I am clean on Zambian Airways, Magande

magande1FORMER Finance and National Planning minister, Ng’andu Magande has said that he was not involved in any clandestine activities involving the issue of Zambian Airways while he was minister.

Mr Magande said in an interview in Lusaka yesterday that he was ready to answer queries from the police and other relevant agencies on the matter.

He said he would cooperate with the security agencies that had instituted investigations on the matter as he had nothing to hide. He said he was ready to do so even by yesterday.

“I am ready to give information on the matter at any time, even today,” he said.
Mr Magande said that he did not have any personal interest in Zambian Airways apart from the fact that he was a minister in a Government which was encouraging investments, especially by indigenous people.

He was reacting to President Rupiah Banda who said on Thursday that he had information that the Post Newspapers had wanted Mr Magande to stand as presidential candidate last year because he had promised to write off Zambian Airways debts.

Mr Banda had said: “I have a document to prove that Magande was going to allow them to get away with this money. The Post has attacked me from the time that you chose me as presidential candidate up to the time I became the president.”

But Mr Magande said that was not true and volunteered to give information on the matter, adding that if he was involved in any underhand activities he could not have been kept by late president Levy Mwanawasa.

Mr Magande hoped that even President Banda should be given a chance to be cross-examined on the matter.

    • The truth will come out but the president should not make himself a front in leading this matter… the only explanation he (the president) is doing this is to try to appear he is working. There are more important things he should be looking at like how he will devise the policy of inreasing and maintaining high employment and controlling inflation. We have institutions that can sorth that out… Ba RBB I have nothing against you but Sir you appear not to have a vision nor a plan.

    • And how do you want him to give you his vision, perhaps on a plate?
      As far as I know Zambia is the only country projected to post a good GDP growth rate in the region this inspite of a global economic melt down. By the way who has vision?

    • Ba Kamutanda, the economy is on auto pilot and nothing to do with the vision of the luckluster Nyama Choma. In fact, those estimates were made before the closures of the Luanshya Mines and the general contraction of mining activities including the closure of the smelters in Kitwe and Chingola. My estimate is that with Banda’s leadership or the lack of it, the economy will contract by 4%.

I thought that could be a vision, just in case a vision is the ability to anticipate possible future events and developments. It is not an insult to the presidentnor to the readers. At least he should tell the Zambian people where we are being directed now that is a vision BAYA, does’nt come on a plate it is a rhetorical speech to a nation about what to expect from him. I believe that is what presidents do BAYA.

      what this translates to is , yes RB is the president until 2011 til we change he needs prayers to have wisdom which he is lacking , needs prayers to have a vision for the nation which he is lacking

    • Magande has the right to answer and defend himself in public just like RB openned his loud mouth in public, so you have no right to tell to keep quiet.

    • Challenging the President on his claims that he, President RB Banda, has a document proving that Mr magande was going to let the POST get away with the debt ZA has is the best option. There is no need to dohide and seek activities here. Let President RB Banda release that PROOF document to the public so that I can read it for myself and believe him on his claims instead of saying things he can NEVER or is not ready to give proof on.
      This is not time to cheat people for we are now aware of what is really NEEDED to know the truth instead of mere allegations to win political mirage over ill-informed people who rely on propaganda. Thus Mr N. Magande is right here 100% for such is what is needed

He has the right to answer afterall someone followed him for an interview,i hope the he’s found innocent by relevant authorities so that the loud mouthed,untidy man called the Zambian President is shamed for acting so immature in public,no wonder he even sobbed when our beloved late President just fell into a coma,he’s not fit to be President.

Have you noticed how quiet the Government Spokesperson has suddenly become – I guess he realises that his boss has done severe damages tantamount to write off rather than salvage of the loose MMD government.     • I agree with Kangalaitoito. RB is just lying. One thing I have learnt is that lying and cheating comes easily to our leader. So far RB has told so many lies that he has forgotten what he has said. The entire campaign was a pack of lies. He assured us that no single miner would loose their job. He is a shameless lier.

      If RB had wanted to ‘shut up’ Magande he should have sent him abroad in some amabassador role! That way his integrity in all this would not have been questioned.

    • True. It appears both Mr N. Magande and Mrs M. Mwanawasa are giving President RB Banda sleepless nights on the 2011 MMD presidency and presidential nomination candidacy and so the man is busy trying to consolidate his grip on the Presidence to go all the way to 2016 as Zambian President.
      He is panicking not to be the first Zambian President to have only ruled for one term of Presidential office. What is impressive though is that the opposition should form GRZ in 2011 however what tricks ensue in the tripartite election period based on the failures of President RB Banda in this term of office.

