President Sata moves Labour portfolio to Ministry of Information and Broadcasting with immediate effect

President of Zambia Michael Sata has with immediate effect re-aligned three Government ministries. President Sata has directed the acting Secretary to the Cabinet Mr. Evans Chibiliti to proceed with all the necessary procedures and immediately imeplement the changes.

“I would like to direct that the portfolio of Tourism be transferred to the Ministry of Foreign Affairs and the Labour portifolio be transferred from Youth and Sport to Ministry of Information, it shall be known as Ministry of Information, Broadcasting and Labour,” reads the President’s letter to Mr Chibiliti in part.

And the Head of State says the re-allignment has been done to curb statements that alarm the nation and investors alike.

“As a Government, we have to be level-headed and not be seen to be inciting the public. I expect ministers to discourage strikes and lock-outs. Strikes or industrial unrests have a very negative effect on a fragile economy like ours. The same applies to lock-outs,” President Sata said.

“If we are not careful, some of these alarming statements will even destroy the little we have or the little strides we have made economically so far. We know that there are numerous short-comings in almost all sectors but we will not address these shortcomings through threats and being loud-mouthed.”

President Sata said that Zambians expect the Government to handle the problems facing the country with sobriety.

“I am alive to the fact that most of my colleagues that have been appointed as Ministers have no experience in these portifolios. Therefore, I strongly feel its my duty to protect the image of the party, the Government, the people of Zambia and the economy in general,” the President said.

“In my statement of 30th January, 2012, I enjoined and cautioned ministers not to make statements that did not reflect Government policy or which had not been referred to and cleared by Cabinet. Statements on the economy made by ministers that are not the competent channels for the issues they raise are damaging to our credibility as a country.
“Policy consistency is a compelling need for all Governments all over the world. As my very final warning, I ask all the ministers not to lead me into temptation.”

Earlier today, Minister of Labour, Sports, Youth and Gender Chishimba Kambwili reiterated that the law will visit all those companies that are violating labour laws.

Speaking when he featured on the Zambia National Broadcasting Corporation (ZNBC) radio 2 programme dubbed Workers Voice, the Minister said he was disappointed with the way some employers were treating their workers.

Mr. Kambwili said his Ministry will work hand in with Trade Unions to ensure that all workers are paid according to the work they do.

He emphasized that all employers who are not giving their workers good working conditions should revise them so as to motivate workers before law takes its course.

Mr. Kambwili who has come under fire from some section of society over his stance to caution investors violating worker right said he will not stop until he see the right thing done.

He said his government welcomes investors but wants them to respect labour laws, pay workers good salaries so that there is a win- win situation between workers and companies.

The Minister who also received reports during the programme of companies like Shoprite, Game Stores and Zam Beef paying little money (K300, 000 per month) said he will soon visit the companies to confirm the reports.

He said he cannot allow companies to continue abusing their workers by paying little monies which he said cannot even sustain them.

Mr. Kambwili stated that he will also not segregate in his tour of companies whether Chinese, Zambian or other companies by other nationalities adding that he wants the best for the Zambian workers.

He also disclosed that he will visit Shoprite on issues of casualisation adding that workers have complained of working for longer than six years without employed on a permanent basis.

“If the previous government was treating you with kids’ gloves, not with this government. I have on occasions visited Shoprite and randomly spoke to workers who have told me that they are contracts on for a year” said Mr.Kambwili.

He stated that the Patriotic Front (PF) government has started addressing the issue of pensioners and all the pensioners are going to be paid in time.
Mr. Kambwili has appealed to the Zambians to support the government in its quest to improve the welfare of employees and to go on zero tolerance of abuse of employees.

And speaking on the same programme Federation for Free Trade Unions of Zambia (FFTUZ) President Joyce Nonde Simukoko has said she is looking forward to the review of Labour laws in the country so that the Labour Unions and government can work properly.

Mrs. Simukoko said the Federation will support the Minister in his quest to bring sanity in the work place adding that her organization does not condone employers abusing their workers.

She stated that it is for the best interest of all workers that companies that violet workers right are closed adding that workers wants to see the government address the issue of labour .

She urged government to make ensure that workers are allowed to join Trade Unions by their employers so as to maintain the flow of information.

