Foreign Affairs Minister Chishimba Kambwili.

Foreign Affairs Minister Chishimba Kambwili has warned Zambians serving in foreign missions not to take advantage of the change of government to steal public funds.

Mr. Kambwili says it is a common practice for staff serving in foreign missions to take advantage of a change of government to steal public funds.

He says the PF government will investigate and take account of all the public funds and any staff found wanting will have to account for their actions.

Mr. Kambwili says all foreign missions that have been mentioned in the auditor generals’ book will be taken to task and will have to answer to the allegations.

He was speaking with ZNBC News at State House shortly after being sworn in on Friday.

    • This man of God went to negotiate for the position of Vice President by giving away his friends in what was a united opposition. He left his party to become VP. He got firedand became so desperate that he went back pleading for a job in foreign service.

      He has said one or two things against HE MCS. Unless you have just crawled from a cave. Man of God? He is no different from all the Pastors who were yapping about HE MCS before the elections. The sort we have of late come to hear about doing all sorts of things.

      As for your threats no they won`t work. I am a child of God. Boo hooooo!

When did God anoint him as his man of God, the dude just started a church to make money and you are busy calling him man of God, where in the bible does it say that during our time God will be anointing people to be Men of God while the rest of you take money in the name of offering!   2. Guys what does the constitution say about diplomatic positions? If it doesn`t say anything it is about time we changed something as in regards diplomatic appointments. Let us move away from appointing cadres like these fake pastors.

    Let diplomats be professionals not someone who goes to State House on his fours pleading for a position because nabachula. Thought there is even a degree in something related to this work as a diplomat. I may be wrong though.

    Well I think Zambians serving in foreign missions aren’t doing enough for Zambia anyway. There should be a change/reshufle of diplomats, namely; ambassador to the UK and Canada.

    • Dear #4 chishamwamba, I second that line of thought. Actually it would be nice if there were performance indicators so that good performing embassies are not lumped with poor performers. These indicators should include input from Zambians living in the countries covered by that particular embassy i.e. service rendered, waiting time at the embassy when one goes to get something done etc. They should include measurement of bilateral commercial ties developed and/or strengthened with countries represented by a particular embassy etc etc. Accountability of funds, etc etc. And then remunerate staff of a particular embassy accordingly as it is by and large team effort. Where there is a will, there is a way.

Wow ,as a cadre i worked very hard to compaign for MMD,i need this job.We are so professional in our dealings with those workers who were refusing to put on MMD fitenge.We have many diplomats coming coming to the office just to do nothing and wait for the monthend to get as many dollars as possible.Please forget about the qualifications thing,we are all Zambians.We made so many mistakes but the gov is new now so we will try to reduce on stealing.We always receive auditors but we take them to our homes and for bwali,KFC,Mcdonalds and shopping so we come out clean.They love the shopping.We are somewhat immune to charges.You make noise i will callRB and you’ll be fired.Easy.

  5. The bottom line to diplomatic function is to ensure trade and cultural exchange is enhanced. Modern diplomats know a lot about international law, international business and macro economics. This way they are able to wield the needed leverage to ensure their country in any setting comes near or right on top of the game. Our Zambian diplomats think when they are appointed it is time to just queue up to get their tax refund in supermarkets… Come on, lets get things in the right perspective so that we stop this clowning on the world stage. It is about time.

  6. threats is what you ministers are known for and its not strange to hear you say that. if you know diplomats steal put in mechanisms to stop the habit without us knowing about it. that is working than standing up warning people of the actions that you will not even take. how many have gone scot free?????? i guess there are so many jobs for us who campaigned tirelessly…all those guys must be replaced? power is sweet at least you will find where to take us even pa Mozambique Chulamanda abwelele naina and all you did was to bring him back no punishment for stealing and abuse.

  7. My thinking would have been to build confidence with the international community and the new govt. If you monitored our currency Mr. minister, it was jittery and went down and that was signal to stability being/still tested. There is donor fatigue on the world stage and trade opportunities emphasis is the option and that requires re-allignment with our foreign relationships with the rest of the world. Your statement is an internal matter & administrative (quite important) however,Japan, Germany or Brazil may not be interested if Zambians in missions abroad steal funds for running embasies.

  8. FOREIGN MISSIONS ARE PLACES WHERE CADRES AND RELATIVES ARE POSTED AS A REWARD FOR THEIR CONTRIBUTIONS TO THE RULING PARTY. JUST WAIT AND SEE ALL THE MEN LIKE WILLIE NSANDA, SAMUEL MUKUPA, MPOMBO, CHITALA, MULONGOTI, JUDGE NGOMA ETC WILL SENT. WE HAVE A DIPLOMATIC TRAINING SCHOOL BUT ONLY 1% OF GRADUATES FIND THEIR WAY ABROAD. THE SLECTION PROCESS IS NOT BROAD BASED OR DONE ON MERIT. ITS JUST WAKO NI WAKO NOTHING ELSE.

  10. I feel sorry for that young man called Chishimba-former Kasama PF MP. He left PF on his own and thought he would manage with his own party-failed miserably. Last minute poor timing to join the mad dogs also back fired on him, the mmd as a party have lost it and are going down at an alarming rate. Ka Chishimba, amayebe mwaice iwe, they say mpombo wi bilima, ababilima tabaya, you see now, waitaya, you have been reduced to zero politically, when you had such a promising political career under PF-this time you would have been a minister baba………….now you see, you are licking your wounds. Sata nishimbi mwaice!!

