President Sata dissolves ERB board

Republican President Michael Sata has with immediate effect dissolved the Energy Regulation Board (ERB)board.

President Sata has since appointed a commission to be headed by Patriotic Front General Secretary Wynter Kabimba to probe corruption allegations surrounding ERB.

He says there is need to ascertain why the prices of petroleum products in the country have continued to sky rocket.

The President has also demanded reports on the sale of Finance Bank Zambia Limited to First National Bank of South Africa and the National Pension Scheme Authority (NAPSA) Zambia National Building Society (ZNBS) deal to be availed to his office within 30 thirty days.

The $98 million NAPSA deal recently raised questions from several members of the public over the manner the transaction was handled.

The President also ordered investigations into the sale of Zamtel. President Sata has directed Justice Minister Sebastian Zulu to determine how the sale of the two institutions was conducted. President Sata said that the Justice Minister should produce a report of the findings within 30 days.

Mr. Sata also said that a lot of Zambians have suffered as a result of the sale of the two institutions. He said that Zamtel and Finance Bank were very important institutions in Zambia to be sold within a very short period of time.

President Sata was speaking at State House this morning when he swore in all appointed cabinet and deputy ministers. The Swearing in ceremony was attended by First Republican President Kenneth Kaunda and the traditional leader of the Ila speaking people Bright Nalubamba.

And President Sata has urged all those appointed in various ministerial positions to work to the best of their ability in order for Zambians to benefit from their services.

    Fruits are showing in Chinese mines, Indians Companies, Shoprite, etc.
    We want more tangible results unlike lip service in the RB era. At this rate, one can smile in anticipation.

    • Please sort out chinese nfca management now,before these chinese cripple our private sector largely depending on the mines for there growth.The current ceo and deputies are constantly dening zambians of any progressive business oppotunities and giving to there fellow chinese nationals the millions of dollars in orders and contracts.

      The ministry responsible for overseaing such operations should move in asap,clean the system by
      1.cancellation of work permits for these chinese brife case,non paying tax companies.
      2.Revoking the ceo work permit,because of his stuborness and replacing him, with someone else.
      3.Appointment of zambian Deputy ceo,s with immediate effect.
      4.Appointment of a zambian human resource offer asap.

  9. ERB is the board where decisions affect the informal and formal people on their daily leaving. It is always timely that fuel and electricity is raised prior to elections. This have been a major catalyst of people’s reactions and flow of votes. We need mind caring institutions which are driven with economic value. We are tired of leaving in suspense when the next hike will be implemented. Commodity price rising must be justifiable and acceptable…… The boat is sailing through, H.E. ZESCO next and clean up the mess at the respective councils

  24. I think that this President, is What Zambia really Need. Come Now Joe Buzi, Why is Petrol and Diesel Cheaper in Botswana and Malawi by almost half the price. reasons are zambia pay high traiffs on oil imports and the ERB receive. High price in oil, hinders the economy

  26. This appointment of PF Kabimba heading a commission of inquiry is not a NORMAL thing. I am one on record opposing the MMD when they appointed their MMD inclined members to investigate the PF lead Lusaka City Council.

    What President Sata should have done is to appoint an independent commission to probe this SERIOUS issue of the Energy Regulation Board (ERB) in Zambia, otherwise we are back to square one!!

    What we Zambians wants is to take this issue very very seriously, so that when the investigations are out, members of the ERB wont be seen as being persecuted by PF.

  30. The Zamtel sale certainly needs review. Great move there. From the grapevine Dora was alowed too much leeway bordering on recklessness on this one.

    Just a word of caution though! A more level headed approach is more appropriate because I fear vindictiveness may take precedence over finding solutions to improve these institutions.

    With respect to the price of fuel, notwithstanding the possibility of defalcation, it has been going up in all countries including I dare say the UK. I hope Wynter Kabimba will seek improvements and solutions and not only wrongdoing. It may well be the biggest problem is incompetency, which Kabimba himself may be accused of.