How can you stupidly think Sata is not racist because of Lubinda, Simusa and Inonge, is that enough really to demonstrate that? The Catholic church through the Bishops with their prophetic Responsibility have written a strong and decisive circular in case you are not away. There is more tribalism, nepostism and regionism now more that in any other Government that ever ruled Zambia.   4. I welcome this decision by MCS with three hands. How can a country that is seeking investments be seen as hostile towards investors on the ground? Whilst the labour problems with the Chinese are real, they require a balanced approach to reach a win-win solution. Sata’s responsivity towards issues is remarkable. He needs to surround himself with more good advisors and clamp harder on corruption, the major killer. Let me remind my fellow bloggers that even the EU (particularly Greece) at the moment is seeking Chinese investment. It is a question of working closely with them to find sustainable solutions to the problems of the two countries. Heavy handedness will not work!!

  5. Apparently, it appears that President Sata has in-built fears of some of his senior PF leaders. It is obvious that Kambwili made serious blunders in the Ministry of Labour. Sata should have taken courage to fire Kambwili instead of retaining him in the Cabinet. The true genes of Ba Sata are emerging to reveal his cowardice. Kambwili is not fit to be a Cabinet Minister but needs to get reduced to just serve his Constituency as MP for Luanshya.

This country is no longer in the Third World; it’s fast retrogressing to the stone age. The president also needs to term his tongue. he threatens too many people including chiefs he wants to deregister. please presidents don’t behave like that.     Zambia needs better laws to protect Zambian workers, but Kambwili proved that he was so dull to advocate or formulate those laws and chose the only way he knew best, STREET LAW. And most of these supposedly educated DIASPORANS supported him. SHAME.

Pls i know that i’v n’evr goin 2 university but i feel lets cal A as A nd B as B. Infromation is far different 4rom Broadcasting and Tourism different 4rom Ministry of Foreign Affairs. Much as ministers r making mistakes ther r people around who r qualified 4 such positions if thy kn put advents in Times, post or daily-mail. God bless Zambia sorry 4 my english am a grade 9 failure 4rom Lotus.

In a normal setting there would be no need for a Ministry of Information and Broadcasting because this would be regulated by the free enterprise system as government would not need to control free press under a Press Freedom Act or something similar. The Ministry of Labor is a huge ministry that should regulate all labor laws in the country. In most developed countries this department stands alone due to its magnitude and functionality. Merging it with another ministry that may end upon passing right bills in parliament, sends a wrong. This brings into question government’s commitment to this crucial ministry after campaigning on a platform that’s focused on the plight of every worker. I think that the President maybe ill-advised on this and might need to reconsider … thanks a trillion

It’s good that Sata has noted that he has a “bad nut” in his team. The thing about a having bad a nut in your mouth; it destroys the taste of everything in the inner jaws.

    Foreign Investments are curtailed back if the Social, Political & Economical, Regulatory climates are Dogmatic & Negative. Kambwili needs to go for Anger Management Program (AMP) and get rid of inflammatory conducts.

    This is “left hook jab” from Sata to Kambwili, hoping that he Kambwili will rise up with wisdom with stronger ribs. His CV in the Ministerial position is dented so far. If this was based on performance he would loose the bonus.

    4. National Economical Measurements || 5. Profitable Employments || 6.Retirements ||
    7. Wages || 8. Safety || 9. Labour Laws || 10. Health Care …etc!!!

    Sata has made a massive mistake to join the two ministries.

  20. You can’t run a country like a sole proprietorship, or a kantemba. This goes to confirm the PF is a one-man government–Sata is the government, with such arbitrary authority and surrounded by relatives, hangers-on and know-nothings. Folks, the next five years will be extremely long. The country is being pulled backwards. Parliament almost has no role in Zambian politics. The judiciary and the executive branches are one and the same. What kind of democracy is this?

  21. Abolish Information and Broadcasting, make the Information Minister the Labour Minister, and reassign Kambwili. Although having said that, Kambwili’s disposition is the type that unjust employers in Zambia need. They need an enforcer of labour justice.

  23. I have woked in the private sector in Zmb and I know what it means to be mistreated by foreign investors. I will always miss Kambwili. For all those who are against Kambwili, wait and see how chinese employers will celebrate for this demotion. As a way of celebrating depature of Kambwili, a Zambian will soon die in a chinese mine accident due to disregard of safety laws.

  24. I dont blame Kambwili, he is a slow learner. He was still in the ANTI-CHINESE PF campaign policy when everyone else in PF leadership abandoned it the time they won the elections.
    Sata could not fire him cause he knows his learning deficiency, that is why he has spared him and taken his precious time to seriously educate Kambwili on the new PF policy on china.

