Kambwili orders the revocation of the work permit of a Chinese medical officer for being rude.

MINISTER of Labour, Sports, Youth and Child Development Chishimba Kambwili has ordered the revocation of the work permit for Sinozam Friendship Hospital chief medical officer Xisheng Qin, a Chinese national, for allegedly being rude.

And Mr Kambwili has directed private investors to pay expatriate workers the same amounts of salaries being paid to their Zambian counterparts doing the same job.

Mr Kambwili who toured Sinozam Hospital to verify alleged reports of poor conditions of service for employees at the Chinese-run hospital in Kitwe’s Nkana West Township, got upset with Dr Qin when he reprimanded the minister that he was being rude for quizzing him over the matter.

Tempers flared for a while as Mr Kambwili and Dr Qin treaded word for word, calling each other rude, causing the officers in the minister’s entourage to rebuke the Sinozam chief.

The minister had arrived at Sinozam around 13:20 hours and was ushered into the boardroom as he waited for Dr Qin, who by then, was not in his office.

Soon after Mr Kambwili sat, Dr Qin walked in and asked who had graced him.

“I am Labour Minister and I am here arising from the many complaints I have received from your workers, especially on complaints that their salaries are not good,” Mr Kambwili said.

He said it had come to his knowledge that some nurses at Sinozam Hospital were allegedly being paid K700,000 as basic pay, which he said the new Government did not take kindly to as the previous MMD regime did.

“This Patriotic Front (PF) Government is not like the previous government which will accept workers being paid poor salaries,” he said while emphasising his point with a fingure pointed at Dr Qin.

It was at this point that Dr Qin also interjected and referred to the minister as being rude for pointing at him while talking.

This upset Mr Kambwili who reiterated that Dr Qin was equally being rude for answering and defending himself even when he was in the wrong.

For that, he said, he was cancelling Dr Qin’s work permit and this should be a warning to other foreign investors and directed the acting labour commissioner Simon Kapilima to immediately contact the Ministry of Home Affairs to cancel the work permit and ensure that the Sinozam chief leaves the country within seven days.

And Mr Kambwili who earlier toured Kagem Mine in Lufwanyama and Alfred Knight in Kitwe for the same mission of verifying alleged reports of labour abuse among Zambian employees and poor conditions of service, said the Government would not tolerate disparities in salaries between expatriates and locals.

He said there should be equal pay for equal job and not as was the case in some companies like Kagem where he learnt that some expatriates were getting much more than their Zambian counterparts doing the same job.

“Zambia is for Zambians and this Government wants to see our people happy and to that effect we are not going to allow employees suffer at the hands of private investors,” he said.

He said the new Government had set a precedent by doubling the salaries of workers in the health sector and expected the private companies to follow suit.

He castigated Kagem management over alleged reports in the Press some time back that the company was searching employees on the private parts saying this was unacceptable.

Mr Kambwili ordered an inquiry into the matter and that if proved so, the expatriate involved should have his work permit revoked.

Meanwhile, Mr Kambwili has urged management at Mopani Copper Mines (MCM) to consider awarding employees a decent pay rise to avoid industrial unrests.

Mr Minister,your communication skills were not well applied and you are extending that by abusing power to cancel a work permit for someone who is legal and followed procedure to aquire.what would you have done if he was zambian?were you going to cancel his nationality as well.Be reminded that position you are holding is to represent both the employer and employees in an orderly way not like you intimidate people in any way.this is a new generation which fairness is weighed in any given situation regardless of your position which is not permanet but the skill that you are sending away is permanent as long as he lives.

    • I agree 100% This is abuse of authority and not to be allowed. it will foster racism and have a very bad effect on our relationship with other countries. This aside is the Minister actually within his legal rights to deport someone who didn’t like the way he approached him ? Grow up Mr Minister.

  5. I think the best thing to do is the government to re-enforce labour laws and give more power and authority to labour officers ,so that our minister can concentrate on other things,like job creation through youth empowerment.
    Remember ZRA before it was given authority ,smuggling and tax evasion was high.

    • True, but the same labour officers will be corrupted and abuse will continue. You cannot blame Kambwili’s strategy; Zambia has been dead for along long time. People have been making supernormal profits and externalise monies; Zambia is for Zambians.

  6. A clash of culture in fingerpointing while trading views on a serious tempo. The minister was right and rightly so to expel the foreign doctor. Wonder if a Zambian would do the same in China which is doubtful as Zambians tend to be respectiful in foreign govts and rightly so.

    I thought the govt just launched a program of attracting Zambian professionals in the diaspora back home, especially those in the health sector (doctors and nurses). What is better anyway, letting a few greedy ministers steal or double the salaries of underpaid health workers?

    In any case, with more corporations paying back what is rightfully due to our govt in taxes, Zambia easily afford doubling nurses and doctors salaries now. This aint MMD’s era of lies and false promises!

  21. The doctor shud not have been confrontational; in the UK, a senior health consultant was “quietly” dismissed for being “rude” to Prime Minister Cameron when he toured a hospital ward. . Kambwili is now in the right place and as long as he plays his cards right, we are heading in the right direction. Good work minister!

As a nobody I told the then Deputy Minister in-charge of Zambianization John Chafwa about inequalities in the mining industry in the presence of Eastwood then Nkana GM, nothing happened because KK was afraid of the colapsing.   25. It is a cultural thing. A Minister from Eastern, Southern , Northwestern or Southern province would not behave in the way this Kambwili thing behaved. Instead of thinking strategically about ways of improving working conditions of Zambian, our cadre minister is going round picking fights with every foreigner he does not like. Surely it is not the job of the minister to micro-manage things. He needs to help implement and enforce laws. For instance, he would be helping more if he were to create a Government Safety Inspectorate and employed Health and Safety inspectors to enforce safe working conditions. Instead of which he is just abusing his powers and showing everybody why he is not fit to be a minister.

