Lubinda anounces the dismisal of Zambia Daily Mail and Times of Zambia Managing Editors

Government has terminated contracts of Zambia Daily Mail Managing Editor Evans Milimo and Times of Zambia Editor John Phiri. Information, Broadcasting and Tourism minister Given Lubinda has appointed former Daily Mail Managing Editor Godfrey Malama to take over as Managing Editor at the Times of Zambia.

Speaking to members of the this morning, Mr Lubinda announced that the position of Managing Editor for the Daily Mail will be taken up by Acting News Editor Isaac Chipampe, while the position of Deputy Managing Editor has been taken by Anthony Mukwita.

Mr Lubinda also terminated the contract of Deputy Managing Editor Davies Mataka with immediate effect. Mr Lubinda has advised newly appointed media Heads to be professional, write accurately and not become praise singers for government.

He also said that the new media heads should ensure they do not go out and attack other people to appease government but should work professionally to inform and educate members of the public on various issues.

Mr Lubinda said that Government will not allow ZNBC, Times of Zambia and the Daily Mail to abuse their positions as public media institutions by flouting the laws of the land.

Mr Lubinda also said that government is not going to bail out any of the public media institutions if they are not profitable as they have been reckless in their operations.

Meanwhile, Mr Lubinda has asked Times of Zambia Deputy Managing Editor Mirriam Zimba who applied for early retirement to meet with Information Permanent Secretary and explain the circumstances under which she opted for early retirement and why it was not granted.

And Mr Lubinda has also abolished the position of Deputy Editor-in-chief of production and distribution, a position which was held by Mr Hicks Sikazwe and was created in July this year by Times Managing Editor John Phiri.

  3. As much as I sympathise with these individuals, as a professional, when you are being oppressed you ought to resign. As for Lubinda and the PF, all headlines have tilted in your favour; please make sure that you allow the media to operate fairly and at times, non political events must take the headlines.

All stories are now in another taste and no-one is complaining. these men were just doing what they were being told but the idea of resigning should have been heard if u r being asked to work in a manner that is not professional. however, in zambia, disobeying grz even when u r out on the streets can earn you further problems… on meagre salaries, the media in zambia has no option. look at the appointed people. they are already toying the party lines. we just need an independent body to be employing editors in public media … not the same ministerial appointment. so does it mean that the new chaps will be independent from political intervention?

    What more do you expect? It is now up our Zambians in charge of these papers to embrace professionalism. They shouldn’t expect Lubinda or President Sata to keep reminding them about this. Ala mwe bantu GVT is you and me, not politicians only!! here you are, you have been empowered so work for Zambians 

  7. That was expected. i wonder why the editors were waiting for when they knew very well that their jobs were on the chopping board.But why are not advertising those positions?

    • You are right? Why are these positions subject to appointment by the Minister and not advertised? This is why the heads of these institutions cant operate independently but are biased towards the appointing heads. One can not even blame the guys who have just been fired as it is likely that in the first place they were not appointed on merit. These positions in future should be advertised and the selection of the best candidate made by the board. The board should also be independent and represent various interests groups of the public. Only then can we expect to see professionalism in the public media

    • There are no boards in place currently to handle the appointment and dismissal of media heads so the ministry has taken on that role. I hope that once the boards are in place this bad practice will be a thing of the past.

    As long as the MDs are appointed by the ruling party they will always be loyal tools to the them…no MDs would stupid enough to bite the hand that feeds them…Mr. Sata should just bite the bullet and sell the two papers; then their lazy pen pushing journalists will start to earn their pay instead of camping in State House Press room waiting for press releases. 
    If the president is really serious about tackling corruption release these two papers NOW…then we will see what investigative journalism is!!

  10. This is a good atart PF, though we stand to see if there won’t be back tracking on this stance as it canbe costly to PF. At times the govt just need a little help to say the agenda. May you can let go of these media house while you take a firm hold on post. That would win you a lot of friends you know.

  11. The decision taken is half right and half wrong. The Government must refrain from making such unformed decision as in appointing editors and the like. The more transparent method would be advertising these positions to the general public. Appointments are the root cause of unprofessional practices in the government controlled firms in the first place. By virtual of being appointed by the government who in turn can easily terminate your contract without consequences, you are obligated to please them at all times and no serve the public at large.

  12. While the changes are welcome, the big question is why didn’t they advertise the positions? How did Lubinda determine that these are the ablest citizens for these jobs? Are there no other willing, able and qualified citizens at home and in the diaspora who do not deserve the opportunity at these jobs? The MMD appointed the previous chaps and the new chaps are appointed by the PF, what should give us the confidence that they’re not gonna be partisan? Talk of taking out the trash and replacing it with your own.

  13. Political appointments! This is the problem. The MDs will always be biased towards their masters. Lubinda has not solved anything. Each party comes with its own MDs. These newspapers will only start serving the interests of Zambians once we abolish political appointments. How about a public private partnership (PPP) to these papaers?

  14. What forward development is this? It simply shows that because these people didn’t write good things about you, you fired them and that you expect the ones you replacing them with to write in favor of your views(Good or rotten). What good will this be to democracy?

