The MMD youth in Lusaka have demanded that Chilanga member of Parliament (MP) Ng’andu Magande be suspended from the party pending investigations into his involvement in the Zambian Airways saga.

In a letter from acting Lusaka Province youth chairperson, Benton Chewe, to Mr Magande copied to national secretary, Katele Kalumba, the youth charged that Zambian Airways neglected to meet its obligations because of Mr Magande’s actions.

Mr Chewe said a letter Mr Magande wrote to Communications and Transport Minister, Dora Siliya, urging her to defer Zambian Airways’ obligations to pay National Airports Corporation (NAC) could prove his persuasion and pleading.

“As minister of Finance and National Planning, your duties did not include activities that promote tax evasion, fraud and theft. As a matter of fact, there is a probe by investigative wings regarding Zambian Airways and the alleged role you played,” he said.

Mr Chewe said it remained a fact that through his actions, he had caused the loss of huge amounts of money that were due to the Government which was now engaged in an expensive process to recover the money.

He said Mr Magande was aware that Zambian Airways owed public bodies, which were under his ministry, a total of US$12 million through NAC, Zambia Revenue Authority and the Development Bank of Zambia.

He demanded that Mr Magande should explain to the relevant authorities how such a debt was accumulated and the $18 million owed to banks and other institutions because it was still public money.

“We understand that these loans were obtained under dubious circumstances as Zambian Airways had little or no security to obtain such huge funds. We understand that Zambian Airways has consistently recorded losses and yet banks continued to provide it with loans,” he said.

He said investigations should be instituted against Mr Magande, adding that he should not refer to late president Levy Mwanawasa.

Mr Chewe said he did not know the mandate Mr Magande was using to execute the responsibility assigned to him because that would not include criminal activities.

He said it was shameful that the former Finance and National Planning minister wanted to hide under the cover of the late president.

Mr Chewe said the youth wanted Mr Magande to be suspended or expelled from the party because he had formed alliances with those fighting the Government of President Banda.

Mr Magande had written a letter to Mr Chewe asking him to apologise for the allegations he made last week, but in his response the latter said he stood by his statement, saying Mr Magande’s threats were designed to silence the resolve and public support to recover the money.

“Your letter is also designed to prevent growing public calls that are demanding immediate recovery of the money from Zambian Airways,” he said.

He said the MMD youth in Lusaka would stand by President Banda and his quest to bring discipline and sanity to the party, and whoever was distracting him should be disciplined.

Mr Chewe said as youths, they had stated the truth and their statement did not contain malice, and advised Mr Magande to cooperate with law enforcement agencies investigating the Zambian Airways issue.

    • Tax holidays to foreign companies vs local companies. What is the difference? Foreign companies bring IN money that was not in the system thereby expanding the economy. That brings employment for locals and the locals pay tax. Local companies use the internal money in circulation so they do not expand the economy. Employees and the company pay tax from what is already in circulation. So I think….

    • Where is Chewe getting all this info ??? We know Zambian politics. He is being used by the same pepople we know are fighting magande because of his ambitions. In Zambia, politicians use these youths like Cosmo to blow the wistle or to endorse other politicians in puplic offices after being paid some money (ako kanono). Now I see why they don´t want to creat employment for the same youths so they can be used as tools. Iyo kwena !

    • He was fired. But why do our Presidents (from KK to RB) fire people for wrongdoing but without telling us why? If they are corrupt why aren’t they prosecuted? KK fired RB for some reason. Levy fired Sondashi for some reason. RB fired Magande and Masebo for some reason. They may have the prerogative to hire and fire but if they have national interest at heart, it should never be personal.   3. Double standards, why call for Magande to be suspended or expelled when DORA is left scott free. The cadres hired to say those things, the MMD behaving like UNIP. From the cadres now RB will pick it up and demand to expell Magande later on follow him to Chilanga to finish him off. well the true reason is Magande challenged NyamaSoya, they think can be a factor in 2011 within MMD. Why call for expulsion when you can legally investigate any wrong doings? he is not a minister anymore and weakened why go for him with expulsion or suspention. Why Not Dora????