    • RB is not ignorant as has been portrayed. Just that he is a non performer, the qualities of a leader are not in him. He is using simple psychology to occupy our minds with issues that wont improve our economy. He knows very well that if he does not do that you guys will raise up in numbers and boot him out like the way you did to Chilubas and his third term or KK and his one party participatory democracy.     • I don’t think Magande would have sunk so low & think The Post can make someone become President of Zambia,The Post failed to Mazoka into power,The Post failed to put Sata into power twice so who is Magande that The Post can easily put into power,The Post as a tabloid can help change voting patterns in a small way but not everyone will go with a tabloids cheap innuendo against the govt of the day.Quite alright,Magande as Minister could have been convinced by the Directors of Zambian Airways to intervene in forcing the creditors of ZA to relax or if you want pause the debts until ZA was back in profit but Magande couldn’t have forced them to do that some of the creditors are foreign based.

  5. If RB is saying Magande did something wrong, he also means Levy did something wrong. Assuming that Magande did wrong in his involvement with Zambian Airways as a minister, it’s not possible that he could have made his decisions alone. Ministers dont make their own decisions, they do consult. Does RB mean Levy’s government had something to hide over Zambian Airways? Free Advice: Dont take whatever RB said as gospel truth. He needs to be cross-examined, as Magande says. If I were RB, I would keep quiet, as a show of leadership. That’s what true leaders do: They dont just answer to whatever rubbish they hear. What RB doesnt know is that the statements he is issuing may be used in court.

    • This is now shooting in the air with allegations that are not substantiated. Let LPM RIP. The fact is RB is shooting himself in the foot. Remember that the whole saga of ZA has happened during his time as Vice President, which for your information is the Leader of Government in Parliament. Whats more, the type of Ministerial decision followed in ZED is a concensus one, meaning Cabinet sits and agree on what policy and decision to follow. Cabinet comprises the President as chair, Vice President and the full Cabinet Ministers including Attorney General. If Magande is guilty then the VicePresident who now is President is guilty. Dora’s case is different as she went against Attorney Generals…

How about these letters he used to send to Dora, instructing/requesting her to give Zambian Airways some favours by defering the payments of what was owing, so that Govt could use tax payers money to facilitate the running of NACL, while NACL waits for Zambian Airways to honour its obligations when and if they want to in future?
    How does Magande claim to be innocent?

    • What makes you think that when government makes correspondence between ministries they also distribute to citizens? I have no business stoking government correspondence in my drawers, how would you of all places look for govt letters from me?
      I know that getting information on matters of national interest is vitall for all of us, but that does not mean that you can just meet anyone in the street and ask them to give you information. It is such kind of thinking that makes discussions even more difficulty. I will not be surprised if tomorrow you will as me to give you the letters of appointment/dismissal for Mr shakafuswa. Let me tell U in advance that I dont have access to such letters.

    • I am now begining to think that you have just arrived in Zambia.
      Do you know when the issue of ZA started?
      Dora was quoted many times not only by the print media but also television saying that Magande had written to her more than once asking her to defer the payments of what ZA owes NACL, and on all cases she refussed telling him that the matter was purely business and not political. ZA did not provide even the most basic requirement such as audited books of account to deserve any form of bail out or any goverment favours such as defering financial obligations.

    • Read Magande’s statement again and the answer is there. To recap, he says he did things in the interest of the nation to further investments of indigenous Zambians. This by the way was and should still be the same now – Government policy

  8. #9. Mutima Wanga, It is possible for Magande to involve himself in deals with businesses without the knowledge of LPM. This is the same with Gladys Nyirongo, Are you telling me LPM was involved in the land issues just because Nyirong served under his regime? Not at all, that is why she was taken to court after discovering. Magande is an independendent person, making independent decisions just like Nyirongo. They were not using LPM’s brain to think, neither did LPM use their s and therefore didwrong thinks as indeviduals. Mind you evil things are normally done in secrete.