Bullying employers is not going to help Zambians. Enacting good laws backed up by enforcement is the only answer. In the days of ZCCM, a visit from the inspector of mines used to be a serious affair. An inspector could shut down operations if he was not happy. These days I don’t think inspectors of mines even exist.

  37. Deporting people is not that easy. If you remember, Shikapwasha tried to deport a french national who was head Chilanga Cement. He failed miserably. You will find that this doctor will simply be redeployed elsewhere. Unfortunately, some amongst are easily impressed by this cheap piliticking. There are laws in this country, which even ministers must respect. You cannot just deport somebody simply because they are rude. Being rude is not a criminal offence! The behavior of the minister is no acceptable under any circumstance. If someone pointed his finger at me, that shows hostility and it is proper for me to take defensive action.   52. My colleague from the far east got very upset when our manager pointed a finger at him. He later explained that in his culture, it is very rude and confrontional to point a finger at any one. It happens just before a physical fight. Normal pointing is done with the whole hand, you may have seen this in movies. In zambia, we use a finger, not the middle one. Both sides have something to learn.

  57. It is the approach that was wrong. You should not have gone to the facility. Instead you should have instituted an investigation before meeting the Dr in a private meeting. This is the problem with this government. You risk being dubbed thugs by the world. Because that’s how you behave.

  58. The minister should have used diplomatic channels to investigate the workers’ conditions, summoned the Dr to his office and then have diplomatic discussions. Mr Kambwili is way out of line to shout at this Dr in public and expect no response. He has flouted the immigration laws by pushing the cancellation of the work permit. There has to be meaningful evidence that the conditions of the visa have been breached before it can be cancelled an being rude to, or simply defending yourself, to a minister is not one of those that should warrant deportation. Sorry, but that’s a sign of dictatorship right there. This affects foreign investment negatively, now when this guy leaves, he will shut down his business and 100 people will be unemployed. The Minister is supposed to be articulating policy of Government and not going around threatening investors left, right and center. The President must educate this Minister on how to behave honourably and not bring the Zambian nation into mockery. Simple logic, as Govt Minister, expected Kambwili to administer foreign policies collectively. Yes, we know that PF Leadership preached HATE MESSAGES against the Chinese. Kambwili must note that (a) Sata repented and honoured the Chinese Investors at State House for very good strategic reasons; (b) Sata sent KK as his Special Envoy to China to normalise relations for good rasons; Many top ranking Govt personalities have been to China for good strategic reasons. A lot of water has passed under the bridge. Therefore, Chishimba must learn to respect his President, or else he is insulting Sata in a subtle way for removing him from a luxurious Ministry of Foreign Affairs.

Does this Kambwili realise that there are statutory reasons that justify deportation?This si reckless behaviour and the losers are the tax payers who will foot the costs bill after the chinese doc succesfully challenges the deportation in court.And can someone tell Kambwili that he should learn to work quietely.Can you imagine if all the ministers started travelling with journalists what the costs would be?Someone please sit down thisman ,

  67. Nice one kambwili.That doctor deserves to leave our country. The minister has every right to attend to complaints regarding workers conditions. He doesnt have to notify the doctor in advance that he’ll be visiting their workplace so they have enough time to create an artificial environment.Sorry but we need to remind these guys who’s country it is lest they forget!

  68. Don’t have people in your ministry to be doing this job, a minister is supposed to be articulating policy not just intimidating people. Maybe its a way of soliciting bribes so the chinese doctor has to pay a bigger bribe to a minister not a labor official.

  69. The minister is doing a good job. What inspectors are you talking about? they will just be bribed and forget about the poor workers. Here we are doing the same work, sometimes even much more, as the local people but we get the same salaries. we are even more skilled and educated than some of the locals. How you chaps define an expatriate?

  73. Out of the heart of Hon. Kambwili comes out the truth. Mr. Minister you defended yourself when you were removed from Foreign Affairs for lacking communication skills and interpersonal relationships, but creates hostile atmosphere. Now, the minister has just confirmed the skills he has. If I was Dr. Qin I would have chased the minister out of the board room for trespassing personal space. Driven emotionally, unprofessionally, without careful consideration, dispite having been rude, the minister went ahead and abused his authority to terminate Dr. Qin’s Work Permit. I have never seen a servant like Hon Kambwili behaving this way. Qin has no case for paying his workers low wages. It’s the minister’s problem.   74. Had the minister come up with an Act for minimum wage for nurses, doctors, technicians etc the employers would have been paying the workers a decent wage in Zambia. It is a high time for a minister to enacted laws in relation to wages. The minister should just have appealed to Qin to pay better salaries to his workers or close the hospital if the Dr, has no ability to raise workers’ wages. Qin has no case to answer, but mr. minister you better apologise to Qin for tresspassing his personal space. You nurses who are complaining about poor salaries why don’t you leave that hospital and work for the Government which pays better. We need more nurse i n Gov. It is 50/50 you can withdraw your labour and Qin hospital will close, or you can neg. for better pay with Qin.

  75. The minister should come up with better methods, in a friendly way, appealing to more Zambians who have badly abused and underpaid, house servants who have no say. House servants have been abused, not respected, treated unkindly, toss from one corner to another, no rights, shoulted, and paid peanuts by our people, Zambians. Many Zambians who are complaining about Dr. Qin pay their house servants worse than the Dr. This is where the minister needs to correct the situation, amicably.