    • Dora’s fate is in the hands of the tribunal. Magande’s is a Party issue. Magande expelled from MMD will be the end of his political career. He wants to be President so he cannot join the little boy in UPND. He cannot serve under Sata. So he will leave the country and join IMF or World Bank. Make lots of money and retire rich. At the moment, he is the most potent replacement for RB in 2011. RB is now getting rid of his opposition just like KK did to Kapwepwe. Come 2011, there will be a one party state! (ha ha ha only joking!)

  4. The only crime Magande committed was to offer tax relief to a company owned by Zambians. One wonders why this cadre is not concerned with huge somes of money that the mines and shoprite owes the Zanbia Revenue Authority in unpaid taxes. One principle Magande understood is that Zambia can only be rich when the Zambian wealth is owned by Zambians. When mines are owned by foreigners and you brag that the economy is doing fine is cheating yourself. Jealousy of one Zambian against another remains a big problem. If Zambian Airways was owned by foreigners and collapsed nobody would be raising these questions

  6. Zambia has become a very interesting country to live in and I am sure outsiders are enjoying this confusion. We need someone to put an end to all this finger pointing. Will everyone be bad because of having sat in a meeting or having made a comment over anything? Let us give credit where it is due, Mr Magande worked very well and very hard and we should not confuse politics with his job as a minister. Magande did his best for this country and we should not throw mad at everyone when they are out of office. No man is perfect even the youth also have issues. Let us put our house(Zambia) in order.

Even when Levy died, he was only mentioned in connection with Mugabe as ‘the lone voice against Mugabe.’ Otherwise, it would have been a one liner. ‘The Zambian President LPM has died’ FULL STOP. Believe me, no one cares what shenanigans Zambians are up to. In actual fact, the developed world expects no better! But you are right, we must put OUR house in order.

  7. No decent Zambian can support any wastage of our meagre national resources. I agree with the youth; however, if Mr Chewe is a genuine patriot, and has no hiddern agenda, why can’t he do the same with Honourable Dora Siliya?!!! But he knows Dora is in RB’s good books, where as Honourable Ng’andu Magande doesn’t go down very well with RB because of challenging him in last year’s presidential bye-elections; pure dirty African politics. Zambian Airways is under investigation; let the investigation authority carry out its work, and, if it’s true, let Mr Magande be held responsible. By the way, the late President Mwanawasa cannot be delinked from this issue; it happened under his nose!

This price had nothing to do with Magande but the london metal exchange. The only clever move magande made was to give huge financial favours to the post and the group in exchange for good editorials and media coverage. As a Gonvt minister good coverage from Times and Daily was Automatic and with the post on his side he ended up with a monopoly of good coverage on which most zambia base there judgement on his performance at the Ministry.

    • What do you mean Tax rebates,Tax rebates have nothing to do with ZA bancrapcy.Govnt exempted this local company from all forms of tax yet the company dint stay afloat.after tax exemptions the company went further to blackmail a chain of both private and public banks in an attempt to force them to buy equity.The directors futher went on to to declare false collatral to get loans they knew too well they will never pay. Magande exerted political influency to to make state institutions abrogate procedure and offer a clique of pipo unsecured loans. Is this what you call national interest? if $30m can get swallowed without a trace how much do you need for a bailout? the company is not even on LUSE

    • Pity Finance ministers. They are not praised when things go well but they are blamed when things do not go well. I think that to be minister of finance is the easiest job in the world. Live within your means and save for the rainy day. A good minister of finance writes a budget that never borrows for consumption but spends only what is in-coming and then saves to beef up reserves so that every unit of currency printed is backed by real money (silver or gold). If you look at our history, the best Finance minister was probably Ronald Damson Penza, its only an opinion or perhaps Gibson Chiggaga SC. Their budgets were innovative.