    • I think the example of Gladys Nyirongo is misplaced. If you have really followed her issue, you may know that it’s completely different from that of Magande. Magande is being accused of writing to Dora, asking her to reschedule ZA’s bills. On the other hand, Nyirongo did not need to consult, or write to another minister for her to allocate land dubiously. There are two ministries involved in the ZA saga while with Nyirongo’s case, she was the sole player.
      Therefore, when two ministries are seen to be pulling against each other, the issue becomes too big to go unnoticed by the president. Thats why Im saying LPM knew about this issue. My point: U are all accusing LPM of wrongdoing as…

    • The then Finance Minister,Magande could rightly have planned to intervene but it doesn’t necessarily mean LPM knew or approved of a survival plan for ZA,however he would have known had the matter reached an advanced stage warranting the President’s or parliament’s authorisation.
      The ZA is quite a sensitive matter,others wanted the govt to help the airline survive coz it was ”a flag carrier” but those who thought deeper knew it would have been a waste of time & national resources trying to save a private company in an doomed industry.

  9. Zambia is in going the goodway -these revelations and counter revelations and investigations just show that Zambia is no longer tolerant to crooked activities. In the Old regimes or these where swept under the carpet and I am optimistic that the young generations is learning that underground activities one day will resurface. It was interesting to see Membe also wants Banda to be investigated over African National Bank Collapse -they say the best defence is attack. But this is only a transition -once this generation of leaders is gone, my hope is that the new crop would have learnt lessons out of this and give us better leadership . Its also not wrong for Magande to say he is ready to be interrogated. This issue is quite delicate and has to be handled well other throwing accusations in public. Nyama soya is hiding something and does not like anyone who opposes him. The issue here is Zamtel and the president is trying fight the Post newspaper and Magande to divert the attention from the Zamtel saga in which the president is involved and trying protect the guilty counterpart.     • Ba Kamutanda, it is a pity that the position of RB’s personal spokesperson is filled otherwise you would have been offered the position. Now if you look at any job anywhere in the world, if one is accused of any misconduct while carrying out their duties and an investigation is instituted, the accused is always suspended from work either on full or half pay. Once the investigation is completed the accused is either fired or reinstated. The Civil Service is conducted in the the same way as above, however, Nyama Soya has failed to do the right thing and thus fingers are being pointed at him as being involved. He abandoned the late mazoka to become minister under levy. magande was an advisor to mazoka and he also used corruption to win chilanga. he was only saved by levy as president. people have short memories. magande has also a lot of scandals with mahtani and maureen. so his response is measured because RB is setting him up. magande knows that RB has more info than he disclosed. its just to let them know that he knows what they have been doing with membe.

    • Interesting comments. I understanding is that Mr Magande works for the interest of the Nation. His spirit of work follows what late Mr Mazoka wanted to do for Zambia when late former president LP Mwanawasa was Zambian President in his first term of office – though many people do not have this data.

  20. I wonder why people want to think there is nothing wrong in a private firm using Tax Payers’ money. Everyone is expected by now to know that in principle Magande wanted ZA to continue using Tax Payers’ money to run their private company, and that is wrong. When a private firm like ZA gets money belonging to NACL and forces/causes govt to use taxpayers’ money to run operations of NACL, it simply means that indirectly ZA is using taxpayers money for their private business. And nay leader wanting to perpertuate such conduct is simply wanting to abuse public funds. So, however smart Magande appears to some of you he has issues to answer.     • you seem not to understand economics. today Citi bank and other US bank has just reached an agreement with the Us government for the to be kept afoat. South African airways recieved money from the SA govt just over a month ago to continue it operations, otherwise it would have already sunk. AIG also was saved by the US govt cause it is the insurance pride of that country though it is private. it is not corruption to help a company survive the hard times. magande didn’t want to write off ZA’s debt but to defer it until its operations were back on track. He wrote to your DS about this and everybody knows that. Is that what you call corruption?

    • You seem to claim to understand economics when you are far from hearing about economics. Tell me a country that gives money to a private company that isabused company funds and have no audited books. Every company that has to be bailed out aught to have clean audited books with clean business and sane management track. You will never go to any country that will close their eyes and start looking for who to bail out without demanding baiscs such as audit record and management practice. Anyway, freedom gives anybody liberty to call anything they think ‘economics’.

RB is useless, are you telling me that the $30m that ZA owes other institutions is the only money that RB can use to improve Education and Health services? Whenever something like this comes up this RB starts issuing statements about how that money could have been used, are you truelly saying this is the only money that the government has? Where are these fellos taking the money they Recover from FTJ’S Corrupt charges(recovered cash)+ the Bail monies that these chaps pay all times?

    • Gentlemen ZA does not meet even the least of the basic requirements for any bailout or any form of government support. The most basic requirement for any government support for any private or public limited firm is ‘having audited financial records’.
      How can you thing a company deserves any support when not even the slightest of basic requirements are met?

