Suggestions to Zambia’s Fifth President on Barotseland

Zambia’s fifth President H.E MC Sata has so far performed true to his defining nickname as ‘Man of Action’. Since his inauguration as president on 23rd September 2011 he has made numerous pronouncements and taken numerous actions that will fundamentally change the landscape on the political, Economical and Social scene in Zambia forever. Obviously this is a frantic attempt on the part of the President to fulfill the 90 days promise. As to whether the pronouncements and actions are positive or negative is a subject of much debate which really should be engaged into on a one by one basis.

As a Barotse Self-determination activist, I wish to commend the President for pronouncements and actions in relation to the Barotseland issue namely, the release of the remnant Barotse detainees from the Mumbwa state prison and the setting up of a Commission of Inquiry into what he terms the ‘Mongu Saga’.

May I thank the President for the two timely gestures both of which are really long overdue. It is a marvel that immediate past President Mr. Rupiah Bwezani Banda could not see sense despite numerous free expert advices from all angles, including highly learned and experienced Lawyers like Dr. Roger Chongwe and Professor Hansungule, leading Politicians like Gen Masheke and Dr Sondashi, prominent Clergy like the late Bishop Paul Duffy (May his soul rest in eternal peace) and a group of Clergy even wrote a pastoral letter asking him to set the detainees free and appoint a Commission of Inquiry but to all these he put his fingers into his ears or buried his heard in the sand like an Ostrich. No wonder he had to go because a leader who cannot make use of such abundance of well meaning advice is not worth the leadership mantle.

In any case I wish to point out that the steps taken by the ‘Man of action’ falls far too low the expectations of the Barotse people to put it mildly. We can only hope that this is just the beginning of a set of actions by the President targeting at resolving the Barotse issue which is a big and complex issue that will not go away by cosmetic attempts.

May I make one or two suggestions to the President and his advisors:

  1. The Commission of Inquiry should be given terms of reference that go beyond just the ‘Mongu Saga’ so that it can inquire into the totality of the whole Barotseland Agreement 1964 Issue so as to inform government thoroughly.
  2. The president should extend his pardon to the detainees who were released on Nolle’ Prosque because we understand from expert explanation that Nolle Prosqui is not acquittal. The Barotse ex-detainees do not need to live forever with the Nolle hanging over their heads.
  3. The President should squash the dismissal from the Police Service of Superintendent Maybin M. Sikwa who was dismissed from the service over the ‘Mongu Saga’ issue.
  4. The President should seriously consider restoring the name Barotseland instead of the slave name ‘Western Province’ which is a source of embarrassment to the Barotse people as a starting point in search of a lasting pacific settlement to the Barotseland Agreement 1964 issue.

May the president ,the Government and the people of Zambia be informed that while we appreciate the little that has been done to pay attention to the Barotse Issue so far, the people of Barotseland will not rest until a genuine and amicable solution to the Barotseland Agreement 1964 standoff is finally achieved. May I also implore the Barotse people at home and abroad that the solution to the Barotseland Agreement 1964 issue squarely falls in the hands of the Barotse people themselves. It will not be gifted to them even by the so called ‘Man of Action’. What we want as Barotse people cannot come from either Addis Ababa or Lusaka, it can only come from the sacrifice, courage and self determination of Barotse People at home or abroad. Barrack H. Obama speaking on 5th February 2008 made a statement whose sentiment we must borrow for the Barotse Struggle:

“Change will not come if we wait for some other person or some other time. We are the ones we have been waiting for. We are the change that we seek”

    WORD OF CAUTION. DON’T GO FAR WITH THIS ISSUE BEYOND YOU BENEFITING FROM THE LAND OF FLOWING MILK AND HONEY AND IMPROVING THE PROVINCE. OTHERWISE  YOU WILL BE SENT TO LESOTHO IF YOU WANT A KINGDOM. YOUR KINGDOM EVEN EXTENDS TO ANGOLA AND CONGO. SO GO AND TROUBLE THESE COUNTRIES TOO.