He has been given a chance to apologise and he has not done so. His behaviour is just meant to tarnish Magande’s name politically but Magande is ready to take anyone on including Nyama soya. If Magande had some thing wrong other MPs would have raised this point in parliament. Why does this Chewe chap insist on Magande being suspended from the party when a convicted Rev Nyirongo has not been suspended from the p arty? Chewe’s behaviour is suspicious and regretable.

    • Very much true and the list is endless, there is Dr katele facing corruption charges in the courts yet still secretary general , Mr Micheal Mabenga National party chairman has corruption as his middle name , there is Jeff kande , and the the new recruit Hon Siliya .Chewe is just a front we are yet to see and hear more .   10. I totally agree with people who are asking that we look at this issue carefully and fairly. Its true Magande worked very hard for the country there was macoeconomic stability under his reign and prudent leadership. We seem to support foreign companies than our own, just look at the tax exemptions that have been forwarded to the mines as well as shoprite and the now closed Supreme furnitures who claimed bankcrupcy as soon as the tax break was over. Honestly fellow citizens if we are to support a Zambian owned airline it means bailing it out even in hard times such as now like Obama is doing bailing out privately owned american companies such as General Motors, AIG to keep jobs.

    • I agree with Engine Bbuloko you are failing to see the point. The point is no Zambian company has been treated with the favors that Shoprite, Mines etc have enjoyed. It takes a lot to sustain an airline most of them have made losses since the high fuel prices.

I recently had a discussion with a colleague on why the African continent’s progress is at a snail pace.using the slave story as a scapegoat has become so tired , it cant hold its own. is it that we are mentally inferior to our counterparts? Yes corruption is everywhere but their citizens experience a better living atandard compared to africans on the whole. with people like Chewe,this adage is strongly reaffirmed. If Magande committed any wrong doings the right institutions are capable of dealing with him? when did MMD become a law abiding party?The person Chewe is reporting to is convicted felon and he is party secrtary. what are the grounds for his request to have Magande suspended?

  16. If you look at the letter Magande sent to the minister of Transport he was merely postponing the debt and not cancelling it. DBZ gave Zambian Airways some loan, we need to ask BDZ what oversight they put in place to secure this loan; what collateral did Zambia Airways offer to DBZ? Otherwise what Magande did was the right thing. If Zambian airways was given room to breath after Magande was droped it could have paid the debt over time. But the moment Magande left, RB and company so an opportunity to sort out Mmembe. Now there is no ZA and where will the money come from if there was no collateral by DBZ. Whatever you do do not mix politics with business because you cannot milk a dead cow.

  19. Its a shame that most of you blogger youths with wisdom are out of country and/or simply don’t participate in politics at all, leaving the beautiful country of Zambia to the likes of Chewe. Magande did what every caring Zambian finance minister would. Forget about politics and wanting media coverage. That was the only promising airliner in Z. We are a landlocked country and I don’t know whether you know that a powerful local airliner would be as good as having a seaport. The man was simply protecting it, which is normal in any same society. Oh… I hate these MMD cadres manufacturing animosity in the name of Zambian youths.

The global crisis is with us and intelligient presidents are busy looking for ways to cushion the effects on their nationals but our esteemed RB is busy engaging cadres.   28. It is part of democracy to expose mismanagement and corruption. Magande knows how dirty hs hands are. The public is entitled to see how he washes them. There is a lot of explanation to be done of his part as this affects public funds. The MMD Youth are very much right and they should cry out even louder. This again is a reminder to those in office today, that they will be held accountable if they abuse the Tax Payers money. I am one step behind waiting to see what will happen.

    • How did Magande abuse tax payers money? To ask for a debt deferrement is not equivalent to having dirty hands bawishi . Do most Zambians have double digit IQs, I wonder?

CHE Guavara,are you telling us that Amusa is in the process of declaring Chibombamilimo and Shakafuswa,seats vacant or what?Because if he does this so fast,it will just show that he supports mmd and Rupiah.The PF rebel mps are still comfortable.I know even the supreme court will have the same rulling in the matter as the high court.

