Poverty reduction funds diverted to repair the Provincial Minister’s house.

The parliamentary public accounts committee has heard how K108 million meant for poverty reduction in Northern Province were diverted to repair the Provincial Minister’s house.

Provincial Accountant, James Munkanta said K108 million was diverted to rehabilitate the official residence of the minister.

Mr. Munkanta admitted that he succumbed to pressure from the then Permanent Secretary Joel Ngo to divert the funds.

He said this was done without authority from the secretary to the treasury.[quote]

This came to light Wednesday, when Northern province permanent Secretary Mwalimu Simfukwe and his delegation appeared before the committee chaired by Luena MP, Charles Milupi.

Mr. Simfukwe said K300 million unretired imprest for the 2007 financial year has now been regularised.

The parliamentary public accounts committee chairman urged Mr. Simfukwe and his accounting staff to strictly adhere to financial regulations.

  1. Cartels Cartels everywhere. Am sure the contractor who repaired the minister’s house was related to either the PS or the Minister and both these guys got a cut. Looks like LPM’s government was not cleans after all. I remember there was a report that more money went missing under LPM than Chiluba and it seems now we know why and where it has been going.

  2. If its that easy to divert funds from one project to the other, no wonder it is also very easy to divert funds to personal accounts. Simple as that.

    Why not change the system to make it very difficult for funds meant for one project to be diverted to another project and make it a punishable criminal offence?

  3. I always talk about this mess, whatever money is released by GRZ never work for intended purpose, even if you hear that EU has released this much for agriculture, the money will be diverted, that is how stuff works in zambia.

  5. When parents steal what will john from stealing? In zambia government almost everyone is stealing. Even the tea lady is stealing tea leaves and sugar. Nurses are stealing panado, teacher stealing chalk, ba pastor ni tyth money, mortury attendant stealing….. etc.

If the Chilubas, the Kalumbas, the Generals, NGO Chiefs (remember the Ngandes and Zulus), Chibesakunda, and now Magande have been visited by the ACC, DEC and Police for similar allegations of impropriety over donations, and national finances, why have these same law enforcement bodies found it difficult to visit SATA who has been a real thorn to both Mwanawasa’s and RB’s Presidency??

  10. The gravity of the matter is more serious than stated. This is gross abuse of office and luck of professionalism. Expensing resources falls in two categories. These are called Capital expenditure (CAPEX) and Operating Expenses (Opex). Making small improvements to a house would go to OPEX and doing works to this value would go to CAPEX. Therefore it is very wrong to use CAPEX funds for OPEX things. This action alters the treasury’s plans as huge sums of money are used for what they were not approved and provided for. This reveres the country’s efforts to fight poverty by funding developmental projects. This goes to show that the PS has lost sight of why he is a bureaucratic who must advise politicians.   11. No# 12 kwathukumawa. I trully agree with you as of now Mr. Sata has not done any wrong like all the crooks being investigated. He is a bully and vicious like a junkyard dog. I miss mr. Satas take on reality, though his policies are in conflict with mine, he is the best ever governor Lusaka had. It was a clean city under him. Sata as minister shall always get the job done. It is only the presidential seat he should stop vying for. Infact having Sata and Miyanda deputising a president is a great choice one has vernom, while the general upholds the moral code; if only combinations like that where permissible. But the number of dinosaur bones being unearthed is something we should smile at the ACC and intelligence services are working, let us appreciate some good.

  13. There we go again!… A Provincial Accountant who finds pressure from a PS reason enough to misapply PUBLIC funds. These are old-fashioned civil servants who survive on blind loyalty and infact believe that a wicked instruction is okay if it comes from the boss. But does this man know how many better qualified youths are looking for employment? OR Should we just forgive the PS on the assumption that he may not have known WHOSE poverty the money was meant to alleviate?

The indians who are running KCM promised the government that they will not chase no more emloyees,but just after some days another story came up that 1300 workers will be fired.So is the government doing anothing or what olo kapena BADYAMO BENANGO ? who knows kaya… OUR AUTO GOVERNMENT