      I tell you that Zambia would set the first record in economics if it started closing its eyes and just started bailing out any company it finds regardless of whether or not such companies have any financial record, descipline, or not.     • i might be far from the economics in zambia but sure i can share with you what other countries are doing in helping out local companies. if you are tellingmme that this company has no audited books then, it is sad that the Zambian govt does not follow even the basic rules. i say so, cause this company borrowed from banks. and just a question, how does the govt know how much this company owes in taxes without looking at it books? that shoul be interesting accounting from the govt, don’t you think so? Just to say, there is nothing wrong to save a private company with public fund if govt see the benefits of doing so. Why should RB go and negotiate with ethopian airline and leting ZA go under?

      I must tell you that right now a tribunal has been set up for Siriya and also investigations have been set up for ZA.
      In both cases information will be gathered, and i hope you know that they will not be reading audited books.

    • He is negotiating with them cause they need tax breaks, don’t you think these tax break might even be more than what ZA owes our govt? ZA had brought the cost of flying within and out of Zambia considerably low, they needed a push during this hard times. and i think that is what the EX minister was trying to help with. to call that corruption i think is wrong cause he wrote to another minister who had powers to help. he didn’t bulldose his ideas through.

      The issue is not about how much was being lost at ZA compared to investors. It is about business malpractice causing the govt to lose.
      And your example of tax break is innapropriate because the tax break meant to attract investors so that where there was no investment it can come. Consider this:

      1) Give tax break and atract 10 investors, and in the process lose K10bn in tax breaks but gain K50bn through PAYE – net gain K40bn.
      2) Give no tax breaks and attract 1 investor, and gain K1bn in company tax, gain K5bn in PAYE – net gain K6bn.

      In which scenario will you be happy, (1) or (2)?
      Gentlemen, It is very helpful to think broader than just.

    • i understand you concept too. but zambia has experience of such investments.RB didn’t invite investors in this sector but just went straight to EA. he might have his judgements but i think that is not the best. we gave tax breaks before to SA investor, what did they do after the tax breaks elapsed? they left without saying bye and no infrustrature did they develop. we gave the same to the new mine owners and some have just run away. we never gave a tax break to ZA, if i am wrong please correct me.why then do we always give the TB to foreigners and not to our own? my man, EA will not develop our airports, even after we exempt them from tax.

    • I agree with you that SA firms left after tax breaks. Now that question can only be answered by Chiluba and Sata who made the agreements and policies at the time. They seem to have left a lot of loopholes which may not be corrected overnight by others who come after them.
      Now, i know that Chiluba and Sata made mistakes in their policies but that does not make us stop pointing out wrongs that are being commited in the now, just because we have issues we did wrong in the past.
      This brings me to the fact the we need to isolate issues such as the Magande and ZA issue and address them as independent issues, unless where indeed there is a link or something we can apply from the past.

    • i get you posting on audited books. my point though is, our banking system should be rotten to let such a firm borrow form them and even to some international lenders as i have read in one posting. how did the directors of such a comapny manage to to that? on that score alone i take you comment witha pitch of salt. as you said i just asked a question on how govt got the tax infor and make the numbers known, cause from investigation this might be proved to be wrong if the figures are not audited, it is not that i don’t know any other sources.

    • Ba Chibwe, that is very right. However, it is important to recognise the fundamentals underlying the success stories of East Asia, as an example. That is having clear set of policies and selflessness of the leaders to think on the long term development of their countries. In the case of RB he should have continued on LPM’s policies rather than trying to create new ones – after all that is what he kept on telling the people during his campaigns. However, I do not see this happening with all LPMs key members of staff removed or fired. Unfortunately, RBs government will contiue to be characterised by personal attacks as he has no meaningful agenda. Put simply, he kills off any meanful agenda

    • Parliament is not a court and thats why LPM did it knowing FTJ would have no chance to explain himself. Do not be ignorant. Parliament is for enacting laws. Judiciary for maintaining law and order and the Executive for executing law and policy coming from Parliament. So the tribunal is the best approach under the current law

    • If Zambian Airways was run by competent people, it would not have gone under.

      We are in a society that is slowly but surely embracing capitalism and one of the rules of Capitalism is good business ethics lead to success whereas fraudulent business activities lead to short term goals and this financial crisis has surely weeded out the dubious businessmen.