    • You are right CHE cos all the freedoms we thought we ‘ve acheived are eclipsing. Maybe some people wonder why we never support people in power, its of no use. Those don’t need our support, they have power already, which they might abuse if we don’t talk. We talk for the voiceless masses who are likely to be taken advantage of. We know that these MMD chaps(Nyamasoya) is simply overwhelmed with this sudden burst in power, in their grasp. Don’t be surprised if there is no election in 2011 when NS goes through an challenged cos all those who opposed him are in jail.

  32. Since when did it become the duty of a minister of finance (former or otherwise) to explain why a private company owes anybody?

    • When it is alleged that the Minister allowed the private company to borrow money from a govt owned institution and government underwrites that borrowing. That is the allegation. I do not think that is the case, but that is what is being suggested. No bank can lend to a company with diminishing returns, unless there is some powerful backer… in this case GRZ, represented by Magande.

    • And those advocating for such debts are aware not so? I suspect the reason why they dnt want to bring him to book is tht they mite all be locked up.So the best to do is for RB and Govt to shut their mouths or avail the documents as evidence

    • Surely Zambian Airways can answer for itself. Asking Magande to explain why ZA got a loan from DBZ, what it owes NPSA, ZRA is like asking me why RB has so more ministers and their deputies. I won’t know why. I have never known a situation where a Minister of finance goes about asking companies what collateral they have before getting loans

    Magande was only following instructions from Levy. I just cannot understand why people cannot open their eyes to see what is so obvious. For years, the Post attacked Levy left right and centre. When the Post joined ZA, they changed their tune. That was just 2 years ago when they began to praise lEVY BECAUSE OF HIS FAVOURABLE DEALINGS WITH THEIR INVESTMENT. Magande was the continuity that they had hoped for. But, the tide was in favour of the acting President. Sensing a clear and present danger, the Post went on a campaign to kill off RB’s bid for leadership. It failed. The rest is history. Magande is the fall guy. He did nothing wrong.

  34. Oh finally it feels like home at LT. Without academic bullies throwing their thesises on the blog. You know I believe we can not all attain the same educational achievements at the same time. Some have done already, mostly by priviledge, some by hard work, some are still working at it. But it should not mean that every body should be PHD in order to be respected. You see we have different talents. E.g. you would not get Zidane or Ronaldo and take him to go and study Meta Physics and if he can’t grasp we call him a falure. Why should we have such are shallow definition of success. Educational success is not the only success.

  36. The situation in Zambia right now is the worst ever because whatever was fought for has gone to waste, we will just have to sart from the begining at the end of it all. We are talking about democracy here but wyhy should it only be directed at the people not in power how about those in power. Lets not use the fight against corruption to fight personal battles but for the better of this country as it was meant to be.

What do you mean Tax rebates,Tax rebates have nothing to do with ZA bancrapcy.Govnt exempted this local company from all forms of tax yet the company dint stay afloat.after tax exemptions the company went further to blackmail a chain of both private and public banks in an attempt to force them to buy equity.The directors futher went on to to declare false collatral to get loans they knew too well they will never pay. Magande exerted political influency to to make state institutions abrogate procedure and offer a clique of pipo unsecured loans. Is this what you call national interest? if $30m can get swallowed without a trace how much do you need for a bailout? the company is…

    • Engines is it $30million? Cos according to the post its less than $6million. All that $30million is political propaganda I hear.

    • The total figure is $30m, however not all this is from govnt institutions about $16m is from zambian private banks, however these private banks are surpose to follow BOZ regulations in terms of securities for loans and thats where Magande comes in. He presured BOZ to forget the rules and allow the Zambian banks to fund a venture that is clearly non viable. These Zambian banks are listed on LUSE and the shareholders interest on Luse where not protected from thiese bad deals as a result of political influence. This is why all foreign banks are not involved in this mess because political influence has very little impact on their decisions.

