PRESIDENT Banda is sympathetic with United Party for National Development (UPND) president Hakainde Hichilema for the breakdown of his party’s electoral Pact with the Patriotic Front (PF).
In an interview with journalists at the Lusaka International Airport on return from South Africa yesterday, President Banda said it is a pity for Mr. Hichilema because Mr. Sata is not a reliable person to forge a partnership with.
Mr. Banda said the Pact was bound to collapse because Mr. Sata was not trustworthy.
He said it is good though that the two political parties have tried and seen for themselves that they cannot work together.
“Actually I have a lot of sympathy for Mr. Hichilema because Mr. Sata is not somebody who can be trusted. He is unreliable to partner with in an electoral pact. It’s a pity the Pact has collapsed, but they have seen for themselves that they cannot work together,” President Banda said.
He said what remains is for the former allies to face the people and tell them the truth.
Meanwhile, Zambians for Empowerment and Development (ZED) president Fred Mutesa has said the PF-UPND Pact was a forced marriage which has collapsed because it was founded on selfish motives.
In an interview with the Sunday Mail, Dr. Mutesa said the Pact’s agenda of removing the MMD from power was narrow for sustainable co-operation.
“The dissolution of the PF-UPND pact is regrettable and disappointing for the people that had placed their hopes in the success of the Pact. However, as a party, we are not surprised,” Dr Mutesa said.
He said ZED agrees with the UPND that the Pact needed to have a clearly defined programme of action for the post election period.
Dr. Mutesa said the Pact needed to clearly state what they intended to do for the nation because leaders come and go.
“Unfortunately on the African continent we have so many forced political marriages. The marriage between ZANU-PF and MDC in Zimbabwe is on the rocks because of narrow selfish interests. Similarly, the Kenyan Government of National Unity has also been rocked by problems from the word go,” Dr Mutesa observed.
He said political parties wishing to work together should reach an agreement on the strategy for national development, otherwise partnership would just be about sharing positions.

Dr Mutesa said the issue of who becomes president, and how many cabinet portfolios each political party gets should not be the pre-occupation of a political party.
He said the suggestion by the PF that Mr. Sata becomes the presidential candidate and Mr. Hakainde vice-president and that they share cabinet portfolios at a ratio of 60 and 40 percent was an indication of selfishness by the leaders.
“It’s all about what is in it for the politicians, not what is in it for the people. Having a positive programme of action should form the basis of a social contract with the people,” Dr Mutesa said.
He said in future it would be difficult for the two parties to be trusted to form electoral pacts with other political parties.
He said ZED will only consider working with political parties that would put the interests of the people first because they desire to empower Zambians.
He said the problems of the pact were not insurmountable had Mr. Sata and Mr. Hakainde stepped aside to allow other leaders within their parties re-invigorate the Pact.
“But the question is, are the two leaders capable of making such sacrifices,” Dr Mutesa asked.
Selfishness has led to the break up of the Pact. It was a marriage of convenience. Period. They were both feeding and riding on each others back. Why can’t the President just say that he is rejoicing over the demise of the PACT , rather than say he is sympthetic of HH? Unless he honestly wanted HH to become president of Zambia, it does not make sense for him to be sympathetic of HH, simply because he, himself still wants to continue to be president and he is fighting tooth and nail to be “re-elected” in 2011. Just say Mr. Prseident that you are happy that the PACT is dead, as it will be easy for you now to win the 2011 elections, especially that the system is simple majority, and not 51%.

The break up of the pact is entirely 100% Mr. Sata’s fault. No one is to blame but Mr. Sata. Mr. Sata could not agree from day 1 on the pact. He did it for convenience. He was not interested. The first time Mr. Sata walked out on a pact with UPND was at Dr. Kaunda’s residence during the presidential by-elections in 2008. Mr. Sata cannot be trusted and Mr. Hichilema has learned a hard lesson.

How intellectuals in UPND thought they could work with thugs in PF baffles me. Even on this blog you can see the difference between PF cadres and UPND cadres. It begs my mind that the job of opposition in diluted by the strengthening of the executive and defacto one party state ruling in parliament because of misplaced ideals of politicians. What we right thinking learned Zambians should now do is to follow the civility of our leader Economist and Diplomat Rupiah Bwezani Banda and appeal to all Zambians including some right thinking UPND supporters to give him another term. Rupiah’s so called sympathy is very patronising in nature. Its for his own political expedience. These are overtures to the UPND to ensnare them to either join or partner with MMD.

Peter Ngosa#7 Remember the MMD is trying to court HH? As for the pact the PF and UPND do not exist because of the pact: They exist separately. Therefore the end of the pact doesnt mean the end of these parties. They just need to adopt different strategies for the elections. The MMD has no chance of winning elections this year simple majority or not. Their failures are making every citizen’s life terrible so noone in their right senses would want to bring them back into power unless they enjoy suffering.
RBB is not a serious person for his decepion on the Tonga people was already noted when he could not incorporate Former Finance and National Planning Minister Ng’andu MAGANDE immediately after he used MAGANDE, by gaining the Donor support, to win his election as President of Zambia in 2008.

HH and SATA i wish you could read the situation and work together to shame all these people who always wanted to see the PACT fail. You have just killed yourselves because it will now be easy for MMD to win since PF and UPND will share a lot of votes. In light of my above comments, it is clear that MMD and PF have both lost it in trying to use the mighty UPND’s votes to win the 2011 elections.