Sata is aware that these continued strikes are hurting our economy and Kambwili’s over zealous stance isn’t helping to curb the problem. By putting the Labour portfolio under Information and broadcasting Sata knows very well that the collective Ministry wouldn’t want to report negatively on itself would they? Constructive criticism is healthy but not for the sake of trailing PF and the govt’s mistakes to expose failure. To me it is wishful thinking that this govt fails.   46. The result of this directive will be confusion and un budgeted expensive to move the people around. Not to mention internal friction and disturbances that are bound to occur in the affected ministries (offices, transport, furniture, stationery, etc, etc). It will a long while before the affected ministries begin to function effectively. Could there not have been a cheaper solution to whatever was the problem without “the musical chairs” syndrome?

  48. Governance gone awry! Major structural changes that are done on a whim. This does not inspire confidence. The next president will have a huge task realigning ministries in a manner that is efficient and makes some sense. In September last year I was really not sold on either candidate but held my peace and gave the guy a chance. The changes that are being made should require approval of the legislative branch. A few sweeping changes are welcome, but there should be a sense that they are well thought through. Everything is being done by executive order. Now I am getting the feeling that our president is like a chess player who feels like he’ll win the game simply by quickly moving his pieces forward. There is no discernable strategy here.

  50. Is the President afraid of dealing with Kambwili? Should reshuffles and ministry re-alignments be centred around one person? We know that the mini-reshuffle that took place a few weeks to move Kambwili, Lubinda and shamenda was centred on Kambwili, even this re-alignment is clearly centred around Kambwili. Cant the President deal directly with Kambwili instead of incoveniencing others?

  52. If the President is not happy with Kambwili he should have just fired him instead of reorganizing government structures. Zambians must blame themselves for putting a grade 7 into state house who does not care on the cost of endless re organisations. Every government takes after the character of its leadership and this explains why ministers have embraced Sata’s culture of bashing and expropriating foreign capital. Zambia shall needs an abrasive opposition to stop this illiterate government from destroying our country.

  56. Mr Sata has finally capitulated that he has incompetent ‘FITUMBUWA’ ministers in his govt. This we have said time without number. Worse, he’s losing it. How does he sacrifice a ministry to an individual by moving ministry of labour to another ministry, when he should have moved or fire Kambwili. Its too early to see the begining of PF govt fall. Give Zambians what you promised before abdicating government. Its now over 90 Days of waiting.

  57. The trial and error is a bit too much. The PF were in opposition for a long time and during that time they should have had a shadow cabinet while critically assessing the existing ministries. But its like they never expected they would win. New ministries should have been announced once after the inauguration of their President and changes shouldn’t be occurring every few weeks. The Ministry of Information and Broadcasting should not be existing in this era. What does it do? It serves no purpose except to suck up poor people’s taxes. It would be relevant if it was showing citizens movies on the history of the country and on nation building. Shamenda’s ministry should now be Labour and Communications. ZANIS should be sold to the country’s mediahouses

    Some of the items you list there don’t belong to labour; they would rather belong to Commerce and Health Care.
    In a’ true’ Capitalism setup you don’t even need Labour Ministry; all you would need is Commerce to handle trade and investment. Workers conditions would be dictated by the market and the economy and trade unions to set up collective agreements awards. You might need some independent tribunal or ombudsman to handle industrial disputes between employers and employees (through their unions). There is no place for government to dictate anything… all government does is create an enabling environment through things like interest rates; company tax and PAYE; etc.

  59. But of course in a place like Zambia where workers have been abused for far too long you need government intervention; not in the way Kambwili was running his mouth and ego but through inclusive policy.
    As others have stated, you also don’t need Ministry of Information and Broadcasting. All you need it as an independent commission to enforce some code of practice and to regulate the bandwidth for broadcasting.
    As for Kambwili I believe all he was doing was implementing PF campaign rhetoric. Why is everyone surprised?

Now that Kabwi has been striped off a serious portifolio and gone to someone without grip, we are afraid bcoz that department needs someone who is inkaka but logic. in my own view kabwi was ok at least there was that effect.   62. Much as I do not like Kambwili as a person, I think he was right to try to address the plight of workers vis-a-vis investors. The president should have asked him to tone down. For now what the president has done is to indirectly read the workers the riot act. The workers are in for high jump! On the whole Kambwili does not have what it takes to be a minister.