This is rubbish,if Magande is suspended for matters related to his former Ministerial job then Mabenga & Katele plus many others need not continue working too since they all haven’t been cleared of corruption & plunder cases yet,i don’t remember seeing anything about them being cleared in the courts have they?

  43. Have you heard of a Professor of Human Rights Law in South Africa who sired a child out of wedlock and does not maintain the child? He is championing human rights but neglects those of his family, his wife and his illegitimate child. There are too many people in Zambia who preach what they do not practice. That is as Satanic as corruption. Everyone has the right to criticise policy of a government, but the office of President must be respected and so also the person who holds it.

He gave Indeni Refinery to Total International and then then schemed to steal Zambia National Oil Company Limited. Mwanawasa went on to sale all the mines in criminial ways. Zambia Airways Directors the Post and Mutembo were hired merceneries of the MMD under Mwanawasa. TST, a South African company which stole ZNOC financing facility was incorporated and had its registered office at MNB offices.The MMD just need to pack and go. Fred Mmembe is a mercenery who has been hiding behind press freedom, and Mutembo is a thief hiding behind corruption prosecutions

  46. Mangande offers the only viable stiff competition RB doesn’t want. Therefore, kicking him out of the party was the only way of having him ostracised. Whether he is found guilty or not, time for him to play politics is finished. He can not join another political party nor can he form his own. RB was and is still UNIP in mind and action hence, the reason the party cadre mentality has resurfaced. The MMD youth are being offered questionable incentives to demonise Mangande so that the picture projected about him is that of a less credible man…but then again is he? Ithink the MMD Govt. has a firm grip on power and I have doubt they will sail through 2011.

  48. Now everyone who challenges RB is in trouble. This must not be the case. On the MMD youth calling for Magenda to be suspended, that does not make nay sense and its anill concieved idea. The investigation are underway and since he is not directly involved in the business of govt at the moment, I really see no reason to suspend him. There are many chaps in MMD with pending cases like Katele, why not start with him? Is it because he has not challenged RB for any position? I hope this is not just Nyama Soya using his position to use the so called youths to get rid of those that have once opposed him.

  50. I’m concerned about such “youth” in light of the age-old mantra that the “youth are tomorrow’s future”. I have not seen any political youth on the African continent who convince me of their potential as future leaders. All Youth leagues and political groups seem to be associated with loud-mouthed, extremist, potentially violent and inarticulate members with absolutely nothing significant to contribute to the political landscape. This is particularly concerning considering that these people may end up running Zambia soon.

The money they got in October has now finished and now they are trying to out-do each other…the other day it was Siulapwa, there after it was Cosmo and now this Chewe…and even on the C/belt there was another petition against the man. Now, who could have thought that Magande can be harangued like this when you go 12mths ago!What makes all these clowns think they are untouchable if as powerful as Magande was, he can be treated like. In Zambia, its total jungle with jackals and hyenas, vultures and all scavengers ready to move in when the time is right. Poor Zambia, we deserve better brothers and sisters!!

  52. This whole issue just shows how much of a threat Magande is when it comes to 2011.

    The alleged papers only show that he wanted to defer the payment for 3 years, there was nothing about cancelling debt. Look at what is happening in the US, the govt has stepped in to bail out motor companys, banks etc. This is why Zambia will always be poor, you always have people like RB and this so called youth that that think they know better but just show their ignorance.

    • Magande wasn’t much of a threat last year, so why should he be in 2011? The US government has bailed out certain banks and financial institutions, but allowed some very prominent ones like Loehmann Brothers, to collapse. There needs to be a lot of discretion in these matters – you can’t just bail out companies who cannot account for their irresponsible lending, nor for their ability to circumvent tax and other levies which the rest of us citizens have to pay in order to avoid closure of our businesses or imprisonment. I cannot avoid paying my electricity bill of K500, 000 without having ZESCO cutting my cables. Why should companies which owe millions of dollars in arrears be exempt?

