to say about that!

  78. #132 I can see the case for Africa speaking with voice. Unfortunately Africa is still a rag tag of a few immature democracies and a lot of unsavoury despots. If President Banda decided to suspend our constitution and arrest the opposition, the AU would probably protect him in much the same way they protect Mugabe. No thanks. We don’t need that kind of unity.

  79. let me state it as plainly as the rest of you are daring not too. We cannot merge with the Arab Muslim believing north, because unification means religion alliance, study Islam and see where that leaves us as Zambians. Look at what the North Sudanese do to the poor southern Christians; put it in your minds that the Sudanese Arabs are partially black. Sounds crude but that is the truth. Let Gaddafi join the Arab league. We can grow enough crops to support ourselves and export; Let the generation talked about in the bible come later, but if it is according to God’s plan it shall be and we shall accept it willingly. But Zambia serves God first.

  80. Someone needs to remind President Colonel Muhammad Gaddafi that, Zambia as had 4 elected presidents in in the last four decades(am proud to be a Zambian). Lets take for example the United States of America, there are 50 states with each state governed by an elected governor. Is Muhammad Gaddafi,Robert Mugabe and Mubarack willing to face fare election and be a governor while Rupiah Banda is the President of United States of Africa, I dont think so and case closed!

That Prominscous lady atase, I’m a Tax Payer, last year paid more than 65m zambian Kwacha as TAX so I need to know why certain people are being included for a ride using my TAX. What relevance. Atase. This country is not using resources prudently, the donars are giving us billions of Kwacha for Budget support yet we keep embazzling billions of Kwacha thru Govt., incompetency & lack of priorities.

  82. Obama has thanked all those leaders that have sent a congratulatory message and all those that have pleaged to work for world peace. It is not an endorsement of H.H. UPND guys dont over celebrate something that is not here nor there. Obama is leading a great country, right now him & his TOP aides are busy meeting & confering with trusted close allies & (UPND is not one of them). Hillary was with Foriegn sec of Britain ysterday.

    Mails were sent to all those losing candidates across the clobe and of course to all current leaders. These are written by U.S missions abroad on behalf of the their president. It’s just a usual formality but being done with a different touch of ‘no one left behind’ approach. #:-s

    Back to business what is FDD President doing at the AU Summit, i don’t buy the explanation given by Ba Ronnie that the President has to consult them over certain matters. That’s why these pipo end up in courts over such unexplained trips. Taxpayers money at work. Hope its not my hard paid PAYE. Joyce Nonde is right that Government has the mandate to explain to the pipo. We have alot of Cabinet Ministers who can advise.