  35. This what we longed for for a very long time. Accountability. Most of the so called rich guys in Zambia are criminals of the worst kind. One example is a guy in Kitwe called who helped vandalise the rail line from Ndola to Luanshya which he was supplying in the mines.

  40. Can our President also see to it that BOZ regulates all the Banks especially Standard Chartered Bank which has exploited us so much in terms of Taxes on withdrawals and other service charges. Is it because Mizinga Melu was RB’s sympathizer? Our money went towards buying MMD materials I suspect, because all of a sudden the Bank started sending sms’s on our mobile phones in June stating that they would start effect deductions from May, 2011 and I lost about K2m with a few months. My salary is already taxed and it pains me why Melu started taxing customers at Standard chartered Bank Heavily.

  45. In the UK, here fuel is £1.35 per litre. Prices fluctuate all the time depending on global prices. On average they have been going up. Zambia’s prices are affected similarly. ERB cant change that. Also large part of fuel price is tax. In the UK it is 62%. One way Zambia can mitigate prices is by adjusting tax on fuel e.g cap the amount or subsidize the fuel.
    Dissolving ERB wont solve anything.

    The best is to let oil companies set prices according to market forces like they do here in UK. But that means prices will go up or down every day, which may be politically sensitive.

Directors and Senior Management get more than K250 million every three years when scouts who risk their lives and work under very difficult conditions are paid 1.5 million retirement package.  ZAWA should be taken back to the government before we loose all our wildlife to poachers and corrupt employees and safari operators.

ERB were monitoring current stock positions I trust someone at Energy will take up this role else we experience the first fuel shortages in the new Govmnt.In addition I really dont see any reason why our GRZ cant limit the number of foreign owned oil marketing companies in Zambia since the fuel is bought by the Govmnt and all they do is buy it from Indeni and sell. This business should be left for indegenous Zambian men and women.Its currently infested by Mabunu South Africans,Indians using Zambian fronts, Somalis, Tanzanians, Lebanese and soon it will be the Chinese.

Seems the guy is living up to his reputation by giving orders left and right,dissolving this and renaming that single handedly.Thats what you do when you rule.Mr Sata you don’t rule you just govern.It is the law that rules so do things according to the law.If you knew better then the ERB wouldn’t be your target since prices have skyrocketed because of international prices rising.You’re going to alienate a lot of folks.

SATA will mess up this country big time if the following are anything to go by: 1. Nomination of 10 MPs instead of 8. 2. Merging of labour, sport, youth and gender- a process that will take 2 years to produce a functional structure and will cost billions if officerS ARE retrenched. 3.   58. Sata`s tribal prejudice has forever been at dangerous levels. His tribal lopsided cabinet mirrors the one Chiluba picked in 1991, upon Sata`s Advice. This is a man who, as a Minister,had the audacity to speak bemba on National Public Radio(ZNBC) despite speaking to the nation at large. Under his leadership, if he defies the voices of reason as anticipated,there is a possiblilty of the other regions pushing for SELF DETERMINATIN( EMANCIPATION)

  59. #99 ZAMBIA FOR ALL – That is already happening. It is just a matter of time. I don’t see Zambia remaining together into the 22nd century – or else there will be a terrible civil war. These provinces hold cultures that are too different, some tribes still behave like in the 14th Centruy while others have advanced in perceptions and intellect. It is like each tribe has been undergoing it’s own evolution and others are still far behind. That is going to be the source of major problems. If Sata doesn’t prove to deliver at the end of 5 years, that could be the begining of loud calls for self-determination by some big provinces. Even people in the security wings and defense forces know that fact and I have had discussions with some of them.

  66. I have seen a comment on FRA, PF pls look into this institution we need to be paid our money. I am already thinking of not participating in farming this coming season looking at what is happening. No payments for the maize delivered last month. FRA needs to operate as a business entity if we are to benefit as small scale local investors in this sector. the harvest was good but the payment system is discouraging.