    • The whole point is that this ZA issue is becoming a personal issue for RB. RB bought his way as president. Why did he go to that extent if he was not afraid. Why bring back Magande in the newspapers again if there is nothing there. Even now why is he using this youth and so many others to slander a good name. People bring names in conversations for 2 reasons, love or fear!

    • But there IS something there. Have you not been following the headlines? There are numerous discrepancies in the financial management of ZA that its owners have to account for. Whether or not he is ‘using’ youth to run a smear campaign is not certain – there have and always will be bootlickers willing to say anything for political favour, without being asked to do so. This is nothing new. Moreover, support for RB resounded throughout the MMD even before Levy was buried unfortunately – when would RB have had the time to ‘pay’ his way into the presidency? If Magande is innocent, his ‘good name’ will be cleared in due course, so why impede investigations into this matter?

People brace your selves for more difficult times in Zambia. I think the Task force should be disbanded coz it has failed to do its job professionally. It is now an organization to harass political opponents by each person who becomes president. It is really sad. Now they want to jail Magande just because he wanted to stand as president of MMD. If Mangande got involved dubiously in the ZA affairs let him be investigated, this does not require him to be expelled from the party. Where are we heading with this selective fight against corruption.

    • I agree that he should not be expelled as he has not been proven guilty. However, disbanding the task force is not a productive option either, as this will simply undermine the arguably notable gains it has made thus far. There is an evident conflict of interest here that needs to be addressed, either through suspending Nchito while investigations are pending, or by simply replacing him.

    • Sometimes am made to think we are chimps in human image bcoz of the way we run our affairs, especially those of us in Africa. We have resources that we have failed to utilise for our own welbeing just like the chimps in the jungle that can use the trees, land and water to make shelter and grow food to feed themselves.     • Well am proud of calling myself a chimp, i wish you could ask yourself why we fail to rise above poverty using our resources (natural) which other people from other continents follow in our country and use these same resources to better their people and countries. Have you also wondered why those we put in power take us for granted and suck our resources and promise us things they never deliver yet you still vote for them come another election? We cant even use people power to demand what is due to use from these our servants (politicians), all they do is award themselves hefty salaries/allowances and still get Govt contracts on the other hand so the milk more of our money yet we just watch

    • This is not the way they should deal with this matter ba MMD.I know Magande and others may be guilty but the way they are taking this matter is very unfair.Its like they are using this matter to deal with all the pipo who oppesed the cadidature of RB.Iwe naiwe chewe just ask for a job nicely not ukubwatabwata fye yes magande could have be aware of those amounts but what of the pipo around him?   64. MMD is a party that has no decent constitution. Apart from being in government, it’s an organisation that is corrupt, has poor ; if at all any, leadership. An organisation from medieval times where violence and silencing critics is the norm. Debate and thinktanks don’t exist.

    Magande’s crime is challenging Banda. What president Banda told his supporters is hearsay. He, Magande, has nothing to lose. He probably has more job offers in the private sector than MMD put together.

  66. Gentlemen, we also must take a swipe at the source of problems so that such can be avoided in future. All these political attacks could have been avoided if LPM had foresight. LPM was a great president as an individual, but he went to pick a vice president who he knew would not challenge him. . LPM made a mistake to pick a boot leaker for a VP. And this is exactly what RB has done. Kunda cannot by all means challenge him. If RB was to drop dead, Kunda would most likely be the next presido, and what can Kunda offer as a president. The big problem we have is our VP’s are not picked on merit. They are more or less political cadres.

  70. I have been truly blessed in this blog reading the items from Chimpanzee. Are we not real chimps. I am sure we just need to declare ourselves failures as a race, and we shall not get anywhere in this world. Just look at how Africans behave, their dark skins reflecting all the idiocy in them. Is there a white gal for grabs up there, let me change the future of my children. Africans is just something else. I have a suggestion to make, let us bring in whites to rule over us, at least we can do something reasonable through their supervision.