  14. What makes this man think that all diplomats are thieves like him? Ba bwana tekanyeni these diplomats you are labelling as thieves some of them are men of integrity and I am sure that PF government may retain some of them. You (Kakhasu = Kambwili = hoe)  are scaring us; I thought PF is a clean party after all but it seems PF is already preaching stealing. What is there to be stolen anyway if some of these diplomats have nothing to offer when visited; all they tell you are long boring stories of no funding. Its quite silly to know how some of these so-called diplomats are struggling. I end here.

  16. The high commission in London needs a complete overhaul, recall the entire lot. Most of them don’t seem to know why they are there.

    • A man who abandons his party to become VP, a man who after being fired becomes desperate and goes begging for a position from the president you mean? No wonder those Kaponyas say why should I go to church when ba pastor are the ones busy giving amafumo?

  17. Zambians what exactly are you people made of? I do not know whether I should cry or laugh! Honestly; you can recall all these diplomats, appoint new heads at BOZ, ACC, ZESCO, DEC , Ministry Permanent Secretaries etc etc. This wont change anything. You would have simply replaced RB’s relatives and bootlickers for Sata’s Bemba relatives and bootlickers. What you need to change is the way officials are selected and the way these govt institutions operate. To start with we should go back to having a professional civil service. Let all those who want to serve in the civil write civil service entrance exams. Once in the civil service these officers should rise through the ranks to as high as Permanent Secretary without the intervention from the occupant of State House.

  18. Mr Miister, first, look at he diplomates who have over stayed and recall them, 2. The salaries of diplomats should be cut, they get huge salaries and free taxes, there .groceries are paid in half, electricity, shopping is paid in half, while people home are suffering. They should also learn to curcrifies. Till the economy picks up. 3. accommodation for diplomates is in thousands in dollors a month. I have seen some Mission they stay in one building , than our Zambian, live in mansions. Mr Minister, they should also learn to to do with the little. 4. Try to make changes, the team limit should be 4 years and they go to another Mission or home. Others have been in these Missions for 8-10 years and when it is time to go, they refuse to go back And all those who have retired for good

Its a shame that foreign missions are places for family tree growth and cadres and they dont even help Zambians in diaspora, eg Zambia representative office to UN at UN building in new york, its a composition of Mr and Mrs working there from senior officer to junior officer, and people at embassy in washington DC they dont know what they doing, you call them and dont have answers to your questions. Its time to call back all these cadres.

  21. Furthermore the Foreign Service should be reserved for civil servants. By this I mean the Post of Ambassador or High Commission should be appointed amongst civil servants who have reached at least the position of Director in the civil service. Visa section officers, trade or commercial attaches, press officers etc should come from serving civil servants from respective line Ministeries. This is the system we inherited from the British but we did the only thing we are good at! We replaced everything a personalised and politicised system in which the i’di.ot who occupies state house calls the shorts! Notice how the British couple is still in Zambia despite the change of govt last year because the couple are career civil servants with security of tenure!

  22. Please recall Michell Manda deputy high commissioner Zambian Embasy Kuala Lumpur, we all know how she got the position and how she has managed to sleep with all men, to get through Boma….. Ni Boma…. . 

  23. This is a sign of a Minister who does not know his job, or wants to hear the sound of his voice. This man must quietly do his work in the office and not announce publicly what happens in diplomatic service. Please don’t tell us about those who are coming back, they did their job well that’s why Zambia was doing well. Tell us what your plans are. There is a lot to talk about like dual citizenship and other important matters.

Talking about stealing public funds we also have a Mbula at one of the embassies here in America, who stole rice meant for disaster relief while working at the Vice President’s office in Lusaka and ran away to Texas. His father lobbied for him and the chap was given a diplomatic post while he was working in Macdonalds restaurant in Texas. Ba Kambwili such thieves should face jsutice.

  25. Kambwili has never been a diplomat so he should not accuse others of stealing when there is change of government. These PF members think everyone is a thief as they are. They may investigate once they find that a thief is actually is Sata’s relative they will not do anything. What we are sure is that a lot of theft cases will be covered by this government in the same way Chiluba was doing. After they are gone are we going to know their true colours. Watch out for contracts of supplying mealie meal to the army, GBM will force his way there for sure. Thieves will always be thieves and leopards never change their spots. It will be like monkeys in the maize field.

  28. No4 The UK based man is fairly new to the position and has worked well in opening the office to Zambians where people feel they are being served. Direct investment from people living in the UK to Zambia has gone up lets not just shout out rubbish without knowing the facts. He is educated and is very humble unlike some of those that have held the office before

  30. No.24 naye ni wa BOZA. What these pipo receive r allowances that r commensurate with the standard of living in that country. The tax exempt benefit is extended 2 all diplomats by the host country in line with the Geneva Conventions. Groceries and other person expenses r paid for by the individuals. For housing, medical and utilities they have limits 2 guard against abuse. Even the missions you say live in 1 building, their govt probably own it or lease it. For you own info, even the U.S. has had some campaign funders appointed in2 diplomatic service. @list in George W. Bush’s time it happend (re: BBC). Don’t mislead pipo by your lack of data. I agree th@ sum Zambian diplomats r not welcoming. At the sem time sum Zambians abroad r equally a nusance. @list sum I no.

  31. Dr Mumba is an honorable man. He is an honest God-fearing man. And be careful for God says ‘touch not my annointed’. You may just invite curses on yourselves. And even if he was to leave the mission, God would still take care of him. You have no idea what service he has been to his God in his life. So stick to issues and leave the former veep alone!