  17. i agree with jay jay n#3,just sell them so that they can provide the much needed competition to the post.otherwise this firing business is just nonsense.the new guys will never write anything against the incumbent govt.who would dare bite the fingers that feed him/her?so simple logic tells us that wether they are fired or not,these positions are politically affiliated hence whoever is appointed will never dare go against his employer.So Mr Lubinda just come up with something better,we are not school children,these new guys will never write anything against PF and you know it.you are saying all those things just for show mdala.

  18. The form of professional journalism shall only be reflected if The Times of Zambia and Zambia Daily Mail are sold out to operate as private institutions. The new owners can then expected to hire professional men and women to run news media. Lubinda has not solved a problem by merely changing faces to the run thetwo publikc papers under the control of Government. The Minister is just applying brakes or place the vehicle to run in top reverse gear. There is nothing new yet.

  19. Maybe we should wait until PF has a strong opposition, chances are that they maybe run to the same media to promote their agenda, for now, good job. However the positions should have been advertised.

  20. There are no Boards and the Minister is micro-managing and even appointing mere reporters. What kind of change is this. At the very least they could have advertised and asked a professional company to appoint professional editors from the most qualified applicants. Those appointed are cadres as before and the reason for appointing them is for the papers to worship the PF government especially after the honeymoon is over. Watch this space next October when inflation is at 20%.

  23. These sacks are long overdue the chaps should have immediately gone by the day MMD left office, it was evidently enough that these chaps did not embrace professionalism in excuting their duties but embraced biasness and favouritism and bootlicking for MMD. Its time to bring sanity to Zambia.

  24. I don’t blame Mirriam Zimba she must have thought she was going to be axed, hence the quick exit. She’s corporate material and very professional. She does what she knows to the best of her ability. I am sure if Government reassures her she will rescind her decision. We need you Mirriam!  

  25. The unproffessionalism of the guys at these papers made them irrelavant, that is why a paper with a pocket agenda like the Post was made to thrive. Unless the Post changes, they may not survive a proffessionaly run Daily mail and the Times. News in Zambia in the last 3 years became so mediocre, irrespective where it was comming from. Only Movie TV presented rellavant news, I pray that things will now change. Anthony is a proffessional and I hope he will not sell-off as others have done before him.

    • Kibakiman you are right but the way the PF is going about fixing the problems portends nothing but disaster. There wont be any improvement in news gathering and dissemination in Zambia. Lubinda is proving to be a street vendor type of minister

Mr.Lubinda should have appointed a Board of Directors for the two institutions who in turn would have fired these top guys.Besides,PF is against single sourcing.Why has Lubinda done away with advertising the jobs so that people can be employed on merit.Any difference between him and Dora Siliya in her ZATEL saga!!~!

    • Chachine ba Lubinda is sorting out mistakes with mistakes. Government please sell these two loss making newspapers so that you wont be accused of tribalism in appointments any more. Your appointments are short-sighted

    But when I see progress am happy.
    Very happy. What the Minister has said deserves everyones support.
    Its a progressive thing.

Please fellow zambians help me out here,… With these appointments, does it mean that in Zambia there are no parliamentary commitees attached to various boards responsible for hiring and dismissing? To me a layman, no matter how much one can try to paint a colour to these appointments, as long as the law continues to being infringed by the people who should no better, the appointees will continue to being partisan or political carders.

  39. @68, to my knowledge, there are currently no boards at any of the public media houses. Therefore we need to advocate for the implementation of the IBA which has provision for the appointment of an IBA board to carry out such functions as hiring and firing media heads.

Anthony, my man, we have come a long way.  Do not lose the fire in your belly, man.  In the future, can we please have these jobs advertised ?.

  41. “Dismissal” is spelled with three “S’s,” not two. “Announces” is spelled with three “N’s,” not two. How sad that a story announcing the dismissal of newspaper editors for alleged incompetence contains such mistakes in the headline and in the text. Spelling words properly is what good editors do.

  42. While we are unhappy about the way the media persons were conducting themselves, we should worry about the powers Given has been given. I am wondering if Given has the right to appoint and dismiss people. I understand that he is not a manager, but a social services person therefore he may not be aware of the corporate governance issues. Who gave the Minister the right to dismiss and appoint people when there are Boards in these institutions and Human Resource Personnel in his Ministry? Will the Boards have authority over people who have been appointed by the Minister?
    Those that have been appointed must know that those who kill by the sword will die by the sword. It is not correct for the Minister to appoint people as if they will work in his farm. He must learn Corporate Governance.

  45. In all fairness, i think this is wrong. Yes, those fired editors were used by the previous regime. What makes it not possible that the new appointees will not do the same, for the simple reason that they have been appointed by the minister. Do you expect the new editors to report in the manner the Zambian Watchdog is reporting against govt? I don’t think so, simply because they can never bite the finger that has started to feed them. The best way to go about this was for the minister to appoint boards who in turn would have dealt with the issue of editors by way of terminating the contracts and advertising for qualified person to view for the jobs. The way i see it, when the new boards are put in place, these editors will say they report to the minister, the appointing authority. Hmmmm!

Hi all, the new government should sell the two dailies, if not, then a board should be appointed, and the board members should be interviewed by a parliamentary panel from all parties and preferably including the public. The board, in turn, will appoint the MD. All the minister has done is to micro-manage and the new appointees will be beholden to the government, whether he likes it or not..BANG goes professionalism!