  29. OK, so what happens when the BRE is approved? Do we Lozis stop being Zambian? Will we need passports to travel to Lusaka? Who is going to benefit, is it all of us or the royal family?   31. Any constitutuion on the land is revised. Any land lease has a period. If the BRE shall be for ever or tamed as exclusive, then Zambia shall be divided in tribal zones. If they just want a name and nothing else, then that’s very easy. But if the’re strings attached, our brothers and sisters are throwing themselves into underdevelopment and more poverty.     The Barotse Agreement had its own faults and these will not stand in today’s Zambia. The activists have not stated clearly which parts have been abrogated and require reinstatement or recognation. All we hear is the restoration of the whole BA OF 1964! STATE WHAT WILL FOLLOW AND WHAT WILL PLEASE ALL THE PEOPLE( Or is it Tribes?) OF WESTERN PROVINCE.

  36. Bembas will always call those who do not give them space to exert their own chikanda culture ‘tribalists’. Zambia is a unique country with diverse ethinic groups with dynamic aspirations.calling people who are different from you as tribalists means that you have taken no effort to understand their collective uniqueness. People of influence will take time to study and understand the supposedly most difficult and ‘tribalist’ cultures and later find that such people are simple and, on the contrary, very accommodating. To be honest, the Tonga, Lozis, Northwesterners and easterners value the differences they find in others and will hardly impose their culture on others. #1, you are simply quite shallow for our generation.

  37. My own personal views of Barotseland aside… I remain shocked by how much of our own history we still continue to view with self imposed ignorance. Did I actually read someone state the British gave Lozis their land and bring up David Livingstone too!!!

    The ‘divide and conquer’ policy in effect by the mining company ‘given’ our nation as part of their piece of the African pie is a success. A ‘for profit only’ territory which British Hansard documents well. They knew this day would come and had a chance to intervene early in KK’s presidency. You would do well to read why they didn’t even when 2 MP’s tried to prevent this. Wake up. I hate to see their prediction come to pass. Played and we don’t see it. Go on fight each other and call each other tribalists… it was written.

  38. I feel the B Agreement has really been overridden by a number of factors, hence it no longer holds water.To mention just a few :-
    1. Geographically, the initial area covered in the BA extended beyond the present day western province, therefore many other tribes would also claim their share.
    2. lozis like my tribe are spread out to every part of Zambia, as a result they have and continue to benefit from other national resources outside western province. I am sorry to sound this way. It’s One Zambia One Nation.
    That BA issue is just disadvantaging my brothers and sisters in the province in terms of investment attraction. I URGE you to focus your attention to holding your MPs and Government accountable to their obligations with regards to the development of western province.

    You make several excellent points but the irony for me and probably the point of the BRE is what is ‘the territory to be known as Zambia’. An amalgamation of territories on the understanding that Barotseland held autonomy.

    The 1964 meaning of the territory to be known as  ‘Zambia’ is ‘British Protectorate formerly known as Northern Rhodesia and Kingdom of Barotseland. That’s what has me amused each time we call for Zambia or those of Barotseland state that they are not Zambians. Zambia is an amalgamation of the two territories with conditions attached. We cannot wish it away or sweep it under the carpet. We need to DEAL WITH IT once and for all and move on as one united nation with our historical pride intact not buried ostrich heads in sand.

  45. All tribes in western province should be consulted whether they want the name Barotse or not. The feelings of the Mbunda, the Kaoma group and others should not be stampeded by the Kololo group, as to what happens in that part of Zambia, called Western province. And for goodness sake give the guy in state housr a chance. Most of you people are acting like hungry vultures.

You actually do not have to agree with the author to have an opinion on why the marriage that is Zambia is always threatened with divorce – after all the husband changed the agreement AFTER marriage. Those who take pride in that can do so and those who disagree are free to state so. Nobody really wants a divorce as the families get on fine but why pretend we’re not married by agreement? An inconvenient truth. Someone else will always write our history for us and mis-education will continue until we learn to listen without prejudice and reach an amicable solution. The husband thought it was in the best interest of the partnership but did not consult his partner. As time passes more are hearing the protest of the partner. Place the debate where it can do the least damage. Out in the open.