      Zambezi Airlines was advertising for jobs, has leased new boeing planes and will soon be servicing the Joburg-LSK and Dar es salaam – LSK routes soon. No need to bail out Zambian Airways, we can fly Zambezi and hopefully Zambezi is run by professionals. Journalists have got no business running a business as complicated as an airline.

    • i find this interesting. when did Zembezi airway incoperate. i was in zambi the other week and they had just three routes in zambia. why didn’t they come when the economy was good? it seems to me, there is an invisible hand. i am just speculating but i guess i should. cause right now very little money is coming out of the bank for such investments. especially after they burnt their ahnds with ZA, even proflight which has been there for some time has not ventured in such water yet whenthyen have the experience

      I do not know when Zambezi Airlines incorporated but I do think they have come at the right time. You see, when you start a business, one of the most crucial things that will arise is allocation of Capital. You can have 5 warehouses but if only 3 warehouses are in demand, you will be incurring losses because those other two warehouses are draining your profits. However for a new player, he/she will build enough warehouses to meet the demand.

      Zambezi is servicing three routes for a reason. Those three routes is probably what brings it the most revenue. There is no point in servicing routes that bare no benefit to the company…

The issue is you aught to protect all of them and anyone trying to vandalise the the third house must be stopped so that you dont lose it out and remain with 2 instead of 3. this is the same with the gvt; they may have other moneys and sources of money but that cannot be a reason to leave forego monies owed to the govt just because they have other sources. whatever is owed to the govt must be recovered and protected.
      the moneys ZA owes the Govt institutions does not belong to ZA, it belongs to the people of zambia and the government is empowered by the people to recover their money wherever it is stack.
      Therefore ZA must pay back to the Zambians what is owed them

I have absolutely nothing against RBB but i have everything against the current president of zambia,as far as i can remember,all his done since his inauguration is just sit and cause tension amongst the people in his government and in his thinking he thinks he can run a country by causing tension and confusion,Dont worry yourself magande,the so called President is so out of ideas and to be specific,his got no vision,no plan, his heading for perish,

    My fellow Zambian,Citizens pray for at least the least of wisdom,You will be able to see and tell that you have to vote wisely next time, that man in the presidents sit is nothing but a simple example of a huge mistake

  60. I see people are all emotional about ran away from shaka and the rest is history. Every1 in the east is so pround to have Zuma fron SA brace their ceremony. Thats nice, I would have loved King Zwelethini himself there. Zuma in his usual promising heaven and earth to his audience.By the way, forget what he promised you, typical JZ giving you what you want to hear. His aganist SA spending for Africa by the way, his rhetoric here flamed the xenophobic fires here in SA and being a populist in a xenophobic nation will not bother to solve your problems as Thabo Mbeki championed Africa. Before we get carried away, Lets wait for enquiries about ZA to conclude these matters.RB like NM be questioned.

  61. “I have a document to prove that Magande wanted to…” I did not see the TVZ version of Mr Rupiah Banda’s address. But if this is what he said, I feel very insecure to live under a president who will threaten perceived enemies in such a way. If He had such a document why go public and of all to cadres? Why didnt he just hand that doc to the ACC? All does just want to shut up all critics by such threats? To tell the truth Iam very scared

    • My impression is that President RB BAnda is just trying to position himself to stand for President under MMD in 2011 by crashing any one who is a threat to his intentions. One time on his last year campaign trial, President RB Banda indicated that he will seek a second term of Zambian President office in 2011 – just wait and see.

  62. I apreciate Magande,s hard working for Zambia but in this case i hold no grip to relate him to zambia airways issues.

  63. I was taken back to the UNIP era, when i heard the cadres shouting on thursday at State House, that infact RB inherited Levy’s term. He is just finishing it with the MP’s Levy left. His first term is 2011 whether Zambians like it or Not. Now this is a circus. The biggest of all of them.

    What do fellow zambians say, please comment on this if you can.

The sad part is he might be MMD candidate 2011, but if the poll register is updated, MMD is history. When has getting credit for a comapny that has liquidated became a crime, tell me. ZA is NOT a parastatal, WHAT IS THE FUSS ? Fellow zambians … ZA asked to helped GRZ refused so how are they supposed to survive. RB is really a petty man, making a mountain out of a anti-hill.   66. Where in history is it written that the Bembas were conquered withour reisitance? If you have read history (Which I can rightfully conclude you have not) then you should even know why Bembas and easterners call themselves trible cousins. The Bembas defeated the Ngonis and that is how they settled in eastern province and could not proceeed to Tanzania. Get your facts right b4 misimorming pipo.