42 years after independence i do not expect us to use words such as Tonga, Bemba etc. There has been a lot of inter-marriages between various tribes. Talk to relatives who work for foregn investors to understand why people are advocating for change. Some investors have even boasted that they have ties with Plot one. OK, now the pact is history but the main question is what next? While some are busy analysing the reasons for the failed coalition, others in opposition must now roll up their sleeves and advance to give MMD the next fright because this is what multi-party democratic is all about.
As “a house divided”, the opposition is obviuosly weakened and this means there is now peace in the ruling camp. With no real threat to lose authority soon, RB is naturally at ease, so his tone will therefore sound sympathetic to the ears.
Pact or no pact – a lot of Zambians are still waiting for the next opportunity for change.

UPND president Hakainde Hichilema could accept to partner with the ruling MMD if he is guaranteed the position of vice president and the ministry of Finance, Intelligence sources have disclosed to the Watchdog.
But sources say vice president George Kunda and former minister of information Vernon Mwanga are against the idea and are working to frustrate the alliance from taking off.
Highly placed sources have explained that Vernon Mwaanga is involved in the preliminary negotiations, but that he is not sincere because he and his uncle, deputy minister in the office of the vice president Daniel Munkombwe have promised the MMD that they can deliver the provinces which UPND control.
Intelligence sources say president Banda is in favour of the alliance and has sanctioned the negotiations but…
Kunda, sources say, has ‘recruited’ education minister Dora Siliya and lands minister Peter Daka to oppose the alliance. The two have been picked because they are part of president Banda’s inner circle and could influence the president.
The MMD officials opposed to the alliance are advising the party that Hichilema is inexperienced and therefore not suitable for the vice presidency.
Last week, Siliya advised Hichilema to stand as an MP so that he can get some experience.
Sources say that, when the UPND was in an alliance with the Patriotic Front, the MMD had intelligence information that the pact presidential candidate would be Michael Sata and therefore agreed to focus their attacks on Sata. “George Kunda has to give way to HH which he knew many months ago and for this reason; he attacked HH relentlessly and usually without cause. The man to attack was Sata who was likely to become presidential candidate of the pact. But Kunda knew that the alliance wouldn’t work and HH’s destination would be the MMD”, explained one source.
Sources could not disclose who the contact persons in the UPND are but said Hichilema will only come to the negotiating table if he is guaranteed the position of Vice president and that his party takes the ministry of Finance, so that he can implement his economic policies.
One reason given for the collapse of the PF/UPND pact was failure by the parties to harmonise manifestos on economic policies.
Hichilema, according to sources, believes that his political influence is at its highest level and believes he controls Southern, Western, North-Western, Central provinces and that he would get huge chunks of votes from Lusaka and Copperbelt rural.
Speaking of Vernon Mwanga, one source said: “Mwanga is already ensuring that the potential alliance between HH and RB does is frustrated. He is involved in some discussions but he is telling MMD that HH is unsuitable for VP position because he is inexperienced.’
Vernon Mwanga, say sources, fears that if the alliance succeeds, his relevance to the MMD will diminish because he has been surviving on lying that he can deliver provinces that UPND control.

The message from Dr Mutesa sounds more of a digested analysis which any political party trying to serve the people of Zambia must adhere to before they even think of having a PACT. I hope we will not go back to the time of Chiluba where tribalism in government appointments was the order of the day, imagine at one time there was Chiluba(President), Nevers Mumba (vice-President), Sata(number 3 in rank) as minister without port folio, Finance Katele Kalumba, Mines Kaunda Lembalemba etc. Only those ministries which were not important were given to other tribes. From the POST Fudge (PF) magazine, it has been reported that “Nawakwi said even if the government did not want the PVT, the FDD wants the support from donors to carry out its own PVT” and I am glad that many more Zambians are appreciating the UPND’s Mapatizya Formula which has helped the mighty UPND Team to make sure they win the elections where they have been winning in the recent past.

I feel pity for blind PF followers who think UPND/HH won’t be a factor in the next elections. What you should worry about is where Sata will get the votes to win. UPND has a strong regional loyal following in SP, CP, N/W, WP and they are penetrating C/B rural and Lusaka rural. PF on the other hand are relying on urban voters on the C/B and Lusaka as well as regional votes in Northern and Luapula provinces. The problem you have is that city voters are unpredictable and are not loyal to any party. The more you talk about tribes the more you make your city kaponya followers concious about their tribe, driving them to vote for a party that represents their tribe. PF is under attack in Luapula provincee due to the Chiluba factor and this will translate into loss of influence on the C/B

HH is the man of the moment and really MMD are now panicking. President HH featuring on MUVI TV said smear campaigns on him are not going to work because he is standing for President of Zambia in this year’s elections.
He said UPND has already been to a mid-term General Assembly in 2009 where it was resolved that the current leadership takes the UPND into the elections. This was expected and it may have disappointed some progressive pipo who had invested so much in it in terms of service delivery. The best option would have been Sata President. HH Vice and cabinet positions shared on the basis of 50%. From the look of things it appears if at all this was allowed, it would have meant pact members undoing each other at the expense of service delivery. We lost it coz the mainpurpose was to get rid of MMD and serving mother Zambia. Yaba RB is smiling all way to Plot 1 for his second term in office.