  48. I’d like to caution our Lozi brothers what they ask for! Lots of things that are done or written by man, have a deficiency of one form or the other. THE BRITISH AGREEMENTS, WORLD OVER HAVE BROUGHT STRIFE, they were WRITTEN AT A TIME, WHEN THEIR THOUGHTS WERE AIMED AT WHATEVER WAS TO ENSUE, WOULD FAIL AFTER THEY LEFT, WITH THE HOPE THAT WE WOULD NO SOONER RUN BACK TO THEM BEGGING THEM BACK. Look at Palestine & Israel – it is the the Brits that demarcated; Look at Rwanda, minority tribe was favoured to rule; India & Pakistan etc etc.
    We have been independent 47 yrs, we have been free, we have had no wars, EACH OF US HAS A CLAIM TO LAND IN ANY CORNER OF ZAMBIA. So what are you really asking for, that other provinces & people are not crying for??????? WE ALL ASKING FOR DEVELOPMENT!!

  49. Have you noticed how the Barotseland activists shout without saying a thing? Barotse this, Barotse that, but they do not say exactly what the agreement was about. The Barotse Agreement can only be summed up in one sentence: develop the barotseland at the same pace as the rest of the country. Other than this statement, there is nothing else you can do. What Sata should say is: “Yes, I agree”.

  50. In as far as I know Barotseland includes CB, North Western and some parts of Angola and Namibia. It’s supposed to be a very huge Kingdom. I hear there is talk of independence, and if that’s the case the people of this great kingdom have to vote to obtain independence. If the borders remain the same I reckon the vote will be big challenge to the KING. On the other hand if the borders are redrawn to allow only the territory occupied by the KING’s subject, then I foresee a lost kingdom.

Self honest examination of yourselves is that you have deep hatred and jealousy for people who want to genuinely express themsleves openly. In civilised society as it is in other parts of the world, bloggers applaud this type of approach and ask intelligent questions to learn/vice versa educate the other person engaged in the discussion.   54. What amazes me is the hullabaloo over this Barotse Agreement in fact it is used as a disguise most people who want to refer to including the writer have never even had a sight of it. A supposedly copy of it did rounds on email and if it is anything to go by there is nothing contentious in its content it only affirms the rights of the people of Barotseland as Zambians with full rights and the Litunga’s rights over his land and other resources which the GRZ currently observes. There is no development in Western Province because the province is not open to non Lozis and the Lozis with capacity are busy developing other provinces. look at what they did to Shoprite, one has to take a bus ride out of town to shop there. My advise is simply integrate with the rest of Zambia!

  57. Yes, I have problems with most Loziz, I have a problem with their state of mind. They are too egoistic and self centred. Most of them are bad hearted too. Any how, the Barotse agreement is going nowhere because it is a dream of the past and not modern Zambia. I will wait and see is the Bembas and other tribes will surrender their land to you, the Lozis. You are typical trouble makers and can cause civil strife. Very self centred people.

  58. Please LT stop covering these “Some of Us!” Zambia is so united post elections and like foools the Manyukunyuku felas have started to bark again. That their keen were released does not mean that they were not guilty! Try it again this time we will get the sponsors of anarchy as well.

  59. I have been reading the comments with interest and a keen eye. Tribalism. regionalism and secession have been the bane and scourge of Africa, leading to internecine wars and countless loss of lives: Biafra, Niger Delta, Caprivi are some examples. As a united country, Zambia will develop to her full potential, inclusive of the Lozis. If the Lozis go it alone they can only be doomed to fail. On what will the economy of the ‘new country’ be based? where will it obtain its technical and leadership cadre? what is its population? what is the state of the infrastructure? and what if Zambia, Namibia, Zimbabwe, Angola and Botswana closed their borders with this ‘new country’ as they surely would, what then? Please Lozis, do not be fooled, remain united with Zambia and build your country.   

  60. i’m Namibian, and the Lozis or their cousins in the Caprivi tried to secede some years ago based on a flimsy agreement between two leaders of liberation movements, with the consequence of a disastrous loss of lives and permanent exile for the ringleaders..Secession can never develop Western Province!
    Remain united with the rest of Zambia, it’s your best chance of survival and development!
    (and who suggested the Lozi should be sent to the Namib Desert? Excuse me, we don’t want them in our desert which is home to endangered species! lol)

  63. Let the president sort out this matter rather that make all sorts of senseless pronouncements!!! He is a wise man who does not talk unnecessarily like other politicians. I am sure the man is seriously listening and getting proper advice in consultations.
