Constitution Technical Committee misses first draft deadline

The technical Committee drafting the Republican constitution is not able to publish the first draft constitution in the last week February as earlier indicated.

This has been attributed to overwhelming volume of work for those drafting the new constitution.

Technical Committee Spokesperson Simon Kabanda says his team will however, endeavor to complete the first draft by June, 15.

Mr Kabanda says the final draft constitution will be published after hosting the national constitutional convention.

He was speaking at a media briefing in Lusaka on Wednesday.

Mr Kabanda says the final draft will be ready for presentation to President Michael Sata and the public in 2012.

He says the referendum commission will there after resume responsibility.

Mr Kabanda has appealed to stakeholders and the public to exercise patience and allow the committee to produce a good document that will stand the test of time.

And various stakeholders who attended the press conference say the delay in the publishing of the first draft is acceptable.

The stakeholders insisted that the technical committee should be given sufficient time to produce a good document.

Zambia Congress of Trade Unions President Leonard Hikaumba says it is important that the new constitution is all inclusive.

And Anti Voter Apathy Executive Director Richwell Mulwani says the technical committee should work hard and produce a good document.

  1. The more they delay, the bigger the allowances because they are paid per sitting.

    Forget June, i think the guys will delay it further to december. donchi kubeba indeed.

  2. Do not worry Mr Kabanda and your team. There is no hurry in Africa, especially in banana republics like Zambia. Take your time and enjoy the allowances after all as they say in Bemba “fya buteko”.

  3. When the “previous” government told you that these things are complex and take time, you did not believe. When they told you that it is not possible to develop a country in 90 days you did not believe. These kaponyas are experimenting with government as if there has been none before to learn from, they even want to reinvent the wheel but they will come up with the same wheel which others have already invented……..ubututu makes one feel that they are clever.

What is the point of this thing anyway when Chilufya will reject it outright like he did with the Chongwe commission report if it does not make him life president and ensure that one of his many children takes over after his demise, the official language becomes Bemba and the country is re-named Bembia?

  6. When are you going to start developing Zambia and create jobs as you promised? Forget the 90days, this is after 6 months in office. 

  7. They are chewing the funds, these paper tigers. Everything is there, what they are doing is just changing commas, full stops, change sentences and at the end of another deadline they will have gobbled billions! just wait and see. They bother less about taking the money they are getting as allowances to those people who have no meals in shanty compounds and villages. Equality is illusive. Some what the lion’s share from the state. Constitution, constitution and constitution. Kaunda did it, Chiluba did it, Mwanawasa did it now Sata is doing it. Too much money have been spent on this document. Do we have the best brains there to realize we are spending too much money on these constitution, the money that could have gone a long way to build schools and hospitals? Paper tigers!!!!!

This thing had better be a well-thought-out all-inclusive work to stand the test of time, something that other nations try to copy and emulate and something that can keep pace with the nation and its people as they change through the ages. If they end up submitting the constitution of some other country with the name crossed out and Zambia scribbled in that’d be sad.

  10. Simon Kabanda used to very vocal as Head of Citizens Coalition and he thought things were as easy as he thought. Why is he complaining of being overwheamed by large volume of submissions or work. I hope the extension is not one way of fattening their pockets. Things are easier said than done. Last year through this blog. I stated that delivering within 90 days by Sata and PF upon assuming office was a pipe dream and what happened the youth of this country were duped into voting massively for PF and to date none of the promises have been fulfilled otgher than appointing commissions of inquiryies and reshuffling and aligning ministries and districts.In doing things of public concern there are procedures to be followed. Its like follow the leader blindly. We have lost direction.

  11. Thought we already have the required info why the delay and already the number of commissioners is too large and has been changed from a small group to this large group. I bet we are likely to mis the June deadline. Experience, experience, experience, hahahahahahahhahahahahaha iyee. windfall tax is gone, BA for barotseland gone, youth employment thrown to the wind with retiremet age moved to 65, even if the drsft were to be produced in June am sure it will be thrown out just llike the issues above.

    The comment about the constitution to stand the test of time is utter rubbish.  Even the American constitution has various amendments. We need a constitution that meets our needs not one geared for 3012.  We can bet your last kolwe that by that time the constitution will have been chewed up and thrown out, Zambia would be no more etc etc.  Bakolwe will still be debating a new constitution while everybody would have fled a devastated and polluted earth for Mars or something better.

    Anyway Mr Simeon Chibanda, or whatever your name is, don’t forget to throw in the BA64 as Mr Roger Chongwe’s COI has recommended – if you want your constitution to even stand the test of one month.

The allowances are K650,000 per sitting.We do not know how many sittings are conducted in a month.At least the NCC were holding their meetings in full view of the public.My guess is that they are sitting at least 25 times in a month which translates to over K16million per expert per month and by the time they conclude the Report each will have received over K200million.So the longer they take the more money in their pockets.

  14. Why can’t we have volunteers to this constitution making process? I volunteers are engaged at least cost, cost for transport, snack time and lunch meals only cant we achieve the same results? Those who are currently there are only seeing constitution making process through allowances. If we engaged volunteers, I tell you that genuine people will be there to deliver that document at least cost! Why is it that all those who go there think of allowances first? Volunteers will offer sacrifice and achieve more in a limited time frame, especially if they are told the timeline and limited allocated funds to it. These current paper tigers are just there to rip where they sowed little!
